Abstract

Purpose

This study examines the implementation of a community-level Sustainable Broadband Adoption Program (SBA) under the Broadband Technology Opportunities Program (BTOP), a national public policy program meant to expand broadband deployment and adoption under the American Recovery Act of 2009, and administered by the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce. The California Connects Program (CC) was administered by the Foundation for California Community Colleges (FCCC).

Methodology/approach

This chapter focuses on one part of CC’s efforts to expand broadband adoption among the most underserved Californians through collaboration with the Great Valley Center (GVC). CC-GVC provided basic computer and Internet classes to disconnected populations with low-literacy levels, and primarily in Spanish, through community-based organizations, public schools, public libraries, small businesses, and others in the Central Valley, an 18 county rural region with a high concentration of digital destitute populations. The program worked with under-resourced local community institutions with a range of poor technology resources and that operated under variable set of social, economic, political, and institutional conditions. Through inductive, process-oriented, and explanatory case study research, the structure, strategy, and training approach of CC was examined. Content and theme analysis of primary and secondary qualitative and quantitative data involving the program’s leadership, direct service providers, partners, participants, and nonparticipants was conducted. This involved a sample of 600 in-depth and short, structured and unstructured interviews and focus groups, archival and participant observation notes.

Findings

It was found that CC-GVC was able to meet uncertainty and operated with low institutional resources and paucity of linguistically appropriate teaching resources for new entrants through a flexible leadership approach that adapted to the social situation and was open to innovation. Community technology trainers were also able to engage those without or little direct experience with computers and with low-literacy levels with a linguistically appropriate and culturally sensitive step-by-step teaching approach that empowered and met people where they are. The author expands non-adoption models to include structural barriers in the analysis of the disconnected. It is argued that non-adoption is a result of evolving inequality processes fueled by poverty and under-resourced community development institutions and that teaching and learning is a social and institutional process that takes trust and time.

Practical Implications

CC shows that even the most disadvantaged can be empowered to learn-to-learn to use computers and can begin to function online and gain benefit under the most extreme institutional and economic conditions, but it takes more time and resources than providers expected and the Recovery Act provided.

Abstract

Community informatics can be defined as a strategy or discipline that focuses on the use of information and communication technologies by territorial communities. This paper analyzes the emerging community informatics evaluation literature to develop an understanding of the indicators used to gauge project impacts in community networks and community technology centers. This study finds that community networks and community technology center assessments fall into five key areas: strong democracy; social capital; individual empowerment; sense of community; and economic development opportunities. The paper concludes by making recommendations for future community informatics evaluations.

Abstract

This paper discusses the lessons learned from applying a theoretical framework for the professional development of teachers. This framework draws three interrelated theoretical areas: constructivism, situated and distributed cognition, and communities of practice. We first present the theoretical ideas on which this framework is based and discuss two projects that were developed following the framework. We then discuss the lessons learned and present the implications for the design of online professional development. The values of commitment, innovation, assessment, evaluation, communication, and interaction that underpins successful online professional development projects are highlighted. It is argued that using technology by itself does not support professional development; however, using technology in ways that are consistent with constructivist learning, and recognizing that online professional communities of practice can contribute to professional growth is something worthwhile to explore.

Abstract

Purpose

This paper seeks to use actor network theory (ANT) to examine the different phases – i.e. translation process – of an information and communication technology (ICT) initiative intended to bring development to underserved rural communities in the Peruvian Andes by providing access to computers and the internet.

Design/methodology/approach

The paper employs a holistic‐multiple case study based on cross‐sectional data collected between July and November 2005 by means of in‐depth interviews, field notes and photographs gathered in eight rural communities in Peru, plus demographic data and background reports obtained from the sponsor of an ICT for development (ICT4D) project. The collected data are analysed through the lens of ANT.

Findings

The ANT analysis dissects the history of the translations of the ICT4D project. ANT analytic dimensions of convergence and devices afford a great deal of insight into the underlying anatomy of the project and its assumptions. The study shows that when actors' interests are not aligned and the network procedures defined by the ICT4D initiative sponsors are unfamiliar to local people, the network cannot be established.

Practical implications

Since ICT4D projects invariably superimpose technological networks over existing networks, ANT analytic dimensions do provide some unique and useful understandings for such projects. ANT overall affords visibility of the actions of both humans and non‐humans, and their disparate goals. The focus on the alignment of disparate goals is particularly important in ICT4D research, where the recipients need to be engaged in a different way. Often in ICT4D projects, participants are using ICT for the first time, and there is no compulsion for them to do so. So the process of translation is very important in an ICT4D context; while there are many ways to engage participants, ANT gives particular insight into how that process might play out.

Originality/value

The paper demonstrates the usefulness of ANT's concepts for analysing a rural telecentre project and itemises how the use of each ANT analytical concept might contribute to ICT4D research.

This paper discusses current developments in the information and communications technology (ICT) sector in Botswana and the implications for moving the country toward an information society. The paper assesses ICT infrastructure, policy and regulatory status within the frameworks of: Botswana's national development blue print, Vision 2016; Africa's Information Society Initiative (AISI); Digital Opportunity Task Force of G8 (DOT Force); and the forthcoming World Summit on Information Society (WSIS). Challenges that the country must overcome to attain information society status are discussed and the way forward charted out.

Abstract

This chapter explores the evolution of smart city thinking in order to have a clear understanding of what is involved in effectively and sustainably implementing a Smart City 4.0 strategy. The chapter illustrates that the concept of smart cities has evolved from the technology driven implementations to Cities as Open Innovation Platforms. These open and participatory platforms facilitate the interaction and collaboration of the city's citizens, government, industry, entrepreneurs, academia, creatives and the social sector so that they can harness their collective intelligence for innovation, experimentation and implementation of solutions that creates real transformational value for the betterment of the city's and its stakeholders. The author also identifies the key dimensions on which a smart city 4.0 concept must be built upon but highlights that depending on the composition of its stakeholder ecosystem, the City will prioritise different dimensions and so each smart city is unique. The chapter builds upon the experience of implementing a Smart City 4.0 project in Waterford, Ireland. Details of the smart city initiatives implemented are illustrates with examples.

Although a growing body of literature that we will discuss later in the paper gives evidence of changing perspectives on entrepreneurship – perspectives that reveal increasing emphasis on the collectivity – two troubling themes persist: (1) the “myth of the lonely only entrepreneur,” and (2) the supply versus demand perspectives on mass entrepreneurial activity. In the sections that follow, we briefly describe these perspectives and argue that they have long since overstayed their welcome.

Purpose

The purpose of this paper is to report on recent performance measurement and impact evaluation progress made in Brazil, India, Indonesia, Moldova, Turkey and Vietnam as part of the last phase of the Global Libraries Initiative.

Design/methodology/approach

The country reports are presented as a series of case studies, in some cases supplementing those reported earlier in this journal.

Findings

Recent country-specific survey findings are reported and some conclusions are offered.

Research limitations/implications

This paper demonstrates how the adoption of a common approach to library service evaluation across several countries can strengthen research practice at country level beyond the Global Libraries Initiative itself.

Practical implications

This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local levels or who are interested in performance measurement and impact evaluation.

Social implications

The paper shows how focusing on the impact of public library services on users can enhance the understanding of community requirements and inform the development of more effective services to library users and communities.

Originality/value

These case studies reflect concentrated impact evaluation and performance measurement work at country level across a range of countries over more than 18 years.

Abstract

Purpose

The purpose of this paper id to examine the successful community development by enabling people to help themselves so that they could increase their career opportunities and recover the fertile natural environment previously lost through overstraining the local ecosystem. Sustainability is of central importance for many countries in the world. Especially developing countries need to strive for sustainability and continuity in their economic, social and political systems. This paper aimed at identifying sustainable human resource development in relation to the Huay Sai Royal Development Project initiated by His Majesty the King Bhumipol Adulyadej of Thailand as a case study.

Design/methodology/approach

This study was a case study. Data were collected from documents, interviews and project visits. Then, the analysis was made by document analysis and observation during the study visit, and the information from the interviewees was recorded and transcribed in the Thai language. Some information from the interviews was then added to the analysis to confirm the case that the project had generated sustainable development and encouraged a better life for the local people.

Findings

It was found that the nature of people development for sustainability in the project was based on two central themes: people-centered development and whole system-focused development. People-centered development aims to make people succeed in their life. The latter theme aims at helping people become social beings that are willing to place societal concerns before personal interests. This reflected the eastern approach of people development, which puts people and their mindset at the center of development. Other findings pertaining to the methods of people development showed that action learning was a central method of development.

Research limitations/implications

The Sufficiency Economy and people-centered development served as an alternative development path, pursuing balanced growth based on development from within and on the accumulation of knowledge. The main thrust emphasized development from within, self-protection, conservation, caution and moderation, which called for the sustainable use of resources and concern for the social and environmental impact of economic decisions. This contributed to the action learning approach that the success of the project was not only economic returns but also the learning process to which the people engaging in dialogue could share their problems and develop solutions for themselves and for each other.

Practical implications

There were three key success factors that can be seen in the case. First, the development approach was aligned with the lifestyle and local wisdom of the people. Second, this project promoted step-by-step development, beginning with building a good basis for the people at the individual level. Lastly, the initiation of the project stemmed from an in-depth study of the problems in the area and action research, with a closely coupled monitoring system by which feedback was always fed into the study center.

Social implications

It could be noted that the Sufficiency Economy and people-centered development served as an alternative development path, pursuing balanced growth based on development from within and on the accumulation of knowledge. The main thrust emphasized development from within, self-protection, conservation, caution and moderation, which called for the sustainable use of resources and concern for the social and environmental impact of economic decisions.

Originality/value

The Sufficiency Economy strengthened sustainability as a goal and means of development; the ultimate goal of the development was to develop people to help themselves to become self-reliant. The means of this development were participatory development through a wide variety of methods and the use of local knowledge as a basis for cultivation. Sharing knowledge made people feel more empowered and encouraged them to change their basic attitudes and behaviors. Once people changed their mindset, they became able to enhance their potential. They also had the power to make choices in their life.
