Abstract

Purpose

In an attempt to create national harmonisation of legislation, a set of model Work Health and Safety (WHS) Regulations were developed in Australia. These regulations require principal contractors to undertake specific WHS planning and coordination activities if the construction works to be completed cost AU $250,000 or more. However, there are some doubts about the usefulness of this monetary threshold. This study aimed to investigate how effective this threshold can be in Australia.

Design/methodology/approach

To evaluate the performance and operation of this threshold in the Australian construction industry, this study modelled the costs of construction for four construction project scenarios – small classroom, two-storey home renovation with adjacent pool, small commercial warehouse and single-storey house (volume home builder) – under various conditions based on historical data (2011–2017) and in eight Australian jurisdictions.

Findings

Among the six study factors (i.e. the types for construction, geographical location, design specification, delivery method, contracting approach and inflation), the research found considerable variation in the operation and performance of the monetary threshold.

Originality/value

The research highlights some potential challenges associated with the use of a monetary threshold in the regulation of WHS planning in construction projects. Thus, the results are expected to contribute to addressing these challenges, leading to the development of an appropriate balance to achieve efficient and effective WHS regulation in Australia.

Abstract

Purpose

To deal with the present situation and recover after the COVID-19 pandemic, construction firms are required to recognise the trends in construction supply chain management (CSCM) for the upcoming years and determine the appropriate practices towards the trends for the improvement of construction activities in terms of strategy, tactic and operations. This paper aims to recognise key trends in CSCM and uses these trends as strategic criteria for the evaluation and prioritisation of lean construction (LC) tools at different project phases including design and architectural engineering, planning and control, on-site construction and safety management.

Design/methodology/approach

The integrated analytic hierarchy process–Delphi method is used to collect and analyse the data from construction experts to evaluate the importance levels of the CSCM trends and recommend the appropriate tools for LC practices to improve project performances.

Findings

Seven key CSCM trends are identified: lean supply chain management (SCM), supply chain (SC) integration, SC standardisation, SC problem-solving, SC information-sharing, SC flexibility and SC sustainability. Based on these trends, a set of prioritised lean tools are suggested for LC practices, in which “virtual design construction” (VDC) and “last planner system” are considered as the central tools. These two LC practices can be integrated with other effective tools to support the strategic, tactical and operational targets in construction supply chain (CSC) projects.

Research limitations/implications

This study gives the managerial implications by developing an application framework of LC practices for CSC projects. The framework promotes “VDC” as a strategic tool for the phase of design and architectural engineering and considers “last planner system” as the central LC practice for the phase of project planning and control. The framework also focuses on the improvement of efficiency in construction operations by taking into account the aspects of on-site collaboration, problem-solving, improvement and safety.

Originality/value

Up to date, there is still a lack of researches in classifying and prioritising the significant LC tools for each project phase to deal with CSC issues in both breadth and depth. Thus, this study is performed to provide construction managers with the awareness of CSCM trends on which they can focus to have strategic criteria for selecting LC practices to improve CSC performances.

Abstract

Purpose

The purpose of this paper is to identify and analyse how different ways of organising transport and logistics activities in construction impact on efficiency. The paper scrutinises three particular transport and logistics configurations: the de-centralised coordinated configuration, the on-site coordinated configuration and the supply network coordinated configuration.

Design/methodology/approach

Three configurations are derived from the literature and from case studies. The efficiency of the three configurations is analysed on three levels of analysis: the construction site, the supply chain, and across supply chains and construction sites.

Findings

The paper concludes that there are possibilities to enhance efficiency on all three levels of analysis by widening the scope of coordination beyond the individual construction site.

Practical implications

The analysis points to efficiency potentials in applying the supply network coordinated configuration, although this configuration puts high demands on collaboration amongst the actors involved.

Originality/value

The paper provides illustration, and explanation, of the efficiency potentials involved in the three configurations.

Abstract

Purpose

Prefabricated construction concerns off-site production, multi-mode transportation and on-site installation of the prefabricated components, which are interdependent and dynamically interactive, so coordination among the multiple stages along the prefabricated component supply chain (PCSC) is indispensable. This study aims to solve the dynamic transportation planning problem for the PCSC by addressing the interdependency, dynamic interaction and coordination among the multiple stages and different objectives of the stakeholders.

Design/methodology/approach

The PCSC is analyzed and then the formulation for the dynamic transportation planning problem is developed based on the just-in-time (JIT) strategy. The particle swarm optimization (PSO) algorithm is applied to solve the dynamic optimization problem.

Findings

The proposed dynamic transportation planning method for the PCSC regarding component supplier selection, transportation planning for means, routes and schedule, site layout planning and transportation plan adjustment is able to facilitate coordination among the multiple stages by addressing their interdependencies and dynamic interactions, as well as different economic objectives of the stakeholders such as suppliers or the contractor.

Originality/value

The study helps to achieve the advantages of prefabricated construction by prompting coordination among multiple stages of the PCSC by realizing different benefits of the stakeholders. In addition, it provides the stakeholders with the competitive bidding prices and the evaluation data for the bids quote. Meanwhile, it contributes to the domain knowledge of the PCSC management with regard to the viewpoint of coordination and integration of multiple stages rather than only one stage as well as the dynamic optimization model based on the JIT strategy and the PSO algorithm.

Abstract

Purpose

In Australia, national harmonisation of occupational health and safety (OHS) regulation was pursued through the development of model Work Health and Safety legislation. The model Work Health and Safety Regulations specify that construction works above a threshold cost of AU$250,000 are deemed to be construction projects requiring the appointment of a principal contractor with duties relating to OHS planning and coordination. The purpose of this paper is to explore the effectiveness of the monetary threshold as a suitable trigger for specific OHS planning and coordination duties.

Design/methodology/approach

Interviews were conducted with 46 Australian construction industry stakeholders, including union representatives, employer groups, construction firm representatives and regulators, as well as four international construction OHS experts, to explore perceptions about the effectiveness of the monetary threshold. Two construction scenarios were also modelled to test for variability in operation of the threshold by geographical location of works and design conditions.

Findings

The monetary threshold was perceived to be subject to two forms of capture problem, reflecting inadvertent capture of low risk works or failure to capture high risk works. Organisations were also reported to deliberately split contracts to avoid capture by the threshold. The cost-estimate modelling revealed inequalities and variation in the operation of the monetary threshold by geographic location and design specification.

Practical implications

The analysis suggests that limitations inherent in the use of a monetary threshold to trigger duties relating to OHS planning and coordination in construction works. Opportunities to use more sophisticated risk-based mechanisms are considered.

Originality/value

The study explores a fundamental challenge of risk-based OHS regulation, i.e., how to ensure that workers’ health and safety are adequately protected without creating an unnecessarily high regulatory burden. The research provides evidence that using a monetary value as a proxy measure for OHS risk in construction projects may be problematic.

Abstract

Purpose

Managing stakeholders' reciprocal interdependencies is always a challenging issue. Stakeholders need to find out different ways to communicate information and coordinate material flows during the supply chain processes. Many recent studies have advanced construction supply chain coordination from multiple perspectives. However, the field still lacks a comprehensive analysis to summarize existing research, to explicitly identify all the possible enablers for coordination and to investigate how the enablers can be carried out at the supply chain interfaces. To fill the gap, this study aims to conduct a systematic review in order to examine the relevant literature.

Design/methodology/approach

A systematic literature review process was conducted to identify and synthesize relevant publications (published in the past 20 years) concerning the coordination of construction supply chain functions. These publications were coded to link main research findings with specific enabler categories. In addition, how these enablers can be used at the interfaces across supply chain processes was reviewed with an in-depth analysis of reciprocal communications between stakeholders at design-to-production, production-to-logistics and production-to-site-assembly phases.

Findings

The coordination enablers were classified into three categories: (1) contractual enablers (including subtopics on relational contracts and incentive models), (2) procedural enablers (including subtopics on multiagent knowledge sharing systems and the last planner system) and (3) technological enablers (including subtopics on linked databases for design coordination, design for manufacturing software platforms and automated monitoring technologies). It was found that interfacing different functions requires a certain level of integration of stakeholders for quick response and feedback processes. The integration of novel contractual forms with digital technologies, such as smart contracts, however, was not adequately addressed in the state of the art.

Research limitations/implications

The scope of the systematic review is limited to the static analysis of selected publications. Longitudinal studies should be further included to sharpen the inductions of enablers considering organizational changes and process dynamics in construction projects.

Practical implications

Different enablers for coordination were summarized in a concise manner, which provides researchers and project stakeholders with a reinforced understanding of various ways to manage reciprocal interdependencies at different supply chain interfaces.

Originality/value

This study constitutes an important input for research on the construction supply chain by illuminating the thematic topic of coordination from inductively developed review processes, which included a holistic framing of the emerging coordination enablers and their use across supply chain functions. Consequently, it closes some identified knowledge gaps and offers additional insights to improve the supply chain performance of construction projects.

Abstract

Purpose

This study aims to discover the impact of failure factors on stakeholder coordination performance (SCP) in the finishing phase of high-rise building projects.

Design/methodology/approach

Firstly, this study identifies potential failure factors affecting coordination performance as well as criteria for measuring SCP in the finishing phase of high-rise building projects. Afterwards, a survey questionnaire is designed to collect data from high-rise building projects in Vietnam. Using the factor analysis method, the study discovers the failure constructs. A structural equation model is then built to uncover the relationships between failure constructs and SCP.

Findings

The study identified four failure constructs which could significantly affect SCP, namely traditional adversarial relationship (TAR), incompetent parties (IP), poor project planning and organization (PPO) and delays of parties toward construction works (DP). The developed model indicated that TAR, PPO and IP significantly affected stakeholders' coordination performance in the finishing phase of high-rise building projects.

Originality/value

The results of the study fill the gap in knowledge by discovering the causal relationships between failure constructs and SCP in high-rise building projects. The results might provide an initial guideline for stakeholders during the finishing phase of high-rise building projects to enhance their coordination performance.

Abstract

Purpose

Building information modelling (BIM) and radio frequency identification (RFID) technologies have been extensively explored to improve supply chain visibility and coordination of material flow processes, particularly in the pursuit of Industry 4.0. It remains challenging, however, to effectively use these technologies to enable the precise and reliable coordination of material flow processes. This paper aims to propose a new workflow designed to include the use of detailed look-ahead plans when using BIM and RFID technologies, which can accurately track and match both the dynamic site needs and supply status of materials.

Design/methodology/approach

The new workflow is designed according to lean theory and is modeled using business process modeling notation. To digitally support the workflow, an integrated BIM-RFID database system is constructed that links information on material demands with look-ahead plans. The new workflow is then used to manage material flows in the erection of an office building with prefabricated columns. The performance of the new workflow is compared with that of a traditional workflow, using discrete event simulations. The input for the simulations was derived from expert opinion in semi-structured interviews.

Findings

The new workflow enables contractors to better observe on-site status and differences between the actual and planned material requirements, as well as to alert suppliers if necessary. The simulation results indicate that the new workflow has the potential to reduce the duration of the material flow processes by 16.1% compared with the traditional workflow.

Research limitations/implications

The new workflow is illustrated using a real-world-like situation with input data based on expert opinion. Although the workflow shows potential, it should be tested on a real-world site.

Practical implications

The new workflow allows project participants to combine detailed near-term look-ahead plans with BIM and RFID technologies to better manage material flow processes. It is particularly useful for the management of engineer-to-order components considering the dynamic site progress.

Originality/value

The research improves on existing research focused on using BIM and RFID technologies to improve material flow processes by showing how the workflow can be adapted to use detailed look-ahead plans. It reinforces data-driven construction material management practices through improved visibility and reliability in planning and control of material flow processes.

Land policy plays an important role in urban development planning. The value of land use depends on the nature and scale of urban land use. Based on this, in the study and analysis, the adaptation between regional land finance and urban planning and construction was discussed. First of all, the current incoordination between the land policy and the urban planning and construction in the development of urbanization was elaborated, and the status quo of the research was analyzed; then, the coordination of the layout of the urban planning space under the land finance was analyzed; taking a small-town project as an example, the actual planning of towns was concretely analyzed, and the waterfront landscape was planned and designed, the functional utilization of the land was promoted. Regression analysis of adaptation confirmed the success of urban planning and construction.

Abstract

Purpose

The construction industry has been criticized for not keeping up with other production industries in terms of cost efficiency, innovation, and production methods. The purpose of this paper is to contribute to the knowledge about what hampers efficiency in supplying engineer‐to‐order (ETO) joinery‐products to the construction process. The objective is to identify the main contributors to inefficiency and to define areas for innovation in improving this industry.

Design/methodology/approach

Case studies of the supply chain of a Swedish ETO joinery‐products supplier are carried out, and observations, semi‐structured interviews, and documents from these cases are analysed from an efficiency improvement perspective.

Findings

From a lean thinking and information modelling perspective, longer‐term procurement relations and efficient communication of information are the main areas of innovation for enhancing the efficiency of supplying ETO joinery‐products. It seems to be possible to make improvements in planning and coordination, assembly information, and spatial measuring through information modelling and spatial scanning technology. This is likely to result in an increased level of prefabrication, decreased assembly time, and increased predictability of on‐site work.

Originality/value

The role of supplying ETO joinery‐products is a novel research area in construction. There is a need to develop each segment of the manufacturing industry supplying construction and this paper contributes to the collective knowledge in this area. The focus is on the possibilities for innovation in the ETO joinery‐products industry and on its improved integration in the construction industry value chain in general.
