Abstract

Purpose

Metro stations have become a crucial aspect of urban rail transportation, integrating facilities, equipment and pedestrians. Impractical physical layout designs and pedestrian psychology impact the effectiveness of an evacuation during a metro fire. Prior research on emergency evacuation has overlooked the complexity of metro stations and failed to adequately consider the physical heterogeneity of stations and pedestrian psychology. Therefore, this study aims to develop a comprehensive evacuation optimization strategy for metro stations by applying the concept of design for safety (DFS) to an emergency evacuation. This approach offers novel insights into the management of complex systems in metro stations during emergencies.

Design/methodology/approach

Physical and social factors affecting evacuations are identified. Moreover, the social force model (SFM) is modified by combining the fire dynamics model (FDM) and considering pedestrians' impatience and panic psychology. Based on the Nanjing South Metro Station, a multiagent-based simulation (MABS) model is developed. Finally, based on DFS, optimization strategies for metro stations are suggested.

Findings

The most effective evacuation occurs when the width of the stairs is 3 meters and the transfer corridor is 14 meters. Additionally, a luggage disposal area should be set up. The exit strategy of the fewest evacuees is better than the nearest-exit strategy, and the staff in the metro station should guide pedestrians correctly.

Originality/value

Previous studies rarely consider metro stations as sociotechnical systems or apply DFS to proactively reduce evacuation risks. This study provides a new perspective on the evacuation framework of metro stations, which can guide the designers and managers of metro stations.

Abstract

Being resilient is often equated with the capability to return to a state of normalcy after individuals and organisations face unprecedented challenges. This chapter questions the notion of ‘normalcy’ in complex and ongoing turbulence as experienced variously in diverse cultural and sectoral contexts. In theorising organisational resilience and associated transformation, it draws on insights provided by a microfinance institution (MFI) operating in the Philippines. The chapter details its efforts to transform business in light of experience gained in frequent and overlapping emergency conditions (including COVID-19) to create a new level of resilience in its clients and itself. For clients, the goal is often to self-manage loss associated with socio-economic development and for the organisation, to stabilise and cordon the investment needed to support clients survive and move on from the relatively constant adverse impacts of disasters. Published accounts of such experience and insights provided by board members and the President illustrate the nature of transformational resiliency strategies planned, including changes to the business model around provision of micro-insurance services and strategic adaptation of digital services aligned with the organisation's mission. A model of ‘practical resiliency in emergency conditions’ details the culture of resiliency adopted, demonstrating how stakeholders gain confidence and opportunity to practice resilient behaviours in emergency contexts. It highlights the significance of cultural consistency across purpose, values and capability to create an adequate level of trust and certainty across stakeholders to support transformational resiliency behaviours in shifting and dynamic ecosystems.

Abstract

Purpose

The purpose of this paper is to describe research, the objective of which was the development of models, methodologies, and tools for the realization of the multimedia platform for emergency management in technological systems.

Design/methodology/approach

This objective was achieved through the operationalization of the following major tasks: the theoretical research on the specific characteristics of emergency management system structure and processes; definition of educational structures, processes, and subjects for emergency management; development of models and software tools for the analysis of emergency development; development of information (web) services to support the collaborative decision making.

Findings

A model of multimedia platform for emergency management in technological systems has been developed, which defines emergency services with appropriate information infrastructure, the structure and characteristics of the interoperability system and their mutual communication.

Research limitations/implications

Further research should result in: the concrete structure and processes of virtual organisation for emergency management in technological systems; software for the support of collaborative decision making; models for emergency management education and training based on multimedia technologies. The limitations are primarily related to model implementation, since there are no suitable emergency databases.

Practical implications

The platform can be used by: industrial companies, companies that provide building maintenance, public services, insurance companies, educational institutions, local authorities (by an adequate upgrade of models and software).

Originality/value

This paper presents the information flow identified in emergency management and the structure of a multimedia platform which, by creating favourable environment for collaborative decision making, enables effective and efficient emergency management in technological systems, as well as emergency management education and training.

Abstract

Purpose

The purpose of this paper is to collect information about barriers and enablers experienced by international experts when transferring medical equipment to countries affected by humanitarian emergencies and to discuss the suitability of the principles of “openness”, “interconnections” and “non-linearity” of systems to understand the nature of the barriers and enablers as described by the international experts.

Design/methodology/approach

In this study, six semi-structured interviews were conducted with experts from humanitarian organizations. The interviews were based on a simplified model of the transfer of medical equipment adapted from supply chain literature. The model ensured that all the process steps undertaken by humanitarian organizations were considered. Afterwards, the interviews were transcribed and structurally analysed to derive barriers and enablers. Finally, the results were described in light of three theoretical principles of systems thinking.

Findings

In total, 14 types of barriers and 12 types of enablers were uncovered that illustrate the complexity of transferring medical equipment in humanitarian emergencies. The paper concludes with a proposal for future research to investigate if, and how, an approach guided by systems thinking could help to create a designated space for the formulation of original, synergetic solutions that address the identified barriers.

Originality/value

This study is the first to explore the specific logistic challenges implicit in the transfer of medical equipment in humanitarian emergencies with a lifecycle perspective. Furthermore, the concept of systems thinking is rather novel in the field of transfer of medical technology.

Abstract

Purpose

This paper seeks to contribute to a more effective co‐ordination of humanitarian operations by military and civilian organizations involved in a peace support mission in response to a complex emergency.

Design/methodology/approach

The information processing view, in particular Galbraith's typology of generic mechanisms for achieving co‐ordination, is taken as the theoretical framework. This framework is subsequently applied to the co‐ordination of humanitarian operations by military and civilian organizations. Empirical data are derived from a set of expert interviews with both military and civilian respondents in The Netherlands and a four week visit to Kabul and Baghlan, a province in northern Afghanistan. During this visit 40 military respondents have been interviewed and over 60 meetings have been held with local authorities, humanitarian organizations, small entrepreneurs, refugees and local villagers. Finally, conclusions are drawn and recommendations are provided with regard to a more effective co‐ordination of humanitarian operations in a peace support mission.

Findings

The article's main finding is that “self‐contained tasks” in combination with lateral relations are the dominant co‐ordination mechanisms. “Slack resources”, though observed in practice, is not considered a viable co‐ordination mechanism since this implies an excess, and thus waste, of scarce resources. “Information systems” are, unfortunately, not well‐developed leading to mismatches between policy and practice. Keeping “self‐contained tasks” as the major co‐ordination mechanism, the main recommendation is to develop and implement innovative “information systems”, that can also be used to support “lateral relations”, in particular those between military and civil actors.

Originality/value

The paper applies the information processing perspective to a unique and important subject, namely co‐ordination between military and humanitarian organizations in peace support missions.

Abstract

Purpose

Ethics is the foundation on which societies and cultures are based and are fundamental to political, social and economic decision making. Ethical dilemmas have created controversy and heated debate over the years. Disasters have been defined in public health terms as destructive events that result in the need for a wide range of emergency resources to assist and ensure the survival of the stricken population. Lack of medical resources, in conjunction with a mass casualty situation, can present specific ethical challenges. The purpose of this paper is to explore the ethics of disaster management.

Design/methodology/approach

In and after a disaster, ethical questions arise regarding appropriate and fair allocation of relief funds to help with recovery. Research in disaster settings poses unique ethical dilemmas. The researcher must determine how to balance the critical need for research with the ethical obligation of respect for, and protection of, the interests of research participants. Ethics as part of an educational program made available to health care providers may assist disaster responders to make the difficult ethical decisions involved in disasters. This literature review discusses these issues in conjunction with disaster response and recovery.

Findings

The cardinal virtues of disaster response are prudence, courage, justice, stewardship, vigilance, resilience, self‐effacing charity and communication. These eight virtues are not considered all inclusive, no more than Aristotle considered that his morals or virtues were all inclusive. Ongoing work in disaster management will help to ensure that such situations are managed in an ethical manner that respects the rights and privileges of all those involved.

Research limitations/implications

The literature reviewed for this paper was based on peer reviewed scholarly writings. Concepts of ethics and justice are important issues in disaster situations. This paper offers ideas to prompt further discussion among disaster managers and students of disaster studies.

Practical implications

Social changes are reliant on an understanding of ethics and how it affects society. This paper puts forward ethical concepts to prompt discussion by disaster responders and managers with the hope of improving disaster management.

Originality/value

The paper is an original document that may be useful to students of disaster management and those who teach disaster management

Abstract

Purpose

This paper presents a survey of research into interactive robotic systems for the purpose of identifying the state of the art capabilities as well as the extant gaps in this emerging field. Communication is multimodal. Multimodality is a representation of many modes chosen from rhetorical aspects for its communication potentials. The author seeks to define the available automation capabilities in communication using multimodalities that will support a proposed Interactive Robot System (IRS) as an AI mounted robotic platform to advance the speed and quality of military operational and tactical decision making.

Design/methodology/approach

This review will begin by presenting key developments in the robotic interaction field with the objective of identifying essential technological developments that set conditions for robotic platforms to function autonomously. After surveying the key aspects in Human Robot Interaction (HRI), Unmanned Autonomous System (UAS), visualization, Virtual Environment (VE) and prediction, the paper then proceeds to describe the gaps in the application areas that will require extension and integration to enable the prototyping of the IRS. A brief examination of other work in HRI-related fields concludes with a recapitulation of the IRS challenge that will set conditions for future success.

Findings

Using insights from a balanced cross section of sources from the government, academic, and commercial entities that contribute to HRI a multimodal IRS in military communication is introduced. Multimodal IRS (MIRS) in military communication has yet to be deployed.

Research limitations/implications

Multimodal robotic interface for the MIRS is an interdisciplinary endeavour. This is not realistic that one can comprehend all expert and related knowledge and skills to design and develop such multimodal interactive robotic interface. In this brief preliminary survey, the author has discussed extant AI, robotics, NLP, CV, VDM, and VE applications that is directly related to multimodal interaction. Each mode of this multimodal communication is an active research area. Multimodal human/military robot communication is the ultimate goal of this research.

Practical implications

A multimodal autonomous robot in military communication using speech, images, gestures, VST and VE has yet to be deployed. Autonomous multimodal communication is expected to open wider possibilities for all armed forces. Given the density of the land domain, the army is in a position to exploit the opportunities for human–machine teaming (HMT) exposure. Naval and air forces will adopt platform specific suites for specially selected operators to integrate with and leverage this emerging technology. The possession of a flexible communications means that readily adapts to virtual training will enhance planning and mission rehearsals tremendously.

Social implications

Interaction, perception, cognition and visualization based multimodal communication system is yet missing. Options to communicate, express and convey information in HMT setting with multiple options, suggestions and recommendations will certainly enhance military communication, strength, engagement, security, cognition, perception as well as the ability to act confidently for a successful mission.

Originality/value

The objective is to develop a multimodal autonomous interactive robot for military communications. This survey reports the state of the art, what exists and what is missing, what can be done and possibilities of extension that support the military in maintaining effective communication using multimodalities. There are some separate ongoing progresses, such as in machine-enabled speech, image recognition, tracking, visualizations for situational awareness, and virtual environments. At this time, there is no integrated approach for multimodal human robot interaction that proposes a flexible and agile communication. The report briefly introduces the research proposal about multimodal interactive robot in military communication.

Purpose

The purpose of this paper is to detect causes of potential vulnerability via indicators of non-resilience among marginalized groups. These causes could become a catalyst for a major deprivation of resilience and further victimization of a group, either while disaster is occurring or in its aftermath.

Design/methodology/approach

Exploration of resilience was based on social and economic research conducted in Serbia 2012-2013 with one of the most vulnerable communities, with the goal of mapping local understandings of resilience in contrast to issues of risk and vulnerability. A specific two layer methodology, i.e. phenomenology of desperateness was based on sociological imagination and social action.

Findings

The author detected and labeled the most relevant socio-economic causes of miserable life conditions among the given marginal group. Such analytical dimensions become marked as the indicators of vulnerabilities. Mapping these vulnerabilities, especially among the marginal communities, is the first step in preventing their victimization.

Practical implications

The responsible social agents are compatible with the creation of the relevant map and profile of the most vulnerable actors with the goal of preventing a possible eugenics selection during DRR and response.

Social implications

In addition to preventing victimization during a disaster, this study provides preventives of the sentiment-driven actions induced by paternalistically organised everyday life (established by way of the same indicators) within the framework of a new totalitarian ideology, such as a para-military organization of daily activities.

Originality/value

This paper provides a specific methodology for detecting desperateness as an inner process in vulnerability and new insights into the comprehension of the relation between social structure of marginal groups, their resilience and their members’ vulnerability.

Abstract

Purpose

The purpose of this paper is to analyse supply chain network management (SCNM) in the context of emergency preparedness management (EPM). The results of this study revealed that civil-military relations are essential for EPM to function as a coordinated approach to safety and security, and are necessary to respond effectively to complex emergencies and mitigating threats to developed countries. Civil-military relations are still a concern in the context of communication, the exercise of authority, and the coordination of emergency supplies (ES) to emergency operations.

Design/methodology/approach

This qualitative study is based on field observations, with attention focused on the EPM of Sweden, Finland, and Poland. The analysis of a broader SCNM through EPM was supported by semi-structured interviews among civil-military actors in Sweden, information collected from informal conversations known as “hanging out”, and secondary materials. Empirically, the analysis included a variety of civil-military relationships and identified implications for management, policy, and planning that are applicable to developed countries.

Findings

The management of civil-military relations is a meaningful resource when used as an overall approach for safety and security. The integration of civil-military relations in EPM in the planning of ES is a long-standing and complex matter. The management of Swedish civil-military relations in EPM is recognising that implications for management are imbedded in continuous policy changes in, for example, the Swedish policy history. Civil-military relational complications that arise in the field of operations are impossible to anticipate during emergency planning, as those complications are grounded in policy changes.

Originality/value

Escalating threats to developed countries are highlighted. The study underlines the primary measures used in studying military involvement in EPM. An understanding of SCNM as a choice for management can be obtained in future research that focuses on a broader role of the military in EPM. Sweden has emphasised a clearer role for the military by reactivating total defence planning and by evolving common practices and processes with civil actors in civil defence. Meanwhile, Poland and Finland are increasing their focus on supporting the management of civil-military policies on safety and security regarding communication, authority, and developing coordination. Consistent with findings from previous reports on SCNM, civil-military relations are essential for EPM. This study confirmed the importance of civil-military coordination, the management and practice of authority, and shared forms of communication.
