Abstract

Purpose

The purpose of this research is to examine how service enablers such as resource management and human resource management practices, identified in prior research as vital, influence both conformance quality and productivity performance. The paper also aims to study how the level of customer contact, a major service differentiator, could moderate the influence of such practices on performance.

Design/methodology/approach

Using sample data from 249 service firms in China, hierarchical a regression analyses is employed to test the research questions.

Findings

The results indicate that there are common resource management and human resource management practices that positively affect both conformance quality and productivity. Importantly, besides its direct and positive effect on conformance quality and on productivity performance, the level of customer contact was found to have a contingency effect on the relationships between resource management or human resource management practices, and conformance quality or productivity performance.

Research limitations/implications

Future research should consider including other developing countries, more service industries, and a longitudinal study if possible.

Practical implications

Implications of the findings on theory in services and managerial practice in the context of China are offered.

Originality/value

The theoretical value of the research lies in identifying the factors that simultaneously affect both conformance quality and productivity (which are often seen as competing goals) in service sectors, and their dependency on the level of customer contact.

Abstract

Purpose

The purpose of this paper is to investigate and identify the status of Web Content Accessibility Guidelines (WCAG) conformance levels (A, AA, AAA) and accessibility status in terms of Severity (Error, Warning and Review) and Responsibility (Editor, Webmaster and Developer) of Indian Institutes of Technology (IIT) Library websites based on Siteimprove Software-as-a-Service (SaaS) platform.

Design/methodology/approach

The library websites of IITs were tested using Siteimprove web-tool to gather details pertaining to W3C's WCAG 2.1 standards. The data thus obtained were then visualized using spreadsheet software for greater insight. A partial correlation test was also done to assess the relationship between the three conformance levels.

Findings

The study could identify significant accessibility-related limitations of the IIT library websites concerning the three WCAG 2.1 conformance levels A (max IIT Bombay), AA (max IIT Dhanbad (ISM)) and AAA (max IIT Gandhinagar and IIT Varanasi (BHU)), Severity and Responsibility. A positive linear relationship exists amongst these conformance levels. The mean value of conformance levels were found to be 18.3 (A), 2.2 (AA) and 3.1 (AAA); Severity scores were found to be 14.4 (Error), 3.9 (Warning) and 5.2 (Review); and Responsibility scores were found to be 6 (Editor), 9.3 (Webmaster) and 8.3 (Developer), respectively.

Practical implications

The study highlights the comparative picture of accessibility issues and conformance levels of the IITs' library website homepage with the help of results derived/based on Siteimprove Accessibility Checker. The findings of the study reveal that though the library website of IITs' in India possess a well-designed and easily navigable website homepage as far as their accessibility for VIPs is concerned, there are several issues that are still to be resolved.

Social implications

World Intellectual Property Organization's (WIPO) Marrakesh VIP Treaty (MVT) and the W3C's WCAG cater to the requirements and rights of the persons with vision-related disability of accessing information and knowledge building a steeper and deeper knowledge divide. Identifying and rectifying the shortcomings in the library websites will bridge the accessibility-divide and make the society more inclusive.

Originality/value

No previous study could be identified evaluating the accessibility issues of the library website of Indian IITs focussed on vision-disabled persons using Siteimprove. The methodology and approach of this paper have value in terms of reusability and reproducibility facilitating future studies.

Abstract

The traditional view of quality treats it as an economic good which can be developed by incurring costs. Proponents of total quality management have rejected the traditional view and stress the complementary nature of cost and quality. Reconciles these two views as different manifestations of the same underlying phenomenon within the same strategic framework. This requires precise definitions of quality concepts such as conformance and performance quality. The organization first examines its current position within this framework. The definitions of quality help sharpen the formulation of strategic objectives and the framework helps in mapping out a policy for moving the firm from the current position to the desired position. In addition, also determines the operating systems of quality management by how quality is defined in the organization. In conjunction with the strategic direction, the operational management procedures facilitate the process of cost management.

Abstract

Purpose

Organizations rely on their business processes to achieve their business objectives and ensure compliance with relevant laws and regulations. Hence, conformance to process specifications is essential to remain compliant. Various factors influence an organization’s ability to operate in conformance to its process specifications. This study investigates the influence of business process management (BPM)-supportive culture and individual process orientation on process conformance.

Design/methodology/approach

A construct was created for perceived process conformance and two constructs were selected from literature to represent BPM-supportive culture and individual process orientation. A survey was conducted with 178 employees of a global enterprise, hypotheses were formulated, and a statistical model was constructed and validated.

Findings

Results pinpoint the key role of the BPM-supportive culture in influencing both individual process orientation and conformance. Individual process orientation is also found to have a significant influence on process conformance. The findings provide additional evidence for the significance of human-related aspects of BPM in achieving BPM success.

Originality/value

The contributions of this paper help better understand how soft factors of BPM contribute to employees’ process conformance drawing on and relating concepts of BPM and organizational routines.

Abstract

Purpose

This paper compares the web accessibility of Indian museum websites assessing the level of compliance to the Web Content Accessibility Guidelines 2.1 (WCAG 2.1). The study aims to assess the accessibility of Indian museum websites in terms of their severity.

Design/methodology/approach

The accessibility evaluation of 11 Indian museum websites was conducted using Siteimprove Accessibility Checker (SAC), an automated website testing tool.

Findings

The study results indicate that the mean conformance score for the Indian museum websites for level A was 19.27, while for level AA and AAA, it came out to be 2.63 and 4.09, respectively, with the highest severity scores for error (16.3) followed by review (5.81) criteria and warning (3.81). The major findings indicate that the websites of Indian museums poorly conform to web accessibility guidelines.

Practical implications

The study's findings will assist the museum's website creators, managers and administrators in determining the level of conformity as per standard accessibility guidelines helping them make strategic decisions to improve the accessibility.

Originality/value

Most of the studies available in the field of website accessibility range from the web accessibility of educational institutions, tourism websites, municipal websites and ministerial websites, but there are very few studies investigating the accessibility of museum websites. A quantitative evaluation of different aspects of accessibility was conducted in the study, which can pave the way for the better design of web sites by addressing deficiencies.

Abstract

Purpose

The purpose of this paper is to create a building rating system (BRS) with its bottom-up design model that can be carried out manually and in the future automatically.

Design/methodology/approach

The BRS is built on the basis of the structure of spatial representation framework for indoor navigation by people with visual impairment, which was validated with visually impaired people, and incorporated with building design standards and regulations from around the world. The BRS was afterwards validated by three groups of five experts in the related fields such as research and development, accessibility, and building and interior designs. Finally, the user evaluation was carried out by three focus groups of three experts in risk assessment to verify the usability of the system.

Findings

This paper provides the design and methodology of the BRS used for classifying the accessibility in buildings into four levels of classification for people with visual impairment navigating around the buildings. This system is evaluated with system usability scales (SUS), which is found to be in a “Good” level on average (72.2 SUS scores).

Research limitations/implications

Success criteria used in the space classification are mainly created for people with visual impairment at this stage; other disabilities requirements must be taken into account for the next stage of the development.

Practical implications

The system can be carried out in the future automatically in the form of standalone software or plugins that can be integrated in buildings and interior design software to seek recommendations toward a creation of inclusive built environment.

Originality/value

This paper presents a design architecture of BRS with its details, description and success criteria used in the space classification.

Abstract

Purpose

The purpose of this paper is to examine the extent to which accessibility is taken into account in the assessment and ranking of e-government web sites through the lens of a specific study related to Dubai e-government.

Design/methodology/approach

The paper considers a case study related to Dubai e-government and it evaluates the accessibility of each of the 21 Dubai e-government web sites, based on the Web Content Accessibility Guidelines (WCAG) 2.0 and using an automated accessibility testing tool. A bivariate correlation analysis is performed to assess the correlation between web site ranking and accessibility score.

Findings

The research reveals that contrary to common intuition and some earlier studies, there is a weak correlation between e-government web site ranking score and web site accessibility.

Research limitations/implications

The paper uses an accessibility metric that is a proxy indicator of web accessibility and is not a real assessment of accessibility as experienced by a person with disability.

Practical implications

When re-examined through the lens of Rawls's moral theory, this research suggests that accessibility should be given a higher priority in the general evaluation and ranking of e-government web sites.

Social implications

The paper promotes universal accessibility to e-government information and services.

Originality/value

The paper uses ethical arguments to highlight the need to comprehensively consider accessibility as a major criterion in the assessment and ranking of e-government web sites.

Abstract

Traditionally, process improvement is considered a defect prevention effort. Current cost models consider the coupled effect of both prevention and appraisal costs on the cost of failure. This paper proposes a new model for the cost of quality, which captures the value of continuous process improvement in achieving economic operation. The model is developed to incorporate two cost functions. The first accounts for quality related costs incurred while maintaining a stable level of operation, while the second accounts for the cost of process improvement. Using incremental economics, the two cost functions are assembled and an economic criterion for evaluating improvement alternatives is developed. Numerical examples are used to illustrate potential applications and performance of the model.

Abstract

There is consensus that money invested in quality programs provides a high rate of return, but disagreement on how the optimal level of quality investment can be modeled. It has been postulated that there is no correct cost of quality (COQ) model since quality costs are dynamic and firm specific. Firms tend to move to new quality levels over time as they increase their prevention activities aimed at detecting and eliminating cause of variation. Many firms tend to misallocate quality spending by investing the greatest percentage of quality costs to the lowest yielding categories and the lowest percentage of quality costs to the highest yielding categories. Examines the various COQ models that have been proposed and explains the misallocation of quality investment by firms. Describes why quality initiatives undertaken by a firm are generally consistent with corporate goals and strategy, the maturity level of a firm, and management commitment.
