Abstract

Purpose

The study sets out to demonstrate how a lifecycle perspective on complex, public-sector procurement projects can be used for making qualitative assessments of procurement policy and practice and reveal those procurement capabilities that are most impactful for operating effectively.

Design/methodology/approach

Agency theory, institutional theory and the lifecycle analysis technique are combined to abductively develop a framework to identify, analyse and compare complex procurement policies and practices in public sector organisations. Defence is the focal case and is compared with cases in the Nuclear, Local Government and Health sectors.

Findings

The study provides a framework for undertaking a lifecycle analysis to understand the challenges and capabilities of complex, public-sector buyers. Eighteen hierarchically-arranged themes are identified and used in conjunction with agency theory and institutional theory to explain complex procurement policy and practice variation in some of the UK’s highest-profile public buyers. The study findings provide a classification of complex buyers and offer valuable guidance for practitioners and researchers navigating complex procurement contexts.

Originality/value

The lifecycle approach proposed is a new research tool providing a bespoke application of theory by considering each lifecycle phase as an individual but related element that is governed by unique institutional pressures and principal-agent relationships.

Abstract

Purpose

Because of the multiple design elements and complicated relationship among design elements of complex products design, it is tough for designers to systematically and dynamically express and manage the complex products design process.

Design/methodology/approach

To solve these problems, a supernetwork model of complex products design is constructed and analyzed in this paper. First, the design elements (customer demands, design agents, product structures, design tasks and design resources) are identified and analyzed, then the sub-network of design elements are built. Based on this, a supernetwork model of complex products design is constructed with the analysis of the relationship among sub-networks. Second, some typical and physical characteristics (robustness, vulnerability, degree and betweenness) of the supernetwork were calculated to analyze the performance of supernetwork and the features of complex product design process.

Findings

The design process of a wind turbine is studied as a case to illustrate the approach in this paper. The supernetwork can provide more information about collaborative design process of wind turbine than traditional models. Moreover, it can help managers and designers to manage the collaborative design process and improve collaborative design efficiency of wind turbine.

Originality/value

The authors find a new method (complex network or supernetwork) to describe and analyze complex mechanical product design.

Abstract

New Public Management (NPM)-style reforms have resulted in unintended effects such as fragmentation, deficient coordination and undermining political control. This book is in search of new steering concepts to counter this fragmentation and re-coordinate the public sector. In this chapter, the search for new steering concepts is addressed by looking at a type of public management reform that is an extremely ‘wicked problem’ in terms of steering and coordination, that is, emergent and complex change processes. Such a type of reform process is a complex network of different sub-types of reform with a multitude of actors with different interests and motives. Many decentral actors initiate various reforms at different places from which in the course of time a trend emerges, and several central actors try to coordinate and supervise, but have limited influence. Such an ‘emergent and complex’ type of change process indeed requires fundamentally new steering concepts.

Abstract

Purpose

This paper proposes an integrated value stream mapping (VSM) for a complex assembly line to improve the leanness of a complex automotive component manufacturing organization.

Design/methodology/approach

This study depicts the application of VSM at the case organization, where top management is concerned about the challenges of higher cycle time and lower productivity. Gemba walks were conducted to establish the concept of “walk the flow, create the flow” along the assembly line. The multi-hierarchical cross-functional team developed the current value stream map to know the “as-is” state. Then, the team analysed the current VSM and proposed the future VSM for the “to-be” state.

Findings

The integrated VSM shows different processes and work cells, various wastes, non-value-added activities, cycle time, uptime and the material and information flows for both products of the assembly line on the same map. The integrated VSM reduced cycle time, non-value-added activities, work in process inventory and improved line efficiency and production per labour hour for both the products, simultaneously.

Research limitations/implications

The limitation of the study is that the study focussed only on the application of VSM for one complex assembly only. Future research may be conducted using the developed integrated VSM approach in other complex production environments.

Practical implications

Managers can identify and reduce system waste by incorporating the concept of integrated VSM in a complex production or assembly environment where two or more products are being manufactured/assembled with low similarity.

Originality/value

The application of VSM for assembly lines is highly challenging because of merging flows, a large number of child parts in the lines and assembly of more than one product on the same line.

Abstract

Purpose

This paper aims to examine complex clinical decision‐making processes in trauma center units of hospitals in terms of the immediate impact of complexity on the medical team involved in the trauma event.

Design/methodology/approach

It is proposed to develop a model of decision‐making processes in trauma events that uses a Bayesian classifier model with convolution and deconvolution operators to study real‐time observed trauma data for the decision‐making process under tremendous stress. The objective is to explore and explain physicians' decision‐making processes under stress and time constraints during actual trauma events from the perspective of complexity.

Findings

Because physicians have blurred information and cues that are tainted by random environmental noise during injury‐related events, they must de‐blur (de‐convolute) the collected data to find a best approximation of the real data for decision‐making processes.

Research limitations/implications

The data collection and analysis is innovative and the permission to access raw audio and video data from an active trauma center will differentiate this study from similar studies that rely on simulations, self report and case study approaches.

Practical implications

Clinical decision makers in trauma centers are placed in situations that are increasingly complex, making decision‐making and problem‐solving processes multifaceted.

Originality/value

The science of complex adaptive systems, together with human judgment theories, provide important concepts and tools for responding to the challenges of healthcare this century and beyond.

Abstract

Team cognition research continues to evolve as the need for understanding and improving complex problem solving itself grows. Complex problem solving requires members to engage in a number of complicated collaborative processes to generate solutions. This chapter illustrates how the Macrocognition in Teams model, developed to guide research on these processes, can be utilized to propose how intelligent tutoring systems (ITSs) could be developed to train collaborative problem solving. Metacognitive prompting, based upon macrocognitive processes, was offered as an intervention to scaffold learning these complex processes. Our objective is to provide a theoretically grounded approach for linking intelligent tutoring research and development with team cognition. In this way, team members are more likely to learn how to identify and integrate relevant knowledge, as well as plan, monitor, and reflect on their problem-solving performance as it evolves. We argue that ITSs that utilize metacognitive prompting that promotes team planning during the preparation stage, team knowledge building during the execution stage, and team reflexivity and team knowledge sharing interventions during the reflection stage can improve collaborative problem solving.

Abstract

Purpose

In the last decade, XML has become the de facto standard for data exchange in the world wide web (WWW). The positive benefits of data exchangeability to support system and software heterogeneity on application level and easy WWW integration make XML an ideal data format for many other application and network scenarios like wireless sensor networks (WSNs). Moreover, the usage of XML encourages using standardized techniques like SOAP to adapt the service‐oriented paradigm to sensor network engineering. Nevertheless, integrating XML usage in WSN data management is limited by the low hardware resources that require efficient XML data management strategies suitable to bridge the general resource gap. The purpose of this paper is to present two separate strategies on integrating XML data management in WSNs.

Design/methodology/approach

The paper presents two separate strategies on integrating XML data management in WSNs that have been implemented and are running on today's sensor node platforms. The paper shows how XML data can be processed and how XPath queries can be evaluated dynamically. In an extended evaluation, the performance of both strategies concerning the memory and energy efficiency are compared and both solutions are shown to have application domains fully applicable on today's sensor node products.

Findings

This work shows that dynamic XML data management and query evaluation is possible on sensor nodes with strict limitations in terms of memory, processing power and energy supply.

Originality/value

The paper presents an optimized stream‐based XML compression technique and shows how XML queries can be evaluated on compressed XML bit streams using generic pushdown automata. To the best of the authors' knowledge, this is the first complete approach on integrating dynamic XML data management into WSNs.

Abstract

Purpose

The purpose of this article is to identify common traits amongst complex, knowledge‐intensive organizations in their approach to managing their core business processes in a way that maximises knowledge transfer along these processes.

Design/methodology/approach

The research follows an empirically‐based multiple case study approach across six national/multi‐national knowledge‐based organizations. A core‐complex process was identified within each organization, and key employees along the respective process where interviewed concerning the manner in which the processes were managed and modified.

Findings

Those organizations that identified their core business processes as being responsive and flexible could be shown to adopt common traits in their approach to ensuring continued performance related knowledge transfer. However, those that had less‐responsive processes seemed to share similar issues; failure to align their knowledge strategy to their process development and failure to engage end‐users throughout the process life cycle.

Research limitations/implications

The findings are based on a limited sample size of six organizations, and the nature of the findings are presented in an inductive‐theory building way. Therefore, the findings are not presented as a final position, but as a starting point for further research into complex, knowledge transfer intensive business process development and design.

Practical implications

From the findings, six tenets that all of the more successful organizations follow.

Originality/value

Within any dynamic organization core business processes are under pressure to perform within a constantly changing business environment. These processes can be viewed as knowledge‐pathway, therefore, it is important to understand how an organization can continue to re‐shape processes in a way that continues to support performance related knowledge transfer.

Abstract

Purpose

This article seeks to develop a new framework to outline factors that influence the resolution of unfavourable service experiences as a result of double deviation. The focus is on understanding and managing complex service recovery processes.

Design/methodology/approach

An inductive, explorative and narrative approach was selected. Data were collected in the form of narratives from the field through interviews with actors at various levels in organisations as well as with customers in a high‐touch service industry. The data form the analysis of double and triple deviation situations and complex service recovery processes.

Findings

The study identifies four factors that influence complex service recovery processes and outcomes in double deviation situations: communication, competence, time, and service system. The resulting theoretical conceptualisation of the recovery process from the customer's perspective emphasises customer perceived control, sense of coherence, and meaning. Together, these factors shape customers' perception of complex service recovery experiences.

Research limitations/implications

The empirical study is limited to the context of restaurant services. However, the findings might generalise analytically to other labour‐intensive, high‐touch services that rely on face‐to‐face interactions between customers and the service employees in triple deviation situations.

Practical implications

The different roles in a complex service recovery process must be managed constantly and in light of actors' resource integration in double deviation situations, as part of value co‐creation. Service organisations should develop a shared understanding of what factors result in favourable complex service recovery processes, to avoid triple deviations.

Originality/value

The paper offers extended understanding of complex service recovery processes through a new, empirically grounded conceptualisation of double service recovery to avoid a triple deviation.

Purpose

The purpose of this paper is to identify issues that are critical to developing complex, business‐to‐business products and discuss implications for vendor firms.

Design/methodology/approach

This paper employs the critical review approach to current complex product literature and draws from relevant literature streams in engineering, management, and marketing to propose a conceptual framework.

Findings

The critical review of the complex products research reveals the following as critical issues for research and practice in the development of complex products: definition, internal and external complexity, product and process complexity, standardized to customized complex products continuum, component and process modularity, and operant resources.

Research limitations/implications

This paper identifies six specific operant resources that are critical to the development of complex products and proposes a conceptual framework. Clearly, more needs to be done in terms of theoretical and empirical research with reference to the development of complex, business‐to‐business products. For example, researchers could empirically test the proposed framework; identify other relevant operant resources; and critique the proposed framework and develop a new, more comprehensive framework.

Practical implications

Firms that develop complex products could focus on developing the six operant resources that can help them become competent in developing complex products; and developing organizational structures and policies and providing an organizational environment that is conducive to developing robust internal and external social capital.

Originality/value

The proposed conceptual framework provides a theoretical foundation for practitioners and researchers to build on.
