Abstract

This work aims to identify the characteristics of the coproduction of the common good, or public services, from the models of public administration found in projects awarded by the United Nations, specifically in the 2014 United Nations Public Service Award (UNPSA) category of “encouraging participation in public policy decisions through innovative mechanisms.” This multicase documentary analysis uses a typology of coproduction adapted from Salm and Menegasso (2010), which integrates several typologies of public participation. The revised typology includes five models of coproduction – community-led coproduction, state-led coproduction, self-interested coproduction, symbolic coproduction, and manipulative coproduction. The typology is used in the analysis of two United Nations award-winning projects in 2014: a community participation project for the effective management of malaria at Tha Song Yang in Thailand and the Intercouncil Forum in Brazil. This first case displays a preponderance of the self-interested coproduction ideal type, due to its focus on efficiency and delivery effectiveness of the service. The second case displays a preponderance of the symbolic coproduction ideal type due to its use of consultation practices to give the impression that there is direct participation in the decision-making, without substantive effect on the outcomes. Based on this analysis, recommendations are made for revising the criteria used by the UNPSA to ensure that projects with similar participation to those in the state-led and community-led coproduction models are awarded in the future.

Abstract

At the beginning of the 21st century, multiple and diverse social entities, including the public (consumers), private and nonprofit healthcare institutions, government (public health) and other industry sectors, began to recognize the limitations of the current fragmented healthcare system paradigm. Primary stakeholders, including employers, insurance companies, and healthcare professional organizations, also voiced dissatisfaction with unacceptable health outcomes and rising costs. Grand challenges and wicked problems threatened the viability of the health sector. American health systems responded with innovations and advances in healthcare delivery frameworks that encouraged shifts from intra- and inter-sector arrangements to multi-sector, lasting relationships that emphasized patient centrality along with long-term commitments to sustainability and accountability. This pathway, leading to a population health approach, also generated the need for transformative business models. The coproduction of health framework, with its emphasis on cross-sector alignments, nontraditional partner relationships, sustainable missions, and accountability capable of yielding return on investments, has emerged as a unique strategy for facing disruptive threats and challenges from nonhealth sector corporations. This chapter presents a coproduction of health framework, goals and criteria, examples of boundary spanning network alliance models, and operational (integrator, convener, aggregator) strategies. A comparison of important organizational science theories, including institutional theory, network/network analysis theory, and resource dependency theory, provides suggestions for future research directions necessary to validate the utility of the coproduction of health framework as a precursor for paradigm change.

Abstract

Building upon relational leadership theory, we develop a theoretical model examining the association between leader-follower congruence in follower role orientation and manager and subordinate relational and well-being outcomes. Follower role orientation represents individuals’ beliefs regarding the best way to enact a follower role. We predict that managers and subordinates who share similar role orientations will experience higher quality leader-member exchange (LMX) relationships and greater eustress than those who differ in their follower role orientations. Propositions are presented for direct effects between congruence and stress and indirect effects through LMX. Our theoretical model contributes to nascent research on followership by offering greater understanding of manager and subordinate beliefs regarding how followers should enact their roles, and the importance of considering leader (i.e., manager) as well as follower outcomes in the workplace. It also extends current thinking about stress as an important outcome of leader-follower relationships.

Crime has declined in the United States over the past 25 years; however, the decrease in victimization has not been equal across all communities. As a result, many law enforcement agencies have concentrated their efforts in high-risk areas, and this concentration of policing can lead to resentment among members of the community, especially if they feel the officers are disrespectful, use excessive force, or disregard their civil rights. These residents are in double jeopardy – experiencing the negative consequences of living in dangerous communities and enduring the direct and indirect costs of aggressive policing. The purpose of this chapter is to discuss community policing as a potential means to increase police legitimacy, strengthen community resilience, and promote prosocial interactions between officers and residents. Community policing is a philosophy that advances organizational approaches designed to leverage citizen engagement and problem solving as proactive strategies to deal with public safety issues, including crime, disorder, and fear of crime. Because community policing is grounded in trust, cooperation, and problem solving, it has the potential to improve residents’ quality of life by developing and strengthening mechanisms of social control and support. Community policing can increase police legitimacy by providing opportunities for community members to examine the actions and policies of the police, assess the alignment of these state-sanctioned activities with residents’ values and needs, and bring the two into agreement. In this chapter the basic principles of community policing will be discussed within the context of how these concepts are related to the exercise of social control and residents’ perceptions of police legitimacy.

With confidence in the British Political system in decline, it is more important than ever that the top-down approach to decision-making and service strategy in public services is challenged. In this chapter, we examine how coproduction of services can be achieved using Get Talking, an approach to participatory action research that utilizes creative consultation techniques to engage with publics. We explain how the approach enabled Staffordshire Fire and Rescue Service (SFRS) to involve young people in the development of a Children and Young People’s Strategy. The case study approach, building on qualitative methods including focus groups and semi-structured interviews, demonstrates how creative approaches were used by public sector staff to engage young people and partners in strategy development. Creative consultation techniques were used to facilitate the focus group activity. While using Get Talking as an approach to policy development required a resource investment in terms of staff time, it provided SFRS with insight into the needs of service users. This resulted in a more relevant strategy being developed and a cultural shift in how the organization works with young people. Engagement with the Get Talking process had a positive effect on staff, providing them with a sense of ownership over the resulting strategy, enhanced the reputation of SFRS with partners, and improved relationships with young people through demonstrating that they were valued partners in coproduction. While the approach was well received by all parties, challenges of using Get Talking in a public service setting resulted in pragmatic adaptations to a traditional PAR approach.

Abstract

This chapter examines the potential of ‘Artivism’ for activist criminology. Drawing on a body of work developed since 2016, this chapter explores a series of projects that have examined how an approach to research that harnesses the activist qualities of art could be used to inform transformative criminological research. Artivism is an approach that involves merging ‘the boundless imagination of art and the radical engagement of politics’ (Jordan, 2020, p. 60), and by amplifying marginalised voices, the overarching aim is to effect social and political change. This type of activist art is not reducible to the production of political art – art about an issue – but instead seeks to change the way that we think, speak, and act. In this sense, this approach accords with the principles of critical social research in ensuring that ‘the voices and experiences of those marginalised by institutionalised state practices are heard and represented’ (Scraton, 2007, p. 10). Examining pilot projects developed with artists and producers based in Liverpool, England, and focussed on experiences of prison and probation, the authors examine the potential that this approach has to change both the way they work as critical criminologists and the objects of this study. With reference to the question of a method for activist criminology, the chapter suggests that critical criminological work can be informed and enhanced by collaboration with socially engaged art – a form of artistic practice that seeks to address social and political issues and is often associated with activist strategies. This chapter, therefore, aims to contribute to debates about how activist criminologies may be done and offers suggestions for new directions in this work underpinned by interdisciplinary collaborations and the coproduction of research with those similarly committed to a transformative project.
