Abstract

Purpose

Smart spaces are open complex computing systems, consisting of a large variety of cooperative smart things. Central to building smart spaces is the support for sophisticated coordination among diverse smart things collaborating to accomplish specified tasks. Multi‐agent systems are often used as the software infrastructures to address the coordination issue in smart spaces. However, since agents in smart spaces are dynamic, resource‐bounded and have complicated service dependencies, current approaches to coordination in multi‐agent systems encounter new challenges when applied in smart spaces. The purpose of this paper is to address these issues.

Design/methodology/approach

The paper presents Baton, a service management system to explicitly resolve the particular issues stemming from smart spaces when coordinating agents. Baton is designed as a complement to coordination approaches in multi‐agent systems with a focus on mechanisms for service discovery, composition, request arbitration and dependency maintenance. Baton is now deployed in our own smart spaces to achieve better agent coordination.

Findings

The effectiveness and efficiency of Baton is validated by its practical use in the designed scenario and some evaluation experiments.

Research limitations/implications

An attempt at performing dynamic service composition in Baton is made by using semantic information in future work.

Originality/value

Baton, a service management system to explicitly resolve the particular issues stemming from smart spaces when coordinating agents is presented.

Abstract

Purpose

The purpose of this paper is to identify and assess the factors affecting building servicescoordination during the design development and review stages of building projects.

Design/methodology/approach

Literature review and interviews were conducted to identify the factors affecting building servicescoordination. In total, 36 factors were identified under six categories: planning phase of the project; design of mechanical, electrical and plumbing (MEP) systems; construction of MEP systems; operation and maintenance of MEP systems; owner; and design team and tools used. This formed the basis of a questionnaire survey designed utilizing a 5-point Likert scale of importance. The survey was assessed by practitioners in the Eastern province of Saudi Arabia.

Findings

The top five factors include the scale and complexity of the project, the level of experience of the design team, the quality of the preliminary/conceptual design of the building project, the clarity of the requirements and objectives provided by the owner, the allotted budget for the project and communication skills of the design team members. A high level of agreement between A/E professionals and contractors, and between contractors and facility managers was noted. The research provides the ranking of the identified factors for prioritization.

Practical implications

The paper provides stakeholders in the building services industry with the ranks of the factors that affect building servicescoordination.

Originality/value

The study provided a significant contribution to research and industry, especially in the regional context, where few studies have been conducted. The findings of the study will help in the reduction of construction wastes, delays and cost over-runs.

Abstract

Purpose

Coordinating interdependencies between concurrent activities is a special challenge in managing increasingly complex building services projects. Effective coordination at the pre‐installation stage is key to minimising field conflicts between building services systems. This study aims to investigate the significant causes of production shortcomings traceable to the pre‐installation stage, and to what extent these in turn probably contribute to higher volumes of construction debris.

Design/methodology/approach

Following relevant previous research and preliminary studies of production shortcomings in the building services subsector in Hong Kong, a series of structured interviews with practitioners were formulated and analysed. The findings lead to deductive reasoning in developing suitable approaches for this subsector.

Findings

The study reveals that “poor coordination among different trades and processes”, and “frequent design changes and/or errors” are seen as two of the major causes of production shortcomings in the pre‐installation stage. This paper proposes and discusses improvement strategies based on conceptual models of an “intra‐inter dependent teamwork concept”, a “dynamic coordination buffer” and a “BS coordination facilitator” in order to reduce the identified critical causes.

Research limitations/implications

Although further research is needed, the findings in this paper can be a useful reference for other regions as the study methodology may be replicated.

Originality/value

In the search for solutions and improvements, a number of proven industrial management principles are incorporated in new conceptual models. These are expected to help alleviate the identified causes as critical design or related uncertainties are resolved through earlier coordination. This should in turn also reduce the volume of construction debris that can arise from current shortcomings in the pre‐installation stage of building services.

Abstract

Purpose

The purpose of this paper is to provide new insights into the contribution and experiences of non-statutory sector (voluntary) services delivering care coordination.

Design/methodology/approach

This qualitative study, based on face-to-face semi-structured interviews with 17 managers from a range of non-statutory sector services, used thematic data analysis supported by a framework approach.

Findings

Four themes emerged: commissioning arrangements undermined non-statutory sector development; working relationships between statutory and non-statutory services required time and energy to navigate and sustain; the establishment of a niche role in the larger network of provision; and tensions relating to future developments. The non-statutory sector was found to provide a mix of services, including specialist provision targeting specific communities that complemented or substituted for those provided by the state. Managers wanted their services to be recognised by the statutory sector as equal partners in the delivery of care coordination and were also keen to retain their independence.

Practical implications

Findings provide information for service commissioners and managers from statutory and non-statutory sectors indicating a complex set of experiences and views regarding the role of the latter. This is particularly salient in a political landscape which has increasing expectations of their involvement in the provision of care coordination.

Originality/value

This study considers the work of the non-statutory sector in the delivery of care coordination to adults and older people, an area under-reported to date. It suggests that there are opportunities available for these services to become embedded within a wider social care system and to excel by retaining or developing specialist roles and services.

Abstract

Purpose

The purpose is to analyse the relationship between democratic accountability and how sustainable governance is achieved by horizontally integrating care services for older people through collaboration in a coordination body of key leaders from across the health and social care system.

Design/methodology/approach

The data and measures come from two surveys with coordination body members in Sweden (politicians, administrators, professionals) from a sample of 73 bodies in 2015 (n = 549) and the same/corresponding 59 bodies in 2019 (n = 389).

Findings

The governance of integrating care scale and the accountability scales repeatedly show consistency among individual members. Systematic progress is found among large coordination bodies: the greater the average perception of governance of horizontally integrating care in 2015, the greater it was in 2019 – and regardless of the period, the stronger the internal administrative or political monitoring and reviewing of the coordination body, the greater its governance (while the relationship to the external monitoring and reviewing is weak). However, the growing importance of external accountability is indirect, shown by stronger correlations between the internal political and external monitoring and reviewing, regardless of size.

Research limitations/implications

The scales are based on self-reported perceptions that cannot be objectively verified, but they can be linked to changes in outcomes and user experiences in the later stages of the research.

Originality/value

Repeatedly verified scales of internal and external accountability for analysing and evaluating governance of integrating care services horizontally, which is useful for improving strategic coordination of integrated care.

Abstract

Purpose

This paper aims to investigate governance in service triads, specifically studying significant steering and connecting coordination failures, to reveal typically hidden characteristics and consequences.

Design/methodology/approach

This study focuses on coordination functions and activities between a buyer (a government department), a customer (a military service) and two service providers. Rich data on these normally confidential service ties are drawn from an official report into the causes of a fatal accident involving a UK reconnaissance aircraft and specifically from the evidence presented regarding the earlier development of its complex safety case. The authors also analysed a range of additional secondary data sources.

Findings

The authors examine the sources, drivers and manifestation of coordination failures. The authors uncover a series of coordination failures driven from the bridge position, revealing that while bounded rationality and opportunism influenced steering coordination failures, connecting coordination failures were associated with knowledge asymmetry, dyadic inertia and unethical practices.

Practical implications

Organisations and governments delivering complex projects and knowledge-intensive professional services should guard against outsourcing the “coordination” activity to a third party, thereby relinquishing the bridge position. Handing over the bridge position to an integrator would leave the client vulnerable to coordination dysfunctions such as bounded rationality, opportunism, knowledge asymmetry, dyadic inertia and unethical practices.

Originality/value

The study links the previously separate research streams of service triads and inter-organizational coordination. While extant research pays attention to mainly positive control functions, this study focuses on all three actors in two (failed) service triads – and highlights the impact of coordination activities and failures.

Abstract

Purpose

The purpose of this research is to detect, through applying a process-based view, how to manage economisation of the maintenance and modification operations in offshore petroleum logistics operations.

Design/methodology/approach

A single case study of engineering services, more specifically, maintenance and modification service operations, on a Norwegian Sea oil platform reveals the dynamics of building network capabilities in a consistent network structure. Two layers of coordination are studied: the engineering process and its context, represented by its network of interconnected firms. This case study empirically grounds how engineering service involves managing reciprocally interdependent exchange processes in the network structure.

Findings

Pooled interdependencies are vital in understanding the nature of service provision and use, and sequential interdependencies are vital in narrating the timing of processes to reveal the nature of process emergence to coordinate strings of production events. Furthermore, the network structure, when characterised by multiple interdependent projects, is also dynamic but at a slower pace.

Originality/value

Through the case study, operations management is revealed to be associated with project emergence at two levels: the core process level regarding daily continuous change, including the changing interaction of multiple different and interdependent projects, and the contextual level, where features of interdependency and integration change, affecting engineering service production. This provides guidance as to the economisation of engineering services. They change not only interactions in the flow of production but also its context.

Abstract

There is more to primary care than solely medical and nursing services. Models of Child Health Appraised (MOCHA) explored the role of the professions of pharmacy, dental health and social care as examples of affiliate contributors to primary care in providing health advice and treatment to children and young people. Pharmacies are much used, but their value as a resource for children seems to be insufficiently recognised in most European Union (EU) and European Economic Area (EEA) countries. Advice from a pharmacist is invaluable, particularly because many medicines for children are only available off-label, or not available in the correct dose, access to a pharmacist for simple queries around certain health issues is often easier and quicker than access to a primary care physician or nursing service. Preventive dentistry is available throughout the EU and EEA, but there are few targeted incentives to ensure all children receive the service, and accessibility to dental treatment is variable, particularly for disabled children or those with specific health needs. Social care services are an essential part of health care for many extremely vulnerable children, for example those with complex care needs. Mapping social care services and the interaction with health services is challenging due to their fragmented provision and the variability of access across the EU and EEA. A lack of coherent structure of the health and social care interface requires parents or other family members to navigate complex systems with little assistance. The needs of pharmacy, dentistry and social care are varied and interwoven with needs from each other and from the healthcare system. Yet, because this inter-connectivity is not sufficiently recognised in the EU and EEA countries, there is a need for improvement of coordination and with the need for these services to focus more fully on children and young people.

Abstract

Purpose

The purpose of this paper is to explore how conflict-affected communities in Ukraine (the Lugansk region) can develop sustainable mental health services in decentralised settings. The main interest focuses on community stakeholders’ perception of their problems and solutions that communities can create to achieve better mental health coverage.

Design/methodology/approach

A series of roundtables (RTs) (4 RTs, 62 participants overall), accompanied by interactive brainstorming techniques, were conducted with communities’ representatives/stakeholders from the East of Ukraine (Lugansk region, a government-controlled area) during the year 2021. Participants (health, mental health, social care workers and administration representatives) were provided with the opportunity to discuss mental health services’ development challenges and create affordable solutions for their communities. Results of discussions were submitted to qualitative analysis and offered for review by participants.

Findings

Decentralisation in Ukraine led to allocating funds alongside responsibilities for developing the services to communities. Most of the communities appear not to be ready to acknowledge the role of mental health services, entirely relying on the existing weak psychiatric hospital-based system. Awareness-raising interactive capacity-building activities for the community leaders and decision-makers effectively promote community-based mental health services development. Five clusters of challenges were identified: leadership, coordination and collaboration problems; infrastructure, physical accessibility and financial problems; mental health and primary health-care workforce shortage and lack of competencies; low awareness of mental health and available services and high stigma; war, crises and pandemic-related problems. Communities stakeholders foresaw seven domains of action: increasing the role of communities and service users in the initiatives of governmental bodies; establishing in the communities local coordination/working groups dedicated to mental health service development; developing the community-based spaces (hubs) for integrated services provision; embedding the mental health services in the existing services (social, administrative and health care); mental health advocacy and lobbying led by local leaders and service users; increasing capacity of communities in financial management, fundraising; developing services by combining efforts and budgets of neighbouring communities.

Research limitations/implications

The study has potential limitations. Participants of the roundtables were mostly appointed by local authorities, so some of them didn`t have a motivation for mental health services development. Service users were involved only from the facilitators` side, not from the side of communities; therefore, it was impossible to include their view of problems and solutions. Obtained data were limited to the opinion of local professionals, administration workers and other local stakeholders. The human rights aspect was not clearly articulated in the tasks of the roundtables.

Originality/value

To the best of the authors’ knowledge, the paper is original in terms of its topic (connecting decentralisation and local stakeholders’ engagement for understanding the challenges of mental health services development) and research strategy (engagement of Ukrainian communities, qualitative analysis of the discussion results and applying the best practices and international recommendations to the local context).
