Abstract

Purpose

Persons with disabilities face the impacts of disasters differently. Early warning systems can be one of the powerful tools to reduce the vulnerabilities of persons with disabilities and mitigate the impacts of disasters. The main objective of this study was to assess the disability inclusiveness of the current early warning system (EWS) in flood-prone areas of Bangladesh.

Design/methodology/approach

A qualitative method was focused on getting in-depth information. Persons with disabilities participated in focus group discussions (FGDs) and shared the inclusiveness and gaps of the current EWS. Through extensive literature review, a checklist was developed to conduct the FGDs. QDA Miner 6.0.6 software was used for coding and analyzing the data.

Findings

Results indicated that, though persons with disabilities have proper risk knowledge, the current monitoring and warning service, dissemination and communication, and response capability are not fully inclusive. A significant gap in the EWS was found in response capability. Even if somehow persons with disabilities manage to receive a warning about a flood, they lack the capacity to respond to the warning.

Research limitations/implications

The study proposed that to make an EWS inclusive and effective, the concerned authorities should focus on all four parts of the EWS.

Originality/value

Studies related to disability and disaster management are not very common. Conducting a qualitative study provided the persons with disabilities the opportunity to share their perspectives. Future studies can focus on vulnerability and capacity assessment of persons with disabilities to identify areas requiring interventions to enhance resilience.

Abstract

Purpose

This paper aims to illustrate how the climate change‐vulnerability‐risk model (CCVRM) can be used to analyze the changes in system vulnerabilities and risks, as a result of implementing a community‐based early warning system (EWS).

Design/methodology/approach

The CCVRM is used to examine the community‐based EWS being implemented in the municipalities of Infanta and General Nakar in Quezon Province, Philippines. The levels of vulnerabilities and risks of the two localities are assessed through qualitative analysis using the CCVRM as framework. The model is also used to analyze the effects of the EWS in addressing the localities' vulnerabilities and risks.

Findings

Technological and institutional vulnerabilities of the Infanta and General Nakar systems have lessened when the EWS project was implemented. Technological and institutional vulnerabilities have direct correlations with mortality risk; thus, when the levels of the former decrease, so does the latter. Although the reduced technological and institutional vulnerabilities have an effect on the other type of risks present in the municipalities, the effects were not as significant as that of with mortality risk.

Research limitations/implications

Due to limited time and resources, only one adaptation program is analyzed, specifically, the community‐based EWS being implemented in the municipalities of Infanta and General Nakar, Philippines. An integrated analysis of different measures is not done. Although investigating a multi‐adaptation program is possible, this would require more time and resources to implement. Likewise, only a simple evaluation based on model definitions is conducted, instead of a more extensive risk and vulnerability assessment.

Originality/value

The CCVRM acts as an analytical guide in understanding the effects of climate change adaptive measures. Accordingly, this paper investigates the effects of an implemented adaptive measure. The study also shows how the CCVRM can be used to analyze planned measures and identify the types of risks and vulnerabilities that this type of adaptive measure can influence.

Abstract

Purpose

This study aims to identify the gaps in current policy and propose a viable framework for policy improvement regarding people-centered tsunami early warning chain in Padang City. The objectives are: to describe the gaps and flaws in the current policy regarding local tsunami early warning chain, to identify potential actors to be involved in the tsunami early warning chain and to assess the roles and capacity of actors, and their potential for involvement in early warning.

Design/methodology/approach

This study is an exploratory study using social network analysis (SNA) on regulations and other legal documents, and primary data sources from a focus group discussion and semi-structured interviews.

Findings

The study found that the existed regulation lacks extension nodes to relay warnings to the populations at risk, often referred to as “the last mile.” Moreover, receiving warning information from both formal and informal sources is important to mobilize people evacuation more effectively during an emergency. The study found that mosque communities and disaster preparedness leaders are the potential actors who should be involved in the local early warning chain.

Practical implications

The research findings were presented as a recommendation to Padang City Government and have been legalized as the new tsunami early warning chain procedure in the Padang City Mayor Regulation 19/2018.

Originality/value

This research investigated local tsunami early warning dissemination in Padang City using SNA. The study demonstrates a close collaboration between researchers, practitioners and the community.

Abstract

Purpose

The purpose of this paper is to improve the conceptual understanding of the process of participation in early warning systems (EWS) through a review of participatory EWS examples in the academic literature. Specifically, this paper asks: who is involved, what responsibilities do participants hold, what activities are they involved in, and what are the associated successes, issues and outcomes?

Design/methodology/approach

A total of 30 cases of participation in EWS documented in the academic literature were identified through online searches. Existing concepts in participation (power and responsibility, communication) and people-centred early warning (risk knowledge, monitoring and warning, communication and dissemination and response capability) were used to examine each paper.

Findings

Participation was found to take place through a range of activities across all elements of the EWS. Participation also varied in breadth of inclusion, ranging from the general public to selected volunteers. The majority of cases received support and facilitation from other actors, such as government and NGOs, but the extent of power and responsibility held by participants varied greatly within this. Common successes and issues associated with participatory EWS and the potential outcomes are presented, and the opportunities, challenges and gaps in knowledge are discussed.

Originality/value

This paper links participation and EWS literature to form a clearer conceptualisation of participation in EWS in support of future research in the field. It provides unique insights into who participates, their roles and relations with other actors and the outcomes of participation.

Community-based disaster risk management (CBDRM) initiatives have strong roots in Philippine society not only because of the country's contributory vulnerability to disasters but also because of a culture of community cooperation known as bayanihan and a history of social movement driven by the citizens’ discontent with bad governance leading to social injustice and environmental degradation (Heijmans, 2009). CBDRM in the Philippines has been a mechanism for change within civil society (Allen, 2006; Heijmans, 2009). In this way, community-based approaches are a fundamental form of empowerment of participants and a compelling strategy for enforcing the transmission of ideas and claims from the bottom up (Allen, 2006).

According to the Ministry of Environment and Forest (MoEF) (2008), Bangladesh is the most vulnerable country to natural hazards and disasters due to its geography, high population density, and poverty. The country is exposed to a variety of recurring natural hazards such as floods, cyclones, droughts, earthquakes, and riverbank erosion (Ministry of Food and Disaster Management (MoFDM), 2007). Furthermore, Harmeling (2010) mentioned that Bangladesh heads the list of countries most at risk for floods. Bangladesh has suffered from 93 large-scale natural disasters in the period from 1991 to 2000 that killed 0.2 million people and caused loss of property valued at about 59 billion dollars in the agriculture and infrastructure sectors (Climate Change Cell, Ministry of Environment and Forest, Bangladesh, 2009). Fig. 1 represents different natural hazard-prone areas of Bangladesh.

Abstract

Purpose

Managing disasters using modern science and traditional knowledge systems in silos has several prospects and limitations. Despite the catalyst role of the traditional knowledge in reducing the risks of disasters and adapting to climate change, this knowledge has not featured prominently in any of the existing disaster policies and disaster science. The authors demonstrate how traditional knowledge and modern science can be integrated for holistic approach of disaster risk reduction and management.

Design/methodology/approach

Using qualitative research method complemented by thorough literature review, this article captures traditional knowledge and practices of communities in the Narayani Basin for flood disaster risks reduction and management and shows ways to integrate traditional knowledge and modern science for holistic approach of disaster risk reduction and management.

Findings

The authors found that traditional knowledge system and practices have worked as an alternative to modern technoengineering approaches of disaster risk reduction and management and hold immense potential to contribute against disasters; therefore, this knowledge system of the communities not only needs to be recognized, conserved and documented but also is to be incorporated into efforts to formulate effective disaster management strategies and be amalgamated with the technoengineering practices for a holistic approach so that it can ensure disaster safety and security of the communities.

Research limitations/implications

The authors conducted this study collecting primary data from Narayani basin only; however, the authors believe that these practices and findings of the research may still be representative.

Practical implications

The practical implication of this research is that traditional knowledge system needs to be integrated with technobureaucratic knowledge of disaster management, enabling to develop a more robust and holistic approach of disaster risk reduction and management.

Social implications

This research documents being extinct traditional knowledge system and empowers communities by supporting them to integrate and use both traditional knowledge and modern technobureaucratic knowledge for building communities flood resilient.

Originality/value

This research is based on both primary and secondary data and original in case of its findings and conclusion, and no similar research contextualizing the role of traditional knowledge system in flood disaster management has been conducted in Narayani Basin of Nepal in the past.

Abstract

Although the Sendai Framework for Disaster Risk Reduction 2015–2030 explicitly recognizes the need for psychosocial support and mental health services, the focus of this and many disaster risk reduction and management (DRRM) plans lies in the response, recovery, and rehabilitation phases. Less attention has been given to how mental health aspects affect the predisaster phase. This chapter explores the less understood concept of “resistance” in the perspectives model of disaster mental health, which is related to DRRM themes of “prevention and mitigation” and “preparedness” interventions. Four strategies are identified by which DRRM interventions can contribute to psychosocial support and mental health: increasing stress resistance, fostering cohesion and social support, fostering positive cognition, and building self-efficacy and hardiness. We review the cases of the Philippines, Indonesia, Myanmar, and Thailand and report existing socio-political DRRM initiatives for prevention, mitigation, and preparedness that can potentially enhance resistance as a predisaster intervention. Beyond medical services or clinical mental health interventions for select populations, DRRM interventions can benefit the general public. Despite natural intersections, there remains a need for deliberate and targeted initiatives that explore how vertical pyschosocial care programs can be created to straddle both DRRM and health sectors in practice.

Abstract

Purpose

Even though Sri Lanka has established Early Warning (EW) mechanisms and Evacuation Procedures (EP) for the communities affected by the coastal disasters, there are several gaps, which hinder effective mechanisms in operation of disaster management practices. These gaps affect both the vulnerable communities and relevant authorities involved in the Disaster Management sector. This paper aims to identify and evaluate those gaps while providing adequate solutions.

Design/methodology/approach

For that, questionnaire surveys were carried out with a sample size of 217 via an online survey (117) among the urban level and interviews and telephone interviews (100) with the village level coastal communities. Data analysis was carried out using statistical analysis of questionnaire surveys and grounded theory was used for in-depth qualitative study.

Findings

Primary and secondary data obtained from the surveys were categorized under five themes, namely, response to early warning systems, evacuation routes, shelters, drills and training, effect of having a family vehicle, relatives and domestic animals, evacuation of people with special needs and cooperation with local government units. This paper analyses these themes in detail.

Originality/value

While critically evaluating the gaps in existing early warning mechanisms and evacuation procedures, this paper identifies correlations between some of the gaps and recommendations as well. Input from the international academics were also obtained at different forums and have strengthen the findings to overcome the barriers, which hinder successful mechanisms.
