Abstract
Purpose
The poor quality of design documentation has been identified as a significant contributor to delays, rework and cost overruns on construction projects in South Africa. Despite this, limited research has been undertaken to specifically investigate the quality of design documentation. This in turn hampers efforts aimed at improving the quality of the design documents. The aim of this study is to identify the key quality attributes of design documentation and determine the extent to which the design documents issued on South African construction projects are perceived to incorporate the quality attributes.
Design/methodology/approach
A survey questionnaire was distributed among civil engineering design consultants and contractors in the South African construction industry. Responses to a total of 120 completed questionnaires were statistically analysed. The relative importance and extent of incorporation of the quality attributes was determined based on the mean scores.
Findings
It emerged from the study that the two key quality attributes of design documentation were legibility and coordinated design documentation. Attributes with the least importance were relevancy and certainty. Regarding the incorporation of the quality attributes, the design documents were rated highly with respect to their legibility and clarity. The quality of the documentation was deemed inadequate in terms of accuracy and certainty.
Practical implications
The findings provide valuable insight to stakeholders involved in developing initiatives aimed at improving the quality of design documentation and as a result construction project performance.
Originality/value
The study provides empirical evidence and extends the literature on design documentation quality especially from the perspective of South Africa, a developing country.

Abstract
Purpose
There are various methods to assess the failure of a road construction project that does not meet quality and performance standards. This study aims to evaluate the factors affecting the quality management of road construction projects in Indonesia by identifying the critical challenges in implementing quality management processes and examining the countermeasures to address these problems.
Design/methodology/approach
In this research, the quality management processes in Indonesian road construction projects are evaluated using a mixed quantitative and qualitative approach. Quantitative data obtained from two rounds of Delphi questionnaire surveys as the primary data source, and focus group interviews as the qualitative data are used to achieve the aims of this study.
Findings
It is found that from as early as in the preconstruction stage of a project, the availability of quality standards and documentation is problematic when implementing quality management processes. The critical factor of the quality control activities of a project and the quality management roles and responsibilities of the stakeholders during road construction is the project team. This constraint deals with the interaction of the competency, commitment, and mutual cooperation among the main stakeholders to ensure that quality management processes are implemented. This implementation is a part of controlling the road pavement materials, supervising the project activities according to a specified standard, and reporting the project performance. The findings of this study add parameters relating to quality management and quality processes in a road construction project area.
Originality/value
This study is the first to evaluate the quality management processes in the construction of Indonesian road projects. The investigation identifies and evaluates the causes of the persistence of poor road quality. All revealed constraints are substantial factors that hinder the implementation of quality management processes when delivering quality road products. This study addresses the key influencing factors and scenarios related to quality management during road construction projects in Indonesia and other developing countries as practical examples and provides case-based insights for construction practitioners and civil engineering academics in developed countries.

Abstract
Purpose
The purpose of this paper is to argue that information is an important effect of documentation. It is in this way that documentation studies distinguishes between concepts of and practices with “information” and “document”: that is, documentation studies helps illuminate how information is created, stabilized, and materialized such that it can emerge and, in turn, how it can then be controlled, deployed, enforced, entrenched, managed, and used in many different ways, in various settings, and for diverse purposes.
Design/methodology/approach
This paper presents a conceptual framework on documentation, drawing upon the work of Bernd Frohmann, Michel Foucault, Bruno Latour, Hannah Arendt, @@and Ian Hacking, and applied to a case study of Apartheid South Africa.
Findings
Apartheid’s documentation helped achieve apartness at the macro and micro levels of society: on the macro level, the creation and subsequent separation of different racial and ethnic identities were drafted, adopted, and turned into law through legislative documents; on the micro level, these identities were reinforced through routines with personal documents and public signs. This documentation functioned as a documentary apparatus, providing a tangible link between individuals and their official racial and ethnic categories by creating a seamless movement of documents through various institutions; further it helped transform these racial and ethnic identities into lived facts that disciplined and controlled life.
Originality/value
By examining documentation, one can present a fresh and unique perspective to understanding the construction of various things, such as the construction of identities. This conceptual framework contributes to Library and Information Science (LIS) by illuminating the central role of documentation in the creation, stabilization, materialization, and emergence of information. By using Apartheid South Africa as a case study, this paper demonstrates how this framework can be applied to shed new light on different kinds of phenomena in diverse contexts; consequently, it not only contributes to and extends parts of the scholarship on documentation studies within LIS, but also presents new directions for other academic disciplines and multidisciplinary analyses and research.

Abstract
Purpose
The purpose of this paper is to discuss the importance of documentation for digital humanities resources. This includes technical documentation of textual markup or database construction, and procedural documentation about resource construction.
Design/methodology/approach
A case study is presented of an attempt to reuse electronic text to create a digital library for humanities users, as part of the UCIS project. The results of qualitative research by the LAIRAH study on provision of procedural documentation are discussed, as also is, user perception of the purpose, construction and usability of resources collected using semi‐structured interviews and user workshops.
Findings
In the absence of technical documentation, it was impossible to reuse text files with inconsistent markup (COCOA and XML) in a Digital Library. Also, although users require procedural documentation, about the status and completeness of sources, and selection methods, this is often difficult to locate.
Practical implications
Creators of digital humanities resources should provide both technical and procedural documentation and make it easy to find, ideally from the project web site. To ensure that documentation is provided, research councils could make documentation a project deliverable. This will be even more vital once the AHDS is no longer funded to help ensure good practice in digital resource creation.
Originality/value
Previous work has argued that documentation is important. However, the paper presents actual evidence of the problems caused by a lack of documentation and shows that this makes reuse of digital resources almost impossible. This is intended to persuade project creators who wish resources to be reused to provide documentation about its contents and technical specifications.

Three dimensional (3 D) laser scanner surveying is widely used in many fields, such as agriculture, mining and heritage documentation and can be of great benefit for as-built documentation in construction and facility management domains. However, there is lack of applied research and use cases integrating 3 D laser scanner surveying with building information modeling (BIM) for existing facilities in Malaysia. This study aims to develop a scan to as-built BIM workflow to use 3 D laser scanner surveying and create as-built building information models of an existing complex facility in Malaysia.
Design/methodology/approach
A case study approach was followed to develop a scan to as-built BIM workflow through four main steps: 3 D laser scanning, data preprocessing, data registration and building information modeling.
Findings
This case study proposes a comprehensive scan to as-built BIM workflow which illustrates all the required steps to create a precise 3 D as-built building information model from scans. This workflow was successfully implemented to the Eco-Home facility at the Universiti Teknologi Malaysia.
Originality/value
Scan to as-built BIM is a digital alternative to manual and tedious process of documentation of as-built condition of a facility and provides a detail process using laser scans to create as-built building information models of facilities.

Building cost planning was originally developed in the framework of traditional procurement methods with conventional documentation, tendering and administration processes. With the advent of alternative forms of procurement with more fluid approaches to design stages and documentation, the need for sound cost planning does not appear to diminish. As a process established on solid theoretical foundations, cost planning should be robust enough to adapt and flourish in a variety of procurement environments. However, little documentation and analysis of transformed and adapted forms of cost planning appear to have been made. This case study of a design‐construct company in Melbourne, Australia, presents and explores a contemporary form of building cost planning integrated into a design cost management approach adopted by a construction company experienced in alternative forms of procurement. The article traces this process on a design‐construct project from inception to the end of the design development stage and tender. Whilst the fundamental framework of cost planning remains intact, the focus and detail in each of the stages are guided by the company's priority for greater financial control over the cost and value implications of design and other decisions. This recently established working model of design cost management in this company has been designed to deliver added value to the client through a better balance of time, cost and quality in each project.

Abstract
Purpose
This paper aims to present the findings from research that sought to evaluate the construction industry's approach to information management at the project level and to review the operation of an information management systems (IMS) on selected projects.
Design/methodology/approach
Data from three IMS used on three separate construction projects were extracted over a four‐year period as the life of the construction stage of each project came to an end. Three distinct databases of the IMS were analysed and document statistics were extracted to demonstrate the level of activity within the construction project, and between members of the construction team, using a simple counting technique for each document type.
Findings
The paper finds that major construction projects generate, process and store considerable quantities of real‐time information prior to, during, and post on‐site construction. The construction activities are shrouded in information and management of the construction project requires appropriate systems which facilitate bi‐directional data input, information processing, dissemination and functional access. Historically, the onus of storing, disseminating and managing project information has fallen to each of the individual project team members of the many organisations involved within the project. Hardware advances, coupled with improved electronic and paper‐based IMS facilitate synergistic standardised filing and information control, which reduces the reliance on each individual or organisation to undertake the task of storing and controlling information. An IMS also has the capability to engage with performance management and reporting systems which aid not only management of the project, but also management of the organisation.
Practical implications
Case reviews show that in today's complex construction environment the use of an appropriate IMS has the potential to bring about team syntegrity and engender increased collaboration and integration among project members. The findings from completed projects exemplify a number of benefits to be accrued from adoption of an IMS and the resultant change in operating culture. Crucially, however, the pitfalls of such IMS systems are also identified.
Originality/value
The findings provide new knowledge about the management of information from construction projects.

Purpose
The rapid development of the construction industry requires effective ways to monitor and control the project, and the use of 4D BIM is found to be very efficient. The purpose of this paper is to consider development, application and evaluation of 4D Bridge Information Modelling (BrIM) models for an ongoing bridge project.
Design/methodology/approach
An ethnographic action-based case study research methodology is adopted in this study. An ongoing bridge construction project in India is chosen and the 4D BrIM application is evaluated both quantitatively and qualitatively using planned percentage complete (PPC) measurements and semi-structured interviews, respectively.
Findings
The evaluation of the case study shows an increase in PPC values from 26.5 to 56.4 per cent after implementation of 4D BrIM in the project. The application of 4D BrIM in the construction phase benefits the project team in material delivery planning, project monitoring and control, construction schedule improvement, documentation and coordination.
Practical implications
The developed models are practically applied to the ongoing project and the positive benefits are observed. It is shown that 4D BrIM has the potential to improve the construction of bridge projects.
Originality/value
Studies have contributed towards the development and implementation of 3D BrIM models for bridge projects. Limited efforts have been taken to analyse how 4D BrIM models help in the overall management of bridge projects. This study adds value to the existing literature through development, implementation and systematic qualitative and quantitative evaluation of 4D BrIM models.

Abstract
Information management practice falls under various themes: vision and policy, change implementation, alignment of strategies to information technology (IT), business process re‐engineering, the review of new systems and IT infrastructure. It has been found from exploratory case studies in the construction industry that the current management of information is characterized by systems in which: (1) information exchange between project parties is limited to paper, a medium in which retrieval is very slow and inefficient; (2) functional departments maintain their own data structured to suit their particular needs; (3) most information searching and transfer between project parties and clients are paper based, providing constant source of delays; (4) no efficient interfaces exist between departmental systems to access information electronically;and (5) the impact of IT investment to date has been limited. These characteristics can be first traced to the general lack of coherent management policy and vision on information management. Also, although construction is a distinctly collaborative business environment, for historical, cultural and legal reasons, there is no desire to consider seriously the use of collaborative IT tools. Thirdly, although there is a degree of knowledge of business process evaluation and improvement techniques such as business process re‐engineering (BPR), it appears there is less confidence for management to adopt such tools in its drive to solve information management problems. Finally, the lack of progress in adopting IT to widely improve communication is related to the fact that until now stand‐alone departmental systems have been the norm. Above all, the culture of the industry dictates that each function maintains total independence in all aspects including information retrieval and exchange. The result is that experience of implementing corporate IT systems is lacking and it is clearly affecting the ability to examine the potential of emerging IT or appraise current infrastructure.

The recently constructed Museum of Tropical Queensland in Townsville is reviewed as a case study in research into re‐engineering the construction delivery process. The project involved an innovative approach to the procurement of a public building and resulted in a highly successful outcome. Several key areas which were identified as contributing to the success of this project need to be investigated further to establish their role in contributing to the success of other construction industry projects.
