Abstract

Purpose

The behavior of the entities in a small and medium-sized enterprise (SME) cooperation network is influenced by the core enterprise. Addressing the problem of how the network vulnerability changes when the core enterprise is attacked is a challenging topic. The purpose of this paper is to reveal the failure process of SME cooperation networks caused by the failure of the core SME from the perspective of cascading failure.

Design/methodology/approach

According to the Torch High Technology Industry Development Center, Ministry of Science & Technology in China, 296 SMEs in Jiangsu province were used to construct an SME cooperation network of technology-based SMEs and an under-loading cascading failure model. The weight-based attack strategy was selected to mimic a deliberate node attack and was used to analyze the vulnerability of the SME cooperation network.

Findings

Some important conclusions are obtained from the simulation analysis: (1) The minimum boundary of node enterprises has a negative relationship with networks' invulnerability, while the breakdown probability has an inverted-U relationship with networks' invulnerability. (2) The combined effect of minimum boundary and breakdown probability indicates that the vulnerability of networks is mainly determined by the breakdown probability; while, minimum boundary helps prevent cascading failure occur. Furthermore, according to the case study, adapting capital needs and resilience in the cooperation network is the core problem in improving the robustness of SME cooperation networks.

Originality/value

This research proposed an under-loading cascading failure model to investigate the under-loading failure process caused by the shortage of resources when the core enterprise fails or withdraws from the SME cooperation network. Two key parameters in the proposed model—minimum capacity and breakdown probability—could serve as a guide for research on the vulnerability of SME cooperation networks. Additionally, practical meanings for each parameter in the proposed model are given, to suggest novel insights regarding network protection to facilitate the robustness and vulnerability in real SME cooperation networks.

Abstract

Purpose

This paper aims to focus on the characteristics of a two-tier network featuring internal subject cooperation and external embedded cooperation in the context of regional innovation systems (RISs) and explore the influence of network characteristics on knowledge emergence.

Design/methodology/approach

Using social network analysis, a two-tier internal and external cooperation network of a RIS is constructed. A negative binomial regression method is used to explore the effects of the characteristics of these two-tier internal and external networks on knowledge emergence, the moderating effect of the cooperation knowledge base in this context is investigated and grouping and quantile regressions are used to conduct heterogeneity analysis.

Findings

The scale of the internal cooperation network has a positive effect on knowledge emergence, and the betweenness centralization of the internal cooperation network has an inverted U-shaped effect on knowledge emergence. The scale and structural holes of the external embedded network have an inverted U-shaped effect on knowledge emergence. Furthermore, the internal cooperation knowledge base weakens the influence of the external embedded network on knowledge emergence.

Practical implications

This research may enlighten policymakers with respect to improving the scale and structure of the RIS cooperation network and matching the embedded network based on the internal cooperation knowledge base to promote knowledge emergence.

Originality/value

This research contributes to the study of knowledge emergence by exploring the influence of a two-tier network structure and scale characteristics on knowledge emergence in RISs. This paper also extends the framework of relevant research by integrating the internal cooperation knowledge base into the analysis of externally embedded cooperation and knowledge emergence.

Abstract

Purpose

This paper aims to map out multi-agency partnerships in the UK information assurance (UKIA) network in the UK.

Design/methodology/approach

The paper surveyed members of the UKIA community and achieved a 52 percent response rate (n=104). The paper used a multi-dimensional scaling (MDS) technique to map the multi-agency cooperation space and factor analysis and ordinary least squares regression to identify predictive factors of cooperation frequency. Qualitative data were also solicited via the survey and interviews with security managers.

Findings

Via the quantitative measures, the paper locates gaps in the multi-agency cooperation network and identifies predictors of cooperation. The data indicate an over-crowded cybersecurity space, problems in apprehending perpetrators, and poor business case justifications for SMEs as potential inhibitors to cooperation, while concern over certain cybercrimes and perceptions of organisational effectiveness were identified as motivators.

Practical implications

The data suggest that the neo-liberal rationality that has been evoked in other areas of crime control is also evident in the control of cybercrimes. The paper concludes divisions exist between the High Policing rhetoric of the UK's Cyber Security Strategy and the (relatively) Low Policing cooperation outcomes in “on the ground” cyber-policing. If the cooperation outcomes advocated by the UK Cyber Security Strategy are to be realised, UKIA organisations must begin to acknowledge and remedy gaps and barriers in cooperation.

Originality/value

This paper provides the first mixed-methods evidence on the multi-agency cooperation patterns amongst the UKIA community in the UK and highlights significant gaps in the network.

Abstract

Purpose

The purpose of this paper is to propose a conceptual model that portrays how contextual factors and behavioural cooperation mechanisms influence the effect of trade associations on the export performance of small and medium enterprises (SMEs) in a Latin American emerging economy.

Design/methodology/approach

The author draws on multiple streams of literature including: co-location, networks, cooperation and export performance to suggest a series of solid theoretical insights to the literature on SMEs’ export performance, networks and co-location in the Latin American context.

Findings

Contextual factors and behavioural cooperation mechanisms influence the effect of trade associations on export performance determining the final sign of such effect. Trust plays a role within all proposed mechanisms, but is not as fundamental as previously characterised in studies on the export performance of SMEs. Cooperation might exist, prevail, and exert a positive impact on SMEs’ export performance even in the absence of trust.

Originality/value

This paper contributes to the literature on SMEs’ export performance, networks and co-location in the Latin American context by presenting a theoretical model that enfolds co-location, networks, trade associations and cooperation effects on SMEs’ export performance under the same foundation. It creates the categories of “contextual factors” and “behavioural cooperation mechanisms” to differentiate the elements that weight on the relationship between firms and trade associations, thus facilitating or hindering export performance. It guides policy makers and company managers on where to focus when incentivizing conduct towards a more productive export performance in Latin America and other emerging economies.

Objetivo

Este artículo presenta un modelo teórico que describe cómo factores de contexto y mecanismos de cooperación conductuales impactan el efecto de las asociaciones de negocios en el desempeño exportador de las pequeñas y medianas empresas (PYMES) en el contexto de los países emergentes de América Latina.

Acercamiento

Los autores se basan en diversas líneas de investigación de la literatura, incluyendo: Co-locación, Redes, Cooperación y Desempeño Exportador para sugerir una serie de conclusiones teóricas referentes a la relación entre las PYMES y las asociaciones de negocios.

Resultados

Los factores contextuales y los mecanismos de cooperación conductuales influyen en el efecto de las asociaciones de negocios en el desempeño de las exportaciones de las PYMES, determinando el signo final de dicho efecto. La confianza desempeña un papel dentro de todos los mecanismos conductuales propuestos, pero no tan fundamental como se caracterizó previamente en los estudios sobre el desempeño exportador de PYMES. La cooperación podría existir, prevalecer y ejercer un impacto positivo en el desempeño de las exportaciones de las PYMES, incluso en ausencia de confianza.

Originalidad/Valor

Este artículo contribuye a la literatura enfocada en PYMES, redes, co-locación y desempeño exportador, mediante la introducción de un modelo teórico que incluye en una plataforma única los conceptos de co-localización, redes, asociaciones de negocios y efectos de la cooperación en el desempeño de las exportaciones de las PYMES. En adición, crea las categorías de “factores contextuales” y “mecanismos de cooperación conductual” para diferenciar los elementos que influyen en la relación entre las empresas y las asociaciones de negocios, facilitando u obstaculizando así el desempeño de las exportaciones de PYMES en América Latina y otras economías emergentes.

Social relationships play an important role in organizational entrepreneurship. They are crucial to entrepreneurs’ decisions because, despite the bleeding-edge technological advancements observed nowadays, entrepreneurs as human beings will always strive to be social. During the COVID-19 pandemic many companies moved activities into the virtual world and as a result offline Social relationships became rarer, but as it turns out, even more valuable, likewise, the inter-organizational cooperation enabling many companies to survive.

This chapter aims to develop knowledge about entrepreneurs’ SR and their links with inter-organizational cooperation. The results of an integrative systematic literature review show that the concept of Social relationships, although often investigated, lacks a clear definition, conceptualization, and operationalization. This chapter revealed a great diversity of definitions for Social relationships, including different scopes of meaning and levels of analysis. The authors identify 10 building blocks and nine sources of entrepreneurs’ Social relationships. The authors offer an original typology of Social relationships using 12 criteria. Interestingly, with regard to building blocks, besides those frequently considered such as trust, reciprocity and commitment, the authors also point to others more rarely and narrowly discussed, such as gratitude, satisfaction and affection. Similarly, the authors discuss the varied scope of sources, including workplace, family/friendship, past relationships, and ethnic or religious bonds. The findings of this study point to a variety of links between Social relationships and inter-organizational cooperation, including their positive and negative influences on one another. These links appear to be extremely dynamic, bi-directional and highly complex.

Abstract

Purpose

The purpose of this paper is to clarify the function and issues of intra‐ and inter‐regional cooperation of international higher education in Asia and consider the possibility of East Asian integration as regionalization.

Design/methodology/approach

The research consists of two steps. First, by comparing with examples of regional networks and universities’ cooperation programs, it breaks down the current situation of regional cooperation. Second, it analyses the structure of those networks and programs.

Findings

Both regional education networks and universities’ cooperation programs develop in multi‐layers and in different phases, and they have a function of distribution of Asian higher education as public goods for regionalization. There are still issues such as immigration control relating to the people's and programs’ mobility, program language, financial and personnel affairs, as well as adjustments to be made in accreditation assessment, credit compatibility and quality assurance including curriculum setting. Retaining the autonomy of countries and higher education agencies in international cooperation is also the major issue in promoting these programs. However, such international cooperation produces the new forms of international higher education for human resource development.

Research limitations/implications

Not all networks and programs can be examined, but the trend and characteristics of the cooperation in higher education can be highlighted.

Practical implications

The findings give significance to the “Campus Asia” concept which is now in preparation for realization by the agreement at the summit of China, Japan and South Korea in October 2009.

Originality/value

While integration and regionalization in East Asia has been discussed previously from the political and economic aspects, this paper responds to the subject from the socio‐cultural aspect by focusing on international higher education in Asia.

Abstract

Purpose

The purpose of this paper is to examine inter-organisational cooperation in delivering maintenance services, focusing on the level of maturity of this cooperation and the current role of performance measurement in evaluating its effectiveness. It also determines how performance measurement should be developed to support the needs of networked maintenance.

Design/methodology/approach

The empirical evidence is based on two cases of networks operating in the field of industrial maintenance. The first network operates in the energy industry, while the second operates in the mining industry. Both networks consist of machine supplier companies, performance partner companies and system supplier companies. A total of seven companies participated in workshops and interviews in 2013-2014.

Findings

As a result of the study, suggestions for improving the performance measurement of service value in maintenance are presented and a framework is offered that meets the needs of the customer, service provider and equipment provider. The significant innovation of the research is its combination of network, service and value perspectives in performance measurement by presenting a framework for measuring created value of cooperation.

Originality/value

The literature calls for new measurement models and frameworks that support the new management challenges. This research creates a framework for practical applications. The framework helps to identify possible development needs and increases the understanding of what is required when cooperation in a maintenance network deepens, moving from machine partner towards value partner.

Purpose

In line with the recent adoption of game dynamics to promote motivation and engagement in business contexts, the purpose of this paper is to analyze how gamification tools (i.e. points, levels, challenges, badges and ranking) are used to manage cooperation networks.

Design/methodology/approach

To develop this purpose, an exploratory case study is conducted on the RedeMac Qualifying Program as a set of tools to enhance customer service in RedeMac, a cooperation network of hardware stores in southern Brazil.

Findings

The results showed the motivating role of gamification in engaging associates to the network’s decisions. The findings also indicated the effectiveness of points and badges in engaging members and highlighted opportunities to apply tools of challenge. In addition, the paper argues about the constraints for ranking in cooperation networks.

Research limitations/implications

The study reinforces literature assumptions that stand for the motivating potential of points, levels, badges and challenges. However, the case study highlighted the constraints to adopt the ranking tool in cooperation networks.

Practical implications

From the managerial point of view, the study informs managers about the adoption of gamification tools to promote motivation and engagement of associates in cooperation networks, facilitating the achievement of collective goals.

Originality/value

In spite of the growth of empirical literature in applying gamification to business contexts, there are no reports of research about the adoption of gamification tools on cooperative relations in a network organization.

Abstract

Purpose

Based on resource dependence theory and the concept of interlocking directorates, the purpose of this paper is to understand the importance of networks for start-ups and the role incubators play in these companies’ networking processes.

Design/methodology/approach

The research was conducted through semi-structured interviews with the entrepreneurs responsible for three start-ups and the heads of their incubators. The interview data were subjected to content analysis using NVivo software.

Findings

The results indicate that start-ups often resort to networks to overcome their weak reputations and scarce resources. Incubators play a quite important role in this process since they promote events that encourage the creation of partnerships and networks either between start-ups within the same incubator or with external institutions. In addition, the results reveal that most cooperation networks are informal and that they fulfil needs that start-ups are not yet able to meet themselves, for example, when they compete for public tenders.

Practical implications

The present study explored this topic from two perspectives (i.e. start-ups and incubators). This approach facilitated the identification of the main features upon which start-ups depend, the entities to which these companies turn for help, the kind of communication in which they usually engage, the primary advantages of establishing cooperation networks and the main types of support given by incubators.

Originality/value

Most studies of cooperation networks are based on transaction cost economics, a resource-based perspective and/or institutional theory. In contrast, this study innovated by applying resource dependence theory and the concept of interlocking directorates, which provided an alternative explanation regarding cooperation networks’ importance to start-ups and incubators’ roles in these companies’ networking processes.

Abstract

Purpose

The purpose of this paper is to conceptualize and outline the social infrastructure that nurtures and strengthens cooperation in business networks promoting cultural tourism and thereby facilitates entrepreneurial learning. The role of the higher-education (HE) provider is emphasized on different levels of the value-creating framework.

Design/methodology/approach

To explore and analyze the benefits of cooperation in business networks promoting cultural tourism as perceived by entrepreneurs, participants in the fields of both culture and tourism in two workshops were observed. From the information produced in the workshops, ethnographically oriented data were selected.

Findings

Benefits that inspired cooperation among the members of the tourism business network were identified, which were categorized as functional, relational and symbolic. On the functional level, the actors involved, the entrepreneurs, considered it important to have an opportunity to meet and discuss in a stimulating atmosphere. The role of the HE provider at this stage was that of a facilitator, in other words, to set the scene. On the level of relational cooperation it was more important to foster relations between the network actors, and the provider’s role changed to that of a matchmaker. On the symbolic level, it is essential that all parties of the cooperation work together to find new business solutions based on common values. At this stage, the role of the HE provider is that of a co-creator.

Research limitations/implications

As a case study, this research represents the local context of entrepreneurial cooperation in business networks promoting cultural tourism. Further study is needed to develop a framework that encompasses change in the traditional roles of the learning environment.

Practical implications

Teaching and training approaches derive from the contexts in which micro and small businesses and their networks learn. HE offers students a safe environment in which to experiment and innovate, thereby linking student academic work to “real-life” project performance.

Originality/value

Interaction/network theory is combined with the discussion on entrepreneurial learning.
