Abstract

Land policy plays an important role in urban development planning. The value of land use depends on the nature and scale of urban land use. Based on this, in the study and analysis, the adaptation between regional land finance and urban planning and construction was discussed. First of all, the current incoordination between the land policy and the urban planning and construction in the development of urbanization was elaborated, and the status quo of the research was analyzed; then, the coordination of the layout of the urban planning space under the land finance was analyzed; taking a small-town project as an example, the actual planning of towns was concretely analyzed, and the waterfront landscape was planned and designed, the functional utilization of the land was promoted. Regression analysis of adaptation confirmed the success of urban planning and construction.

Abstract

Countryside planning has become popular due to the improvement in the economic level of China. A rural construction planning permission system is an important means to guide and standardize village construction. Therefore, this study investigates the current condition of rural planning in Guangdong and the general condition of Guangdong Province. Village planning problems, such as the village theory, lack of characteristics, and lack of coordination, are also presented. The bottleneck of the construction village planning permission system is presented. A “three-step” strategy and mode transformation (i.e., legal, personalized, and independent steps) is established based on the analysis of the Guangdong rural planning problems. Finally, the general requirements for village construction under the permission system are proposed along with the study of the village planning in Guangdong, which is the representative case. Therefore, this study provides a reference for the effective linkage between village planning and the rural construction planning permission system.

Abstract

Purpose

The planning function is a central component of management principles, enabling the success of construction project management. Many works have been highlighting the topic of critical success factors within construction organizations, yet the results have rarely covered planning behaviors within public construction work management; these less investigated areas were the aims of this study.

Design/methodology/approach

To fulfill this research aim, seven attributes of planning function were first derived through focus group studies, a focused literature review and focal interviews with industry practitioners. Then, a regression analysis design was employed with data collected from 139 professionals who are involved in public construction works management in Vietnam. The structural equation modeling technique with partial least-squares estimation was utilized to analyze the data.

Findings

The results revealed seven behavioral dimensions (i.e. Goals planning (PL1), Planning guidance (PL2), Strategic planning (PL3), Financial mobilization (PL4), Action plan (PL5), Expenditure planning (PL6) and Responsibility assignment (PL7)) to measure planning function management in terms of public construction works. The study also reveals that Goals planning (PL1), Financial mobilization (PL4), Expenditure planning (PL6) and Responsibility assignment (PL7) have significant effects on management effectiveness. At the same time, Goals planning (PL1) acts as the mediator of Planning guidance (PL2) and Strategic planning (PL3); while Action plan (PL5) specifies an indirect influence through the mediator of PL4, PL6 and PL7.

Originality/value

The success of this approach is expected to reinforce the contribution of the planning function and suggest a useful tool for supporting the professionals in managing public construction works.

Abstract

Purpose

The construction industry has actively attempted to tackle the low-productivity issues arising from inefficient construction planning. It is imperative to understand how construction practitioners perceive technology integration in construction planning in light of emerging technologies. This study intended to uncover unique experimental findings by integrating 4D-building information modelling (BIM) to virtual reality (VR) technology during construction planning among construction professionals at light steel framing (LSF) projects.

Design/methodology/approach

The building industry participants were invited to provide inputs on two different construction planning methods: conventional and innovative methods. The conventional method involved the participants using traditional platforms such as 2D computer-aided design (CAD) and physical visualisation of paper-based construction drawings for the LSF assembly process with a Gantt Chart tool to complete construction planning-related tasks for the targeted project. Comparatively, participants are required to perform the same tasks using more innovative platforms like 4D-BIM in a VR environment.

Findings

A Charrette Test Method was used to validate the findings, highlighting an improvement in usability (+10.3%), accuracy (+89.1%) and speed (+30%) using 4D BIM with VR compared to the conventional paper-based method. The findings are also validated by a paired t-test, which is supported by the rationality of the same findings. This study posits positive results for construction planning through the utilisation of modern practices and technologies. These findings are significant for the global construction industry facing low productivity issues, delays and certainty in terms of building delivery timelines due to poor construction planning.

Originality/value

This new blend of technologies—combining 4D BIM and VR in industrialised construction projects—potentially directs future initiatives to drive the efficiency of construction planning in the building lifecycle. The interactive BIM-based virtual environment would purposefully transform construction planning practices in order to deliver modern and more certain building construction methods with a focus on prefabrication processes.

Abstract

Purpose

Integrating construction and site layout planning in mechanized tunnel infrastructure projects is essential due to the mutual impacts of construction planning and site layout decisions. Simulation can incorporate site layout planning and construction planning of tunneling projects in a unified environment. However, simulation adoption by industry practitioners has remained relatively limited due to the special skills required for building and using simulation models. Therefore, this paper aims to create a simple-to-use simulation tool that supports site layout and construction operation planning of tunneling projects. This tool intends to promote the simulation application in site layout planning.

Design/methodology/approach

The current paper proposes simulation as a decision support tool (DST) to provide an integrated environment for modeling tunnel construction operations, site layout and capturing the mutual impacts. A special purpose simulation (SPS) tool was customized and developed for typical mechanized tunneling projects, by tunnel boring machines, to facilitate building the model and allow access to users with limited simulation knowledge.

Findings

The results show that the developed SPS tool is of great assistance to construction industry practitioners to analyze a variety of site layout and construction plan scenarios and make informed decisions based on its comprehensive and intuitive outputs.

Originality/value

The main contribution of this research is to promote simulation application in site layout planning of tunneling projects through the development of a simple-to-use tool, which has sufficient details for site layout planning and constraints. The developed DST enables planners to make decisions simultaneously on the site layout, other construction planning variables and identify the most efficient plan.

Abstract

Purpose

Despite its benefits, the uptake of 4D planning in the construction industry is slow and therefore there is a need to demonstrate its value over traditional planning technologies. The aim of this paper is to develop a novel approach that demonstrates the value of 4D tools to the construction industry.

Design/methodology/approach

The research strategy utilised draws on several social science research methods. The data collection methods employed included a literature review, an open‐ended questionnaire, surveys, semi‐structured interviews and the analysis of historical site records. The data collected were analysed using qualitative and quantitative techniques in order to identify, develop and quantify 4D‐based key performance indicators.

Findings

This paper identifies and quantifies 4D‐based key performance indicators using case study analysis. In the case studies it was found that, on average, a 17 per cent increase in planning efficiency were achieved by the use of 4D technology, while the communication efficiency measure illustrated that, on average, a 30 per cent reduction in the time used for meetings was achieved by the use of 4D planning.

Practical implications

The complexity and rapid pace of development in today's construction projects are challenging the industry to find new innovative approaches to delivering projects. 4D tools are emerging as a construction planning technology that addresses some of these challenges. 4D planning has the potential to improve the visualisation of building design and construction, but its implementation in the industry has yet to reach maturity.

Originality/value

The paper highlights technology that enables clients, contractors, planners and sub‐contractors to visualise and understand design and scheduling issues at the early stages of a project.

Abstract

Purpose

Previous research regarding shaping factors and major causes behind accidents in the construction field is reviewed. In particular, a hypothetical model is established to correlate activity time, cost and safety in the context of construction activity acceleration planning. Two demonstration cases are presented to illustrate the proposed theoretical model in the context of critical activity expedition planning. Further, a third case uses a 100-activity project to perform the global level total project time and cost analysis, identifying specific activity acceleration plans that would materialize the shortened total project time at the lowest total project cost.

Design/methodology/approach

This research proposes a safety-centric application framework to guide construction acceleration planning at both activity and project levels while taking sufficient preventive measures against safety hazards and accidents. As planning construction acceleration by factoring in safety constraints inevitably drives up cost, it is imperative to control increases in activity costs at the local level in connection with schedule acceleration planning while at the same time not compromising on safety. This research also addresses this critical question through performing global level total project time and cost analysis.

Findings

An application framework is proposed for guiding a planner through identifying accident shaping factors, obeying schedule acceleration rules and accounting for safety-related costs in attempts to mitigate hazardous situations on-site at both activity level (local) and project level (global), resulting in (1) minimizing the increase of total project cost in schedule acceleration while at the same time not compromising on safety at individual activities; (2) producing specific execution plans on each individual activity in terms of the amount of time to crash and the associated activity cost.

Originality/value

This study is original in developing theories and methods for evaluating the impact of safety constraints upon construction time and cost in activity acceleration planning and project time-cost analysis. The research fills a gap in knowledge in terms of how to factor in sufficient safety constraints while achieving project time and cost objectives on construction acceleration planning at both activity and project levels.

Abstract

Purpose

British construction industry KPI data collected over recent years shows a trend in projects exceeding their time schedules. In 2013, the UK Government set a target for projects timeframes to reduce by 50 per cent. Proposed interventions included more rapid project delivery processes, and consistent improvements to construction delivery predictions, deployed within the framework of 4D Building Information Modelling (BIM). The purpose of this paper is to use Rogers’ Innovation Diffusion theory as a basis to investigate how this adoption has taken place.

Design/methodology/approach

In total, 97 construction planning practitioners were surveyed to measure 4D BIM innovation take-up over time. Classic innovation diffusion research methods were adopted.

Findings

Results indicated an increasing rate of 4D BIM adoption and reveal a time lag between awareness and first use that is characteristic of this type of innovation.

Research limitations/implications

Use of a non-probability sampling strategy prevents the results being generalisable to the wider construction population. Future research directions and methods are suggested, including qualitative investigations into decision-making processes around 4D BIM, and case studies exploring the consequences of 4D BIM adoption.

Practical implications

Recommendations of how to facilitate the adoption of 4D BIM innovation are proposed, which identify the critical aspects of system compatibility and safe trialling of the innovation.

Originality/value

This paper reinforces 4D BIM as an innovation and records its actual UK industry adoption rate using an accepted diffusion research method. By focusing on UK industry-wide diffusion the work also stands apart from more typical research efforts that limit innovation diffusion exploration to individual organisations.

Abstract

Sharing and exchanging information between project participants are basic requirements for developing construction plans. An isolated construction planning knowledge‐based system is no more useful and beneficial than any another ‘island of automation’ unless the integration with other construction applications are addressed. This paper proposes conceptual data and process models for a construction planning system, CONPLAN (Intelligent CONstruction PLANning), which works within a fully Integrated Construction Environment (ICE). An object oriented methodology (James Martin) has been used to establish generic construction models within which other construction applications can be integrated. This paper also introduces briefly the modularized approach that has been adopted to integrate the various construction applications over the project life cycle.

Abstract

Purpose

Construction planning will play an increasingly more critical role within the realm of the built environment due to the unprecedented growth in the industry and a general skills shortage. Existing practices are failing to deliver the desired results for construction companies and clients alike. The increasing availability of 3D models has facilitated their use in a process known as 4D planning, allowing the visual planning of activities including the communication of logistical and other interfaces. The purpose of the research was to better understand the implementation of such a process, and determine the benefits thereof.

Design/methodology/approach

A survey of the literature was followed by an observation/participation case study. A further survey of construction personnel was conducted to provide data to inform opinion's generated during the case study.

Findings

The results of the research suggest that 4D planning provides the tools for visualising the process implications in creating 3D reality whilst facilitating the improved coordination, communication and delivery of a project to programme.

Research limitations/implications

The findings of the study emanate from a single project environment, namely a case study, and therefore further research should be undertaken to substantiate and validate the findings.

Originality/value

The findings have major implications in that the benefits of the use of 4D planning have been documented. Consequently, clients need to mandate the use of 3D in the design phase, to enable design phase information to be used downstream for planning, off‐site pre‐fabrication and facilities management. Contractors need to use 4D models to evaluate their critical activities, maximise the use of labour and materials, and communicate the site‐based planning process.
