Abstract

For the Republic of Ireland, as for most European countries, the period since the Second World War has been one of growth and expansion in higher education. This has resulted partly from a growing population of young people and partly from the demand for trained manpower in response to increasing industrialisation and technological change. Total enrolment in all sectors of higher education trebled from 15,000 in 1950 to more than 45,000 in 1983, and during the same period the number of students in the universities rose from 8,000 to 27,000. The rapid increase in enrolments led to the appointment of a Commission on Higher Education which reported in 1967. Many of its recommendations have been overtaken by subsequent developments, but two central themes were that increased state investment in higher education was a precondition of social and economic progress, and that the growing demand for higher education was so large and so diverse that new institutions should be established to cope with it. Accordingly, in addition to expansion in virtually all the existing universities and colleges, two new national institutes of higher education have been established since 1970, together with nine regional technical colleges, in which the emphasis is on courses in the applied sciences and technological and business studies. As far as state investment in higher education is concerned, around 80% of the financial provision for almost all the institutions is derived from state funds. The distribution of these funds to the universities and national institutes of higher education is one of the functions of the Higher Education Authority, a body established in 1968 on the recommendation of the Commission, and whose other functions include the continuous review of the need for and provision of higher education, and the coordination of financial planning and development.

Abstract

Purpose

The purpose of this paper is to analyze the e-resource collection development practices of the engineering college libraries of Aligarh. The research includes budgeting, collection development policy, collection evaluation, sources of funds, modes of procurement, pricing models and other aspects related to collection development activity.

Design/methodology/approach

The descriptive method was used for conducting the study, in which a well-structured questionnaire was administered followed by interview of the librarians of six engineering college libraries under study.

Findings

It was found that these colleges are much more interested in focusing on building a strong e-resource collection in their libraries. During the past few years, the budget has also been increased in majority of libraries for the acquisition of e-resources. The study found that the major factors affecting the selection of electronic resources (e-resources) in these colleges are quality, subject coverage, license agreement and vendor support. It was also revealed that majority of libraries lack proper collection development policy, especially for e-resources. The study suggested that these libraries should build their collections keeping in mind the different areas of specializations of engineering studies and the contemporary changes in the field.

Research limitations/implications

The paper is restricted exclusively to the study of collection development process of e-resources and the librarians of six major engineering colleges of Aligarh as respondents.

Practical implications

This study has great importance for the librarians of the similar engineering colleges in India. The findings and suggestions of the study can help not only in understanding the engineering college librarianship and its current trends but can also help library professionals who are facing similar challenges in their libraries.

Originality/value

The present study is about the e-resource collection development practices followed in engineering colleges of Aligarh, which can serve as a pedestal for future studies in other academic and special libraries in India and elsewhere.

This paper introduces and annotates English-language periodical articles, monographs, dissertations and other materials on library instruction and IL published in 2015.

Findings

Abstract

Purpose

The study aims to focus on the present automation status of the college libraries with an objective to offer enhanced Web-based library service on an affordable virtualization on cloud computing model.

Design/methodology/approach

With Infrastructure as a Service (Infrastructure as a Service) delivery model, this study demonstrates how libraries of colleges/smaller institutes could be connected to cloud Library Management System infrastructure through internet or dedicated point-to-point WAN connectivity. The Software as a Service (SaaS) delivery model depicts how college libraries could form library consortium at its own private cloud environment with installation of the required LMS application, database, middleware and other prerequisites.

Findings

A cloud-based consortium approach for the college libraries will reduce the cost of purchasing hardware equipment and setting up of infrastructural facilities; relieve libraries of involving additional IT skilled manpower; foster collaborative approach with shared environment and minimise duplication in resource subscription.

Originality/value

To the best of the authors’ knowledge, the present study is the first of its kind in the light of shifting of infrastructure, software and hardware requirements of smaller libraries for cooperative sharing in both IaaS and SaaS cloud platform. The study delineates step by step how college libraries could effectively leverage the cooperative cloud architecture for enhanced library services to reach wider user community.

Sets out to examine the \ill\ of how nursing college libraries in Scotland developed \ill\ services to cope with the new demands implied in the \ill\ 2000 curriculum. Looks at the experience for libraries \ill\ with the first wave of Project 2000 students. Seeks \ill\ whether many of the problems experienced in England \ill\ repeated in Scotland or whether lessons have \ill\ . A postal survey of nursing college libraries in \ill\ was conducted followed by in‐depth interviews with a \ill\ of libraries. Observes issues such as funding, \ill\ with other institutions, use of stock, etc. Results see\ill\ that Scottish nursing college libraries have coped \ill\ changes for a number of reasons including professional \ill\ and involvement in planning. However, the study \ill\ possible ongoing or future strategic and organiza\ill\ which may militate against a satisfactory \ill\ scenario.
