Abstract
Purpose
This study aims to delineate opportunity recognition as a competency from opportunity recognition as an outcome in the form of ideas and opportunities. In addition, a model was developed to examine the antecedents that lead to opportunity recognition competency, the intention to be an entrepreneur and finally, the actual number of ideas and opportunities discovered.
Design/methodology/approach
This study adopted cross-sectional design and collected quantitative data from a total of 247 randomly selected final year students from two private universities in Malaysia. Partial least squares structural equation modelling was applied to test the associations.
Findings
Study revealed that opportunity recognition competency and ability to develop ideas or exploitable opportunities are distinct constructs. Students with high competency in recognising opportunities are interested to be an entrepreneur but are not necessarily prepared with tangible ideas or exploitable opportunities. Absorptive capacity, entrepreneurial alertness and entrepreneurial knowledge were found to be significant predictors of opportunity recognition competency.
Practical implications
Firstly, in managing outputs of entrepreneurship education and trainings, opportunity recognition competency and number of ideas and opportunities should be separately and explicitly measured. Secondly, entrepreneurial alertness and entrepreneurial knowledge must be emphasised in entrepreneurial education or training on guiding students to be alert to information and honing their opportunity recognition competency skills through active search techniques.
Originality/value
This study is one of the few studies that clarify and empirically distinguish the concept of opportunity recognition as competency from opportunity recognition as an outcome in the forms of ideas and exploitable opportunities.

Abstract
Purpose
The purpose of this study is to examine the effect of entrepreneurial competencies on competitive advantage and to investigate the effect of competitive advantage on the performance of informal microenterprises owned and managed by women micro-entrepreneurs in Kelantan, Malaysia.
Design/methodology/approach
This study used a cross-sectional design and collected quantitative data from 384 informal women micro-entrepreneurs operating in “night markets” in Kelantan, Malaysia.
Findings
The finding of the analysis using variance-based structural equation modeling indicated that commitment competency, conceptual competency, organizing competency and opportunity recognition competency have a significant positive effect on competitive advantages, and competitive advantages have a significant positive effect on the performance of microenterprises owned and managed by women micro-entrepreneurs in Kelantan, Malaysia.
Research limitations/implications
The development programs and policies should focus on improving the competencies, i.e. commitment competency, conceptual competency, organizing competency and opportunity recognition competency to improve the socioeconomic condition of low-income households in Malaysia. Informal women micro-entrepreneurs should, therefore, focus on value creating strategies to avoid potential competitors from duplicating the benefits of their strategy. This will result in a sustainable competitive advantage of microenterprises in Malaysia.
Originality/value
This study puts forward and tests the effect of entrepreneurial competencies on competitive advantages and performance of informal women micro-entrepreneurs in Kelantan, Malaysia, which provides a foundation for the design and implementation of development programs and policies that promote entrepreneurial activities in Malaysia.

Abstract
Purpose
This study aims to investigate the impact of economic vulnerability upon entrepreneurial competencies (i.e. commitment competency, conceptual competency, opportunity recognition competency, organizing competency, relationship competency and strategic competency) among respondents from varied development initiatives established by the eKasih program (National Poverty Data Bank) in Peninsular Malaysia.
Design/methodology/approach
Upon adopting the cross-sectional design, data were randomly gathered from selected 300 micro-entrepreneurs from the list of development organizations available in the eKasih (National Poverty Data Bank), located at four states in Peninsular Malaysia. The quantitative data were gathered by performing structured interview sessions from September until November 2017.
Findings
The outcomes of the study displayed that economic vulnerability has a significantly negative effect upon commitment, opportunity recognition, organizing and strategic competency. On the other hand, the results showcased that economi c vulnerability has a significantly positive effect on competency, but insignificantly positive impact upon conceptual competency.
Originality/value
These study outcomes appear to extend the scope of the resource-based view, apart from enriching the existing entrepreneurial competency literature, particularly within the Malaysian context. Hence, it is recommended that the government of Malaysia and development organizations should focus on maximizing the level of competency among micro-entrepreneurs as a viable approach to decrease the effect of economic vulnerability.

Purpose
This study aims to provide a foundation for the performance-focused micro-entrepreneurship development program; hence, this study is designed to investigate the effect of selected entrepreneurial competencies on micro-enterprise income and assets in Malaysia.
Design/methodology/approach
This study adopts the cross-sectional design, and the quantitative data was collected from 300 randomly selected micro-entrepreneurs from the list of participants of several micro-enterprise development programs offered in Peninsular Malaysia.
Findings
Findings revealed that micro-entrepreneur’s commitment competency and opportunity recognition competency have a significant positive effect on micro-enterprise income, whereas only opportunity recognition competency has a significant positive effect on the net worth of micro-enterprise assets.
Originality/value
This study examined the effect of key elements of entrepreneurial competencies on micro-enterprise income and asset, which provides the foundation for a performance-focused micro-entrepreneurship development program designed to enhance the performance of micro-enterprises in Malaysia.

Abstract
Purpose
The paper seeks to show the relationship between organisational structure and flexibility of training has not been well researched. Focusing on the role of recognition of current competencies, this study provides evidence of the effects of the former on the latter.
Design/methodology/approach
In this paper evidence was obtained by comparing six emergency service organisations using comparative case study. Data were collected through individual and group interviews and from document searches. Organisations were categorised as organistic or mechanistic based on volunteer experiences and published organisational structures. The flexibility of curriculum, delivery of training, and recognition of current competence were assessed and compared with organisational structure.
Findings
The paper finds that mechanistic organisations had high levels of insular trust and relied on training as a means of socialising new volunteers into the norms and practices of the organisation. They required all recruits to undertake the same training and did not recognise competencies acquired outside the organisation. In contrast, those organisations with a more, organic structure, had more flexible training strategies and used holistic assessment to recognise current competencies that volunteers brought to their roles.
Research limitations/implications
The paper could be replicated in other industries to examine the generalisabilty of the findings. The implications for the wider issues of flexibility and responsiveness of some emergency service organisations could be an area for further investigation.
Practical implications
The paper shows that achieving greater flexibility in training in emergency service organisations may require organisational change in order to build trust within a work context that can involve extreme risks.
Originality/value
The paper concludes that, while it was the fire services that were the more mechanistic of the organisations included in the study, there was sufficient diversity in their structures to allow one to conclude that across these four cases the more organic the organisation, the more flexible was the approach to training. It is concluded therefore that an inflexible approach to training is not an essential feature of the fire service industry.

Abstract
Why evaluate quality in Library and Information Science (LIS) schools? From a historical perspective, quality assurance always has been considered a strategic issue by LIS schools for improvement of the teaching and learning experience and for accountability. Internationalization has added a new role to quality assurance in LIS. In terms of the context of the World Trade Organization General Agreement on Trade in Services (WTO-GATS), LIS is increasingly recognized as part of the knowledge sector. The WTO-GATS has approved a multilateral framework that sets out rules for the conduct of international trade in services, including educational services. The GATS includes both general rules—for example, those related to the transparency of trade-related regulations—and a framework for specific commitments under which countries choose whether, and under what conditions, to allow access to their markets for foreign suppliers. The provisions in the GATS related to trade regulations and ways countries choose to allow access to their markets are relevant to the recognition of international standards or qualifications for professionals. Although not mandatory, international standards are encouraged, both for quality assurance of LIS school offerings in general, and for recognition of a specific LIS school outside its home country. Additionally, in the context of an increasingly internationalized job market, employers need reliable information on how to evaluate specific higher education degrees and assess degrees recognized and granted in their domestic market. The goals are to facilitate the mobility of students and to increase employability. The need to reinforce the comparability of higher education internationally through quality assurance systems is now becoming more pressing.

Purpose
Low-income households form a significant portion of the Malaysian population. To improve the socio-economic condition of low-income households, development organizations in Malaysia offer a wide range of development trainings, discussions and group or center meetings. This study aims to examine the impact of enterprise development training programs on entrepreneurial competencies among Peninsular Malaysia microentrepreneurs.
Design/methodology/approach
Adopting a cross-sectional design, the authors collected data from 300 randomly selected microentrepreneurs from the list of microentrepreneurs provided by eKasih (the National Poverty Data Bank), across four states of Peninsular Malaysia. Quantitative data were collected through structured interviews with the respondents from October to November 2017.
Findings
The findings revealed that enterprise development training programs significantly affected three of six entrepreneurial competencies (i.e. opportunity recognition competency, organizing competency and relationship competency). These findings highlight the importance of enterprise development training programs towards microentrepreneurs in increasing their competencies.
Originality/value
Through its insights, the study enriches the understanding of low-income communities in emerging economies, while offering significant practical implications. Based on findings, it is recommended that development organizations should therefore continue the current microenterprise development training programs. With improved entrepreneurial competencies, microentrepreneurs can thrive amidst competition yet sustaining business performance.

Purpose
The purpose of this paper is to revisit the foundations of profit and then consider the central role of the profit in the society inspired by the accounting practice, through its influence in the social construction of the accountant's competency, and of the use accounting profession itself.
Design/methodology/approach
Inspired largely by the sociology of the professions, this paper also borrows from classical economic theory to understand the contradictory role and functioning of the conventional notion of profit in the society.
Findings
The paper presents the accountant as the master and great academic of this convention, and the profit as constituting for him a key resource in establishing an undisputed consensus around his competency based on a social valorization. This sacralization originates from the emptying of the economic concept while referring constantly to it. Therefore, the meaning is noisy and then, can be manipulated.
Originality/value
The profit is the main product sell by the accounting profession and the accounting notion most widely discussed in the society. Therefore, to understand its social functioning is essential to understand the social role of accounting and the social statute of accountants.

Abstract
Purpose
Entrepreneurial trait and behaviour approaches are used to identify differing entrepreneurial profiles. Specifically, this study aims to determine which entrepreneurial competencies (ECs) can predict entrepreneurial action (EA) for distinct profiles, such as male versus female, start-up versus established and for entrepreneurs within different age groups and educational levels.
Design/methodology/approach
The research was conducted using a survey method on a large sample of 1,150 South African entrepreneurs. Chi-squared automatic interaction detection (CHAID) algorithms were used to build decision trees to illustrate distinct entrepreneurial profiles.
Findings
Each profile has a different set of ECs that predict EA, with a growth mindset being the most significant predictor of action. Therefore, this study confirms that a “one-size-fits-all” approach cannot be applied when profiling entrepreneurs.
Research limitations/implications
From a pedagogical standpoint, different combinations of these ECs for each profile provide priority information for identification of appropriate candidates (e.g. the highest potential for success) and training initiatives, effective pedagogies and programme design (e.g. which individual ECs should be trained and how should they be trained).
Originality/value
Previous work has mostly focused on demographic variables and included a single sample to profile entrepreneurs. This study maintains much wider applicability in terms of examining profiles in a systematic way. The large sample size supports quantitative analysis of the comparisons between different entrepreneurial profiles using unconventional analyses. Furthermore, as far as can be determined, this represents the first CHAID conducted in a developing country context, especially South Africa, focusing on individual ECs predicting EA.

Abstract
Purpose
This paper aims to clarify the need for Chief Knowledge Officers (CKOs) and explain how some recent views on competencies for educational guidelines, a Knowledge Management (KM) competency model and expansion of practice management concepts make the need for CKOs clearer.
Design/methodology/approach
This viewpoint was developed in response to recent publications disparaging the idea of a CKO. The method used was to extract ideas from published and in-work papers to establish the basis for and explain the postulated Unified Competency Theory of KM and its implications regarding the need for CKOs.
Findings
CKOs are needed to ensure that all organizationally relevant functions’ knowledge and KM assessments and/or audits are individually complete and collectively sufficient. A risk/opportunity management role also provides justification.
Research limitations/implications
This paper mainly limits its discussion to the papers that comprise research leading to the Unified Competency Theory of KM, its implications and an updated practice management model. Other points of view that might substantiate or refute the conclusions have not been addressed.
Practical implications
The KM field needs to better identify KM’s risk and opportunity management role and functional imperative. Organizations may need to reevaluate their directions with regards to KM and a CKO.
Originality/value
It extends the concept of practice management to permit differentiating disciplines. It provides new rationale for CKOs.
