Abstract

Purpose

The chapter describes the phenomenon of companycommunity agreements in the mining sector, situates them relative to two veins of responsible investment activity, and assesses whether they might serve as a proxy for the “community relations” expectations of responsible investors.

Findings

Based on an evaluation of two recent companycommunity agreements and surveying of executives from mining firms that have signed agreements with Indigenous communities, it was found that: (1) though imperfect as a proxy for many of the “community relations” expectations of responsible investors, companycommunity agreements offer benefits and make provisions that exceed current expectations, especially with respect to the recognition of the right of Indigenous communities to offer their free, prior, and informed consent to mine developments; and (2) mining executives recognize the utility of agreement-making with communities, and are comfortable with such efforts being interpreted as recognition of the right of Indigenous communities to consent to development.

Social implications

The chapter serves to introduce responsible investors to the emergence of companycommunity agreements in the global mining sector, and calls upon them to advocate for their further use in order to reduce the riskiness of their investments, address social justice concerns, and assist communities to visualize and realize their goals.

Originality/value of chapter

For the first time, the growing phenomenon of companycommunity agreements in the mining sector is situated within responsible investment scholarship. Additionally, drawing on both logic and evidence, the chapter challenges the responsible investment community to rethink its approach to screening and engaging the mining sector in order to advance the interests of Indigenous communities.

Abstract

The last decade, and particularly the last few years, have witnessed a remarkable transformation in the construction industry. Today, this industry is one of the most dynamic, innovative and technically advanced of any sector in the UK’s economy. Unfortunately, the industry’s image and its reputation lag a long way behind its true picture. Further aggravated by the lack of a cohesive, coordinated, all‐encompassing body to bring this very disparate industry together, little has been done to address the gap between the exciting reality and the depressing perception of construction among the public. Fundamental issues such as skills shortages and a dramatic fall in students entering the construction professions are a real threat to the sustainability of an industry so critical to delivering the ongoing development of the country’s built environment. Nevertheless, the profound changes that have revolutionised the industry have, at the same time, demanded and even necessitated, an equally dramatic change in its approach to community relations. Of all the elements that comprise the corporate social responsibility concept that is being embraced by all businesses today, it is the success or failure of its community relations activities that will determine the outcome of several issues currently confronting the construction industry. This paper examines how the industry’s structural changes have impacted on the industry’s community relations and how, given the new importance of community, the industry is responding to the challenge of nurturing good relations with its public audience at site and project level. Guidance and guidelines are given for implementing a practical “best practice” community relations programme at this local level of construction operations.

Abstract

Purpose

The purpose of this paper is to increase knowledge about community relations and development (CRD) activities done in conjunction with mining activities of multinational companies affecting indigenous peoples and thus help improve relationships between them, despite continuing bad consequences the people continue to endure. It is through such better relationships that these consequences may be redressed and mitigated, and greater sharing of benefits of mining may occur, bearing in mind what constitutes benefits may differ from the perspectives of the indigenous peoples and the miners.

Design/methodology/approach

A qualitative approach is taken, including interviews with company officials responsible for CRD activities, elaborated with observations, company and public documents and previous literature about these mining operations and the peoples.

Findings

The CRD activities have gradually increased compared with their absence previously. They are officially labelled social investment in community development programmes, and are funded from profits and couched in terms of human development, human rights, preservation of culture and physical development of infrastructure. Dissatisfied with programme quality and relevance, company officials now relate with indigenous people, their leaders and representatives in ways called engagement and partnerships.

Practical implications

The findings can inform policies and practices of the parties to CRD, which in this West Papua case would be the miners and their company, CRD practitioners, the indigenous peoples and the civil authorities at the local and national level and aid industry participants.

Social implications

The study acknowledges and addresses social initiatives to develop the indigenous peoples affected by mining.

Originality/value

The study extends older studies in the same territory before CRD had matured, and corroborates and elaborates other studies of CRD in different territories.

Abstract

Given the complexity of inclusive business (IB) to combine social contribution and business sustainability, companies make strategic choices. One multinational corporation (MNC) avoided interconnections with villagers and used only market-based relations with stimulants and incentives in the market. Another one delegated management completely to local partners, succeeding in stimulating the poor’s self-initiated economic activities. MNCs seem to have difficulties in handling institutional interconnections. In such cases, market-based relations or delegating management to the local partners were found to be highly effective for covering missing capabilities. One foreign NGO, despite its well-developed institutional interconnections with the locals, is struggling to develop markets for its social enterprises. In contrast, one local trust successfully cooperated with many local partners, appealing to local institutions (values and beliefs). Also, poor farmers felt the social contributions of two local companies by being incorporated into the companies’ supply chains backed by their corporate social responsibility (CSR) orientations and activities. Hence, both foreign and domestic organizations seem to succeed in IB by embedding their projects to their original institutions and developing diverse mechanisms to compensate for missing capabilities. One exception is a local company which successfully coordinated MNCs’ CSR activities, local communities, and governments. However, its success is owing to governmental regulation for CSR contribution. In general, though restricted by institutional backgrounds and business orientations, each case tried to create a fit between business models and its contingencies, achieve scale (at the level of communities, nations, or the global market) and business sustainability, and generate socioeconomic effects.

Abstract

Purpose

The purpose of this paper is to examine how discourse used as a strategic resource can facilitate change in gender and corporate social responsibility (CSR) policy and practice in a global mining company.

Design/methodology/approach

An existing model of discourse and organizational change was applied to illuminate the contours of a particular organizational change process. This paper draws on empirical data in the form of talk and text in oral and written form.

Findings

The research highlights the challenge of finding the right balance between organizational receptivity and resistance, so that discursive boundaries around gender and CSR can be contested and challenged, but where new concepts and subjectivities are not rejected before they have an opportunity to generate shared meaning within the organization. Findings confirm that the involvement of a range of company personnel, particularly from the operational level, is important for generating knowledge and shared meaning, which can lead to enactment. This aligns with observations made in this journal that the management of meaning as opposed to management of change provides a useful analytical and practical focus.

Originality/value

The paper analyses one of the first attempts by a global mining company to articulate a change agenda for gender and community relations within a CSR framework. Unique insights into the internal world of a global mining company and CSR change processes are provided. The paper utilizes a well‐articulated model that facilitates a discursive analysis of organizational change to advance knowledge and understanding.

Abstract

Purpose

The purpose of this paper is to canvass the views of villagers from a remote region of Papua New Guinea (PNG) on food security issues in their community and their level of satisfaction with food security initiatives provided by the extractive company that operated on their land.

Design/methodology/approach

Qualitative design: data gathered through 14 semi-structured, face-to-face interviews and a discussion forum with 20 villagers from Pawa. Purposive sampling. Snow-balling method of recruitment.

Findings

Food security was identified as a growing concern among the villagers, who also expressed dissatisfaction with the food security projects offered through the corporate social responsibility (CSR) program offered by the company operating on their land. Communication problems between company and community and lack of trust were evident.

Research limitations/implications

Possibility of self-selection bias among participants. The perspective of the company was under-represented.

Practical implications

The study highlights the need for CSR practitioners to be mindful of the importance of effective communication with local communities.

Social Implications

The study reveals the importance of meaningful dialogue between company and host communities, which can lead to a more efficient allocation of resources and empowerment of host communities.

Originality/value

The study bridges a research gap in the field of CSR in developing countries because food security, as a CSR issue in PNG communities, is under-researched. The study contributes to a better understanding of companycommunity relations in PNG and how these relations can be improved through a more normative approach to CSR. It also highlights the importance of empowering host communities through meaningful dialogue.

Abstract

Two common documents used by management teams in community relations programs aimed at promotion of service quality are news releases (press releases) and pitch letters. News releases make announcements about the organization; whereas, pitch letters seek media coverage for activities of the organization. Another important function in management teams’ public relations efforts is the preparation of corporate annual reports. Also, the advertising activities of an organization contribute greatly to the community image of that organization. Management teams must be aware that news releases, pitch letters, corporate annual reports, and advertisements are vital to their organization’s community image and to the promotion of service quality. This article presents a detailed, “how‐to” examination of these aspects of media relations as tools for management teams in achieving service quality.

Purpose

Political Corporate Social Responsibility (CSR), based on ideas about deliberative democracy, have been criticised for increasing corporate power and democratic deficits. Yet, deliberative ideals are flourishing in the corporate world in the form of dialogues with a broad set of stakeholders and engagement in wider societal issues. Extractive industry areas, with extensive corporate interventions in weak regulatory environments, are particularly vulnerable to asymmetrical power relations when businesses engage with society. This paper aims to illustrate in what way deliberative CSR practices in such contexts risk enhancing corporate power at the expense of community interests.

Design/methodology/approach

This paper is based on a retrospective qualitative study of a Canadian oil company, operating in an Albanian oilfield between 2009 and 2016. Through a study of three different deliberative CSR practices – market-based land acquisition, a grievance redress mechanism and dialogue groups – it highlights how these practices in various ways enforced corporate interests and prevented further community mobilisation.

Findings

By applying Laclau and Mouffe’s theory of hegemony, the analysis highlights how deliberative CSR activities isolated and silenced community demands, moved some community members into the corporate alliance and prevented alternative visions of the area to be articulated. In particular, the close connection between deliberative practices and monetary compensation flows is underlined in this dynamic.

Originality/value

The paper contributes to critical scholarship on political CSR by highlighting in what way deliberative practices, linked to monetary compensation schemes, enforce corporate hegemony by moving community members over to the corporate alliance.

Abstract

Purpose

The purpose of this paper is to contribute to the ongoing debate on governance, accountability, transparency and corporate social responsibility (CSR) in the mining sector of a developing country context. It examines the reporting practices of the two largest transnational gold-mining companies in Tanzania in order to draw attention to the role played by local government regulations and advocacy and campaigning by nationally organised non-governmental organisations (NGOs) with respect to promoting corporate social reporting practices.

Design/methodology/approach

The paper takes a political economy perspective to consider the serious implications of the neo-liberal ideologies of the global capitalist economy, as manifested in Tanzania’s regulatory framework and in NGO activism, for the corporate disclosure, accountability and responsibility of transnational companies (TNCs). A qualitative field case study methodology is adopted to locate the largely unfamiliar issues of CSR in the Tanzanian mining sector within a more familiar literature on social accounting. Data for the case study were obtained from interviews and from analysis of documents such as annual reports, social responsibility reports, newspapers, NGO reports and other publicly available documents.

Findings

Analysis of interviews, press clips and NGO reports draws attention to social and environmental problems in the Tanzanian mining sector, which are arguably linked to the manifestation of the broader crisis of neo-liberal agendas. While these issues have serious impacts on local populations in the mining areas, they often remain invisible in mining companies’ social disclosures. Increasing evidence of social and environmental ills raises serious questions about the effectiveness of the regulatory frameworks, as well as the roles played by NGOs and other pressure groups in Tanzania.

Practical implications

By empowering local NGOs through educational, capacity building, technological and other support, NGOs’ advocacy, campaigning and networking with other civil society groups can play a pivotal role in encouraging corporations, especially TNCs, to adopt more socially and environmentally responsible business practices and to adhere to international and local standards, which in turn may help to improve the lives of many poor people living in developing countries in general, and Tanzania in particular.

Originality/value

This paper contributes insights from gold-mining activities in Tanzania to the existing literature on CSR in the mining sector. It also contributes to political economy theory by locating CSR reporting within the socio-political and regulatory context in which mining operations take place in Tanzania. It is argued that, for CSR reporting to be effective, robust regulations and enforcement and stronger political pressure must be put in place.
