Abstract

Special Needs Assessment Procedures (SNAPs) are procedures which evaluate children who have diverged from – implicitly implied and/or explicitly stated – norms. In the course of such a SNAP, the child is evaluated by a diverging set of experts who ultimately determine the place and mode of schooling. As such, SNAPs can be read as manifestations of potentially excluding practices but also as temporal and cultural configurations concerning the very topic. By considering these (ever changing) temporal, cultural and geographical influences and understandings, SNAPs – as one aspect regarding inclusion and exclusion – can be read divergently. This chapter takes a closer look at SNAPs by firstly outlining their very structure and then presenting theoretical as well as empirical instances in which SNAPs violated their own logic or, in other words: SNAPs, as a mechanism of producing inclusion/exclusion, became divergently. Based on these incoherencies, the chapter later outlines potentially fruitful paths of future research.

Abstract

This is the introductory chapter of the book. This chapter explains the background and relevance of the topic of the book – the process of a national higher education reform in the post-Soviet space such as Ukraine until passing the Law about Higher Education in 2014, and the ways in which this story can inform our understanding of some aspects of the Europeanisation in the post-Soviet context. The Bologna reform is, arguably, one of the expressions of Europeanisation in post-Soviet countries that belong to the European Higher Education Area (EHEA). The Bologna Process is an international policy project for the standardisation of higher education structures in the European Higher Education Area. It comprised 29 European countries at the start of the Bologna Process in 1999, and it started incorporating more states later, a lot of which were not part of the EU. Beside the overarching goal to create the EHEA, a number of concrete objectives, called the action lines, were identified, such as the adoption of a common system of credits and cycles of study process, the development of an easily readable diploma supplement issued to graduates, the promotion of student and faculty mobility and the assurance of higher education quality.

This chapter also presents methodological considerations associated with designing the research presented in this book, such as conducting interviews and identifying policy documents – and how thematic analysis was applied to these two types of data. The case of Ukraine is characterised as instrumental because, beside the contribution it makes to how we see the Bologna reform in Ukraine itself, this case study is important for understanding wider Europeanisation issues.

Abstract

This paper deals with the organizing of interactive product development. Developing products in interaction between firms may provide benefits in terms of specialization, increased innovation, and possibilities to perform development activities in parallel. However, the differentiation of product development among a number of firms also implies that various dependencies need to be dealt with across firm boundaries. How dependencies may be dealt with across firms is related to how product development is organized. The purpose of the paper is to explore dependencies and how interactive product development may be organized with regard to these dependencies.

The analytical framework is based on the industrial network approach, and deals with the development of products in terms of adaptation and combination of heterogeneous resources. There are dependencies between resources, that is, they are embedded, implying that no resource can be developed in isolation. The characteristics of and dependencies related to four main categories of resources (products, production facilities, business units and business relationships) provide a basis for analyzing the organizing of interactive product development.

Three in-depth case studies are used to explore the organizing of interactive product development with regard to dependencies. The first two cases are based on the development of the electrical system and the seats for Volvo’s large car platform (P2), performed in interaction with Delphi and Lear respectively. The third case is based on the interaction between Scania and Dayco/DFC Tech for the development of various pipes and hoses for a new truck model.

The analysis is focused on what different dependencies the firms considered and dealt with, and how product development was organized with regard to these dependencies. It is concluded that there is a complex and dynamic pattern of dependencies that reaches far beyond the developed product as well as beyond individual business units. To deal with these dependencies, development may be organized in teams where several business units are represented. This enables interaction between different business units’ resource collections, which is important for resource adaptation as well as for innovation. The delimiting and relating functions of the team boundary are elaborated upon and it is argued that also teams may be regarded as actors. It is also concluded that a modular product structure may entail a modular organization with regard to the teams, though, interaction between business units and teams is needed. A strong connection between the technical structure and the organizational structure is identified and it is concluded that policies regarding the technical structure (e.g. concerning “carry-over”) cannot be separated from the management of the organizational structure (e.g. the supplier structure). The organizing of product development is in itself a complex and dynamic task that needs to be subject to interaction between business units.

Abstract

E-learning programs exist in a wide variety of formats. Without a framework for distinguishing between different e-learning programs, it is a challenge for researchers to compare their effectiveness or identify characteristics of e-learning that contribute to learning effectiveness. Based on general theories of learning, we develop a typology that compares e-learning programs in terms of the nature of the learning interactions they provide for learners in three dimensions: degree of interaction, learner control of interactions, and informational value of interactions. The typology dimensions apply to learner–instructor, learner–learner, and learner–instructional material interactions. We also discuss important theoretical implications of the typology. First, we show the utility of the typology for comparing the effectiveness of different e-learning programs. Second, we apply the typology dimensions to develop a theoretical framework for e-learning research that provides a foundation for examining factors that influence learning effectiveness in an e-learning program. The framework identifies e-learning program characteristics, learner characteristics, and contextual factors that impact learning effectiveness in different e-learning environments. It also shows how the typology dimensions align with learning goals to influence learning effectiveness.

Abstract

International business (IB) as a discipline has given limited attention to contemporary grand challenges of inequality, global warming, aging populations, endemic health crises, and de-globalization, in all of which multinationals are either central to the problem or may offer some solutions. A historical perspective makes clear the reason for this neglect. IB theory and implicit assumptions were shaped during the discipline’s formative period during the 1960s and the 1970s. This has left it excessively focused on the growth of manufacturing multinationals, and with naïve assumptions about the linear and benevolent progress of globalization. This mental toolkit is ill-equipped to understand the present. Engaging deeply with history can also enhance the contextual intelligence of IB. Academy of International Business’s founders barely questioned the positive impact of multinationals, yet historical evidence points to many negative outcomes, and to globalization driving inequality. Understanding how implicit assumptions and biases arose is the first step to re-set IB with research questions and methodologies relevant to a turbulent and de-globalized age.

The urbanization of poverty is a structural trend embodied in the sprawling urban slums of the developing countries. It remains a largely unacknowledged dynamic. This is particularly true in terms of the population-level patterns of social well-being derived from urban slum prevalence or proportion of the total population living in urban slum conditions. In particular, there is increasing evidence of an “urban penalty” wherein urban slum dwellers exhibit poorer health outcomes than non-slum urban residents and even rural populations. We articulate the proposition that urban slum prevalence is a key factor shaping population-level rates of social well-being in the developing countries, measured at the national level. Further, we develop the proposition drawn from political economy of health theorization suggesting cross-national dependency relations substantially influence urban slum conditions. In turn, the structural dynamics of the world economy underlie urban slum prevalence which itself has a direct influence on population-level patterns of social well-being as measured by infant and under-five mortality, maternal mortality, and life expectancy at birth. We conclude by arguing for greater empirical attention focusing upon the consequences of dependency relations as expressed in the built urban environment and the impact of urban slum prevalence as a key social condition impacting well-being in the less developed countries.

An issue of managing a business (unit) as a whole successfully is perceived to belong to the fundamental issues within strategic management. This paper proposes that a business unit can be managed successfully in short and longer term in its focal contexts as a set of three recursive, competence-based, and process-based systems. Many elements of Stafford Beer's (1985) viable system model along the key competence-based theoretical bases are applied to this system design task. The outcome is an ideal, recursive template for advancing competence-based business management (CBBM) and its conceptual modeling. It is assumed that it is possible to design a business unit as a viable system that is capable of sustaining a separate existence at only three levels of hierarchy, as part of single or multi-business firms. Business-process models and their redesign processes are chosen as the 2nd-order, focal system which produces a business unit's competitiveness and solves longitudinal CBBM problems. One level of recursion down includes a unit's value creating, capturing, releveraging, and respective processes that enable to solve cross-sectional problems. One level of recursion up includes a unit's existential foresights and their crafting processes that solve existential problems. Recursivity is designed inside each system in terms of three kinds of subsystems for (a) primary value releveraging, process-model redesign, and business-foresight crafting, (b) the management of varieties in releveraging, modeling, and foreseeing, and (c) the monitoring and probing of all three systems. Systemic competences are incorporated inside respective systems. Such competences possess three flexibilities of absorption, attenuation, and amplification. At each level of recursion, a competence-based process is a unit of conceptual modeling of CBBM. A business unit is defined as a set of its purposeful processes. No thing or one is left outside them. Viability is ensured by real-time interaction and the 1st-, 2nd-, and 3rd-order feedback loops between three systems. Overall, the suggested, recursive, 3-system template is intended to serve future, compatible modeling efforts among interested, pioneering firms, professional CBBM modelers, scholars, and alike. Its novelty is produced by choosing and designing the CBBM modeling as the 2nd-order system-in-focus with its two recursions, by designing and using systemic, competence-based processes as the units of conceptualization, and by choosing and drawing the figures to illustrate the 3-system template in the ways that allow also business managers comprehend and apply the suggested template in practice.

Abstract

Utilizing data drawn from 18 in-depth case studies the authors explore in detail the factors shaping employment in a diverse range of Irish small- and medium-sized enterprises. Existing theory in HRM is deemed inadequate in capturing the complexity of HRM in SMEs especially as it treats organizations as hermetically sealed entities. In an effort to animate the criticism directed at normative models of HRM the authors use a conceptual framework with an emergent, open systems theoretical proposition to examine the parameters, dynamics and determining factors of HRM at each of the case study companies. The results show that the notion of a normative HRM model was not coherent in terms of actual practices but rather reactive, and emergent HRM-related processes were often imposed to meet legislative requirements or to reinforce owner–manager legitimacy and control. The authors conclude that an appreciation of the interaction between structural factors both inside and outside the immediate work milieu is crucial if the heterogeneity of HRM in SMEs is to be adequately accommodated and understood.
