Abstract

Several scholars have maintained that corporatist arrangements may contribute to a national consensus between groups with opposing interests (Katzenstein, 1985; Siaroff, 1999). Some have even described (neo) corporatism as a strategy for consensus building (Woldendorp, 1995). These general viewpoints seem to imply that participation in the various channels and networks in a corporatist system may influence participants to moderate their ideological attitudes, to become more centrist. Participation has a “civilising” effect. In a study of the Swedish industrial relations system Öberg and Svensson (2002) concluded, however, that there is not much trust across the class borders, a finding which questions the validity of these assumptions. It seems therefore appropriate to test these assumptions empirically in a variety of national settings.

Abstract

Purpose

This paper aims to provide a Norwegian perspective of how trade unions in the former Soviet block countries have dealt with the challenges of the post‐communist period and how the European trade union movement has attempted to assist them as they have adjusted to representing and protecting the interests of workers in a market economy.

Design/methodology/approach

This paper considers the point that the experiences of trade union development in the former communist countries of Central and Eastern Europe should not be assumed to have followed some monolithic pattern.

Findings

Each of the individual states experienced challenges that were unique to them and which reflected the economic, geographical and social situation they found themselves in when they took the “leap in the dark” at the end of the 1990s. The speed at which they made the transition to a market economy was also quite diverse with some countries such a Czech Republic and Hungary making progress quickly whilst others, for understandable reasons, were much slower off the mark.

Research limitations/implications

One of the main thrusts of this paper is the diversity of experience amongst the former Soviet block countries both prior to and after the 1989 changes. The paper invites researchers to explore this diversity further in terms of causality and the impact of this diversity on the democratisation process of Central and Eastern European Countries.

Originality/value

Provides a timely reminder of the dangers of perceiving trade unions in the former communist countries of Central and Eastern Europe as replicas of their counterparts in the West. The picture he paints of the diversity of the region, the weakness of national trade union headquarters starved of funds to pursue industrial objectives by local trade union organisations who have a “holiday club” mentality and retain the bulk of the income for social and welfare benefits reminds us of the extreme difficulties that face trade unions in CEE countries as the strive to build strong and effective organisations capable of challenging multinational conglomerates.

Abstract

Lack of women in boardrooms and management has been a common feature of corporate and agricultural sectors in Norway. In both sectors, quota reforms have been implemented in order to change this situation. This chapter analyses the reasons given for applying gender quotas. While public limited companies were enforced by law to elect a minimum 40 per cent women or men to their boards in 2008, the board of the Federation of Norwegian Agricultural Co-operatives (FNAC) voluntarily decided that a minimum of 40 per cent women or men should be represented in their boards by 2009. How could it be that the agricultural cooperatives introduced this voluntarily, while the business corporations were to be forced by legislation? Public documents, governmental papers, media texts and interview data are analysed to identify and compare the reasoning for gender board quotas. The comparison sheds light on our understanding of the boardroom quota as more complex than simply to deal with gender equality. Traditional gender equality arguments did play a role, but in different ways, articulations and emphasis. More pragmatic reasoning played a role. In FNAC, we saw that the process of organisation-building and modernisation played an important role in the decision to voluntarily introduce gender quotas on boards. Within the corporate sector there were no advocates for introducing gender quotas before profitability arguments came to the fore, but even though such arguments were acceptable to the corporate sector, they did not have the same effect in terms of getting volunteer support for gender quotas.

Abstract

Purpose

The management literature concludes that there is an increasing need for skilled migrants in Europe. A fresh comparative OECD study highlights Norway as one of the successful countries in terms of attracting highly qualified migrants. Regardless of this picture, many skilled migrants do not get their education recognised and face great challenges in their career development. The purpose of this paper is to contribute to this under‐researched field in management studies by focusing on skilled migrants’ careers development as a question of human capital and negotiations at a relational level.

Design/methodology/approach

This study draws on interviews with recruitment agencies and life‐story interviews with high‐skilled immigrants, attending the programme “Global future – mobilisation of talented immigrants with higher education”, initiated by the Confederation of Norwegian Business and Enterprise (NHO) in Norway.

Findings

Recruitment is a multi‐layered and relational process, involving different negotiators, negotiations and inequality regimes. Language skills, gendered expectations, networks, local knowledge and the attitude of employers play an important role in skilled migrants’ careers development and labour market participation.

Originality/value

This paper presents recent literature on highly skilled migration in Norway. By focusing on participants in a new type of recruitment programme for highly skilled migrants in Norway, the findings can give input to both employers and policy makers regarding the nature of integrating highly skilled migrants.

Abstract

Why did Sweden and Norway arrive at different conclusions with regards to the introduction of corporate gender quotas? The chapter points to two decisive and interwoven explanations.

First, there is a question of varieties of capitalism – even within the Scandinavian model: The strong and traditionally socially responsible Swedish business life enjoyed more autonomy than their Norwegian counterpart, making it harder for the Swedish state to interfere in business life. In Norway, on the other hand, the state was a dominant capitalist itself whereas private owners in general were small and dispersed. Consequently, the capacity of the state to interfere in business life was larger, compared to Sweden.

Second, there is a matter of different cultures concerning gender equality and the attitudes towards state intervention: In Norway, an established gender quota tradition and rather positive attitudes towards state intervention created a moderate discursive climate in gender equality matters. A discursive tradition accepting women as a group as different from men as a group gave politicians a larger scope of action concerning gender equality measures directed at women only. In Sweden, the discursive climate was more hostile towards state intervention, and there was a less strong tradition for legally imposing gender quotas. In addition, Swedish feminists were active and conflict-oriented, thereby creating a polarized gender equality discussion in a public life traditionally oriented towards consensus-based solutions to political discrepancies.

Abstract

Purpose

The purpose of this paper is to present a longitudinal case study of a regional innovation policy initiative, in which ideas with regard to how innovation might be facilitated were changing over time. Through the scrutiny of insights in industrial network studies (IMP), the authors seek to shed light on the challenges created by policy interventions aimed at constructing complementary networks for the facilitation of innovation. That is to say, the authors endeavour to understand the interfaces between innovation networks and industrial networks, and the way in which they may influence innovation.

Design/methodology/approach

This study is based on a longitudinal case study of four successive regional innovation projects in Norway. Data are drawn from relevant policy documents and project documentations, as well as from participatory observation of application processes and project activities.

Findings

This study shows that regional innovation policy concerns first and foremost the interaction within and between relatively established diverse networks, which affects both structuring and restructuring. Changes in innovation policy required the re-configuring of constellations of business networks, research networks and policy networks. All initiatives required mobilisation input by persistent actors – often boundary organisations or researchers. The construction of innovation networks served as an instrument in the production of new interfaces between businesses, researchers and policy makers. The use and usefulness of these networks as perceived by the business actors were heavily influenced by the way in which the networks were configured.

Research limitations/implications

Generalisation based on in-depth qualitative case research requires further testing across similar and varying cases, and there have hitherto been relatively few studies of the interfaces between industrial and innovation networks. Despite this it can be argued that the conceptual distinction between constructed and emerging networks is a productive one in the study of networked innovation dynamics. During the research into this longitudinal case, it has been interesting to observe the way in which innovation research, and thus its influence on innovation policy, has changed over time. It would be beneficial if further studies were to be conducted on the way in which this has played out.

Practical implications

The administration of the public funding of innovation network activities requires great care. Where innovation policy initiatives are closely related to established industrial networks, it may be possible to strengthen innovation dynamics, challenge established practices and conceptions, and contribute to expanding, or even initiate innovation activities. In the first place, new activities need to be initiated in a way that supports the long-term development of actual business networks; and second, innovation policy bodies should be prepared to stimulate activity over longer periods of time.

Originality/value

This paper engages in, and combines, two parallel and rarely interacting debates on, respectively, innovation within innovation policy (innovation systems, clusters, networks) and industrial network studies (IMP and others). The authors make an “ideal type” distinction between alternative “constructed” networks and “emerging” networks, and the way in which they influence innovations.

Abstract

Based on a news media review, this chapter explores how micro enterprises (MEs) and small and medium-sized enterprises (SMEs) within the Norwegian tourism sectors were impacted by COVID-19 in early 2020. It examines central stakeholders' and tourism SMEs and MEs first responses to the pandemic. Similar to previous crises and disasters, the case of COVID-19 demonstrates the reliance on top-down management approaches, notably governmental compensation schemes and subsidies. Given the magnitude of the impacts related to travel bans and border closures, response mechanisms remained largely insufficient. The media reviews reveals that in the first months after the COVID-19 pandemic outbreak, Norwegian tourism SMEs and MEs have responded in five ways that are to some extent time-displaced yet continue simultaneous: (1) early response to business survival, (2) smaller operational changes, (3) employee layoff and bankruptcies, (4) innovation and alternative income sources and (5) gradual reopening. The Norwegian tourism recovery will strongly rely on domestic tourism which requires a reorientation of communication strategies and Norwegianization (Fornorsking) of product development and innovation. Some Norwegian destinations have already demonstrated that high dependability on international tourists and often disintegrated tourism development may threaten sustainability and prosperity of local communities, and post-COVID-19 recovery strategies will be needed that mitigate the dependence on international markets, mono-seasons or tourism as a mono-industry.

Abstract

Since the mid-1990s, enterprise risk management (ERM) has proliferated in both the private and public sector as a holistic, enterprise-wide approach to risk management. In this chapter, we begin by exploring the economic, regulatory and professional context of ERM practices in Norway. To gain an understanding of the current state of ERM practices among Norwegian entities, we have conducted a survey among members of the Institute of Internal Auditors (IIA) Norway. Based on the survey data, we go on to analyse the perceived maturity of risk management practices of the surveyed organizations, as well as their integration of risk management with governance mechanisms and accounting practices. Four main findings emerged from the survey. We firstly observed that a majority of the respondents perceived that they had implemented ERM. Secondly, the average maturity of risk management practice is at a medium level, with ambitions to improve it further in the future. We further observed that a majority of the organizations have established risk management governance structures regarding the roles of risk management. However, there is still work to be done in relation to risk management functions in order for them to gain more attention and influence in the organizations. Finally, we find that risk management is more integrated with reporting processes than with strategic and performance planning processes, suggesting a more reactive than proactive approach to managing risks.

Abstract

This book is a policy proposal aimed at the democratic left. It is concerned with gradual but radical reform of the socio‐economic system. An integrated policy of industrial and economic democracy, which centres around the establishment of a new sector of employee‐controlled enterprises, is presented. The proposal would retain the mix‐ed economy, but transform it into a much better “mixture”, with increased employee‐power in all sectors. While there is much of enduring value in our liberal western way of life, gross inequalities of wealth and power persist in our society.
