Abstract

Although the Slovenian army is only 17 years old, it is characterised by many changes that most other armies never go through or that would require many decades to implement. Some examples of the stormy history of the Slovenian Army include the transition from the territorial defence as typical reserve to a relatively small but highly effective (post)modern army with compulsory military service and clear defence goals; the NATO approach; constant restructuring, and also the manning dilemma (conscript military service vs. all-volunteer army with career and professional soldiers). If in the first phase the largest problem was a UN weapons embargo, and therefore, as a logical consequence, the technological deficiency had followed, structural and doctrinaire difficulties also appeared very early. Some of them were the consequence of changes in the external security environment, and some were followed by different internal political ambitions and public expectations. However, the classical/conventional tasks of home land defence stepped ever more into the background, and in the foreground stepped the peace operations, increasing crisis/disaster management activities and at the end the absolutely different public requirements for the Slovenian Armed Forces.

Abstract

Hungary has been part of NATO's peacekeeping project in Afghanistan since 2003 and currently has more than 240 soldiers in the International Security and Assistance Force (ISAF), NATO's first mission outside the Euro-Atlantic area. Hungary officially took over the Provincial Reconstruction Team (PRT) in Baghlan Province from October 2006, and currently we have the 5th rotation of the Hungarian PRT in Afghanistan. The Hungarian unit serves in conjunction with representatives of several other nations.

Hungarian participation in NATO's UN-mandated peace support operation in Afghanistan has raised many questions not only in the field of operations, but also at home (mainly in the context of civil–military relations). Many of the Hungarian PRT-related challenges seem to be connected to the difficulties of proper management of civil–military interface, civil–military partnership and cooperation process, and financial backing of the mission.

Well-coordinated, multidimensional proactive and reactive responses to the conflict, and a comprehensive security sector transformation and reform can be vital to consolidate peaceful relations in Afghanistan; may help to win the “hearts and minds” of the local population; can help to establish security and provide improvement to Bahlan province; and might contribute to the success of the whole peacekeeping and post-conflict peace-building process in Afghanistan.

Abstract

The development puts the problem under consideration in a strategic light and gains attention with its wide comprehensiveness on the plane of unification of the activity of several modern scientific fields, which have always had intersections, but in their essence perform rather different roles – human resources management (HRM), public relations (PR), and sustainable development (SD). Examining the possibilities of applying innovative approaches in the research of these areas, in the context of the influence of digital and smart technologies and an entirely new scientific field. In this sense, the theoretical substantiation of the thesis on the synergy between HR, PR, and sustainable development is targeted in the aspect of highlighting contemporary challenges and the relevant response to achieve organizational effectiveness, based on knowledge of the impact of digitization processes and their connection with the development of human capital in the organization.

Emphasis in the present work is placed on the relationship between the management of human capital in the organization and the influence of digital and smart technologies on these processes. Focus in the research is placed in three directions – first of all – the role of digital/smart/technologies on sustainable development. Second, the impact of digital and smart technologies on green human resource management is explored, and third, emphasis is placed on the changed role of strategic communications in the context of the digital revolution.

The development brings out some good practices and ideas in the described areas.

Abstract

In asymmetrical wars the asymmetry does not refer to a quantitative difference in belligerants’ strength or power, but to the qualitative differences in means, behavioral standards, goals, and values of conflicting parties. In the asymmetrical conflicts it seems that war functions have changed.

The purpose of this paper is to put in evidence the various expertises and skills that a soldier must have to operate in such a changed context.

In order to reach this purpose, the diversity model has been applied to the new conflicts, as already used to analyze the difference between CROs and the traditional soldiers’ job. To these respect, the definition of the further evolution of the role of a soldier called upon to intervene in the new operational environments can be considered as a preliminary finding: such a soldier must always be flexible and able to operate in a Constabulary context, but with more points in common with the warrior ideal type than with the peacekeeper one. A soldier who has to be able to gear his action in terms not of “dissymmetry” but of asymmetry as defined above. This implies a perception of the qualitative as well as quantitative differences in their own characteristics and in those of the adversary. In particular behavioral style, values, and strategic culture. However, there is no question of a return to the past, but the latest evolution in the range of flexible soldier that is so important in the asymmetric conflicts.

Practical implications of this analysis are bound to offer a deeper understanding of the events concerning asymmetrical conflicts, in the education as well as training of soldiers deployed in these kinds of conflict theaters.

Abstract

In response to a critical need for uniform school crisis preparedness and response efforts across districts, the National Association of School Psychologists developed PREPaRE, a model and training curriculum aimed to equip school-based professionals to engage in comprehensive school crisis prevention and intervention practices. The PREPaRE acronym stands for: Prevent/Prepare for psychological trauma; Reaffirm physical health, security, and safety; Evaluate psychological trauma; Provide interventions (and) Respond to psychological needs; and Examine the effectiveness of prevention and intervention efforts. The model spans four crisis preparedness phases: Prevention, Mitigation, Response, and Recovery. This chapter provides a detailed overview of the development and structure of the PREPaRE model's core components and the organizational framework of the Incident Command System. It delineates elements of the basic school crisis response plan, assessment of mental health risk following a crisis event, and the provision of crisis interventions within a multitiered system of support framework. Additionally, it summarizes ongoing effectiveness and implementation research used to evaluate and improve the model based on immediate training outcomes assessed through pre and postmeasures and training transfer to applied school contexts. Implications for research and public policy regarding school safety and crisis prevention and intervention, as well as the future of PREPaRE curriculum development, are discussed.

Abstract

Purpose – The purpose of this study is to understand the effectiveness of national crisis response networks (NCRN) in a broad sense, including the domains of governance, and strategic and tactical management. The chapter thus moves beyond views considering crisis response a reactive, tactical level effort. Specifically, it focuses on the role of military organizations in NCRNs.

Methodology/approach – After building a research framework based on organization and military studies, this case study examines the organizational response to the disaster that was caused by the tropical cyclone “Katrina”; the data used are qualitative.

Findings – The results highlight the ex-ante lack of preparedness of organizations to cooperate in a NCRN. Once Katrina hit in 2005, confusion and tensions permeated interorganizational relationships for a number of days.

Research limitations/implications – Implications for researchers and practitioners center on the NCRN's backbone organizations and communities potentially affected. Through tension management and network-level investments in knowledge and routines they can contribute to effective crisis response. The framework could be applied to other national crises. Case studies can be generalized in a conceptual sense.

Originality/value of paper – Katrina has been studied quite extensively yet from a crisis response perspective. This chapter offers a reflection that broadens the scope of our understanding of NCRNs, with an emphasis on the military.

Abstract

Crisis management (CM) has gained prominence in the last decades, as the complex global business environment has forced executives to pay attention to practices that may safeguard organizations against potential crises. However, despite the fact that various scholars point to the need for autonomy and delegation of authority when responding to crises, it appears that the overarching rationale in the crisis literature is geared toward a centralized approach. This suggests that preventive actions and response to crises lie mainly with the leader of the organization and with designated crises teams. It is also apparent that this literature places too much weight on contingency plans and classification schemes. Although behavioral factors have been discussed by some authors as a fundamental element in dealing with crises, it is not clear how to develop these traits. It is our contention then that these conventional perspectives, although valuable to CM, are insufficient to deal with the uncertainty that characterizes global business today where firms must be prepared for the unexpected. We discuss the limitations of this traditional approach and argue for a combination of central control with decentralized execution when responding to unexpected crises situations. This enables management to better comprehend the complexity embedded in any crisis and allows adaptive practices to emerge throughout the organization. An analysis of two cases paired with empirical field studies support our proposition.

Abstract

The Morgan Library at Colorado State University in Fort Collins suffered catastrophic flooding as the result of a historic rain storm and flood that swept through the town on July 28, 1997. This study examines this single library's organizational disaster response and identifies the phenomena that the library's employees cited as their motivation for innovation.

Purpose – This study provides an example of a library where a pre-disaster and post-disaster organizational environment was supportive of experimentation. This influenced the employees’ capacity and motivation to create a new tool meant to solve a temporary need. Their invention, a service now called RapidILL, advanced the Morgan Library organization beyond disaster recovery and has become an effective and popular consortium of libraries.

Design/methodology/approach – This is an instrumental case study. This design was chosen to examine the issues in organizational learning that the single case of Morgan Library presents. The researcher interviewed employees who survived the 1997 flood and who worked in the library after the disaster. The interview results and a book written by staff members are the most important data that form the basis for this qualitative research.

The interviews were transcribed, and key phrases and information from both the interviews and the published book were isolated into themes for coding. The coding allowed the use of NVivo 7, a text analysis software, to search in employees’ stories for “feeling” words and themes about change, innovation, motivation, and mental models.

Three research questions for the study sought to learn how employees described their lived experience, how the disaster altered their mental models of change, and what factors in the disaster response experience promoted learning and innovation.

Findings – This study investigates how the disruptive forces of disaster can influence and promote organizational learning and foster innovation. Analysis of the data demonstrates how the library employees’ feelings of trust before and following a workplace disaster shifted their mental models of change. They felt empowered to act and assert their own ideas; they did not simply react to change acting upon them.

Emotions motivate adaptive actions, facilitating change. The library employees’ lived experiences and feelings influenced what they learned, how quickly they learned it, and how that learning contributed to their innovations after the disaster. The library's supervisory and administrative leaders encouraged staff members to try out new ideas. This approach invigorated staff members’ feelings of trust and motivated them to contribute their efforts and ideas. Feeling free to experiment, they tapped their creativity and provided adaptations and innovations.

Practical implications – A disaster imposes immediate and often unanticipated change upon people and organizations. A disaster response urgently demands that employees do things differently; it also may require that employees do different things.

Successful organizations must become adept at creating and implementing changes to remain relevant and effective in the environments in which they operate. They need to ensure that employees generate and test as many ideas as possible in order to maximize the opportunity to uncover the best new thinking. This applies to libraries as well as to any other organizations.

If library leaders understand the conditions under which employees are most motivated to let go of fear and alter the mental models they use to interpret their work world, it should be possible and desirable to re-create those conditions and improve the ability of their organizations to tap into employees’ talent, spur innovation, and generate meaningful change.

Social implications – Trust and opportunities for learning can be central to employees’ ability to embrace change as a positive state in which their creativity flourishes and contributes to the success of the organization. When leaders support experimentation, employees utilize and value their affective connections as much as their professional knowledge. Work environments that promote experimentation and trust are ones in which employees at any rank feel secure enough to propose and experiment with innovative services, products, or workflows.

Originality/value – The first of its kind to examine library organizations, this study offers direct evidence to show that organizational learning and progress flourish through a combination of positive affective experiences and experimentation. The study shows how mental models, organizational learning, and innovation may help employees create significantly effective organizational advances while under duress.
