Abstract

An increase in community engagement by governments across Australia’s three-tiered federal polity conforms to international trends. It represents a multidimensional institutionalization of participatory democracy designed to involve the public in decision-making. Increasingly, it is a practice which displays the markers of professionalization, including (self-described) professionals, professional associations and a code of ethics. The individuals who design, communicate, and facilitate community engagement are placed in a unique position, whereas most professions claim to serve both their client or employer and a greater public good, community engagement practitioners play these roles while also claiming to serve as “guardians” of democratic processes. Yet the claimed professionalization of community engagement is raising some questions: Is community engagement really a profession – and by what criteria ought this be assessed? What tensions do community engagement practitioners face by “serving multiple masters,” and how do they manage these? More pointedly, how can ethics inform our understanding of community engagement and its professionalization? This chapter examines the case for the practice of community engagement as a profession using Noordegraaf’s (2007) pillars of pure professionalism as a guide. It then explores some practical examples of the tensions practitioners may experience. The chapter concludes by reflecting on the future direction of community engagement given its positioning.

Abstract

Purpose

The purpose of this paper is to present strategies for cultivating internal support, community partnerships and practitioner engagement for Hospital-based Violence Intervention Programs (HVIPs). In response to growing concerns about community violence and calls to engage the community in its solutions, HVIPs have increased in popularity as innovative and transdisciplinary approaches to violence intervention. HVIPs are one strategy under the broad purview of public health approaches to crime and violence – focusing on reaching recent victims of violence in emergency departments and leveraging this “teachable moment” to offer wrap-around services geared toward preventing future violence or revictimization.

Design/methodology/approach

This paper uses an autoethnographic and case study approach of Project HEAL (Help, Empower and Lead), a newly established HVIP at Jersey Shore University Medical Center.

Findings

While there is no “standard” approach, the importance of strong community partnerships and practitioner engagement prior to and during the HVIP implementation process is second to none.

Research limitations/implications

This case study of Project HEAL’s initial implementation will provide information that can assist other HVIPs in creating and sustaining necessary internal support, community partnerships and practitioner engagement, and potentially help navigate forthcoming statewide and federal efforts.

Originality/value

Development of meaningful community partnerships and achievement of a high level of engagement from practitioners are key to the successful implementation of HVIPs, the processes of which are not always documented in literature.

Abstract

Purpose

This purpose of this paper is to summarise the outcomes of a recent project in Victoria, Australia exploring the effectiveness of community engagement strategies in improving climate mitigation and adaptation outcomes.

Design/methodology/approach

Roundtables and interviews with a diverse range of community engagement practitioners and policy makers involved in climate change work were conducted, informed by a discussion paper outlining recent Australian and international learning about community engagement and climate change.

Findings

The project confirms and builds on recent international learning about the importance of carefully planned and implemented community engagement as essential components in effective climate mitigation and adaptation strategies.

Originality/value

The paper brings together learning from recent on‐the‐ground experience from Australian community engagement practitioners and policy makers working in the climate change field. In addition to evidence supporting the international case for community engagement methodologies the paper also summarises a number of factors important to effective climate change community engagement strategies.

Abstract

This chapter provides two case studies of online graduate student engagement where a community of learning is fostered using Bronfenbrenner’s (1979, 2001) ecological systems theory. The first case study explores an online graduate Sustainability Science course where students were provided with a space in VoiceThread to create video blogs (vlogs) and to extend course content with dialogue based on their values, relationships, and perspectives on issues like environmental degradation, social justice, and quality of life. The second case study surveys an online graduate course in Solar Energy, Technology, and Policy. These students completed a scholar-practitioner interview assignment of a solar energy expert, professional, entrepreneur, or policymaker. Both vlogging and scholar-practitioner interviews engaged graduate students in all of Bronfenbrenner’s (1979, 2001) ecological systems. For the vlogging assignment, the microsystem, mesosystem, and macrosystem were the most engaged; whereas for the scholar-practitioner interview assignment, the microsystem and exosystem were the most engaged. With respect to community building, both assignments fostered student-to-student interactions. The scholar-practitioner interview also fostered student-to-scholar-practitioner interactions, and, in some cases, student-to-alumni interactions. Innovative course assignments that engage professional, part-time graduate students with course content and other students, allow them to apply new knowledge, and broaden their professional connections are ideal.

Abstract

Purpose

The purpose of this paper is to present the current state of student volunteering in English universities, and show how it contributes to some of the core activities of higher education, including teaching and learning, employability, and public engagement. The paper goes on to describe challenges currently faced by student volunteering, and opportunities for its future development.

Design/methodology/approach

This viewpoint article utilises the experiences and observations of two former higher education community engagement practitioners who are now working at a national level to raise the profile of student volunteering, and reviews recent policy and practice related to this subject area.

Findings

Although student volunteering has a long tradition in English universities and there has been investment in the provision over the last decade, student volunteering is currently at a critical point. Without stronger evidence of impact, continued funding and an integrated approach to its development, student volunteering will not meet its full potential for higher education.

Practical implications

The paper has implications for higher education senior management, employers, community and employer engagement practitioners within higher education, and students. It advocates that integrated approaches are needed at national and institutional level to support the development of student volunteering.

Originality/value

The paper utilises the unique experience of former practitioners who now work in national roles, exploring a wide range of contemporary sources.

Abstract

Purpose

The purpose of this article is to provide a general review of the health-care needs in Kenya which focuses on the role of community engagement in facilitating access and diminishing barriers to quality care services. Health-care concerns throughout Kenya and the culture of Kenyan’s health-care practices care are considered.

Design/methodology/approach

A comprehensive review covered studies of community engagement from 2000 till present. Studies are collected using Google Scholar, PubMed, EBSCOhost and JSTOR and from government and nongovernment agency websites. The approach focuses on why various populations seek health care and how they seek health care, and on some current health-care delivery models.

Findings

Suggestions for community engagement, including defining the community, are proposed. A model for improved health-care delivery introduces community health workers (CHWs), mHealth technologies and the use of mobile clinics to engage the community and improve health and quality of care in low-income settings.

Practical implications

The results emphasize the importance of community engagement in building a sustainable health-care delivery model. This model highlights the importance of defining the community, setting goals for the community and integrating CHWs and mobile clinics to improve health status and decrease long-term health-care costs. The implementation of these strategies contributes to an environment that promotes health and wellness for all.

Originality/value

This paper evaluates health-care quality and access issues in Kenya and provides sustainable solutions that are linked to effective community engagement. In addition, this paper adds to the limited number of studies that explore health-care quality and access alongside community engagement in low-income settings.

Abstract

There have been great advances in our understanding of how universities effectively undertake community engagement, with research focused upon understanding community partner perspectives and outcomes (see Andrée et al., 2014; Srinivas et al., 2015; Sweatman & Warner, 2020), and democratic civic engagement (see Hall et al., 2013; Saltmarsh et al., 2009). This chapter builds on these studies to critically examine one university’s capacities to coordinate institutional-level change that supports and advances community-engagement scholarship. A small, rural, undergraduate university in Nova Scotia, Canada, called Acadia University was used as the case study site for this examination. Using an action research case study design, we gathered data from multiple sources within and outside of the University over a three-year period. Through this investigation Acadia’s community-engagement ethos was studied to understand if the University has the assets, resources, knowledge and motivation to create, implement and sustain democratic community engagement initiatives with community partners. From this data, key findings were categorized into three major themes: power and positionality of the University, institutional supports and barriers to engagement, and institutional assessment of community engagement initiatives. This chapter discusses these themes in depth using data from this study and current literature to unpack the practicalities and particularities of an institution committing to a deep, pervasive and integrated community engagement culture. Overall, this study found that Acadia’s community engagement ethos, as it moves towards democratic engagement while navigating systematic internal and external constraints, is diverse and complex. This study contributes to the legitimization of community engagement scholarship more broadly.

Abstract

Purpose

This paper aims to explore the effects of collaborative innovation (CI) in urban planning practice by investigating the influence of a platform for collaboration between academia and external partners (practitioners and community groups). Unlike previous research on learning outcomes from the perspective of students (Fokdal et al., 2020), the aim of this article is to investigate the transformative learning (TL) experience from the perspective of the external partners.

Design/methodology/approach

The outcomes of the TL experience were assessed through four elements: disorienting dilemma; critical reflection; engagement in discourse; and reflective and critical taking action.

Findings

The claim that collaboration with multiple actors through TL processes can help promote innovative ways to view and practice planning outside of academia has to a certain extent been confirmed. This paper provides evidence that such transformative processes can have an impact on the individuals involved and shows the importance of individuals acting as change agents – or drivers of innovation. In addition, the importance of a collaborative platform – acting as an intermediary – in facilitating TL processes in planning practices is highlighted in the context of Serbia.

Originality/value

This paper is a continuation of existing research on educational initiatives that attempt to integrate sustainability into the curricula and bring innovation to urban planning practice; showcase outcomes of the TL experience for sustainable development, especially when addressing the innovative ways that planning is practiced outside of academia; and push for change toward a more sustainable future not only within and but also outside of academia.

Abstract

Learning and development occur in many spaces both within and outside formal education settings. This chapter explores progress and possibilities of a knowledge exchange programme with a third sector organisation involved with community development, playwork and youth work in an urban area of the East Midlands. Theoretical concepts draw on a growing international interest in intergenerational play (Graves, 2002) and ‘cultural circles’ (Gill, 2020) as a method of challenging power and communication barriers between practitioners and families from diverse ethnic backgrounds. Using Foucault, post-structuralist feminism and autoethnography, as well as insight from a knowledge exchange partnership – the chapter offers a critique of a national initiative aimed at addressing ‘holiday hunger’ and community engagement. Practitioners in international contexts may benefit from the chapter’s attempt to address a series of co-constructed questions that include:

  1. How do we raise the profile of children’s play as a non-negotiable starting point for universal service provision to children and young people?

  2. What can be done to ‘connect’ diverse communities living in close proximity and sharing amenities within urban areas?

  3. How can we celebrate differences whilst designing universal services, which promote social cohesion through play and leisure spaces?
