Abstract

Conceptually, reducing the risk of disasters is closely associated with adaptation processes. A fairly conventional approach to disaster risk reduction (DRR) characterizes preparation as part of a continuous cycle of activities that move from disaster events through recovery (damage limitation) and risk reduction (preparation) phases until the next event occurs (Moench, 2007). Moench argues that climate change is increasingly recognized as among the greatest challenges human society will face over the coming century. While it will affect everything from basic ecosystem processes to the spread of disease, some of the greatest impacts are anticipated to occur due to increase in the frequency and intensity of extreme climate events, such as storm, floods, and droughts. Therefore, many of the elements identified in the cycle – strengthening of resilience, land-use planning, insurance, and the development of early warning information – should reduce vulnerability to the next event and thus, assist regions in “adapting” to the types of events that can cause disaster. However, the frequent occurrence as well as the increase in the intensity of the hydrometeorological hazards does not imply on enhanced perception and awareness of the people for preparedness, as experience is not the prime factor to it (Shaw, Shiwaku, & Kobayashi, 2004). In this sense, climate change related disaster management and risk reduction plans should be prepared targeting the concerned target population. A combination of clear and accurate warning messages with high level of preparation with an effort of self-reliance during the crisis time needs to be looked into (SEEDS, 2008).

Abstract

Anthropologists who study disasters share the widely acknowledged understanding that the effects of disasters tend to be more severe among economically and socially marginalized communities than others. Moreover, while poverty intensifies the effects of disasters, it also places survivors at the mercy of policies they have little control over because they often tend to be socially and politically marginalized on account of their poverty. Social vulnerability in other words is a determining factor in shaping the vulnerability of populations to catastrophic events. While scholars tend to focus on the catastrophic event itself as the locus of analysis, it has also become amply clear that such studies need to be in conversation with those that explore the long-term trajectories and effects of social inequality. Drawing upon fieldwork conducted in southern India among artisanal fisher communities affected by the tsunami of 2004, this paper argues that the conceptual aims and claims of the vulnerability concept ought to be extended beyond the confines of the disaster (conceptualized as event), to the broader historical sweep of unequal social relations of production, exchange and consumption within which such communities find themselves. Positioned at a disadvantage in relation to powerful players such as the state, multilateral entities and private big capital, such communities nevertheless might also become important loci of possibility, as they bring to bear their own critiques of power, and fashion political strategies that often frustrate and undermine the conceptual frameworks and goals of contemporary capitalist-led development.

Compelling evidence in recent decades confirms that climate change is already happening as demonstrated by increasing mean temperature, changing precipitation patterns, rising sea level, and increasing frequency and growing intensity of extreme weather events in Asia. Regional climate studies have shown and projected that the worse is yet to come. According to the International Strategy for Disaster Reduction (ISDR), Asia registered the highest number of hydrometeorological disasters at 1,532 occurrences in the period 1991–2005 among all regions in the world.

Abstract

This chapter examines how residents of vulnerable communities frame environmental change. Specifically, this study reveals how residents from Louisiana's coastal communities understand coastal land loss. Respondents convey the meanings they give to land loss through constructing a narrative of place. We use a phenomenological approach that focuses on how stories are told and the subjective interpretations of societal members. We suggest that the slow onset disaster of coastal land loss leaves residents feeling vulnerable, forcing a constant and heightened awareness of place attachment. Prior to Hurricanes Katrina and Rita in late summer 2005, residents expressed a sense of separation and alienation from the restoration process. As major restoration plans are considered, residents’ place attachment can shed light on the role the communities can play in policy and restoration projects.

Taiwan is located between the world's largest landmass, the continent of Asia, and its largest ocean, the Pacific Ocean. The Tropic of Cancer passes through the island of Taiwan, giving it a subtropical and tropical oceanic climate. High temperatures and rainfall and strong winds characterize the climate. Because of Taiwan's position in the Asian monsoon region, its climate is greatly influenced by monsoons as well as by its own complicated topography. The annual mean temperatures in the lowlands are 22–25°C, and the monthly mean temperature exceeds 20°C for eight months starting with April each year. The period from June to August is the hottest season with mean temperatures of 27–29°C. Temperatures are cooler between November and March; in most places, the coldest monthly mean temperature is above 15°C. The climate is mild rather than cold and temperatures only fall dramatically when a cold front affects the region. Average annual rainfall in the lowlands of Taiwan is in the range of 1,600–2,500mm. Due to the influences of topography and the monsoon climate, the rainfall differs greatly with different areas and seasons. In mountainous areas, average rainfall may exceed 4,000mm/yr. Rainfall is generally higher in mountainous areas than in lowland areas, higher in the east than in the west, and higher on windward slopes than on the leeward side. The northeast monsoon prevails during the winter; this is the rainy season in the north though rainfall is not intense. But the same winter period is the dry season in the south. During the summer, the southwest monsoon prevails, often giving rise to convective thunderstorms and bringing intense and copious rainfall. With added downpours brought by typhoons, this season often accounts for over 50% of annual rainfall in the south so that central and southern regions often suffer greatly. Relative humidity on the island of Taiwan, surrounded by ocean, is high, usually measuring in the range of 78–85%. In the north, relative humidity is higher during winter than during summer. The situation in the south is the opposite. Over the past 100 years, the rainfall in the north has increased, while the rainfall in the south has decreased. The trend is not as consistent as that of the temperature change (Environmental Protection Administration, Executive Yuan, R.O.C. (Taiwan), 2002).

Climate change is one of the biggest challenges to development. Intergovernmental Committee in response to Climate Change (IPCC, 2007), with majority agreement, has pointed out that climate change is caused by human activities. Intergovernmental Panel on Climate Change (IPCC) also pointed out that these serious impacts by climate change will directly affect the poorer and more vulnerable communities and nations. According to the Human Development Report 2007–2008 by United Nation Development Program (UNDP, 2008), people in rural areas are most vulnerable to climate change, because it directly affects the resources in the ecosystem on which their lives depend. Countries with newly developed economy will be seriously hit, economically and socially, within the next few decades by natural disasters such as flood, draught, and storm, which have been increasing in number and severity. Human health is also adversely affected, which has multiplying effects in different sectors.

Abstract

The fact that the world is becoming increasingly urbanized is recognized by the United Nations (UNFPA, 2007) in the State of the World Population Report as the “The Urban Millennium.” In year 1950, 30% of the world's population lived in cities and as of recently, the population has reached up to 50%, making year 2007 a turning point in the history of urban population growth (Bigio, 2003; Kreimer, Arnold, & Caitlin, 2003; UN-HABITAT, 2007). By year 2030, the United Nations expects more than 60% of population to be living in cities (Munich Re, 2005). And as shown by Surjan and Shaw (2009), by year 2050, the world's urban population is expected to grow by 3 billion people. Most of this growth will take place in developing countries, with the urban population in cities and towns doubling. As it has been summarized, from 1991 to 2005, more than 3.5 billion people were affected by disasters; more than 950,000 people have taken their lives unwillingly and damages have reached nearly 1,193 billion US dollars. Developing countries will suffer the most from climate change, since they are disproportionally affected and have intrinsic vulnerabilities to hazards and so far have struggled in increasing the capacity for risk reduction measures (Wahlström, 2009). Nevertheless, by contrast, even in the largest and wealthiest countries, which have diversified economies and risk transfer mechanisms, the loss has topped an amount of billions of US dollars, as was the case with Hurricane Katrina in USA in 2005. It has been confirmed with facts over the last two decades (1988–2007) that 76% of all disaster events were hydrological, meteorological, or climatological in nature, whether it occurred in urban or in rural areas.
