Abstract

Purpose

The purpose of this paper is to identify whether, through the eyes of standard skilled employees and job applicants, differences exist between different types of non‐standard skilled workers.

Design/methodology/approach

Data were taken from a large survey of US‐based companies measuring the amount of work being completed by skilled independent contractors and outsourcing agencies. These data were then used in regression models predicting employee turnover and the time needed to fill vacancies in these positions.

Findings

The results suggest that different types of non‐standard workers will have differing effects on skilled standard employees' and job applicants' behaviors. Organisations using independent contractors appear to achieve short‐term staffing flexibility, but these organisations may have more difficulty filling job vacancies. Organisations using outsourcing arrangements may not see any changes in their skilled standard employees' or job applicants' behaviors.

Originality/value

The study specifically measures the differences between diverse non‐standard work arrangements. It adds to the literature on the effects these work arrangements have on standard employees. It is the first to consider the job applicants' interpretations of potential employers using non‐standard workers in their field of work.

Abstract

Purpose

Farm labor contractors operate as intermediaries between farmworkers and agricultural employers by recruiting and supplying labor to US farms. In a political economy where there are employer sanctions for hiring workers without proper documentation, contractors share risk alongside final employers. Furthermore, contractors may facilitate quick employment matches during time sensitive agricultural tasks such as harvesting. For undocumented workers, using a contractor may decrease uncertainty associated with a foreign labor market and ease language barriers. The purpose of this paper is to examine the current role of labor contractors in delivering immigrant agricultural workers, particularly undocumented workers, to farms.

Design/methodology/approach

Determinants of labor contractor use and relationships to final worker outcomes are examined using econometric methods and a large nationally‐representative worker survey that is distinctive in that it distinguishes legal status.

Findings

Undocumented farmworkers are shown to be more likely to use contractors than are documented workers, though statistical significance is sensitive to the inclusion of crop and task indicators, and wages and fringe compensation to workers who use contractors are lower, even after controlling for legal status.

Research limitations/implications

The paper contributes to limited recent academic work on the role of labor contractors in US agriculture. Future work may examine ongoing changes to this role in the context of mutable immigration policy and public opinion.

Practical implications

It is argued that the decline in labor contracting increases the need for employer‐level bilingual communication skills and compliance with labor regulations.

Originality/value

Understanding current dynamics of the agricultural labor market should be of value to scholars of rural economies, farm owners and agricultural policymakers.

Abstract

According to Marx, capitalism leads to the alienation of people from their work, from the product of their work, and from other people (Oilman, 1976:133–4). These characteristics of capitalism were obvious for all to see in the late nineteenth century, as capital and labor were increasingly polarized. But in the late twentieth century, class relations have become considerably more complicated. The emergence and growth of various forms of “middle class” (Walker, 1979; Wright, 1985) make the issue of who is exploiting whom, of who benefits from the alienation of workers, unclear. In turn, the confusion in class relations has an effect on the ability to wage class struggle, as the “enemy” of the working class is difficult to define, let alone target.

Abstract

Purpose

Unlike the effect of management styles on employee attitudes, little is known about the effect of managerial assumptions on workers within the gig economy. The purpose of this paper is to utilize McGregor’s Theory X and Theory Y as a framework to discuss two gig economy platforms and how their differing management assumptions affect worker perceptions of themselves as entrepreneurs.

Design/methodology/approach

The author utilized qualitative interviews and demographic surveys with 41 contract workers from TaskRabbit, a personal assistant platform, and Kitchensurfing, a “rent-a-chef” service, to examine the impact of differing management assumptions on independent contractor perceptions of themselves as entrepreneurs.

Findings

The Theory X management assumptions and correlated behaviors directly contradict the entrepreneurial ethos marketed by the platforms, resulting in a psychological contract violation for workers and negative responses to the platform. In comparison, Theory Y managerial assumptions and correlated behaviors can be utilized to encourage worker innovation, creativity and sense of self as an entrepreneur.

Practical implications

As the gig economy continues to grow, algorithms are likely to take on increased importance as a management tool. Although some have suggested that such algorithms may reduce the impact of a capricious manager, the fact remains that algorithms are created by management. If the gig economy intends to encourage entrepreneurship, additional attention must be paid to how differing management assumptions, and their resulting behaviors and algorithms, affect worker attitudes and experience.

Originality/value

This study represents one of the initial academic investigations into how the Theory X and Theory Y management assumptions and correlated perspectives may be applied to independent contractors within the gig economy. Additionally, this study is among the first to examine how gig worker attitudes toward platform firms, and views of themselves as entrepreneurs, are affected by algorithm-implemented management policies.

Purpose

Recent studies on contingent workers highlight their boundaryless and protean nature, and depict them as free agents who reject organisational forms of career support. Going beyond such current view, this paper aims to shed light on the career support provided by labour market intermediaries (LMIs) to skilled contingent workers (SCWs), the latter known as freelancers and consulting firms' employees.

Design/methodology/approach

Using a qualitative stance and an inductive approach, the authors draw on 33 interviews to grasp SCWs' discourses on the career support offered by LMIs, and their account managers. The thematic analysis reveals two main themes: the career support delivered by LMIs to SCWs, and the expectations of SCWs regarding potential additional forms of career support from LMIs.

Findings

The authors show that SCWs are supported by LMIs in their career via a number of career management practices and operational support, and account managers a likely to play a key role in the careers of SCWs by providing transactional and relational career support. Moreover, the authors stress that SCWs are free agents, yet seeking for forms of support from LMIs.

Originality/value

The present paper addresses the roles of LMIs regarding non-standard population of workers through the lens of SCWs, what has barely been undertaken in recent research. This paper also enriches current debates on the organisational support SCWs are willing to accept and benefit from, despite the idiosyncratic nature of their careers.

Abstract

Purpose

The purpose of this paper is to investigate whether a change in staffing contractual arrangements, specific training in hazard identification, mentoring of supervisors and the introduction of a robust safety system could improve an organisation's safety culture. How safety conditions change under contracted out labour compared to direct labour and the influence that contracting out has on organisational safety culture is explored.

Design/methodology/approach

The study used a case study methodology to detail how the change occurred over a six month period in 2011. As part of the analysis a model of the change process and push‐pull factors is offered.

Findings

As a result of the change, all areas saw some improvement. Work‐related injury statistics dropped significantly, supervisors were clear of their roles, actively monitoring their crews to ensure they worked in a safer manner than before, and staff were actively addressing work‐place hazards. With the safety system in place the organisation should be deemed compliant and diligent by the state auditing authorities. This study has also shown that using contractor workers together with in‐house workers that are managed under different safety regimes is problematic. The problems don’t occur due to the contractor's safety systems being less robust than the parent company's or that contract workers are themselves less safe; it is the added complexity of managing multiple safety regimes and the lack of trust of the robustness of each system that create conflict.

Research limitations/implications

The paper reports on the change process of one mining organisation in Western Australia as a case study from a managerial sample and is thereby limited.

Practical implications

This study demonstrates the difficulties in changing safety culture in an underground mining organisation. The paper argues the need for specialised training in identifying hazards by the staff, the mentoring of supervisory staff and the adoption of a robust safety system to support improved safety culture.

Originality/value

There is little research conducted in the resources sector researching changes in human resource supply and OHS management, in particular moving from contracted labour to hiring in‐house. This case provides an insight into how a change in staffing hiring arrangements, together with specific safety initiatives, has a positive impact on safety performance.

Purpose

The purpose of this paper is to examine the factors that affect the discontinuance of business of start-up contractors and property companies in Japan. It will help managers of start-up contractors and property companies to effectively manage their companies. Furthermore, it will be useful for stakeholders with links to start-up companies to analyse the credit risks associated with these businesses.

Design/methodology/approach

This study uses data from the Japan Finance Corporation Business Startup Panel Survey to empirically examine the factors that affect the discontinuance of business of start-up companies. A binary logit model is used as the statistical method. Utilising the resource-based view theory, this study explores the relationships between resources and company capabilities at both start-up and discontinuance of business.

Findings

Start-up contractors tend to discontinue their business, as managers grow older and when a sufficient workforce cannot be found at start-up. On the other hand, start-up property companies tend to discontinue business when securing of orderers is not sufficient at start-up.

Originality/value

This study analyses start-up contractors and property companies and finds that factors that affect the discontinuance of business differ across construction and property industries, with each industry facing important, sector-specific issues.

Purpose

On 12th June 2015, a strike by contract workers was declared at Rampur terminal, All India Business in oil corporation (ABC) Ltd. The strike had disrupted the normal services of the terminal. Under such circumstances, Mr Ravi Sharma (Head human resources of the eastern region, ABC Ltd.) was unable to decide how to save the company from such a disorderly situation without any increased loss of production and manpower cost liabilities. Could Mr Ravi Sharma resolve the issue of strike through an approach of strategic rapprochement when the disruptions made by workers and local miscreants went out of control?

Design/methodology/approach

In-depth interview in the year 2019 was conducted with the protagonist Mr Ravi Sharma and the trade union members at the regional office of ABC Ltd., Kolkata and Rampur Terminal, respectively, to convert the narratives in the form of a fictitious case study. Four rounds of interviews were conducted by the author to complete the data collection procedure. The company™s-related information was sourced through a secondary database furnished by company™s officials. However, the data about the company, the key characters and other recognizable information have been disguised to preserve the confidentiality of information.

Findings

The strike was called by the contract workers at Rampur terminal for two primary reasons, namely, wage increase and giving preference to local people for employment whether regular or contract. Mr Ravi Sharma could pacify the unforeseen situation by adopting two-pronged strategies, namely, first, he could successfully gain the confidence of the union leader and secondly, set the environment for the conciliation proceeding so that agreement settled will not be failed to be implemented.

Originality/value

The case uses a system perspective of Industrial relation proposed by Dunlop (1958) to highlight the interplay between employer, government and trade unions influenced by politics and mafia that determine eventually the industrial peace in the organization.

Purpose

The purpose of this paper is to explore the roles of social networks and intermediares in recruitment and as instruments to control the workforce in lower end urban labour markets in developing countries. The existing literature favours explanations where networks and middlemen are vehicles to disburse information about vacant jobs or screening mechanisms that improve worker‐job matches. Intermediaries may also enable employers to evade labour regulations. This paper highlights instead their roles as incentive providers or mechanisms that alleviate behavioural risks in work relations. A novel aspect of this approach is that behavioural risks on both sides of the work relation are considered.

Design/methodology/approach

After reviewing the literature, a simple agency model is introduced to suggest new ways to identify whether networks and middlemen alleviate incentive problems in labour relations.

Findings

Studies of disparities in labour market access and outcomes are usually anchored in ideas of discrimination. A key insight is that the access to and performance of urban labour markets depend critically on the specific “services” networks and intermediaries extend to workers and employers. This adds an important complication to the evaluation of opportunities for income diversification through rural‐urban migration. Under some circumstances, both “institutions” may give rise to strong and persistent exclusion that is likely to vary systematically across sectors of the urban economy. In other circumstances, access restrictions can be remedied through simple policy interventions.

Originality/value

This paper introduces a new and important dimension to the study of urban labour markets as level playing fields.

Abstract

Purpose

The unique employment status of gig workers as independent contractors and their impact on consumers provide an important opportunity for the current research to understand gig workers' perceptions of their employment and how that affects job performance outcomes. These gig workers serve as the frontline service providers for platforms like Airbnb hosts, Lyft drivers and Wag walkers performing customer-facing services. However, their status as gig workers, not traditional employees, presents challenges to platforms. The purpose of this research is to gain insights into the profiles of gig workers, examine the challenges platforms have in retaining high-performing workers and provide a research agenda on this important group of frontline service providers.

Design/methodology/approach

Incorporating variables deemed important in examining self-determination theory, a large-scale data collection via an online survey was administered, yielding 447 completed surveys. A two-step cluster analysis procedure was conducted to categorize sample respondents into four distinct groups.

Findings

Four groups emerged from the cluster analysis, labeled “Ambivalent Outsider,” “Competent Cog,” “Independent Insider” and “Committed Comrade.” The results suggest that there are significant differences across all variables and groups based on gig worker responses and self-reported customer satisfaction scores. The gig worker profiles developed are then utilized to formulate research propositions that are the basis for the research agenda presented.

Practical implications

The goal of many collaborative consumption platforms may be to hire Independent Insiders or Committed Comrades; however, that is difficult to attain with every hire. Thus, the segmentation results provide insights for companies seeking to hire, retain, and successfully motivate their workforce.

Originality/value

Given the freedom and flexibility afforded to gig workers, and the importance they have on the service experience for customers, understanding their own perceptions of employment and performance is critical to ensuring a positive experience for all parties. Research on collaborative consumption has largely focused on consumers or the management of freelance workers with only tangential applicability to gig work. This paper offers a comprehensive research agenda for gig worker management based on the typology of gig workers created.
