Abstract

Academic library consortia activity has become an integral part of academic libraries’ operations. Consortia have come to assert considerable bargaining power over publishers and have provided libraries with considerable economic advantage. They interact with publishers both as consumers of publishers’ products, with much stronger bargaining power than individual libraries hold, and, increasingly, as rival publishers themselves. Are consortia changing the relationship between academic libraries and publishers? Is the role of academic library consortia placing academic libraries in a position that should and will attract the attention of competition policy regulators? Competition policy prohibits buying and selling cartels that can negatively impact the free market on which the Canadian economic system, like other Western economies, depends. Competition policy as part of economic policy is, however, only relevant where we are concerned with aspects of the market economy. Traditionally, public goods for the greater social and cultural benefit of society are not considered part of the market economic system. If the activities of academic library consortia are part of that public good perspective, competition policy may not be a relevant concern. Using evidence gained from in-depth interviews from a national sample of university librarians and from interviews with the relevant federal government policy makers, this research establishes whether library consortia are viewed as participating in the market economy of Canada or not. Are consortia viewed by librarians and government as serving a public good role of providing information for a greater social and cultural benefit or are they seen from a market-economic perspective of changing power relations with publishers? Findings show government has little in-depth understanding of academic library consortia activity, but would most likely consider such activity predominantly from a market economic perspective. University librarians view consortia from a public good perspective but also as having an important future role in library operations and in changing the existing scholarly publishing paradigm. One-third of librarian respondents felt that future consortia could compete with publishers by becoming publishers and through initiatives such as open source institutional repositories. Librarians also felt that consortia have had a positive effect on librarians’ professional roles through the facilitation of knowledge building and collaboration opportunities outside of the home institution.

Abstract

In the past decade, library literature has witnessed a spate of studies documenting different aspects of Collaborative Virtual Reference Services (CVRS) and a significant amount of valuable information is spread across numerous individual reports. With the support of the Institute for Museum and Library Services, the authors of this chapter undertook a synergistic effort to examine these studies and identify the popular governance models as well as shared challenges and benefits. They conducted a supplementary survey of librarians with personal experience working in CVRS. The authors found that while collaborative structures are myriad, many utilize similar staffing and management strategies. Benefits of CVRS include shared staffing responsibilities, the extension of service hours, professional and community development, access to specialists, and mitigating the risks of a new service, while challenges include answering local questions, cultural differences, and software and technology problems. The literature on CVRS primarily focuses on single collaborations. While these in-depth examinations are valuable, they cannot provide a “big picture” of how libraries may work together to provide a service. As budgets shrink and ICT-facilitated connections grow, collaboration is an option to which many libraries are turning to for the provision of reference as well as other services. The quality of such collaborations may be improved by considering the lessons presented in this chapter, resulting in better service.

Abstract

Purpose

This is a case study on the opportunities provided by Open Source library systems and the experience of delivering these systems through a shared service.

Methodology/approach

This chapter derives from desk research, interviews, and direct involvement in the project. The format is a case study, setting out a detailed timeline of events with information that can be applied in other settings.

Findings

This chapter presents reflections on the value and limitations of collaboration amongst libraries and librarians on an innovative approach to library systems and technologies. It also presents reflections on lessons learned from the processes and detailed discussion of the success factors for shared services and the reasons why such initiatives may not result in the outcomes predicted at the start.

Practical implications

Libraries and IT services considering Open Source and shared service approaches to provision will find material in this study useful when planning their projects.

Social implications

The nature of collaboration and collaborative working is studied and observations made about the way that outcomes cannot always be predicted or controlled. In a genuine collaboration, the outcome is determined by the interactions between the partners and is unique to the specifics of that collaboration.

Originality/value

The case study derives from interviews, written material and direct observation not generally in the public domain, providing a strong insider’s view of the activity.

Abstract

RLG is a not-for-profit international alliance of about 160 members, including universities and colleges, national and public research libraries, archives, historical societies, museums, and independent research collections devoted to improving access to information that supports research and learning. Founded in 1974 as the Research Libraries Group by four visionary library directors from Columbia, Harvard and Yale universities and the New York Public Library, the consortium formed to allow research institutions to tackle tough challenges via collaborative action. Key issues were managing the transition from locally self-sufficient and independently comprehensive collections to a system of interdependencies that would preserve and enhance the capacity for research in all fields of knowledge and improving the ability to locate and retrieve relevant research resources (RLG, 1986). At its inception, four activity areas were identified for collaborative action: cooperative bibliographic control and access; effective mechanisms for sharing information and resources among member institutions; expanded and coordinated collection development efforts; and preservation of the collections, either in the original or surrogate format.

How can academic libraries unlock staff capacity for new initiatives as they transition their collections from print to digital? The following are four strategies for recapturing staff time as libraries adopt new formats while still supporting older ones at a smaller volume. First, librarians should employ strategic collection development that takes into consideration opportunities for efficiencies as they make the print to digital transition. Second, libraries should implement creative reorganizations in order to scale down print services and effectively manage new digital formats. Third, libraries should rightscale their infrastructure, that is, choose the appropriate level – local, consortial/regional, national, or global – where collection management activities should take place. Fourth, libraries, library software vendors, and publishers should develop purchasing and resource discovery infrastructures that harness shared data to enable network level electronic resource management.

Abstract

After decades of successful, if not always smooth, working relationships with regional library networks in the United States, Online Computer Library Center (OCLC), Inc., with approval of amended articles of incorporation in 2008, it implemented significant changes in how it would price its products and services and how it would govern itself. These changes proved to have profound impact on the networks, precipitating the merger of many and the dissolution of some. This chapter describes the results of many interviews with past and present leaders of OCLC and the regional networks, both existing and defunct, and other knowledgeable individuals. The contrasting opinions on how the changes came about and their consequences offer a perspective on the evolution and then decline of some of the powerful consortial relationships of the last four decades.

Abstract

This chapter discusses Launching through the Surf: The Dory Fleet of Pacific City, a project which documents the historical and contemporary role of dory fishers in the life of the coastal village of Pacific City, Oregon, U.S. Linfield College’s Department of Theatre and Communication Arts, its Jereld R. Nicholson Library, the Pacific City Arts Association, the Pacific City Dorymen’s Association, and the Linfield Center for the Northwest joined forces to engage in a collaborative college and community venture to preserve this important facet of Oregon’s history. Using ethnography as a theoretical grounding and oral history as a method, the project utilized artifacts from the dory fleet to augment interview data, and faculty/student teams created a searchable digital archive available via open access. The chapter draws on the authors’ experiences to identify a philosophy of strategic collaboration. Topics include project development and management, assessment, and the role of serendipity. In an era of value-added services where libraries need to continue to prove their worth, partnering with internal and external entities to create content is one way for academic libraries to remain relevant to agencies that do not have direct connections to higher education. This project not only developed a positive “town and gown” relationship with a regional community, it also benefited partner organizations as they sought to fulfill their missions. The project also serves as a potential model for intra- and inter-agency collaboration for all types of libraries.

Collaboration is essential to realizing the potential of the new digital environment for learning, teaching, and research. Yet successful collaboration often entails organizational changes, political realignments, and rethinking our most basic assumptions and habits. This chapter focuses on CLIR’s current work in fostering collaboration across institutions, disciplines, and professions. It considers these activities in the context of a broader group of emergent collaborative activities that, in aggregate, could support a new and vital digital environment for research, teaching, and the public good. It then discusses a new CLIR activity designed to address the prerequisites for collaboration, and for coherence at scale.
