Abstract
Charter schools have the potential to enhance competition in the public education sector. As such, they could have a particularly significant impact in the labor market for teachers. This study uses data on more than 312,000 teachers from 483 urban Texas school districts to explore the impact of charter school competition on the compensation of teachers at traditional public schools. The analysis suggests that once charter enrollments reach critical mass, increasing competition from charter schools increases salaries for all but the most experienced teachers.

Advocates of market-based reforms in the public sector argue that competition between providers drives up performance. But in the context of schooling, the concern is that any improvements in efficiency may come at the cost of increased stratification of schools along lines of pupil ability and attainments. In this chapter, we discuss our empirical work on competition and parental choice in English primary schools and present a methodology for identifying competition effects that exploits discontinuities in market access close to education district boundaries.

Abstract
Purpose
The article deals with competition between primary schools in Berlin. The focus is on the perception of competition and the process of student selection – despite school law restrictions for primary state schools. The aim is to find out whether and in what way primary school leaders perceive a competitive situation and how they act in view of second-order competition.
Design/methodology/approach
Berlin primary school leaders' statements were analyzed, which were collected and evaluated using quantitative and qualitative methods.
Findings
Results show that schools with a good reputation are more likely to benefit from competition because a good reputation may increase the demand for spots at that school and may enable the school to select “desirable” students. State school leaders are more limited in their actions, while private school principals are more autonomous and are better able to make a match between a school's orientation and families' ideas.
Research limitations/implications
The study is limited by its small sample size, yet it provides a basis for further research and gives much needed attention to selection processes at primary schools in Germany.
Originality/value
This is one of a few studies looking at the perspectives of primary school leaders regarding the competitive situation and in particular the selection of students.

Abstract
Purpose
The purpose of this research was to determine the extent to which American school board members faced electoral competition, as well as the factors influencing the likelihood of competition.
Design/methodology/approach
The authors utilized original national survey data of American school board members linked with school district demographic data obtained from the National Center for Education Statistics. Several hypotheses were tested using three state-level fixed-effects logistic regression models predicting electoral competition.
Findings
The authors found that 39.6% of American school board members reported not having an opponent in their most recent election. School board members serving larger urban school districts with higher percentages of special needs students and racial minorities were more likely to have faced electoral competition.
Originality/value
The authors highlighted potential flaws in the traditional model of local democratic governance and helped expand understanding of the dissatisfaction theory of American democracy and continuous participation theory. The authors concluded with several suggestions on how the results can be used to inform future local governance reforms that increase electoral competition and/or create more effective governance models.

Purpose
Under-examination of the notion of competition between schools has created a considerable asymmetry between the reality and the literature of schooling. Therefore, the purpose of this paper is to investigate the validity of school competition and verify the propositions regarding the effects of school marketing practices in literature, particularly Direct Subsidy Scheme (DSS) and aided schools in Hong Kong.
Design/methodology/approach
It tests the relationships between student intake and school academic performance and school marketing practices. It also compares the pattern of the relationships between the DSS and aided secondary schools. Secondary data from 441 secondary schools were retrieved from a popular secondary school admission magazine in Hong Kong and from the schools’ websites.
Findings
Hierarchical regression analysis revealed that the school’s academic performance was positively related to discretionary student intake. In addition, marketing school academic performance, but not marketing school features, was positively related to student intake. At last, it was found that marketing school academic performance intensified the relationship between the school’s academic performance and student intake in aided schools but not in DSS schools. The results were interpreted as demonstrating that school competition in Hong Kong is a battle of lifting academic performance.
Originality/value
This study is potential and worthwhile in at least two ways. First, testing the relationships of student intake with academic performance and school marketing practices helps to verify the notion of school competition in the education sector, which, in turn, can bridge the gap between the practice and literature of schooling. Second, examining school competition in Hong Kong can help to identify an important contextual reality for future scholars whose research site is located in Hong Kong.

Purpose
This study reviews the literature on business-school (b-school) competition and competitiveness to extend our understanding of b-schools’ competitive strategies.
Design/methodology/approach
Both content and network analysis were used in the examination of the scholarly discourse.
Findings
The analyses distinguish three literature streams. The first concentrates on resources, capabilities and competencies; the second focuses on measures of competitiveness; and the third includes competitive dynamics and strategy discourse. The analysis shows that the conceptions of competitiveness are quite coherent concerning resources, capabilities and competencies. However, in the “measures of competitiveness” and “industry dynamics and strategy,” discourses were more diverse, indicating greater ambiguity in how the core competencies, capabilities and resources are portrayed as competitiveness outside the institutions. The literature suggests that the measures and indicators of competitiveness are ambiguous to external stakeholders and, furthermore, reflect institutional goal ambiguity.
Originality/value
The question of how, and to what extent, increasing competition in management education and research catalyzes unwelcome changes in the industry has been of great concern to management educators and scholars. This has given rise to a considerable body of literature referring to b-school competition. Despite its topicality, this discourse has remained theoretically fragmented and separate from the mainstream strategy literature. Therefore, this study provides a review and critical discussion of the current state of research on b-school competition, as well as proposes avenues for future research and tools for strategic management of b-schools.

Abstract
Purpose
As entrepreneurship and market mechanisms are increasingly seen as a central part of public sector reforms to health and education, this chapter examines the entrepreneurial behaviour of public service providers in rural areas of the United Kingdom. Specific questions to be addressed include: How do rural providers (GPs, hospitals, schools) respond to the ‘market’ for provision of public services in rural areas? What are the constraints in acting entrepreneurially in these rural ‘markets’?
Methodology/approach
This chapter draws on a review of the literature and an empirical study of health care providers and schools with an emphasis on provision in rural areas and non-metropolitan urban areas. The results are based on 130 interviews with public, private and not-for-profit sector providers, and commissioners in health and education. Providers interviewed include schools, primary health care providers (General practitioners) and hospitals.
Findings
The challenges facing rural provision are examined. In terms of income generation providers reported the difficulties in having the critical mass required to keep services viable. There was particular attention to finding ways of diversifying income sources to increase turnover. Providers for rural areas are also having to find ways of coping with increased costs compared to urban providers, with limited account taken by the commissioners/buyers of services. The constraints related to introducing entrepreneurial behaviour to individuals who are resistant to risk taking and innovation based on market forces are also examined.
Research limitations
The work is based on a qualitative survey of a number of sectors. Further larger sample work is required to explore the propositions identified in more detail. The policy context has also been changing, with a need to identify how changes in government have affected the nature of entrepreneurship in public services.
Practical implications
The chapter provides policy implications and insights for providers of rural public services. There is a need to encourage diversity of income sources and to encourage collaboration between providers. There is also a need to identify where entrepreneurs in the public, private and social enterprise sectors are unwilling to deliver.
Originality/value
The chapter identifies key theoretical issues related to the role of enterprise in delivering public services. Further insights are provided regarding the role of rurality on both enterprise behaviour and public service delivery.

Abstract
Purpose
The purpose of this exploratory case study was to investigate the role of School Leaders (SLs) in building Professional Learning Communities (PLCs) in schools, as well as to expand a literature-driven PLC model within the Pakistani context.
Design/methodology/approach
The study involved the purposive selection of two schools affiliated with a university. The sample comprised one school leader, one academic coordinator and five teachers from each school, altogether 14 participants. The participants shared similar demographic characteristics. Semi-structured interviews were conducted to collect data, which were analysed thematically.
Findings
The findings of the study revealed that both schools have created PLCs to some extent and that school goals and culture were contributing factors in building these communities. Additionally, the SLs played a key role in promoting PLCs by encouraging teacher collaboration. The study concludes that SLs have the potential to strategize their actions to foster positive professional relations among teachers and ensure their well-being.
Research limitations/implications
The study contributes to the literature on professional communities in Pakistan by validating a literature-driven PLC model. The model emphasizes collaboration among teachers, which can be facilitated by SLs. As such, the study implicates SLs in prioritizing the professional development of teachers to enhance student learning and achieve school success.
Originality/value
This study is unique in expanding a literature-driven PLC model within the Pakistani context, with a focus on teacher collaboration as facilitated by SLs. The model has the potential for replication in other contexts and can serve as a useful tool for future research.

Abstract
Compares the values and practices in primary to secondary state schools in the USA and Japan in the light of Dr W. Edwards Deming′s philosophy. Deming teaches that the first step towards improving quality is reducing the variation in products. If our students are considered the products of our educational system, student performance must be uniform for quality education to be achieved. However, this concept is currently missing from the tradition of American education because emphasis of competitiveness, a contributing factor to widening the variation, is a prominent and deeply ingrained characteristic of American culture. On the other hand, the Japanese school system traditionally encourages co‐operation at all levels, from the national and prefectural levels down to school districts and individual schools, from administrators to teachers and students, to reduce the variation in students′ performance. These Japanese educational practices and current issues in American education, such as choice of school programme and national standards in education, are evaluated from the perspective of Deming philosophy.
