Abstract

Purpose

This study aims to ascertain the forms of social enterprises created for public services and the dimensions of community-based management of public facilities. It seeks to understand how community-based facilities management (CbFM) can apply to the management of public services created by social enterprises in developing communities.

Design/methodology/approach

The study examines research studies on CbFM through a scoping review of papers published between 1997 and 2022.

Findings

The scoping review revealed that there are five dimensions of CbFM for developing communities: CbFM, urban facilities management, sustainable CbFM, urban infrastructure management and management of community hubs. It also revealed that social enterprises have been used to manage services, and for social inclusion, and to increase the efficiency of tangible infrastructure in communities.

Research limitations/implications

The scoping review included literature from 1997 to 2022 to understand the development trends in CbFM in developing communities. It is possible that literature from a broader timeframe could have produced more in-depth understanding of the subject investigated.

Practical implications

The paper articulates a framework of CbFM models for public services in developing communities and developed a database of the relevant studies, which can further guide future researchers, stakeholders and policymakers in this area.

Originality/value

The comprehensive review produced a framework for community management of public services. It also identified that there is a paucity of literature on social infrastructure. It highlighted the need for skillsets to support community-based enterprises. There are limited studies that touch on the development of performance indicators for developing communities.

Abstract

Purpose

To introduce and define the concept of community‐based facilities management (CbFM) and to identify and discuss processes and responsibilities in practice, in order to explore opportunities for the development of a socially inclusive approach to facilities management. The paper raises issues of governance, empowerment and socio‐economic development.

Design/methodology/approach

The paper addresses issues arising from action research in the North West of England and identifies case examples from current practice to illustrate application of the principles. The paper draws upon literature from the fields of facilities management, new economics and sustainability.

Findings

The paper presents the results of an initial exploration, draws tentative conclusions and offers a framework for evaluating the performance of organisations.

Originality/value

Introduces novel concepts, an evaluation framework and tools for the assessment of FM processes for sustainability.

Abstract

Purpose

Safety and security (S&S) are critical concerns in South Africa, especially in Cape Town, one of the country’s most crime-ridden cities. The University of Cape Town (UCT), situated on a large, open campus, has experienced increased malefaction. Facilities management (FM) services at universities bear the primary responsibility for providing S&S to their communities. To comprehensively understand and address the community’s demands regarding S&S, the current study was conducted to investigate the challenges specific to open universities. This study aims to determine whether implementing community-based FM (CbFM) principles and using technological innovations could offer a more effective and sustainable solution.

Design/methodology/approach

The study adopted interpretivist overarching case study methodology, which is ontologically based. A mixed-method approach was used to incorporate the strengths and limitations of the weaknesses of both methods. The data collection took the form of an online survey of the university community and semi-structured interviews with university executive management to obtain data from the single case study of UCT. Descriptive statistics were used to analyze the quantitative data, and thematic analysis was used to identify emergent themes from the qualitative data.

Findings

The study presents an overall view of the provision of S&S at UCT, the unique challenges faced by management and the main S&S issues affecting the community. Moreover, the study reveals that UCT has implemented community participation processes in the past with limited success. This is because the strategies implemented constitute a narrow perspective of community participation. Therefore, a much smarter and more inclusive perspective using technological innovation is required for successful community participation to occur and to be successfully used in providing S&S toward achieving future-proofing facilities.

Originality/value

This research has demonstrated the influence of CbFM and innovative technologies on the S&S of the open campus. Hence, future-proof facilities can be achieved when FM actively engages university communities in managing campuses through technological innovation.

Abstract

Purpose

The purpose of this paper is to explore the state of management practices of existing multi-purpose cyclone shelters (MPCS) facilities across the 16 coastal districts in the country, in the context of an identified need for 5,500 new MPCS facilities in Bangladesh.

Design/methodology/approach

A “multi-capitals” framework – a conceptual model for appraising the state of MPCS facilities based on seven forms of capital resources – is adopted.

Findings

MPCS facilities are not equitably distributed across the 16 coastal districts to cater to the needs of the highly vulnerable population. Nearly 9 per cent of the existing shelters are unusable in the event of cyclones. Once built, MPCS facilities have no maintenance funding and only around 19 per cent of shelters have a governance mechanism that enables community participation. A strong correlation (r = 0.65) was detected between the availability of maintenance funds and provision for community participation.

Research limitations/implications

The potential of a multi-capitals framework to assess the management practices of existing MPCS facilities in a holistic way was limited by the secondary nature of data on the four forms of capital: built, cultural, financial and political. The significance of the other three forms of capital: human, natural and social and their implications in the context of MPCS facilities are discussed.

Practical implications

If the existing and new MPCS facilities are to become a vital component of disaster management strategies, MPCS governance mechanisms are likely to be enhanced by embracing the principles of community-based facilities management.

Originality/value

The paper introduces the utility of a multi-capitals framework to assess the existing management issues surrounding MPCS facilities and offers potential solutions in the context of developing countries. The value of the framework is in understanding the utility of an MPCS as more than just a facility.

Abstract

Purpose

The purpose of this paper is to present the challenge of the creative economy for FM practice and research. It seeks to do so by comparing developments in FM with developments in the related discipline of urban planning.

Design/methodology/approach

The research is based on a comprehensive literature review as well as action research in relation to urban planning.

Findings

The growth of the creative economy has meant a close connection between corporate and urban development. This means that FM, in order to facilitate creative environments, can find inspiration from trends in urban planning, and look at the urban context as a part of its facilities. However, including the urban context in FM, and studying it, comes with possibilities as well as challenges. FM needs what is called a thematic as well as epistemological “urbanisation” in order to recognise creative and social possibilities and needs.

Research limitations/implications

Whereas the research is thoroughly founded in urban and social theory and sketches out important considerations in establishing an urbanised research agenda for FM, it does not include all recent developments within subjects such as new ways of working, place design and management.

Practical implications

The urban perspectives unfolded show avenues of development regarding both strategic considerations for place design and necessities of and possibilities in corporate social responsibility within FM through community and research collaboration.

Social implications

The paper provides ideas of how an urbanised FM can play an active role in creating a positive change of neighbourhoods at the same time as facilitating a creative development for corporations.

Originality/value

In relation to community‐based FM, the possible interaction between FM and the urban context has been discussed from an FM point of view. This paper brings this discussion a step further: it illustrates how urban planning knowledge holds the potential for a further social and urban development of FM research and practice in a creative economy.

Abstract

Purpose

Heritage building revitalisation (HBR) is gaining its popularity to intervene historic buildings/sites for their conservation and reuse. Given that multiple stake-holding situations are often involved in HBR process, coordination or managerial problem may hinder versatile facilities design for operational efficiency while preserving the heritage values. To address the coordination challenge, this paper aims to examine the relevance and relative advantages of a FM-led revitalisation strategy for HBR, which the existing literature has not yet addressed.

Design/methodology/approach

This paper adopts a case study approach to a major HBR project in Hong Kong. This study conducted field observations and interviews, which were combined with publicly accessible policy and project information to identify stakeholders’ opinions and specifications for the role of facilities management (FM) in HBR project process.

Findings

The paper reveals the role of FM in coordinating the HBR process for the benefits of stakeholders and general community. FM allows a balanced approach to heritage building adaptation, sound user experience and broader community effects. This enables efficient decision-making, creative facilities design and effective public engagement. FM’s strength of fitting in the urban renewal context illustrates its comparative advantage for heritage conservation and revitalisation management.

Research limitations/implications

This study develops a conceptual map to identify FM’s role in heritage building conservation and revitalisation. This will enhance process evaluation and project decision-making that are central to heritage conservation policy and HBR intervention practices.

Originality/value

This study examines relevance and advantage of FM-led business strategy for HBR, which the existing literature has not yet addressed. It discovers FM’s strategic roles and initiates a conceptual framework for evaluation of heritage conservation management.

Abstract

Purpose

Most people live in cities and work in offices, two contexts offering many lifestyle-related and environmental health risks. To advance their health, this paper aims to introduce an analogy between urban design and facility design to explore whether health-directed design interventions in cities and facilities are related and to look for applicable cross-overs and opportunities to develop the facility management (FM) profession on the urban level.

Design/methodology/approach

The principles of abductive reasoning as a first phase of scientific investigation were followed, by introducing a new idea and attentively observing phenomena in the communities of FM and urban design. The method was desk research, in the context of discovery.

Findings

Many possible cross-overs exist which offer opportunities for urban planners and facility managers to reinforce each other and interesting market opportunities for the further development of urban FM. However, more systematic research is needed on efficacious and effective interventions. Furthermore, experiences and capacities of the FM sector should be unlocked and applied within a city context, as the knowledge and experiences of facility managers and urban planners can create synergy.

Practical implications

The findings are directly applicable to facility and urban design practices and to FM education by involving students in city design practices.

Originality/value

Cross-overs between facilities and cities are new and can inspire both facility managers and urban planners to work together more closely for the benefit of citizens and employees.

Abstract

Purpose

To minimize risk of coastal communities arising from cyclones, several risk mitigation initiatives have been taken in countries. Cyclone shelters have proven to be an important critical infrastructure in saving lives from cyclones. A large number of coastal critical infrastructure in the form of multi-purpose cyclone shelters (MPCS) are built to provide safe shelter during disasters. Often observed, such critical infrastructures are non-operational during the normal period, which makes them difficult to use during any disaster. Efforts have been made to keep these infrastructures in working condition. This research paper aims to bring together various management practices adopted for the MPCS in the South-Asian region with a focus on Bangladesh, and India. It also suggests ways to improve these practices for sustainable management of the MPCS.

Design/methodology/approach

India and Bangladesh are the most vulnerable countries in the South Asian region. As per the Global Climate Index, India and Bangladesh come in the list of “in extreme risk” countries in the world and are vulnerable to several natural hazards, especially climate-induced hydrometeorological hazards. India has a vast coastline and out of 7,516 km of coastline, a large extent, i.e. 5,700 km is prone to cyclones and that keeps 40% of the population vulnerable living within 100 km of the coastline. On the other hand, Bangladesh has a coastline of 580 km, which is equally vulnerable to tropical cyclones. Safeguarding communities from impending coastal risk through coastal cyclone shelters are of prime concern. This paper uses a qualitative approach to analyze secondary data, and literature in the field of critical infrastructure, sustainability, cyclone shelter, and management practice for cyclone shelters.

Findings

To provide sustainability and community ownership of the MPCS, various service plans are adopted in different countries. This paper provides insights on service and sustainability efforts made for the proper functioning of the MPCS in India and Bangladesh. It also provides insight into the roles played by different institutions involved in maintaining the MPCSs.

Originality/value

The research reiterates understanding of the cyclone shelter management from different geographic locations in the South Asian region. Various gaps identified in shelter management practices are discussed in the paper and key recommendations are proposed for better management of cyclone shelters.

Abstract

Purpose

This article compares the processes of community verification (CV) and user satisfaction surveys during the implementation of performance-based financing (PBF) in Mali and Burkina Faso.

Design/methodology/approach

The authors adopted a qualitative approach based on a multiple-case study design. Data were collected from August 10 to 25, 2017, in Mali, and from January to May 2016 in Burkina Faso. In Mali, 191 semi-structured interviews were conducted with investigators (people who collect information from health centre users in the communities, using survey tools), users, users' relatives, and health workers in three of the 10 health districts in the Koulikoro region. In Burkina Faso, 241 non-participatory observation sessions were recorded in a research diary, and 92 semi-structured interviews and informal discussions were conducted with investigators, community verifiers, users, PBF support staff at the national level, and administrative staff in one of the 15 health districts involved in PBF. The data were analysed inductively.

Findings

In both Mali and Burkina Faso, the delayed availability of survey forms led to a delay in starting the surveys. In Mali, to get off to a quick start, some investigators went to health centres to conduct the sampling with their supervisors. In both countries, investigators reported difficulties in finding certain users in the community due to incorrect spelling of names, lack of telephone details, incomplete information on the forms, common or similar sounding names within the community, and user mobility. There was little interference from health workers during user selection and surveys in both countries. In both countries, many surveys were conducted in the presence of the user's family (husband, father-in-law, brother, uncle, etc.) and the person accompanying the investigator. Also in both countries, some investigators filled in forms without investigating. They justified this data fabrication by the inadequate time available for the survey and the difficulty or impossibility of finding certain users. In both countries, the results were not communicated to health centre staff or users in either country.

Research limitations/implications

CV and user satisfaction surveys are important components of PBF implementation. However, their implementation and evaluation remain complex. The instruments for CV and user satisfaction surveys for PBF need to be adapted and simplified to the local context. Emphasis should be placed on data analysis and the use of CV results.

Originality/value

There are similarities and differences in the CV process and user satisfaction surveys in Mali and Burkina Faso. In Mali, the data from the user satisfaction survey was not analyzed, while in Burkina Faso, the analysis did not allow for feedback. The local non-governmental organisations (NGOs) that carried out the CV were pre-financed for 50% of the amount in Mali. In Burkina Faso, community-based organisations (CBOs) were not pre-financed. The lack of financing negatively impacted the conduction of the surveys. In Mali, fraudulent completion of survey forms by interviewers was more common in urban than in rural areas. In Burkina Faso, the frauds concerned consultations for children under five years of age. In Burkina Faso, the survey form was not adapted to collect data on the level of satisfaction of the indigent.
