Abstract

Purpose

The purpose of this paper is to measure the capacities and identify the vulnerabilities of the communities to contribute to their flood disaster risk management.

Design/methodology/approach

Questionnaire-style surveys and interviews in the four target communities and 25 critical facilities have been used. Their flood experience is also collected to explore the practical risk management solutions and preserve those as their local assets.

Findings

Findings show the capacity gaps among the target communities. For instance, the relatively populated urbanized communities tend to have high capacities. On the other hand, the not-so-populated farmer-based communities have low capacities, tending to focus more on droughts than floods, and lack scientific information. This research also identifies vulnerability groups and critical facility locations on the map with narratives.

Originality/value

The findings enable the communities to clarify their updated capacities, examine the vulnerabilities, identify the risks with possible hazard information and guide them to cope with flood risk to protect them with self, mutual and public help. This study can contribute to other industrial parks/estates in Thailand and anywhere in the world as an insightful reference to build resilient industrial complex areas.

Abstract

Purpose

The risks of natural hazards such as flooding, earthquakes, tsunami, landslides, tornado, coastal erosion and volcano are apparent in Auckland because of its vulnerability to multiple risks. The coping capacity of individuals serves as a precursor to the adaptation to inherent challenges. The purpose of this paper was to examine the coping capacity of the South African community in Auckland to a disaster event.

Design/methodology/approach

This study gathered information from both primary and secondary sources. Interviews and survey were the main sources of primary data. The research used parametric and non-parametric statistical tools for quantitative data analysis, and the general inductive process and a three-step coding process to analyse qualitative data. The research findings are discussed in line with existing studies.

Findings

The results indicated that the aggregate coping capacity of the community was above average on the scale of 1-5 with communication and economic domains having the highest and least capacities, respectively. An improvement in disaster response activities and economic ability among the vulnerable population should be considered in future policy to enhance coping capacity.

Research limitations/implications

The study was limited to the time of the investigation. The practical coping capacity of the community during challenges will be determined. This study excludes the roles of institutions and the natural environment in coping capacity because the unit of analysis was the individual members of the community.

Originality/value

The research is a pioneer study on the coping capacity of the South African community in Auckland.

Purpose

Longitudinally (2008–2012) assess whether community-level sociodemographic characteristics were associated with patient-centered medical home (PCMH) capacity among primary care and specialty physician practices, and the extent to which variation in PCMH capacity can be accounted for by sociodemographic characteristics of the community.

Design/methodology/approach

Linear growth curve models among 523 small and medium-sized physician practices that were members of a consortium of physician organizations pursuing the PCMH.

Findings

Our analysis indicated that the average level of sociodemographic characteristics was typically not associated with the level of PCMH capacity, but the heterogeneity of the surrounding community is generally associated with lower levels of capacity. Furthermore, these relationships differed for interpersonal and technical dimensions of the PCMH.

Implications

Our findings suggest that PCMH capabilities may not be evenly distributed across communities and raise questions about whether such distributional differences influence the PCMH’s ability to improve population health, especially the health of vulnerable populations. Such nuances highlight the challenges faced by practitioners and policy makers who advocate the continued expansion of the PCMH as a means of improving the health of local communities.

Originality/value

To date, most studies have focused cross-sectionally on practice characteristics and their association with PCMH adoption. Less understood is how physician practices’ PCMH adoption varies as a function of the sociodemographic characteristics of the community in which the practice is located, despite work that acknowledges the importance of social context in decisions about adoption and implementation that can affect the dissemination of innovations.

Abstract

Purpose

Although the value of community capacity building is widely accepted within scholarly literature, these initiatives thus far appear to have achieved very little impact in the achievement of community development aspirations. This paper aims to increase knowledge regarding specific priority areas which when targeted will result in more effective pathways towards sustainable development.

Design/methodology/approach

This study was performed through utilization of a qualitative strategy, which involved the combination of a number of qualitative methods and techniques including individual interviews, surveys, focus groups, literary review and policy analysis.

Findings

The investigation found that improving identified CSD priority areas, aligned with the sustainable development goals (SDGs), seems to be the most effective strategy to enhance the ability of local communities to overcome sustainability challenges over time. SDGs 9, 4, 15, 16, 17 and 8 were identified as the areas of greatest significance for practical community capacity building for sustainable development (CSD).

Originality/value

This paper answers scholarly literature’s call for greater investigation into bringing sustainability research closer to society, to clearly define research direction and agenda. It also recommends ways to action the global goals locally.

Abstract

Purpose

Decision-makers, practitioners and community members have a need to assess the disaster resilience of their communities and to understand their own capacities in disaster situations. There is a lack of consensus among researchers as to what resilience means and how it can be measured. This paper proposes a novel technique to achieve consensus among stakeholders on definitions, objectives and indicators for measuring a key dimension of community disaster resilience (CDR), physical infrastructure (PI).

Design/methodology/approach

This study uses a five-step approach utilizing Q-methods to contextualize a resilience index for PI. Interviews, focus groups and Q-sorting workshops were conducted to develop a tool that ranked measures according to stakeholder preference. A total of 84 participants took part in the workshops across four countries (United Kingdom, Malaysia, Pakistan and Sri Lanka).

Findings

The initial set of 317 measures was reduced to 128 and divided into the three community capacities of anticipatory, absorptive and restorative. The physical infrastructure capacity assessment tool (PI-CAT) was then finalized to have 38 indicators that were also ranked in order of importance by the participants.

Practical implications

The PI-CAT can be useful for local governments and communities to measure their own resilience. The tool allows stakeholders to be confident that the metrics being used are ones that are relevant, important and meet their requirements.

Originality/value

The Q-method approach helps stakeholders to develop and use a community capacity assessment tool that is appropriate for their context. The PI-CAT can be used to identify effective investments that will enhance CDR.

Abstract

Purpose

Time banking is a form of alternative consumer market where members trade services, non-reciprocally creating a local marketplace for services. Time Banks facilitate dyadic exchanges, meeting members’ practical needs and building diverse skills. The purpose of this research was to determine the broad capabilities developed in the Time Bank economy, and to demonstrate how these capabilities were mobilised following a series of earthquakes, contributing to the larger community’s resiliency.

Design/methodology/approach

Taking an ethnographic approach, data were collected using a variety of methods including interviews, focus groups, participant observation and secondary research.

Findings

Over time, this alternative consumer market developed a significant communication and social network that members activated to solve diverse practical problems facing the community. Similar to other exchange communities, the Time Bank also fostered a strong sense of community based on reciprocity and egalitarian values. Although the Time Bank was created as a marketplace to exchange local services, during a series of devastating earthquakes, it galvanised adaptive capacities, increasing the resiliency of the local community during disaster relief and reconstruction.

Research limitations/implications

The data were drawn from one alternative exchange system in New Zealand.

Practical implications

The study shows how grassroots alternative consumer markets like Time Banks build community capacities alongside the formal economy. During normal times, this system meets consumer needs, but in extraordinary times, this system provides community shock absorbers, thereby enhancing community resiliency.

Social implications

The Time Bank was particularly adept at leveraging local knowledge to provide social support to those residents who were most vulnerable.

Originality/value

Data were collected before, during, and after the earthquakes, providing a rare opportunity to explore the process of community resiliency in action. This research extends existing theories of community resiliency explaining the development and activation of capacities by a local alternative consumer market.

Abstract

Purpose

The purpose of this paper is to determine opportunities, resources, and capacity building supports that enable volunteer capacity to participate in localized health planning processes.

Design/methodology/approach

A case study methodology is employed in this study. A range of qualitative research methods including focus groups, individual interviews, observation and document analysis is used to gather detailed data about the experience of the health volunteers. They engage in an in‐depth analysis of this experience. A thematic analysis of volunteer accounts informs the explanation of the case and the study findings.

Findings

The development of partnerships between health systems and communities is advocated as a means of enhancing overall community capacity to address priority health concerns, and to reduce escalating health care costs and inequities. The process of building health partnerships is complex, requiring extensive assessment of both health system and community readiness. Health volunteers have many capacities well suited to collaborative activity; these are more likely to find expression when barriers are minimized and facilitative conditions are maximized. The study finds that dialogue is a key mechanism for assessing community and system readiness, and for building trust and mutual understanding in such health partnerships. This case study introduces facilitated dialogue as a mechanism for assessing volunteer readiness and timely capacity building resources and supports, in line with the developmental needs of volunteers. Assessing health system readiness involves consideration of health system goals and definitions of participation, and overall commitment to developing and resourcing this kind of system‐wide change where the outcomes are longer term in nature. This commitment entails training of health professionals in the relevant health promotion knowledge and skills. This extends to mobilizing, nurturing, and supporting volunteer capacity to work with the health system to make informed decisions about the health needs of their community.

Research limitations/implications

A health system perspective on this question should be explored to identify other complex challenges associated with managing this kind of system‐wide change.

Practical implications

The paper provides detailed insights into the experience of health volunteers in a health planning context. These insights potentially inform concrete strategies for assessing community strengths and readiness, and for minimizing barriers to volunteer participation, particularly in a rural context.

Originality/value

The paper provides insights about how health system structure and environmental processes can be adapted to create an environment conducive to community participation.

Abstract

Job training, as traditionally conceptualized, is intended to improve the employment and earnings of disadvantaged individuals. Both theory and practice have approached the problem by segmenting the roles and responsibilities of the key stakeholders: the individual, the employer, and civil society. Such segmentation is problematic because it removes stakeholders from their contexts, and ignores the holistic and complex nature of the underlying problems and their remedies. Reframed as a form of business and community development, job training can focus on capacity building, stakeholder involvement, and expanded notions of skill achievement and geographic scope, thereby addressing stakeholder interests in context. The three cases presented in this chapter describe such reframing: from increasing human capital to building human capacity; from a partnership or individual business focus to a multi-stakeholder approach; and from job and employer-specific skill development to that which is multi-phased and geographically dispersed. Complexity theory will be used to explain these developments.

Abstract

Purpose

The purpose of this study is to investigate the relationship between government and Balinese society in tax decentralization through budgeting seem to insignificantly improve the welfare of Balinese society.

Design methodology/approach

This research was conducted in Bali Province involving eight regencies and one city. The data used in this study were secondary data, derived from relevant institutions or from websites through internet browsing and other documentations in the form of official reports/publications, such as regional budget, accountability reports, regional regulations and documents on budget and development of the regional economy. The present research used the partial least squares analysis technique.

Findings

Fiscal decentralization does not necessarily lead to better budget management. The success of fiscal decentralization can be found in the quality of the regional budget and the quality of budget management. The allocation of the regional budget for public service improvement and the development of infrastructure will increase the economic capacity of the regions. Improvement in regional economic capacity encourages the improvement of community welfare.

Originality/value

This income inequality points to the issue of fiscal capacity. The development of the financial role of district/city regions in the Province of Bali remains at a level gap with the development level of community welfare. During this period, the financial role of the government as estimated from the ratio of the national budget to the regional budget is higher than that of the society development. The acceleration role of the government is not proportional to the development of Human Development Index outcomes.

Abstract

Purpose

The Philippines is among the countries vulnerable to the adverse impacts of climate change. However, many local government units (LGUs) and the people themselves are not aware of the climate change phenomenon and do not have the capacity to undertake appropriate climate change adaptation measures. The purpose of this paper is to discuss the climate change adaptation strategies of communities and LGUs and the barriers and recommendations to enhance their adaptive capacity.

Design/methodology/approach

The study covered five communities vulnerable to climate change impacts. Information on extreme climatic events and their impacts and adaptation strategies undertaken were gathered through focus group discussions (FGDs) and key informant interviews. LGU staff members were assisted in the preparation of their climate change adaptation plan (CCAP).

Findings

The LGUs and communities have low adaptive capacity and employed temporary adaptation strategies. Strong social cohesion and spontaneous collective action are factors that could enhance the communities' adaptive capacity. The pursuit of awareness raising and capacity building activities on climate change phenomena, alternative livelihood, preparedness and adaptation possibilities, technology and infrastructure development and collective action, which are critical adaptive capacity enhancement factors were laid‐out in the CCAP.

Originality/value

The paper presents the barriers that constrain the adaptive capacity of communities and LGUs, the recommended adaptive capacity enhancement measures to overcome these barriers and the highlights of the CCAP jointly prepared by the partner LGUs and scientists.
