Abstract
Purpose
The purpose of this paper is to investigate the relationships between supply chain quality management (SCQM) and firm performance (including quality safety performance and sales performance) leveraging social co-regulation as a moderator.
Design/methodology/approach
Using survey data collected from 203 food manufacturers in China, a series of hierarchical linear modeling analyses were conducted to test hypotheses on the relationships between SCQM and firm performance.
Findings
The findings are threefold. First, all three dimensions of food SCQM practices, i.e., supplier quality management, internal quality management, and customer quality management, have significant positive effects on an enterprise's quality safety performance and sales performance. Second, SCQM practices can also increase sales performance indirectly through quality safety performance as a mediator. Third, while social co-regulation has no significant effect on the relationship between supplier quality management and quality safety performance, it has a significant moderating effect on the relationship between internal quality management and quality safety performance, customer quality management and quality safety performance.
Research limitations/implications
This study not only integrates SCQM with social co-regulation but also explores the regulating effect of social co-regulation through empirical analysis, thereby providing a theoretical base for future research. However, this research is confined to China and so the results are not necessarily generalizable to other countries.
Practical implications
The findings inform managers of the importance in enhancing awareness of food quality and safety as well as in improving their sensitivity to salient quality demands of external stakeholders in order to achieve better SCQM practices. The findings can also inform policymakers of the significance in designing a systematic multi-agent cooperation mechanism for food SCQM as well as to build an effective information sharing mechanism for social co-regulation of food safety.
Originality/value
This study contributes to knowledge by empirically examining the relationships of SCQM practices with firm performance. It also expands the scope of SCQM research by incorporating social co-regulation in the study framework.

Abstract
Purpose
The purpose of this study is to examine the effect of students’ self-regulation, co-regulation and behavioral engagement on their performance in flipped learning environments in higher education.
Design/methodology/approach
The subjects were college students taking an education course offered at a 4-year university in South Korea. Structural equation modeling was adopted to analyze 221 student responses.
Findings
The findings indicated that the more students self-regulated, the more likely they were to engage in co-regulation with other students in the class. Students’ self-regulation and co-regulation also significantly affected their behavioral engagement. Finally, students’ self-regulation positively affected their academic performance, while co-regulation and behavioral engagement did not affect their performance.
Originality/value
Based on these findings, this study provides meaningful implications for scholars and practitioners on how to select and use more appropriate instructional and evaluation strategies to improve students’ positive behavior, engagement and performance in a flipped learning environment.

Abstract
Purpose
Self-regulation is defined as strategic, metacognitive behavior, motivation and cognition aimed at a goal (Zimmmerman and Schunk, 2011). Co-regulation, arguably more aligned with norms in communal cultures, is the process of learners sharing “a common problem-solving plane” through which self-regulatory strategies are learned (Hadwin and Oshaige, 2011, p.247). This paper aims to investigate the impact of co-regulation on self-regulation and math achievement for culturally diverse students.
Design/methodology/approach
This empirical study used structural equation modeling framework to estimate the effects of co-regulation on self-regulation and math achievement, as measured by the statewide-standardized test. Surveys measuring students’ use of co-regulatory and self-regulatory strategies and standardized math test scores were collected from 625 seventh- and eighth-grade students in a suburban district outside a southeastern urban center in the 2011-2012 academic year.
Findings
Results indicated that co-regulation is positively and significantly related to self-regulation strategy use among students in the sample. Self-regulation and co-regulation were positively related to math achievement. Data suggest the modeled relationship of co-regulation, self-regulation and achievement may vary by ethnic group.
Originality/value
A large body of literature documents the impact of self-regulation on student achievement, although there is less focus on students of color. This work expands that body of literature by examining co-regulation as a predictor of self-regulation and its mediated effects on student achievement for students of color.

Purpose
The aim of this paper is to analyze the changing role of business in a globalized society, focusing on transnational corporations as private authorities which have gained power in global governance. The paper will aim to address the following issues: the development of CSR as a voluntary framework based on self‐regulation instruments through which corporations can manage their social and environmental impacts; corporations' exercise of power and authority in developing CSR standards globally through inter‐firm cooperation; and CSR as a mechanism to transform business culture through the development of co‐regulatory instruments between corporations and their stakeholders.
Design/methodology/approach
This paper describes the emergence of corporate social responsibility (CSR) as a new governance framework, essentially created by the pressure of global civil society on corporations. The research focuses on the analysis of new forms of business political activities: self‐regulation and co‐regulation.
Findings
The findings describe how transnational corporations have become private authorities, competing or collaborating with global civil society or public authorities to develop a new framework of social and environmental regulations to manage their responsibilities and exercise their global power.
Practical implications
This paper highlights the need for regulatory tools to transform global governance. CSR requires the development of public accountability mechanisms for private authorities, an issue that can be resolved by developing global governance networks between public and private actors.
Originality/value
This paper explains why CSR has taken shape through the creation of self‐regulation management standards and co‐regulating norms and instruments where transnational corporations are a major driving force.

Purpose
The purpose of this paper is to introduce a tool for the international comparative analysis of regulatory regimes in the field of building regulation.
Design/methodology/approach
On the basis of a heuristic model drawn from regulatory literature, a typology of building regulatory regimes is introduced. Each type is illustrated with a number of real‐life examples from North America, Europe, and Australia.
Findings
Governments worldwide have introduced building regulatory regimes with a variety of designs. On an abstract level, these designs are shown to have a comparable pattern. This pattern is utilised to draw up a typology of regime‐designs that can be placed on a sliding scale, with a “pure public regime” at the one end and a “pure private regime” at the other. Intermediate regimes display characteristics of both.
Originality/value
The comparative analysis of different regimes assists policy makers by demonstrating which combinations of regulatory characteristics can provide the best results in particular instances. The typology introduced by the paper assists this process by providing a tool for systematic analysis of complex real‐life cases.

Financial crises pose a challenge to the legal systems of the concerned countries and international organizations. The current crisis has exposed significant failures of regulation and supervision, making the Financial Market Law a key topic on the political agenda. Thus, great changes and challenges are ahead of us. These were the focus of an interdisciplinary and comparative conference held at the University of Marburg. The paper deals with the individual presentations and carries out an overall analysis.
Design/methodology/approach
The paper covers the most important issues in financial regulation.
Findings
An extensive regulation is confronted with several obstacles; suitable approach could be the co-regulation; desirable aim is the instauration of the mechanism of capital markets. Those who gain the benefits in case of success should also bear the losses in case of failure instead of being rescued at taxpayers’ expense.
Originality/value
The difficulties arising from extensive regulation suggest a more liberal approach to financial regulation.

Abstract
Purpose
This case study follows the history of the personal and experiences, viewpoints, and attitudes of the key actors from both parties over the period of setting up and implementing a primary authority partnership. It is one of a series research papers and case studies that study approaches to improve compliance with public and private regulations through cooperative and collaborative approaches. The paper aims to discuss these issues.
Design/methodology/approach
It is a grounded qualitative study of what a number of individuals said in the course of a number of interviews. The aim and objectives being to obtain, from the key actors, their personal viewpoints, attitudes to and experiences of the partnership. Unlike some grounded approaches the research was based on the priori themes of cooperation and collaboration using semi structured interviews. At one stage, because of difficulty of access to the key actors caused by major re-development of the company, questionnaires replaced interviews.
Findings
The authors found that barriers to achieving a successful partnership included an initial reluctance, by all parties concerned, to cede some of their management autonomy to others and experiences of uncooperative behaviour between the public and private sectors in the past. They were largely overcome as the implementation of the project progressed resulting in improved food safety compliance management based on mutual trust. Other benefits for Preston City Council were immediate cost savings for Preston City Council in their use of human resources. For E.H. Booths, Ltd no initial cost saving was made, but there is potential longer term savings to be made through better risk based targeting of resources. These benefits only being made possible by the collaborative effort and support from all parties and individuals involved.
Originality/value
On its own this case study research is limited by its size and scope but the emerging topics and findings highlight the difficulties and barriers faced in setting up partnerships between public regulators and businesses. Therefore, the results can be of value to similar studies and other areas where cooperation, collaboration, partnership, and co-regulation are significant contributory factors to successful compliance strategies.

Self‐regulation is widely considered to be a necessary complement – sometimes substitute – for traditional media‐supervision legislation and practice, especially so when the regulatory object is the Internet, where national legislation meets global networks and content. An example of an internationally structured self‐regulation initiative is provided by the Internet Content Rating Association (ICRA). Its filter for blocking Internet content must be seen within the context of a more extensive bundle of measures based on the principle of self‐regulation. By choosing ICRA as a focal point, the authors set out to illustrate the new, user‐centered paradigm that could become the rule rather than exception for all kinds of media.

Abstract
Purpose
The purpose of this paper is to extend research on contemporary forms of oversight surrounding professional work in an era characterized by increased skepticism regarding professional claims and the rise of independent regulatory authorities. The authors investigate the interplay between key actors as well as the shifting role boundaries in a distinct regulatory space, following the introduction of a new public oversight framework.
Design/methodology/approach
The analysis draws on the notions of regulatory space and boundary work to better understand the development of independent audit oversight in France. The authors adopted an interpretive approach to conduct a longitudinal case study based on 33 interviews and documentary data produced from 2003 to 2012.
Findings
The study provides a narrative of the boundary work carried out by the French audit profession as it tried to reinvent its role in the new regulatory order. In the case, boundary work engendered a hybrid regulatory pattern, named “co-regulation,” reflecting both the logic of independent regulation and the logic of self-regulation. The main consequence of this is that zones of mutual involvement were constructed – thereby suggesting that to become a reality, independent oversight of professional work needs to accept some operational dependence from professionals.
Originality/value
The study illustrates the elusiveness of boundaries surrounding actors’ role within contemporary forms of professional regulation. More generally, hybrid development suggests that professions are proactive and, to some extent, successful when it comes to developing alliances and manipulating changes within their regulatory space.

The need for food safety and food quality standards is acknowledged by public regulators, private actors, and the society. The purpose of this paper is to identify the types of actors in the multilevel transnational food chain regulatory governance and how their interlinking affects regulatory outcomes over time.
Design/methodology/approach
Food chain regulatory standards emerge within a complex process beyond the state. Based on interdisciplinary theoretical perspectives, namely regulatory governance and political economy, this paper provides a integrative framework of analysis by identifying the types of actors and their interactions in the food chain regulatory governance.
Findings
Food chain regulatory standards setting have been mainly studied either from the public regulator or the firm self-regulating point of view. This paper demonstrates how the political and economics dynamics of the interactions among public and private actors operate within the transnational food standards setting process. The study identifies the groups of interdependent actors (public and private) that interact within the transnational food chain regulatory process and develop public-private regulations, self-regulations, and co-regulations over time. In this process, the actors’ different power, operational and regulatory capacity, experience, resources affect the regulatory outcome with socio-economic and governance implications.
Research limitations/implications
The paper does not examine in detail how these interactions operate empirically on specific regulations.
Practical implications
The paper offers an integrative thorough understanding of the food chain regulatory standard setting process, relevant for academics, policy makers, the industry, and society.
Originality/value
The paper constitutes new research by identifying the actors and interactions in the integrative regulatory governance of the food chain standards.
