Abstract

Purpose

In the wake of the growing popularity of the open innovation approach, leveraging suppliers as external sources of innovation has attracted increasing interest from scholars and practitioners. Successful supplier involvement largely depends on an effective performance measurement process, but both supply chain management and innovation management literature have paid limited attention to this aspect. This paper aims to fill this gap by illustrating how companies measure the performance of the suppliers involved in their innovation projects and what role is played by the purchasing department.

Design/methodology/approach

This study interviews project stakeholders from nine different organizations acting as focal companies in the supply chains of various industries. This paper complements this on-field information with a vast amount of data collected from secondary project documents. Structured data coding and analysis allow us to discuss how companies redesign their performance measurement systems to ease the collaboration with suppliers in innovation and what factors underly these decisions.

Findings

The findings show that, in many cases, supplier performance measurement systems deviate from their typical characteristics to support collaboration in innovation projects. They integrate quantitative and qualitative measures, include contributions from different project stakeholders and are oriented toward high visibility and transparency with suppliers. A more substantial redesign of these systems is favored when purchasing is assigned to strategic project responsibilities and possesses higher absorptive capacity.

Originality/value

The results complement the knowledge for the supply chain management field, where supplier performance measurement systems have been discussed in the context of traditional buyer-supplier relationships, but not comprehensively in innovation projects and not considering the role of purchasing. Findings also contribute to the innovation management literature, which has mostly focused on what aspects need to be measured for innovation partners, rather than how to manage the performance measurement process in practice.

Abstract

Purpose

Collaborative product commerce (CPC) techniques are being applied with greater frequency in the health care sector. The purpose of this paper is to explore the potential barriers to their success in influencing cost and quality.

Design/methodology/approach

The health care supply chain (SC) is analyzed and five national health initiatives attempting to apply CPC techniques are described.

Findings

Five national‐level programs designed to improve health care quality and control costs use a variety of CPC techniques to create incentives and/or disincentives to influence suppliers’ behavior. Six barriers to success are identified that threaten healthcare CPC initiatives. They include: widespread resistance to change; information system limitations; the Health Insurance Portability and Accountability Act (HIPAA); the required time investment; lack of commitment to CPC principles; and the sustainability of the CPC business model.

Research implications/limitations

Investigation into the barriers to success is warranted to develop evidence‐based solutions to improve effectiveness of CPC approaches in health care.

Practical implications

No national health care initiative to date can be described as an unqualified success in terms of its ability to align the SC. Nevertheless, individually, and to some extent collectively, the aforementioned programs are making some headway.

Originality/value

This work is one of the first to present information on how collective CPC efforts are taking shape in health care and to describe key national‐level projects currently underway in the field. Such information can offer policymakers and employers insight into how CPC techniques might improve effectiveness in health benefit contracting.

Abstract

Purpose

The study aims to identify the antecedents of consumers' collaborative fashion purchase intention by analysing innovativeness, self-confidence and consumer spending self-control variables as antecedents.

Design/methodology/approach

A descriptive quantitative research was performed to verify the influence of such variables based on data collected through an online survey and analysed by structural equation modelling (SEM), which resulted in a final sample of 230 valid respondents.

Findings

The main findings include innovativeness as a strong antecedent of intention to consume collaborative fashion. However, self-confidence and consumer spending self-control are not related to adopting this consumption format, suggesting that collaborative fashion can promote reverse effects by stimulating excessive consumption.

Practical implications

The results can assist companies of collaborative fashion to enhance their strategies to attract consumers looking for creative reuse of items, for example, by offering repair, revitalisation services and promoting meetings to share tips on how to reuse items creatively. Companies can also improve communication campaigns by focussing on the product itself, rather than price, which seems to be more effective in the context of collaborative fashion consumption.

Originality/value

The study is amongst the first to analyse the influence of consumers' personality traits towards collaborative fashion consumption and provide the scope with findings on the interrelationship between personality traits and consumer rationality, which can broaden the understanding about the potential rebound effects in this context.

Cooperative purchasing is beginning to receive renewed attention by scholars and practitioners alike in both the private and public sectors. Generally, cooperative purchasing arrangements have been reported to reduce costs, expedite transactions, and increase product knowledge. In the public sector, cooperative purchasing has been reported to reduce political risk, minimize “red-tape,” and, in some cases, avoid all reported social equity goals that are reported to increase costs. In this article, we contend that the lack of conceptual clarity has marred the literature on cooperative public sector purchasing, and as a result public sector purchasers have no theoretical guidelines to help them decide upon this purchasing mechanism. Therefore, the purpose of this article is to use agency theory to analyze, define, and establish a conceptual framework of cooperative public purchasing to help guide academics and practicing public sector purchasing professionals.

Abstract

Purpose

The purpose of this paper was to examine the challenges and opportunities the new public procurement legislation has created for academic librarians as regards the acquisition of library materials in academic libraries (university/college libraries) in Malawi.

Design/methodology/approach

The study used a multi-method approach. Quantitative data were collected through questionnaires. The questionnaires were sent online to the university/college libraries of seven major accredited public universities in Malawi. After an initial analysis of that data, qualitative data on patterns were obtained through a mailing listserve with all the possible 19 librarians. Responses were analysed and categorised using a thematic approach.

Findings

Academic libraries (university/college libraries) are involved in the internal procurement committees. Librarians are represented in internal procurement committees, though their representation differs from one institution to another. All the academic libraries (university/college libraries) either use the centralised or independent procurement methods. As a result, the public university libraries deal with agents as independents. Working as independents has negatively affected the libraries, as materials are procured at different prices and sometimes at higher prices, thereby ignoring the value for money.

Research limitations/implications

In academic libraries, the library consortia have pulled resources towards a basket fund for wide access and cheaper licensing. However, for print library materials, a collaborative procurement process in which the academic libraries identify an agent capable of achieving a supplier list and then purchase directly from the preferred suppliers seems not to have been tried in the most developing countries.

Practical implications

The study suggests that academic libraries (university/college libraries) should emulate the library consortia approach when dealing with agents. The academic libraries should consider collaborative procurement models as a means of procuring library materials.

Originality/value

Since the enactment of the public procurement legislation in Malawi, no research has been documented on the challenges and opportunities the public procurement act and the acquisition of library materials. This research seeks to bridge the literature gap.

Abstract

Purpose

Both high reliability theory (HRT) and “new school” supply chain resilience (SCR) promote a multi-layered, adaptable, transformational, and holistic perspective on organizing and managing. The authors explore whether, and if so how, HRT offer fresh perspectives on the SCR challenges experienced during COVID-19 and on organizing for future resilience.

Design/methodology/approach

Addressing SCR at the interorganizational network level, and blending theory synthesis and case study research, the authors assess if and how HRN constructs and practices can guide analysis of SCR in dynamic, complex networks, and help shape development pathways towards organizing for resilience. Findings draw on thick description and iterative coding of data (58 interviews and 200+ documents) on the buyer network responsible for managing the supply of critical medical products in the Netherlands.

Findings

HRT highlights the interconnectedness of challenges encountered during COVID-19 and helps design future resilience through three lessons. Organizing for SCR requires (1) both anticipation and containment strategies, (2) stable working relationships characterized by trust, and (3) a clear basis of command underpinned by experience-based legitimacy.

Originality/value

Distinctive from SCR, which views crises as “black swans”, HRT organizes around everyday consideration of the risk of failure. Taking a buyer network perspective, the authors move beyond the buyer-supplier network focus in SCR. The authors contend that emphasis on measures such as supplier base management, stockpiling, and domestic production are essential but not sufficient. Rather, HRT implies that deep structural and social ties within the buyer network should also be emphasized.

Purpose

The purpose of this paper is to focus on the Joint Library Facility services and how Medical Science Libraries have embraced the Resource in Common model to save service copies for their patron’s use while allowing libraries to reclaim critically needed space and develop library services that better meet the needs of their patrons.

Design/methodology/approach

The paper begins with a description of the Joint Library Facility and its targeted users. It will discuss how this unique library storage facility shares ownership of its material with other libraries to reduce duplication of low-use print items on library shelves.

Findings

Although electronic materials are more popular with library patrons, there is still scholarly value in keeping low-use print materials as service copies.

Originality/value

This paper is a case study of a unique library storage facility that shares ownership of its material with other libraries. Its findings will help other libraries plan and implement their own shared print repository.

Abstract

Purpose

The purpose of this paper is to critically review methods of impact assessment and economic analyses.

Design/methodology/approach

Reviews the literature on impact assessment, and examines some case studies of impact assessment in health libraries. Relates satisfaction and dissatisfaction assessment to impact assessment. Identifies recent impact assessment approaches in public and academic libraries, and explores different uses of terminology for impact and outcome. Reviews literature on economic analysis of value, including cost analyses, cost-effectiveness analysis and return on investment (ROI) studies.

Findings

Terms for library assessment (outcome, output, impact, value and benefit) vary among different sectors. Impact evaluation should examine initial assumptions of value carefully, and examine possible gaps in the line of argument linking inputs of library services to presumed impacts (positive and negative). More attention to sampling and response rates is required, to avoid problems such as the “warm glow” effect. Qualitative and quantitative evidence should be carefully integrated to tell the impact story. Economic impact can be estimated, but methodology depends on the service aims and sector.

Originality/value

Demonstrates that some of the requirements for traditional impact assessment also affect economic analyses and ROI studies.

Abstract

Purpose

The purpose of this paper is to investigate how buyers and the vendors pursue alignment in collaborative purchasing (CP) of complex medical technologies.

Design/methodology/approach

Through a literature review in CP, the paper identify factors for shareholder alignment (i.e. aligning the needs of the buyers within the purchasing group) and customer alignment (i.e. aligning buyers’ needs with the vendors offering strategies) and investigate how they manifest in the case of CP of complex technology in the Danish National Healthcare System.

Findings

Shareholder alignment requires appropriate management of the relationships, expertise and guidance in simplifying procedures and effective management of the purchasing group. Customer alignment is facilitated by buyers’ understating of the vendor’s design options, which are moderated by the vendor’s design strategies.

Research limitations/implications

The findings and generalizations from a single case study are limited to the complexity of the purchased technology and the specific cultural context. However the paper represents the first explorative study that poses the attention on the relevance of shareholder and customer alignment in CP.

Practical implications

The study can offer hospitals, vendors, governmental and regional institutions a better understanding about the alignment mechanisms for successful implementation of CP and how to avoid pitfalls.

Originality/value

Literature on CP is scarce as there are virtually no contributions that debate the key elements and tradeoffs that need to be considered for strategic alignment. The study addresses this gap.

Abstract

Purpose

Procuring relief products and services is a challenging process for humanitarian organizations (HOs), yet it accounts for approximately 65% of relief operations’ costs (Moshtari et al., 2021). This paper aims to examine how procurement internal controls, materials and purchasing procedure standardization influence information integration and procurement performance.

Design/methodology/approach

In this study, partial least square structural equation models and multigroup analysis were used to analyze data collected from 170 HOs.

Findings

Procurement internal controls and material and purchasing procedure standardization fully mediate between information integration and procurement performance.

Research limitations/implications

The study focuses only on HOs. Since humanitarian procurement projects take place over a period of several years, it is difficult to capture the long-term effects of information integration, procurement internal controls, material and purchasing procedure standardization and procurement performance. In this regard, a longitudinal study could be undertaken, provided that the required resources are available.

Practical implications

Procurement managers should implement information integration practices within acceptable procurement internal controls and standardize material and purchasing procedures to boost procurement performance.

Originality/value

By integrating information through procurement internal controls and standardizing material and purchasing procedures, procurement performance in a humanitarian setting can be systematically optimized.
