Abstract

Purpose

Modern educational environment in the system of vocational education focuses on the requirements of labour market and those of employers to the content of graduates’ professional competencies. Thus, the purpose of this paper is to develop practical guidance on the arrangement of cooperation between labour market and regional vocational education system.

Design/methodology/approach

Participative approach allowed considering the cooperation between labour market and regional system of vocational education as the process aimed at creating management tools for formation, use, development of human resources. The research involved 300 teachers, 400 students, 100 employers, who found out the effectiveness criteria for the cooperation between labour market and vocational education system.

Findings

The findings reveal national models characteristics and universal tools for cooperation between vocational education institutions and enterprise. National models characteristics allow identifying the most advantageous cooperation tools; comparing suggested tools with the experience of others and thereby assessing their relevance and implementation risks.

Research limitations/implications

The research results allow us to plan strategies for further studies of this problem, which are related to the development of models for cooperation between labour market and vocational education system.

Practical implications

The identification of universal tools for cooperation between vocational education institutions and enterprise promotes the integration of national vocational education systems into national educational space. The materials of the paper can be useful for university leaders and professors; employees of centres for professional advancement and retraining in selecting and structuring the content of academic and teaching staff’s advanced training.

Social implications

The revealed criteria contribute to vocational education programmes integration, connection between professional and educational standards, students’ professional identity.

Originality/value

The effectiveness of the cooperation between labour market and vocational education system will be improved by studying national models and identifying the most advantageous cooperation tools (modular training, voluntary social/ecological year, educational resources integration, state and public management, clustering vocational education institutions and industry companies). This will allow comparing the suggested tools for collaboration between labour market and vocational education system with the experience of others and thereby assess their relevance and implementation risks. Improving the cooperation between labour market and vocational education system will be successful provided that universal tools for cooperation (socio-economic, educational, practical, innovative and technological) are identified, which promotes the integration of national vocational education systems into national educational space. The effectiveness of cooperation between labour market and vocational education system will increase on condition of criterion assessment (clustering, subjectivity, transdisciplinarity), promoting vocational education programmes integration, connection between professional and educational standards, students’ professional identity, students’ engagement in the development and implementation of research and production projects, stepped formation of professional competencies.

Abstract

There have been many new initiatives within the Danish educational system during the last few years. These initiatives are based on an unshakable belief that “…within a knowledge and service society continuous competency development is decisive … for companies’ ability to compete” (Ministry of Education, 1997, p. 22). In other words, there are new demands on both companies and employees. This paper seeks to describe the nature of education and training provision in Denmark. Labour market policies and infrastructure are examined, the education system is described and analysed and recent empirical data on corporate training and development are discussed. Finally, an attempt is made to indicate key challenges facing the Danish learning environment into the future.

Abstract

Purpose

The purpose of this paper is to bare the peculiarities and challenges of the dual training (DT) of the future primary school teachers in the Republic of Kazakhstan. The above-mentioned problem is quite urgent, as the system of VET and DT is a rather new experience for Kazakhstani system of higher education. Thereby, the paper makes an effort to demonstrate the forms of organization of DT at teachers’ training university.

Design/methodology/approach

The instruments for gathering information (data) for this study were various primary school teachers’ training curricula adopted by Kazakh State Women’s Teacher Training University; in particular, curricula of teaching practice. Various types of teaching practice during the entire learning period are provided by the state educational standards of higher professional education. Therefore, the research utilized a retrospective analysis that allows identifying the nature and specifics of the primary school teachers’ training curricula.

Findings

The paper points out the necessity to strengthen practical orientation of future primary school teacher through the synthesis of academic and educational processes (in school). It also presents the differences between the organization of teaching practice based on traditional and dual approach.

Originality/value

The authors suggest project curriculum of continuous teaching practice during the entire learning process on the example of the specialty 5B010200 Pedagogy and methodology of primary education in the context of DT and some results of its implementation.

Abstract

This article traces the experience of countries reforming their vocational education and training policies and summarizes the lessons learned. It is based on a recent joint World Bank‐ILO study focussing on the obstacles to implementing change in vocational education and training systems in response to changing labor markets and innovative approaches to overcoming these constraints in 19 countries worldwide. It tracks the demand‐side pressures and supply‐side responses and highlights some critical issues, constraints and innovations in the reform of these systems. The main messages from this study are: matching instrument to target group is as important as picking the best delivery mode; the government’s role in facilitating the provision of information about vocational education and training has been relatively neglected; a vigorous private response has refuted claims of the reluctance of private providers to enter the field; and political will, not institutional capacity, is the main obstacle to comprehensive reform.

Abstract

Purpose

This paper aims to explore the development of the concept of competence in Lithuania beginning from the period of transition from the Soviet planned economy and post‐totalitarian regime to the market economy and democratic society and ending with the designing and implementation of the National Qualifications System and Qualifications Framework.

Design/methodology/approach

The paper takes the form of desktop research of scientific literature and analysis of documents related to competences and qualifications in Lithuania.

Findings

The understanding of competence in Lithuania varies between the official usage in the laws and policy documents, common usage in education institutions and the approaches of employers, and this differentiation of understanding is caused by complex reasons related to the development of education, world of work and society in the socio‐economic transformations. In the National Qualifications System and National Framework of Qualifications of Lithuania competences are understood to be a bridge between the system of activities and the system of education.

Research limitations/implications

The research involves mainly those concepts of competence that are originated by different social stakeholders and have influence on the processes of initial and continuing vocational training in Lithuania. All different scientific concepts of competence proposed by different scholars and circulating only in the scientific discourse have not been considered.

Practical implications

The article provides useful information for the policy makers and different stakeholders looking for information on the existing variety of the concepts of competences in Lithuania.

Originality/value

The paper provides a discourse that integrates the various complex conceptual and contextual issues related to the concept of competence.

Abstract

Purpose

To explore social dialogue over vocational education and training in Europe, comparing the role of the social partners in different national training systems and different industrial relations contexts.

Design/methodology/approach

A survey of European member states (EU15 before enlargement) and two EFTA countries addressed to the national agencies or ministries responsible for vocational education and training and representing the contacts of the CEDEFOP Refernet network, supplemented by a literature review and discussions with the social partners at European level.

Findings

Throughout Europe the social partners have a formal role in developing vocational training policy and are involved in implementation, particularly at sector and local levels. While the structures of participation vary according to the degree of state regulation and the locus of training, social partner involvement is extensive irrespective of the nature of the regulatory framework.

Research limitations/implications

Only 13 countries responded to the survey and respondents were not always aware of workplace developments. The gaps were addressed through the literature and discussions but inevitably the study is not comprehensive.

Practical implications

Valuable information for those seeking to identify common and good practice in social dialogue to improve the quality and relevance of vocational training.

Originality/value

A useful baseline study of the role of the social partners in vocational education and training in Europe.

Abstract

Purpose

Parity of esteem between general and vocational education is a widely discussed topic in those countries which have established a system of vocational education and training (VET) beside the system of general education, leading to numerous qualifications and licenses. This paper aims to address this issue.

Design/methodology/approach

An explorative consideration of curricular basic structures of TVET and higher education will reveal the qualitative differences in the different study courses and entailing barriers for permeability between TVET and higher education. A deepening analysis compares the curricular structures and evaluates the differences with the aid of selected criteria.

Findings

The article clarifies the hidden obstacles of permeability between vocational and higher education, and points out ways to shape lateral and vertical permeability with a view to career paths to build up human capabilities. However, until now most of these do not entail permeability to learning pathways in higher education. This is especially true when vocational programmes do not prepare for higher education at the same time, i.e. do not include a university entrance qualification. This discussion has gained a new momentum with the adoption of the European Qualifications Framework by the European Parliament and the Council in 2008, motivating member states to reconsider this context. Since then there is an intensive debate about opening universities for learners with vocational qualifications.

Research limitations/implications

Due to the traditionally clear‐cut division between vocational and academic education and a separate dealing with the different concepts, organizations and institutions, a comparative research with methods and instruments has not yet developed. With regard to a comparison of vocational and academic education, research is still at the very beginning. There are currently no confirmed reliable answers to the question how the transitions between vocational and academic education could be shaped in order to ensure their success.

Practical implications

European initiatives and the implementation of instruments such as the Qualifications Framework to support permeability call for ways to offer academic education with degrees to persons with a qualified vocational background. The curricular structures of the universities are currently not geared to these requirements.

Social implications

The relevant social dimension aims at an equivalence of vocational and academic education that has been discussed in some European countries since the 1960s. Some European initiatives (EQF, ECVET, etc) over recent years have led to the opening of universities for persons with a qualified vocational background. This helps to overcome social barriers.

Originality/value

The value added is a frame for comparison of curricular structures. The findings can then be thoroughly discussed in connection with the European Qualification Framework. In addition the article offers options for overcoming the obstacles for comparative research on vocational and academically qualified persons.

Purpose

This paper aims to explore structural and systemic influences in the development of competence models and qualifications systems at sectoral and national levels across Europe, considering the influences of different socio‐economic models of skill formation on the processes of design and provision of qualifications.

Design/methodology/approach

The paper is based on a meta analysis of three European projects that used literature review, documentary analysis and interviews with practitioners and policy makers.

Findings

The main methodological and practical challenges posed by varieties of competence and qualifications to inter‐country comparability of qualifications are shown to be related to different socio‐economic models of skill formation.

Research limitations/implications

The research is limited to 13 countries and four sectors but these were carefully selected to maximise coverage of European diversity with respect to competence models, training regimes and approaches to qualifications. There is clearly a need for further research involving more countries and sectors.

Practical implications

The paper offers recommendations for improving the potential of the European Qualifications Framework to promote comparability of qualifications and hence mobility of labour. These recommendations will be of interest to policy makers and practitioners involved in using the EQF and similar instruments.

Originality/value

This is the first systematic attempt to explore the methodological and practical difficulties of establishing comparability between qualifications.

Abstract

Purpose

This study aims to consider the complexities of planning and implementation of a reform in the Swedish system of higher vocational education and training (VET). The study object of this article is the Swedish reform with advanced vocational education (AVE). The two main questions the study aims to address are: “What are the main driving forces behind the formulation of AVE?” and “How is AVE implemented into the system of continuing vocational training?”.

Design/methodology/approach

This study is designed as a multiple case study, exploring different issues in the reform of AVE. These issues comprise organisation and structure, workplace learning and transition from AVE into working life. From a theoretical perspective, this study uses the analytical model of educational reform development by Lindensjö and Lundgren where reforms are perceived to take place at two different contexts in society.

Findings

The findings of this study suggest that with AVE a number of educational innovative features were introduced which generally had a positive impact. From the context of formulation, findings suggest that consensus among the central level stakeholders for how AVE should be designed was reached through the joint work of organising programmes during the three‐year pilot project, in combination with the concurrent restructuring of working life. From the context of realisation both educationalists and employers perceived the possibility of designing AVE programmes in co‐operation based on local level requirements as positive.

Research limitations/implications

To achieve demands for validity and trustworthiness, this study uses multiple sources of data gathering, applying data‐triangulation. Nonetheless, this study has some methodological limitations that need to be addressed. In terms of theoretical perspective, the analytical model could appear as simplifying the complex social processes that take place when reforms are being implemented in educational institutions and within working life.

Originality/value

This study provides evidence that developments in Swedish society and working life have together created conflicting demands among the stakeholders about how VET should be organised, the mode of delivery and relations towards the labour market.
