Abstract

Australia is one of the Anglophone countries that readily adapted to a public management approach. Reforms since the 1980s have shown remarkable breadth, longevity and significance. The reforms acknowledge failure of existing approaches and the need to address management deficiencies, fiscal stress and increased complexity. This chapter discusses four cases, reflecting leadership from core agencies as well as executives. Financial management reform was initially led by Finance, and then a broader agenda was pursued through a senior management committee under the Department of the Prime. However, devolution of responsibilities from central agencies did not appear to make managers more accountable. Finance was weakened by devolution and unable to exercise appropriate leadership, and agencies did not integrate performance management reform with internal planning processes. By contrast, a one-stop shopping service for welfare was successful, although later folded in the Department of Human Services. DPMC also launched reform process in the 2010s, although not a priority of the prime minister, some recommendations, such as leadership development and talent management, were implemented that increased public service capacity. The case of Australia shows that in spite of variable political support and leadership by central agencies, a relatively stable environment (governments serving multiple terms) allowed implementation to proceed in the mid-term, including incentives to ensure responsiveness at department levels.

Abstract

Based on our review of the global leadership literature over the past 5 years, we delineate patterns and themes in the field’s scholarship and then discuss how the papers published in this volume of Advances in Global Leadership relate to those patterns and themes. We then integrate all of the recommendations for future research that appeared in the papers published in this volume and then offer our recommendations for future research in the field as well. We hope our efforts will aid scholars – especially doctoral students – to isolate the gaps that exist in the field and to design and conduct research that will have a greater potential to be published in top-tier journals and to impact the field.

Abstract

Theories of outstanding, historically notable, leadership have traditionally emphasized charisma. Recent research, however, suggests that charisma may represent only one pathway to outstanding leadership. Outstanding leadership may also emerge from ideological and pragmatic leadership. In this article, we examine the conditions influencing the emergence and performance of charismatic, ideological, and pragmatic leaders. It is argued that different conditions operating at the environmental, organizational, group, and individual levels influence the emergence and performance of each of these three types of leaders. Implications for understanding the origins and impact of charismatic, ideological, and pragmatic leaders are discussed.

Abstract

Whereas most societal commentators continue to review the historical patterns of men’s leadership in search of models for 21st-century success, few have begun to recognize, let alone appreciate, the equivalent patterns of women’s leadership and the future contributions that women could potentially make as leaders. What could and are women bringing to society as global leaders? Why at this moment in history is there such a marked increase in the number of women leaders? Are we entering an era in which both male and female leaders will shape history, both symbolically and in reality? And if so, will we discover that women, on average, lead in different ways than men, or will we learn that role (global leader) explains more than gender? This chapter reveals the accelerating trends of women joining men in senior leadership positions, establishes the relationship of women leaders to our overall understanding of global leadership, and sets forth an agenda to accomplish much needed research and understanding.

While school leaders have commonly functioned as school managers, the urgency for improving learning outcomes highlights the need for school leaders to function more as instructional leaders. However, a number of barriers exist in exercising instructional leadership in the developing country context. School leaders often lack capacity for instructional leadership and operate under significant constraints, such as chronic shortage of materials, operating funds, and staff development resources. Knowledge about cultural and organizational factors influencing school leadership behaviors can inform conditions for strengthening instructional leadership. This discussion essay provides a framework for expanding comparative and international inquiry into the challenges of instructional leadership in terms of the principal–agent problem, school leader sense of self-efficacy, and the integration of teacher incentives.

In this chapter, the authors provide a historical overview of the development of comparative and international education societies throughout the earth. In most cases, these societies have gradually grown and continue to thrive; in other cases, some comparative education societies have become dormant and a few no longer exist. A historical analysis that outlines the rise and fall of comparative education societies is provided. An overview of the World Council of Comparative Education Societies is also discussed, including its lead organizational role in serving as a historical hub to help comparative education societies preserve and disseminate their respective histories. The chapter concludes with suggestions on how anyone can get involved to help contribute to the history preservation of comparative education at the individual, national, regional, and global levels.

Abstract

Equity in education has been on the education research forefront for many decades, but there is now much more of a political consensus that investing in equity in education needs to be at the heart of education agendas. As the link between education, equity, and growth is becoming even more evident, so is the search for policies that can contribute to improve educational outcomes of the more disadvantaged groups in our societies as a way to strengthen social cohesion, development, and growth. While there has been in-depth analysis of system-level policies that can contribute to improve equity, at the school level, there is sparse comparative analysis of the particular role school leaders can play in the equity-quality agenda. This chapter focuses on the types of policies that can support school leadership in education for disadvantaged students and schools across OECD countries. It builds on qualitative and quantitative comparative studies that focus on equity (OECD, 2012), on reforms implemented across OECD countries (OECD, 2015a) as well as on data from international surveys such as the Project for International Student Assessment (PISA) and the Teaching and Learning International Survey (TALIS). More concretely, the chapter (1) reviews why investing in equity is not only a social imperative but also an economic investment; (2) discusses how different OECD countries reform in terms of equity and quality in education; and (3) explores evidence and country practices to conclude on how school leadership can positively influence equity in education.
