Abstract

Key international and intergovernmental organizations assess the size of the Roma population in Serbia to be around 4–600.000, rendering Serbia among the five countries in Europe with the highest percentage of Roma population. Although Roma in Serbia have a long history of self-organization, cultural and media organizations, and are formally recognized as national minorities with a National Council of the Roma National Minority as a body with political decision-making influence, the Roma community in Serbia, as in most other European countries, is the most disadvantaged and underprivileged group in the country, often living in underdeveloped neighbourhoods with limited access to social services, especially education and health.

The educational attainment of the Roma population in Serbia, as in other countries in Europe, is far below the attainment of the general population. The education indicators are showing a developing trend, albeit slow. Roma integration policies evolved in Serbia from the early 2000s in the general policy framework of Equity of Education and Inclusive Education and a comprehensive education reform agenda, promoted and legally endorsed by the 2009 Law on the Foundations of the Education System. As the consequence of such an approach, the Roma integration policies intertwined and mutually reinforced with other reform policy areas. The most important post-2000 policies supporting the integration of Roma students into education are the introduction of pedagogical assistants in elementary schools and preschool institutions as a profession, paid from the budget, abolishing the system of school readiness assessment, introducing individual education plans and intensifying affirmative action and scholarships for enrolment in secondary and tertiary education.

Abstract

Using literature and related documents, the study reviews and analyzes the global trend of liberal arts education (LAE) resurgence and experimentation in different societies across three continents, East Asia, North America, and Western Europe. The study explores how LAE has been incorporated into different societies, how the variations in each model reflect local traditions and values, and what these adaptations contribute to the new LAE model. Through the angle of new institutional theory, the study focuses specifically on how these local models are impacted by institutional factors, the constraint of market, policy, state, as well as historical figures or organizations. This research with document analysis of global LAE summarizes the innovation and insights to date and calls for further research on LAE through new institutional theory and ideal types. This study builds the foundation for further research exploring the implementation and educational outcomes of LAE in different societies.

Cuban education under the direction of the State guarantees education for all. This allows achieving equality and full social justice in order to train men and women capable of facing contextual demands, within a social model that aspires to form their citizenship in corresponding to the historical tradition and contemporary demands within a global system. This educational process takes place within difficult economic conditions and a complex international scenario, which affects the Nation in a particular way because it is a developing country. In this work, an evaluative analysis of Cuban educational policy in its development in the last six decades is carried out with the purpose of demonstrating its distinctive features consolidated in the historical evolution of an educational system that maintains its development in complex economic situations and improvement based on the changing demands of society. This analysis considers both the national and global levels, science, technology and the references of pedagogical sciences, without renouncing the purpose of guaranteeing by the State a free, inclusive and quality education for all its citizens throughout life.

It outlines the history of the development of special education and inclusive education in New Zealand and provides a critique of policies and practices regarding education for children with special educational needs and disabilities (SEND). Work experience helps develop skills necessary for life after high school. The California WorkAbility 1 (WA1) Program was developed to improve post-secondary outcomes for students with disabilities by providing temporary employment to students. Teacher experiences and perspectives reveal benefits and challenges of the WA1 Program. Success of the program is measured by how many student participants are hired by the employer after internship hours are completed. Challenges include funding and development of an equitable process for student selection. This chapter discusses strategies and recommendations for developing an effective work-experience program, including, acquiring and appropriating funds, staff placement, collaboration, equitable access, and education of all stakeholders.
