Abstract
Purpose
The purpose of this paper is to identify factors affecting performance of heritage conservation projects in terms of project management parameters of time, cost, and quality.
Design/methodology/approach
An exploratory study was conducted in India, wherein 41 conservation professionals were interviewed. The method adopted for the study was unstructured interviews, wherein the respondents were asked open-ended questions about the issues faced in such projects and factors affecting project performance.
Findings
The interview recordings and notes, made during the exploratory study, have been manually coded to identify the most frequently mentioned problems, group them into categories, and assess their relative importance.
Research limitations/implications
This paper has presented a broad overview of the challenges faced by heritage conservation projects in general. Further research is necessary to analyse if the challenges depend on factors like type of heritage, project delivery model, and stakeholders involved, and to develop mitigation strategies for these challenges.
Practical implications
The findings from this study can be used by practitioners to improve performance of heritage conservation projects in terms of time, cost, and quality.
Originality/value
The findings of the exploratory study help to better understand the reasons of poor performance of heritage conservation projects in terms of time, cost, and quality. The paper has identified major challenges of the sector, and assessed their relative importance, which can help in developing project management strategy for future projects.

Abstract
Purpose
The purpose of this paper is to illustrate the development of a biodiversity reporting and evaluation framework. The application of the framework to an exemplar organisation identifies biodiversity-related annual report disclosures and analyses changes in the nature and levels of these over time. Finally, the paper aims to establish whether the disclosures made by the exemplar are consistent with a deep ecological perspective, as exemplified by New Zealand conservation legislation.
Design/methodology/approach
Viewing the framework developed by the paper through a deep ecological lens, the study involves a detailed content analysis of the biodiversity disclosures contained within the annual reports of a conservation organisation over a 23-year period. Using the framework developed in this paper, the biodiversity-related text units were identified and allocated to one of three major categories, 13 subcategories, and then into deep, intermediate and shallow ecology.
Findings
Biodiversity disclosures enable stakeholders to determine the goals, assess their implementation, and evaluate the performance of an organisation. Applying the framework to the exemplar revealed the majority of annual report disclosures focused on presenting performance/implementation information. The study also found that the majority of disclosures reflect a deep ecological approach. A deep/shallow ecological tension was apparent in a number of disclosures, especially those relating to the exploitation of the conservation estate.
Originality/value
This paper is the first to develop a framework that can be used as both a biodiversity reporting assessment tool and a reporting guide. The framework will be particularly useful for those studying reporting by conservation departments and stakeholders of organisations whose operations impact biodiversity.

Abstract
Purpose
The purpose of this paper is to test critical conservation approaches through conceptual architectural interventions that integrate the evolution of a significant urban building, the Temple of Dagan in Ugarit, the capital of an important Bronze Age civilisation in Syria, with the pre-existing phases of the site and offer a paradigm for the presentation of the city’s evolution. This reflection aims to investigate how far the remaining fabric can frame the original architectural experience of the place allowing the visitors of the ruins to contextualise the architectural development of the temple.
Design/methodology/approach
A detailed reading of archaeological reports and the French mission’s architectural interpretation as well as in situ surveys and architectural and urban analyses were carried out to inform this conservation reflection, which primarily explores the potential of critical conservation approaches for key architectural interventions. The main vehicle is a virtual reconstruction approach to probe the proposed critical conservation principles and their success in highlighting the stratigraphy of a site.
Findings
The work shows that critical conservation approaches can make a distinct contribution to the understanding of the ruins; in particular, the virtual approach can handle effectively the presentation of the intangible experience of the temple (original processional routes) and its archaeological stratigraphy.
Research limitations/implications
The poor condition of the temple, being exposed for more than 80 years after excavation, have limited further architectural analysis as some evidence is confusing to read in situ. The pre-conservation analysis, therefore, was based more on the archaeological mission’s work, which is comprehensive.
Social implications
The reconstitution of the temple’s architectural layers in a coherent narrative will have educational value as it will highlight the development of architectural perception and techniques during the Bronze Age. Debate on the application of such tools by managers of the site may enhance the visitors’ appreciation of the ruins. The digital output itself constitutes an engaging material that enhances the public understanding of the site and its rich stratigraphy.
Originality/value
The study is the first attempt to constitute an architectural experience out of the confusing ruins integrating the archaeological evidence in the frame of contemporary conservation and architectural design. As one of the predominant urban artefacts in Ugarit, the Temple of Dagan witnessed at least a millennium of the city’s history and thus the conservation strategy of its intense development and stratification reflects the whole city.

A systems perspective of waste management allows an integrated approach not only to the five basic functional elements of waste management itself (generation, reduction, collection, recycling, disposal), but to the problems arising at the interfaces with the management of energy, nature conservation, environmental protection, economic factors like unemployment and productivity, etc. This monograph separately describes present practices and the problems to be solved in each of the functional areas of waste management and at the important interfaces. Strategies for more efficient control are then proposed from a systems perspective. Systematic and objective means of solving problems become possible leading to optimal management and a positive contribution to economic development, not least through resource conservation. India is the particular context within which waste generation and management are discussed. In considering waste disposal techniques, special attention is given to sewage and radioactive wastes.

Abstract
Purpose
Fieldwork in architectural conservation education is a proven practice to develop skills in documenting current conditions and start methodological engagements with a site's architectural and historical values. It is a vehicle to generate intensive learning experiences in comprehensive degrees or short courses. Review of the practice within conservation education is not extensive and the purpose of this paper is to reflect on enhancing pedagogy further.
Design/methodology/approach
This reflection was triggered by a major case study, a workshop to generate UG teaching capacity for an Architecture school in Colombia. This led to mapping the fieldwork spectrum, reviewing the authors' experiences (PG courses and external workshops) and activities planned in other MSc programmes. Fieldwork is often seen as skills training, so enhancement is explored through the affiliate geography and architecture UG curricula.
Findings
The Colombia workshop provoked strong engagement among students and tutors, and their commitment to make heritage meaningful to their projects is a measure of this pedagogy's success. Fieldwork around a site's essence, beyond skills development can induce conservation students into critical enquiries by motivating them to develop personalised contexts and enhance engagement with the unexpected through inversion of linear learning processes. Setting up site exercises early on PG programmes can encourage curiosity in exploring historic environments and contextualise surveying methods.
Research limitations/implications
Student reaction to these ideas has still to be tested by designing new activities. The educational methods of this implementation need deeper analysis, beyond the paper's scope.
Originality/value
The paper maps the academic value of fieldwork in conservation education, investigating enhancement and cross-fertilisation from architecture and geography.

Abstract
Purpose
The purpose of this paper is to illustrate the relevance of cultural heritage inventories and documentation as critical tools for heritage conservation and management in historic cities, through the case study of the historic city of Ahmadabad, India.
Design/methodology/approach
The paper discusses the creation of inventories as part of the comprehensive documentation undertaken for preparation of the World Heritage nomination dossier. In this context, the goal of preserving the outstanding universal value of the historic city formed the basis for selection and assessment of the assets to be included in the inventory. Standard processes and methodology employed for creation of the database involved archival research and planning; field surveys for mapping, photo documentation and data collection; data registration and processing using CAD, Ms Office and geographic information system (GIS)-based digital platform. Optimal data acquisition while maintaining cost and time efficiency was an important consideration for the fieldwork.
Findings
While an inventory remains a critical conservation tool, the heritage assets are integrally linked to and influenced by their surroundings in an urban context. A comprehensive documentation approach that provides a broader understanding of the city’s natural features, built environment, heritage resources, cultural practices and socio-economic networks is therefore necessary for creation of a suitable management plan for historic cities. Traditional field surveys based on external visual observation are time and cost effective, and can generate adequate information on identification and assessment of built heritage assets for creation of inventory along with documentation of their context. However, the scale of investigation and the intended role of an inventory as an urban management tool calls for creation of integrated, accessible and updatable data management systems.
Research limitations/implications
At the moment, the database created is only used for the limited purpose of monitoring and managing the conservation of listed properties. The importance of the inventory as a critical conservation and urban management tool can be further validated once the GIS database of the historic city is integrated within the urban management and planning system for the city.
Originality/value
The inventory created for the historic city of Ahmadabad offers one of the few examples of heritage documentation at such a large scale. It covers an area of 543 ha with a detailed inventory of more than 6,000 properties. The description of, and the reflections on the process employed provide an overview of usual challenges encountered in creation, presentation and management of heritage inventories for historic cities which may offer useful guidelines to practitioners planning similar exercises and help them establish efficient work processes.

Purpose
There are some environmentally critical areas (ECAs) in cities such as flood flow areas, agricultural land, canals, rivers, water bodies, forests and hills that need to be conserved from land transformation. The purpose of this paper is to review the compliance, challenges and significance of urban planning, and to develop a contextual framework of urban planning for environmental area conservation to improve the urban environment in case study city Dhaka, the capital of Bangladesh.
Design/methodology/approach
This research is based on a qualitative thematic analysis of the available relevant literature.
Findings
This research identified non-compliance of the contemporary urban plans such as indiscriminate land conversion activities in the ECAs. Conflicting interests between the urban plans concerning protection of the conservation areas and business interests of the community people and the real estate development companies are identified as the major challenges. Dhaka faces several environmental problems such as loss of biodiversity and ecosystem, waterlogging, flooding, pollution, reduction of vegetation, groundwater depletion, temperature increase and a reduction in agriculture and fishing because of land conversion in the ECAs.
Practical implications
Urban planning with effective conservation area management, conflict resolution through communication and participation, creation of economic opportunity to generate income from the ECAs and assessment of the conservation strategies and interventions might ensure environmental conservation in Dhaka.
Originality/value
The conceptual framework of urban planning for environmental conservation is innovative as this could be a basis for other cities in Bangladesh and in other developing countries.

The theory of these three concepts currently exists, but fails to be realised in practical integration. The purpose of this paper to ask why this failure is occurring and how it influences sustainable historic environment.
Design/methodology/approach
The paper is composed of a critical review of existing literature and an argument built based on the concept of a Conservation Plan, “Green Maintenance” concept and methodology and sustainable repair approach for historic buildings.
Findings
Despite the need of maintenance of historic buildings, this review suggests that a Conservation Plan often mitigates against its own association with “Green Maintenance”. Conversely, this could be improved by transforming the integration to be more pronounced in achieving sustainable repair for historic buildings.
Practical implications
An integration of the concept of a Conservation Plan, “Green Maintenance” and sustainable repair approach could be utilised to form the basis of decision-making process for achieving sustainable historic environment.
Social implications
An integration of Conservation Plan, “Green Maintenance” and sustainable repair approach will be positively welcomed as our society moves towards a low carbon economy and materials as well as “green” procurement.
Originality/value
Unless integration between of a Conservation Plan, “Green Maintenance” and sustainable repair is improved, much of our culturally significant historic buildings will not be repaired in sustainable ways and our future generation may lose their historic environment.

Purpose
This paper presents and illustrates the model of a maintenance-focussed conservation plan developed in the thesis. It proposes a framework which puts more emphasis on maintenance in conservation than reconstruction, restorations, repairs or even a “do-nothing” approach.
Design/methodology/approach
The research was conducted in an Australian context, where many major buildings are categorised as being “modern heritage”. However, the main problem with modern heritage is that although it has become more celebrated within the architectural historical sector, maintenance is still only in the background of most facility management (FM) operations, and its critical importance has yet to become accepted as a potential solution to greatly facilitate the proper preservation of the nation's architectural legacy. Challenges and barriers to this approach were evaluated, whilst opportunities were identified to improve a failing current situation that has resulted in the loss of many existing heritage structures. The paper makes a strong case in order to highlight the necessity of embedding a maintenance approach in preserving the historical fabric of buildings in the heritage conservation sector.
Findings
This research examines the key strategies for a maintenance-focussed conservation system.
Originality/value
The paper tackles experiences and issues in Australia about a lack of focus on maintenance as a conservation intervention.
