Abstract

Purpose

The purpose of this paper is to present an example of the application of a framework, based on Beer's organizational cybernetics and viable system model, that allowed the top management of a public university to design and implement university policy and actions related to the physical design of the various university campuses.

Design/methodology/approach

Based on organizational cybernetics concepts, an heuristic is used by the top management of a public university for designing the strategy and actions related to urban planning issues.

Findings

The paper outlines the process that helped the university's new top management to diagnose the situation at the beginning of its mandate and to design pertinent actions. This process starts by clarifying the university identity, purpose and boundaries and is followed by identifying the required structural levels. For each of them the key factors to be considered and actions to be taken are stated. The use of a Recursion Levels‐Key Factors Matrix helped to maintain a coherent and holistic view of the intervention.

Practical implications

This kind of framework can guide leaders of public and private organizations to apply cybernetic concepts to improve their strategic policies' design and actions.

Originality/value

The application of organizational cybernetics and the viable system model to urban planning‐related activities in universities is highly original. The framework here presented, together with the example of its application, can serve as a guide to leaders of other universities as well as other public or private organizations when coping with the complexity they have to face.

Strategic decision making in cooperation projects. The decision deals with the process of generating a strategy for R&D and technological innovation in developing countries, through international cooperation.

Study level/applicability

Students of programs of strategic management, business policy and management of international cooperation. Target courses include: strategic management seminars, international cooperation seminars, MBA.

Case overview

The case shows the process carried out by a team led by Braulio Perez Astray, manager of the innovation department of the Foundation University of A Coruna (Spain) and Radhames Mejia, executive vice-rector of the Pontifical Catholic University Madre y Maestra (Dominican Republic) to design the strategy for R&D and Technological Innovation of the Dominican Republic. It describes the tasks and responsibilities undertaken in the INPOLTEC Project, the result of the international cooperation between Spain and the Dominican Republic. It included the involvement of the Administration of Government of both countries, the contributions of the scientific community and a significant sample of Dominican companies, as well as the advice of Spanish experts and technologists in the field of innovation and technology policy. The case arises from the position of Braulio Perez Astray, leader of the project. The objective of this case is to analyze the potential transfer of this experience to other countries in Central America and Caribbean.

Expected learning outcomes

The learning objective is to facilitate students to investigate the decisions in the strategic process in the field of innovation and to reinforce the focus of international cooperation as a mechanism for strategic support in stimulating the flow of knowledge in science and technology.

Abstract

Purpose

This paper aims to emphasize how economics courses offered at higher education institutions can influence sustainable development, in general, and Romania’s sustainable development, in particular.

Design/methodology/approach

The conclusions are based on a pilot questionnaire conducted by the authors on the level of Romanian students enrolled in public and private economic faculties. The results were based on a sample of 1,250 respondents – students, master and PhD – from the economic faculties of some prestigious Romanian universities. To identify differences between some groups, t-test analysis and ANOVA were conducted.

Findings

Education is an important pillar for ensuring sustainable development because through education, people understand and learn how to become more responsible toward the environment. Studies conducted in the twenty-first century are showing a direct link between the investment in education and economic, social and human development. The present study revealed that the economic higher education system in Romania has started with small steps to adapt to the environmental requirements. Unfortunately, the efforts still required to be made are significant, since it is observed that all undergraduate, postgraduate and PhD require a change of attitude and mentality. Romanian public universities are more involved than private universities in the implementation of programs, projects, debates and courses on sustainable development and students’ reactions are positive.

Originality/value

This paper provides useful insights, allowing a better understanding of the role of universities in fostering sustainable development. This research is useful to find solutions for developing education for sustainable development in Romania and it can be a starting point for ESD programs and policies.

Purpose

Keeping Spivak’s essay “Can the Subaltern Speak?” in mind, the purpose of this paper is to examine the itinerant curriculum theory (ICT) as a subaltern momentum unveiling how ICT informs subaltern ways of being and thus, potentially, the research lens for qualitative approaches. In this context, the paper examines how curriculum as an ideological devise produces an epistemicide – the killing of knowledge – an epistemological havoc cooked up daily in the process of qualitative studies promoting and legitimizing a specific modern western Eurocentric episteme.

Design/methodology/approach

The paper dissects modernity as a colonial zone, creating “abyssal thinking,” a eugenic system of visible and invisible distinctions that legitimizes the visible, i.e. “this side of the line” and produces “the other side of the line” as “non-existent.”

Findings

The paper urges the need to decolonize leading modern western Eurocentric counter-hegemonic traditions such as Marxism.

Originality/value

The paper analyzes ICT’s contribution to subaltern struggles, asserts ICT’s commitment against any form of canon, grabs the educational matrix of qualitative research as an eugenic beast from its very own ideological horns, alerting the need to examine any study of education and society within the ideological eugenic political economy and modes of production of systems pillared by poverty, exploitation, segregation, and intellectual rape.

Abstract

Purpose

This study aims to describe the process leading the climate emergency declaration (CED) at the University of Salamanca. In contrast to similar initiatives, this was achieved with the participation of students on the social movement Fridays For Future Salamanca.

Design/methodology/approach

The context of the CED is described. Statements in Spanish universities are used for comparison and internal reports and evaluations were analyzed to measure the progress. Testimonies from the proponents of the declaration and from the agents implementing actions were classified to describe the roles and dynamics involved in the participatory process. Twitter and newspapers are also used to complete the data triangulation.

Findings

The results show that Climate Emergency has been enriched by a bottom-up approach, generating challenges and opportunities to take into account when considering community participation. A university that aspires to be a role model for a low-carbon future needs to address how to construct efficient participatory mechanisms. In that matter, the authors propose their experience that might be useful for other institutions.

Originality/value

The CED is a common practice in universities but it is not always associated with specific actions and policies. In this case, the main feature is the students participation, in particular the social movement Fridays For Future.

Abstract

Purpose

The purpose of this paper is to introduce a framework, based on Beer's viable system model (VSM) that enables managers of public and private organizations to cope with the complexities faced by their organizations.

Design/methodology/approach

Based on concepts from organizational cybernetics (OC) an heuristic is elaborated for the design or diagnosis of any organization, from the point of view of its viability.

Findings

An outline of the process that enables managers to diagnose or design the organization they manage is formalized in a structured sequence which, starting with the clarification of an organization's identity, purpose and boundaries, guides the whole process of structure creation and the detailed diagnosis of all its structural components from the point of view of its viability. A taxonomy of frequent pathologies that affect organizations is also presented.

Practical implications

This kind of framework can guide managers to apply the cybernetic concepts for higher organizational performance, thereby overcoming the oft‐bemoaned difficulties in applying these concepts in practice.

Originality/value

The paper tries to fill the gap between the conceptual deep theoretical works in OC by Stafford Beer and other researchers, and the need of managers for a structured process that can guide their application. The framework presented tries to provide that kind of guide. It integrates different components within a single framework, which covers the creation of the general structure, the diagnosis of each particular organization within it, the evaluation of the degree of coherence between organizational levels, and a taxonomy of organizational pathologies to facilitate such a structuring. Another contribution is the introduction of the VSMod software, created precisely to facilitate the implementation of the VSM.

Abstract

Purpose

This paper aims to present and describe the main actions carried out in six different faculties and common areas such as cultural and research centres and administrative buildings in the Ferrol campus at the University of A Coruña to achieve the second green flag on a Galician University.

Design/methodology/approach

A case study describing the steps for implementing a green campus programme in a medium-size, young university campus integrated into a small city. An Environmental Campus Committee was created to assess the main factors that affect environmental footprint, discuss sustainability initiatives and develop a guide to action regarding different goals related to sustainable transport options, energy, water conservation and waste reduction. The actions included several fields such as education, circular economy and healthy life and involved the on and off-campus community.

Findings

The programme achieved a decrease in water consumption and electrical energy. An important change in educational values and behaviours regarding sustainability was observed in and out of the campus community. The measurements adopted mainly in waste management, mobility and education led the Ferrol campus to achieve a green campus flag on November 2019.

Originality/value

This experiment can serve as a guide to establish the Green Campus philosophy in other similar university campuses.
