To enhance and promote quality construction, the Construction Quality Assessment System (CONQUAS) was introduced in Singapore in 1989 to evaluate the quality performance of building contractors using numerical scores. Apart from the CONQUAS system, the ISO 9000 quality management standards were also introduced in the Singapore construction industry in 1991. Is there a relationship between certification to ISO 9000 standards and the achievement of higher construction quality standards as indicated by CONQUAS scores? As several years have passed since the introduction of the CONQUAS system and ISO 9000 in the Singapore construction industry, this paper aims to ascertain if the implementation and certification of quality management systems to ISO 9000 standards in construction firms has helped them to achieve higher construction quality standards through higher CONQUAS scores.

Quality assurance (QA) has been adopted by the public construction sectors in Asia since the introduction of ISO 9000 quality standards in 1987. The Governments of Singapore and Hong Kong have designed a series of quality infrastructure to promote, develop and improve the quality management system in the construction industry. Highlights the rapid development of quality systems in Singapore and Hong Kong, and the implementation of the construction quality assessment system (CONQUAS) in Singapore. Examines the performance assessment scoring system (PASS) in Hong Kong to assess the quality of building works. Discusses and compares the incentives for the construction sectors to achieve the ISO 9000 certification in both cities.

Achieving high productivity and quality standards are two important issues in the construction industry. Buildability is an important concept adopted to help raise productivity and quality standards in the industry. While it is generally acknowledged that buildability is able to help raise productivity and quality standards in construction, no study has so far provided quantitative evidence to support the positive relationships between buildability, productivity and quality. Buildability is measured using the buildable design appraisal system in Singapore. Likewise, quality is measured using the construction quality assessment system. Productivity of building projects is measured by means of the floor area constructed per manday. By correlating these quantitative measures, there is empirical evidence to support the positive relationships between buildability, structural quality and productivity in construction.

The construction management literature discusses the benefits which companies derive from having their operations certified to the ISO 9000 series of quality management systems (QMS). In Singapore, quality has been a topical issue in the construction industry for the past decade. ISO 9000 certification, which has been a major part of the construction quality development programme, is now mandatory for large construction contracting and consultancy organizations wishing to register to undertake public‐sector projects. This paper reports on a study on the role which ISO 9000 implementation plays in the quality development of Singapore's construction industry by ascertaining the perceptions, objectives, motivations and experiences (including benefits and problems) relating to quality in general, and to ISO 9000 certification and implementation in particular. A questionnaire‐based survey of large construction companies was conducted. It was found that construction firms benefit from QMS certification, and face no significant problems with it. Recommendations are made for enhancing the benefits of ISO 9000 and ensuring that it has a positive long‐term impact on the development of Singapore's construction industry.

The Indonesian construction industry has to considerably rise due to the issues of quality product, organisational performance and global competitiveness faced today, along with settling several national challenges that continue to plague the construction industry. Delivering high-quality construction products and services is non-negotiable when competing for contracts with international constructors. Developing such an assessment system to evaluate the performance of Indonesian construction companies is an urgent need in order to encourage and motivate the construction companies to continually improve their performance in the execution of construction works. The purpose of this paper is to empirically test the key attributes related to the evaluation of quality and performance in the construction project-based case of Indonesia.

A survey was conducted in the five provinces in Indonesia involving 216 construction practitioners from medium and large qualifications of construction companies.

On the basis of the data analysis results, the study develops the 39 key attributes that can be a basis for the development of Indonesian building construction project performance assessment system. The attributes cover construction companies’ performance during project implementation, in delivering final project results and in implementing quality procedures for building construction works.

The outcome of this study is considered significant to provide a tool for the government to assess the quality performance of contractors in delivering projects against specified standards, and a guideline for the contractors to improve their competitiveness by implementing continuous quality improvement. The confirmed attributes developed from this study is an initial step towards developing an Indonesian construction comprehensive quality performance assessment system.

The relationship between construction and economic development has been the subject of much study in Singapore. None has, however, shown the stages through which construction quality in the industry has evolved over the last 30 years nor the significant role played by the government in achieving quality construction among indigenous building firms. Explores the relationship between the Singapore economy and quality in the construction industry. The evidence documented suggests a link between construction quality and economic development in Singapore. Proposes a conceptual framework which depicts this relationship.
