Abstract
Both neoclassical and Keynesian economists have widely favored the use of equilibrium models to understand economic activity, but dramatic periods of change such as the current global economic downturn are poorly understood by assuming equilibrium. The economist Joseph Schumpeter tried to inject dynamism and disequilibrium into economic models by arguing for the role of entrepreneurs in creating microeconomic change, and for examining long-term macroeconomic change as represented in business cycles. No economist, including Schumpeter, has ever connected these two approaches to change and these approaches are not typically used as alternative and complementary ways of viewing transformation over time. We suggest that these theories can be connected in a “mesoeconomic” institutional analysis rooted in economic sociology; we demonstrate this connection by examining the US commercial building industry. This industry has changed in qualitatively distinct ways over the past two centuries in what we call market orders, economic orders sometimes lasting for decades or more. In each market order, entrepreneurs of different sorts are able to flourish and push forward institutional changes that result in long-term economic shifts. Credit and finance have been pivotal influences in each market order, a factor supporting Schumpeter's focus on entrepreneurial action and speculation and one not largely discussed today. We view the recent disruption of financial markets as a signal of the destruction of a reigning market order.

The virtual organization is upon us, or so we are led to believe. No longer will we have to worry about finding enough space for so many workstations, as people will be sitting in cyberspace waiting either to send or receive their next communication. It will not matter where in the universe someone is, provided that they can communicate. People will be working in physical isolation, but this does not matter as they can, yes you’ve guessed it, communicate! There is no doubting that communicating is good and absolutely necessary, but it is quality of communication which is needed, not just any old garbled message. Are standards of communication deteriorating? The media by which we are sending messages are improving, of that there is little doubt, but it is the content and usefulness of this content which must be brought to question.

Abstract
Purpose
Rising energy costs and increasing environmental concerns are catalysts for introducing sustainable design features in buildings. Incorporating sustainable design features in commercial buildings cannot be overstated because it could confer benefits to the investor (owners) and occupants. This study aims to develop a model that could aid in the prediction of operation and maintenance (O&M) costs from the knowledge of building-design variables. There is little evidence that design variables influence the O&M costs of buildings. Therefore, this study investigates the relationship between design variables and O&M costs in commercial buildings with the intent of developing a cost model for estimating O&M costs at the early design phase.
Design/methodology/approach
The study was approached quantitatively using a survey strategy. Data for the study were obtained from 30 randomly selected commercial buildings in the CBD in Colombo, Sri Lanka. Pareto's 80/20 rule, correlation and regression analysis were performed on the data to prove the statistical relationships between the buildings' O&M costs and their design variables.
Findings
The study found that 12 significant O&M costs elements contribute to about 82% of total O&M costs. Repairs and decoration had a strong correlation with building shape. Furthermore, the regression analysis found that O&M costs values were primarily dependent on the building size (the gross floor area and height of the buildings). The gross floor area and height handled over 73% of the variance in the O&M costs of commercial buildings in Sri Lanka.
Originality/value
These findings are a useful insight into the principles for design economies that could contribute to more sustainable commercial buildings.
