Abstract

Purpose

This study aims to develop a strategic framework for the success of coastal urban projects in Vietnam, which is one of the Asia Pacific countries significantly affected by climate change.

Design/methodology/approach

A questionnaire was used to collect data from practitioners in Vietnam. Principal component analysis (PCA) technique was used to identify critical success factors (CSFs) of coastal urban projects. A strategy map for the success of coastal urban projects was also proposed using the balanced scorecard (BSC) method.

Findings

This study identified 41 project success factors that could contribute to project success, and thence, extracted 11 CSFs for coastal urban projects using the PCA technique. In addition, 11 key performance indicators (KPIs) for coastal urban projects were listed and their linking with project success factors and CSFs was explored. Furthermore, a strategy map for the success of coastal urban projects was proposed using the BSC method. The strategy map included five perspectives: learning and growth, internal processes, social and environmental performance, financial performance, and stakeholders' satisfaction.

Originality/value

This study identified 11 CSFs for coastal urban projects and proposed a strategy map for the success of coastal urban projects.

Abstract

Purpose

Realizing project portfolio benefits (PPBs) is considered a key challenge faced by enterprises. This challenge can largely be attributed to an unclear understanding of the factors influencing PPBs. However, synergistic relationships create complexity for the management of influencing factors. In response to this dilemma, the objective of this study is to quantitatively investigate the factors influencing PPBs while considering the synergistic effect among factors to provide guidelines for benefits management.

Design/methodology/approach

Through an integration of the synergy degree of the composite system model and social network analysis (SNA), a refined model is proposed to explore the factors influencing PPBs. First, a list that includes financial and nonfinancial influencing factors is clarified. Then, the corresponding network links, which represent the synergistic relationships among the factors, are innovatively assessed based on the synergy degree of the composite system. Finally, the influencing factor network is analyzed using both individual and overall indicators of SNA.

Findings

The resulting evidence demonstrates that four critical influencing factors exist, namely, “project managers,” “purchasers,” “development capacity” and “tangible resources.” These factors are relatively important and should be prioritized. Furthermore, the factors are divided into three subgroups: participant, resource and governmental factors. A general observation from the results is that factors that share the same subgroup are more likely to have a synergistic effect advantage, which leads to an increase in PPBs.

Originality/value

The value of this paper lies in its proposition of a quantitative model that can be used to measure and analyze the factors influencing PPBs with synergy considerations. This research contributes to the body of knowledge on benefits management by linking synergy with PPBs. It presents new insights for managers on how PPBs may be effectively managed and promoted from the perspective of influencing factors.

Abstract

Purpose

There are several urban areas close to the sea and other water bodies that may be adversely affected by erosion and flooding. Global climate change, including sea‐level rise and more intense and damaging storms, will increase the threats of natural hazards in several areas. Mitigating and adapting to these risks in urban areas are huge challenges for society. There is a need for a proper decision basis to build a society that is economically, socially, and environmentally sustainable. By incorporating coastal hazard and risk mapping into spatial planning, new developments can be diverted away from threatened areas. Further, by taking adaptation measures, risks in existing urban areas can be reduced. The purpose of this paper is to address these issues.

Design/methodology/approach

This paper presents the results of two case studies and discusses the prerequisites for impact assessment and project appraisal and how this is used and accepted by the users and decision‐makers.

Findings

A guideline has been developed as a tool for the integration of costs and benefits in decision making on investments in coastal zones. The guideline gives an overview of why, when, and how impact assessments and project appraisals can be made using socio‐economic valuations of coastal areas affected by erosion. Two case studies have been performed to demonstrate the practical application of the guideline and economic analysis and valuation in coastal management.

Originality/value

The guideline can be used to prioritise areas that need attention due to threatened shorelines, and to decide which preventive measures are the most efficient from a socio‐economic point of view.

Abstract

Purpose

Selecting and scheduling optimal project portfolio simultaneously is a complex decision-making problem faced by organizations to realize the strategy. However, dynamic synergy relationships among projects complicate this problem. This study aims at constructing a project portfolio selection and scheduling (PPSS) model while quantifying the dynamic synergetic effects to provide decision support for managing PPSS problems.

Design/methodology/approach

This study develops a mathematical model for PPSS with the objective of maximal project portfolio benefits (PPBs). To make the results align with the strategy, comprehensive PPBs are divided into financial and non-financial aspects based on the balanced scorecard. Then, synergy benefits evolve dynamically in the time horizon, and system dynamics is employed to quantify them. Lastly, a case example is conducted to verify the applicability of the proposed model.

Findings

The proposed model is an applicable model for PPSS while incorporating dynamic synergy. It can help project managers obtain the results that which project should be selected and when it should start while achieving optimal PPBs.

Originality/value

This study complements prior PPSS research in two aspects. First, financial and non-financial PPBs are designed as new criteria for PPSS, making the results follow the strategy. Second, this study illuminates the dynamic characteristic of synergy and quantifies the synergetic effect. The proposed model provides insights into managing a PPSS effectively.

Abstract

Purpose

Public open spaces (POS) in cities are often measured as a strength to enhance cities’ sustainability with a contribution to the three pillars: economic, social and environmental. Nevertheless, the importance of POS for disaster resilience is less recognised and remains under-rehearsed in the urban planning context. Within this context, this research paper aims to investigate the methods and approaches of using POS to enhance the coastal cities’ resilience to tsunamis through planning and designing interventions.

Design/methodology/approach

This study used the grounded theory as the research strategy. Accordingly, data collection involved 72 unstructured interviews covering a wide variety of participants related to the field of study including tsunami-affected communities, disaster resilience experts, urban planners, sociologists and coastal planners, in the context of Sri Lanka. The grounded theory coding procedure is used to analyse the data that includes transcripts, notes, maps and documents.

Findings

The analysis reveals that there is a significant potential to use POS to enhance the coastal cities’ resilience to tsunamis as an emergency evacuation directing point, as a primary place for emergency rescue, as an agent for temporary sheltering, as a facilitator for tsunami disaster mitigation and as a mediator to provide tsunami awareness. Finally, the findings propose five guiding factors for planning POS to enhance coastal cities’ disaster resilience to Tsunamis.

Originality/value

This paper introduces an innovative and unique approach for future urban planners and design professionals, to plan and design POS with a new direction towards disaster resilience while ensuring sustainability.

Abstract

Purpose – To critically assess engagements with capitalism in coastal fisheries development, considering their success or otherwise for coastal villagers.Approach – Using field research and written reports of projects and the concept of “social embeddedness” we analyze two fisheries development projects as local instances of capitalism.Findings – Coastal peoples in the Pacific have been selling marine products for cash since the earliest days of contact with both Europeans and Asians. Since the 1970s, there have also been fisheries development projects. Both types of engagement with capitalism have had problems with commercial viability and ecological sustainability. One way to understand these issues is to view global capitalist markets as penetrating into localities through the lens of local cultures. We find, however, that local cultures are only one factor among several needed to explain the outcomes of these instances of capitalism. Other explanations include nature, national political and economic contexts, and transnational development assistance frameworks. The defining features of “local capitalisms” thus arise from configurations of human and nonhuman, local and outside influences.Social implications – Development project design should account for local conditions including: (1) village-based socioeconomic approaches, (2) national political economic contexts, (3) frameworks that donors bring to projects, and (4) (in)effective resource management.Originality/value of paper – The chapter builds on the experience of the authors over 15 years across multiple projects. The analysis provides a framework for understanding problems people have encountered in trying to get what they want from capitalism, and is applicable outside the fisheries sector.

Abstract

Purpose

This paper's main objective emphasizes the importance of waterfront design in coastal cities. It reveals that a location is associated with the activities it hosts to become attractive for people or, in other words, to be a destination. In this respect, it proposes students' concept projects for the selected waterfront field study in Istanbul.

Design/methodology/approach

This study's conceptual framework is designed according to the qualities compiled from the place-diagram and the power of 10+ (plus) concepts of the PPS (project for public spaces). Accordingly, a fieldwork study based on the qualitative and quantitative research method was conducted as fieldwork in the Istanbul Sarayburnu waterfront, where historical and touristic sight-seeings of the Golden Horn meet with the Bosphorus coastal line. In addition to photo-video recordings, survey questions were also prepared during the field study.

Findings

Survey questions inquiries multi questions searching for the place-diagram qualities provide suggestions of 90 people who responded in situ. Results of the case study highlight six alternative proposal projects for the fieldwork prepared based on the power of 10+ concept by the third grade students of the School of Architecture of Istanbul Sabahattin Zaim University (IZU). Based on the survey questions and literature review findings, 10 sub-spatial qualities of waterfronts were disaggregated at the end of the study.

Research limitations/implications

The power of 10+ concept in the study provides a gauge for architects and urban planners; it gives them an excellent tool for assessing the quality of public spaces for placemaking in waterfronts.

Originality/value

Previous studies have generally been based on the PPS's place-diagram qualities with little mention of the interaction with the power of 10+ concept in placemaking. The proposed sub-qualities in the paper's conclusion contribute to architects and urban planners considering a model approach derived from those PPS concepts.

Purpose

Climate change is a global threat to social, economic, and environmental sustainability. In an increasingly urbanized world, homeowners play an important role in climate adaptation and environmental sustainability through decisions to landscape and manage their residential properties.

Methodology/approach

In this chapter, we review the potential impacts of climate change on environmental sustainability in urban ecosystems and highlight the role of urban and suburban residents in conserving biodiversity. We focus extensively on the interactions of homeowners and residential landscapes in urban coastal and desert environments.

Practical implications

Understanding how human-environment interactions are linked with a changing climate is especially relevant for coastal and desert cities in the United States, which are already experiencing visible impacts of climate change. In fact, many homeowners are already making decisions in response to environmental change, and these decisions will ultimately shape the future structure, function and sustainability of these critically important ecosystems.

Social implications

Considering the close relationship between biodiversity and the health and well-being of human societies, understanding how climate change and other social motivations affect the landscaping decisions of urban residents will be critical for predicting and enhancing sustainability in these social-ecological systems.

Abstract

Purpose

Flooding is an emerging problem in Ho Chi Minh City (HCMC), Vietnam, and is fast becoming a major barrier to its ongoing development. While flooding is presently of nuisance value, there is a growing concern that a combination of rapid urban expansion and climate changes will significantly exacerbate the problem. There has been a trend of population being rapidly accommodated in new urban areas, which are considered highly vulnerable to floods, while the development strategy by the local government still attracts more property investments into the three new districts on the right side of Saigon River. This paper aims to discuss the increase in the number of residences vulnerable to flooding, to underline the need for more appropriate future spatial development. For the vision, an application of compact and resilient theories to strategic planning and management of this city is proposed to reduce vulnerability. This paper also highlights the need to better understand growing vulnerability to floods related to urban expansion over low-lying former wetlands and the more important role of planning spatial development accompanied with transportation investment which can contribute to flooding resilience.

Design/methodology/approach

This research uses combined-methods geographical information system (GIS) analysis based on secondary data of flood records, population distributions, property development (with the details of 270 housing projects compiled as part of this research) and flooding simulation. This allows an integrated approach to the theories of urban resilience and compactness to discuss the implication of spatial planning and management in relevance to flooding vulnerability.

Findings

The flooding situation in HCMC is an evidence of inappropriate urban expansion leading to increase in flooding vulnerability. Although climate change impacts are obvious, the rapid population growth and associated accommodation development are believed to be the key cause which has not been solved. It was found that the three new emerging districts (District 2, 9 and ThuDuc) are highly vulnerable to floods, but the local government still implements the plan for attracted investments in housing without an integrated flooding management. This is also in line with the development pattern of many coastal cities in Southeast Asia, as economic development can be seen as a driving factor.

Research limitations/implications

The data of property development are diversified from different sources which have been compiled by this research from the basic map of housing investments from a governmental body, the Department of Construction. The number of projects was limited to 270 per over 500 projects, but this still sufficiently supports the evidence of increasing accommodation in new development districts.

Practical implications

HCMC needs neater strategies for planning and management of spatial development to minimize the areas vulnerable to floods: creating more compact spaces in the central areas (Zone 1) protected by the current flooding management system, and offering more resilient spaces for new development areas (Zone 2), by improving the resilience of transportation system. Nevertheless, a similar combination of compact spaces and resilient spaces in emerging districts could also be incorporated into the existing developments, and sustainable drainage systems or underground water storage in buildings could also be included in the design to compensate for the former wetlands lost.

Social implications

This paper highlights the need to better understand growing vulnerability to floods related to urban expansion over low-lying former wetlands and emphasizes the more important role of planning spatial development accompanied with transportation investment which can contribute to flooding resilience. Coastal cities in southeast countries need to utilize the former-land, whereas feasibility of new land for urban expansion needs to be thoroughly considered under risk of natural disasters.

Originality/value

A combination of compact spaces with improved urban resilience is an alternative approach to decrease the flooding risk beyond that of traditional resistant systems and underlines the increasingly important role of urban planning and management to combat the future impacts of floods.

Abstract

Ports and port cities play a pivotal role toward the sustainable development of coastal ecosystems. These ecosystems provide their natural capital by offering favorable locations for industry and accessibility to world markets. While port industrial activities have been reactive to pressure from stakeholders, in more recent years ports have adapted inclusive strategies and seek to align their strategic intentions with stakeholders. Around the world, port authorities are aligning their ambitions toward their contribution to the sustainable development goals (SDGs), such as the World Port Sustainability Program (WPSP) for port authorities and AIVP2030 for port cities. The aim of this chapter is to assess to what extent ports have contributed to the implementation of the SDGs. The analysis is based on a content analysis on a portfolio of 212 projects in which port authorities demonstrate leadership in sustainable development. The results indicate that the contributions of port and port city authorities are generally motivated to “do no harm.” Port authorities also have “do good” intentions for their ecosystems, which are mainly focused on reenforcing connections with communities and less to restore their impact on the biosphere. Furthermore, the findings show that linkages between WPSP projects with the SDGs are rather ambiguous. Directions are given toward a methodology for port authorities (PAs) to establish a stronger link between (monitoring) business strategies with the implementation of inclusive port development strategies to prevent using SDG reporting for greenwashing purposes.
