Abstract

Purpose

This paper aims to explore the implications of Aguinis and colleagues’ study, and in particular their claim that the inconsistency between chief executive officer (CEO) pay and CEO performance is reflective of a fundamental injustice. In doing so, the authors highlight issues regarding the meaning of fairness in the context of CEO pay, the extent to which CEOs can personally affect firm performance and the challenges in ascertaining whether CEOs are overpaid, underpaid or appropriately paid.

Design/methodology/approach

The authors use a conceptual approach, integrating research on executive compensation and managerial discretion to lend nuance to Aguinis and colleagues’ arguments and findings.

Findings

The main takeaway of the commentary is that CEO pay fairness is a complex and multifaceted matter that can be difficult to broadly characterize. The evidence offered by Aguinis and colleagues regarding power law distributions and the weak overlap between CEO pay and CEO performance is compelling, but questions about income inequality and pay fairness rarely lend themselves to straightforward answers. Some caution is thus warranted when evaluating Aguinis and colleagues’ conclusion that the US CEO labor market is pervasively unfair.

Originality/value

The authors urge scholars who build on the work of Aguinis and colleagues to pay heed to the challenges in reconciling the twin concepts of CEO pay and CEO performance.

Objetivo – Este comentario explora las implicaciones del estudio de Aguinis y colegas, y en particular su afirmación de que la inconsistencia entre la retribución del CEO y su rendimiento es el reflejo de una injusticia fundamental. Se señalan aspectos relativos al significado de justicia en el contexto de la retribución del CEO, a la influencia del CEO sobre el resultado empresarial, y a los retos de aseverar si la retribución de los CEOs es excesiva, insuficiente o justa.

Diseño/metodología/aproximación – Los autores utilizan una aproximación conceptual, integrando investigación en retribución y discrecionalidad de ejecutivos para matizar los argumentos y resultados de Agunis y colegas.

Resultados – La principal conclusión del comentario es que el grado de justicia del pago a CEOs es un tema difícil de caracterizar de forma global. La evidencia ofrecida por Aguinis y colegas en relación a la distribución de ley de poder y la poca superposición entre la retribución y el rendimiento del CEO es fascinante, pero las cuestiones sobre inequidad y justicia de los ingresos y la retribución raramente generan respuestas sencillas. Por tanto es necesaria cierta cautela a la hora de evaluar la conclusión de Aguinis y colegas de que el mercado laboral de CEOs en Estados Unidos es fundamentalmente injusto.

Originalidad/valor – Los autores urgen a los académicos a avanzar sobre el trabajo de Aguinis y colegas y prestar atención al reto de reconciliar los conceptos de retribución del CEO y resultados del CEO.

Objetivo – Este comentário explora as implicações do estudo de Aguinis et al., e em particular a sua afirmação de que a inconsistência entre a remuneração do CEO e seu desempenho é a reflexão de uma injustiça fundamental. Aspectos relacionados com o significado da justiça são apontados no contexto da remuneração do CEO, a influência do CEO sobre o resultado do negócio, e os desafios de afirmar se a remuneração dos CEOs é excessiva, insuficiente ou justa.

Design/metodologia/aproximação – Os autores utilizam uma abordagem conceitual, integrando a pesquisa na remuneração e discrição dos executivos para clarificar os argumentos e os resultados de Agunis et al.

Resultados – A principal conclusão do comentário é que o grau de equidade do pagamento aos CEOs é um assunto difícil de caracterizar de forma global. A evidência oferecida por Aguinis et al. em relação à distribuição da lei de poder e a pequena sobreposição entre a remuneração e o desempenho do CEO é fascinante, mas as questões de desigualdade e justiça de renda e retribuição raramente geram respostas simples. Portanto, é necessária alguma cautela ao avaliar a conclusão de Aguinis et al. que o mercado de trabalho dos CEOs nos Estados Unidos é fundamentalmente injusto.

Originalidade/valor – Os autores instam aos investigadores a avançar sobre o trabalho de Aguinis et al. e prestar atenção ao desafio de conciliar os conceitos de remuneração do CEO e os seus respectivos resultados.

Abstract

Purpose

The purpose of this paper is to systematize the strategic capabilities of seven surviving industrial Catalan companies which were going through explosive growth in 1999.

Design/methodology

We use the comparative case studies method to draw on the common features among the seven in‐debt cases we built. We are well aware that the method of comparative case studies does not provide a sufficient base for bold generalizations. However, the qualitative approach adopted here allows for the first in‐depth look at the strategies that bring surviving entrepreneurs from explosive growth to a more balanced growth path.

Findings

We identify four organizational capabilities as key to the survival of these businesses ten years later: first, ability to prioritize product and market development, including internationalization, over operations; second, ability to reorganize internally and delegate in a timely manner; third, ability to manage innovation and support creativity linked to productivity; and finally, ability to manage economic and financial resources.

Social implications

Implications for the culturally proximate and less‐studied Latin‐American gazelles are presented.

El propósito de este artículo es sistematizar las capacidades estratégicas de siete empresas catalanas sobrevivientes y consideradas gacelas en 1999.

Metodología

Se usa el método de estudio de casos comparativos para identificar las características de interés investigativo. Se es consciente de que el método de estudio de casos empleado, no proporciona una base suficiente para hacer generalizaciones de los hallazgos. No obstante, el enfoque cualitativo adoptado proporciona una primera mirada en profundidad de las estrategias que permitieron a los empresarios que sobrevivieron al crecimiento explosivo, seguir una senda de crecimiento más equilibrada.

Resultados

Se identificaron cuatro capacidades organizacionales consideradas clave para la supervivencia de la empresa diez años después del crecimiento explosivo: 1) capacidad para priorizar dentro de sus operaciones el desarrollo de productos y mercados, incluyendo la internacionalización, 2) capacidad de reorganizar internamente y delegar de manera oportuna, 3) capacidad de gestión de la innovación y apoyar la creatividad ligada a la productividad y 4) capacidad de gestionar los recursos económicos y financieros.

Consecuencias (Implicaciones) sociales

Se presentan implicaciones para las gacelas localizadas en países latinoamericanos, las cuales son culturalmente próximas y escasamente estudiadas.

Abstract

Purpose

The purpose of this paper is to report the experience of the Federal Public Institution with sustainable public procurement through the mechanism of shared acquisitions.

Design/methodology/approach

The analysis adopted a qualitative approach and an empirical investigation of MPF’s experience, based on a documentary research and participant observation.

Findings

The results allow the authors to demonstrate the economic, environmental and social advantages of the procurement made by MPF, thus granting to this new model of acquisition governance, the adherence to the organization’s institutional mission.

Research limitations/implications

This is a single case study.

Practical implications

It is a promising path that optimizes the institution’s use of its budgetary, human, logistical and information technology resources, focusing on the quality and sustainability of public biddings.

Social implications

The process of collective construction, improvement of knowledge management, standardization, procedural and scale economies, and the use of sustainability criteria are the main reasons for the implementation of the sustainable shared acquisitions system in the institution.

Originality/value

This is a development process of a new paradigm of procurement at MPF.

Abstract

Purpose

This study aims to measure the degree of innovation of micro and small industrial companies in the West and Southwest metropolitan regions of the city of São Paulo, through a survey with 203 firms in the metallurgy sector.

Design/methodology/approach

The research had a quantitative and descriptive focus and used as methodology the validated and international approach known as Innovation Radar.

Findings

The degree of innovation in these micro and small companies is low; thus, the authors could not characterize them as systemic innovators. Most of them are little innovative, although some were classified as occasional innovators. The dimensions organization, processes, presence, supply chain and added value were the least developed.

Research limitations/implications

To carry out similar studies in other Brazilian regions, to compare results and draw new conclusions, or even check if the degree of innovation present in micro-firms of these regions would not be even lower; to monitor the evolution of companies through a longitudinal study, to detect improvements in the degree of innovation; and to conduct a qualitative research that can deepen questions on the results of our study, such as the reasons why this type of company does not adopt innovative practices, or even the real suitability of the Innovation Radar model for micro and small enterprises (MSEs). We observed that some dimensions proved to be too sophisticated for these companies, such as R&D investments and the adoption of technological advances.

Practical implications

The study shows that the degree of innovation measured by the Innovation Radar is a useful and initial measure to check an innovative attitude in micro and small companies. It can also drive the actions that should be prioritized to stimulate the culture of innovation in SME. However, it does not allow to answer why this type of organization does not adopt innovative practices as a management attitude. Regarding its contribution, the authors expect that the paper may bring an awareness of managers and owners of micro and small companies for the need to foster innovative practices that can help increase the competitiveness and survival of this type of organization.

Social implications

In Brazil, despite the fact that MSEs represent 98 per cent of the existing companies, and are mainly responsible for job creation, their leaders have a low concern for innovative practices.

Originality/value

The study contributes to identify the degree of innovation of these firms, which comprise a representative and strategic segment of the city’s economy, by checking to what extent an innovative attitude is effectively present in this sector. The theoretical contribution of this study regards the appropriateness of mechanisms or methodologies created to measure the degree of innovation in large organizations. Dimensions such as technological platform, brand, innovative ambience, degree of organization or systematization of processes, which are frequently considered for companies in general, and especially for large ones, are not sufficient or, instead, too sophisticated to allow an effective measurement of the degree of innovation in MSE. Thus, this study provides information for designing more effective ways to evaluate the degree of innovation that take into account MSE’s specificities, which can be considered innovation efforts, such as simple process improvements, professional development of teams, and actions to seize ideas and opportunities, among others.

Abstract

Purpose

The purpose of this article is to explain the dynamics of public appointments and present new possibilities for research in this field.

Design/methodology/approach

The article is based on a systematic literature review from 2012 to 2021, identified in Web of Science, Scopus and SciELO, in English, Spanish or Portuguese. To explain the dynamics of public appointments, the following were analyzed: the nomination process; the motivations, objectives and criteria used; the results and impacts of appointments; and the profile of the nominees. The study focused only on discretionary appointments to fully public bodies and agencies.

Findings

The literature offers a limited explanation for the dynamics of appointments, by focusing on the dichotomy between loyalty and competence. Despite this, studies suggest that different contextual factors, such as administrative tradition or strategic choices, for example, determine the dynamics of appointments, indicating that it is a complex process that goes beyond the simple discussion of merit or clientelism.

Originality/value

The article presents an unprecedented analysis of the literature on the dynamics of public appointments and proposes an explanatory model that indicates that other factors, in addition to merit and loyalty, should be considered relevant for the selection criteria, the nomination process and the profile of who will be appointed. This model is useful both for the practical management of appointments and for the advancement of theory in this field and should receive improvements and future empirical evaluations.
