Abstract

Purpose

This article analyses the role of cluster facilitators in the Singapore maritime cluster. Singapore has been recognised for its pro-business policies and its ability to attract international shipping companies to set up the ship ownership headquarters and ship management activities in Singapore.

Design/methodology/approach

The research is an empirical investigation on the approach for industrial cluster development of the Singapore maritime cluster, using the case study research methodology. The case study approach leverages on multiple sources of evidence from deep interviews (of 24 Singaporean firms and 13 Norwegian firms) related observations, documentation and archival records. As a means of contributing to the cluster renewal process, Singapore as the country embarks on the next stage of maritime cluster development, a benchmarking against the Norwegian Innovation Cluster has been incorporated.

Findings

The research findings reveals that Singapore is lacking in innovation activities that entails multi-firms collaborations and collaboration between multi-firms and research institutions. The existence of cluster organisation to facilitate collaborations between firms in the cluster and between firms in the cluster with research institutions is another contributing factor that are not institutionalised in the Singapore maritime cluster.

Research limitations/implications

Though the research is grounded primarily on the international business theory, particularly from firm- and country-specific advantages of location decisions, the economic geography theory and cluster theory also complement the theoretical grounding.

Practical implications

The findings derived from this research aim to facilitate policy makers, maritime leaders and practitioners to develop effective courses of action in current and future maritime industry development.

Originality/value

The research provides value to maritime industry stakeholders, maritime leaders and policy makers in their firm positioning strategy. Thus, the research adds values to the maritime industry with similar country perspectives and firm values for developing policies.

In the context of Saudi Arabia, this chapter investigates how clustering promotes knowledge sharing and transfer in an emerging, government-directed industry cluster. It is determined that lateral actors play a key facilitating role, and formal and informal mechanisms and interpersonal links among actors support that cluster knowledge exchange. Limited social capital strength and depth and a lack of trust that prevents knowledge sharing are partially explained by the cluster's limited vertical and horizontal actors.

Abstract

Purpose

Entrepreneurial clusters are viewed by academics, practitioners and policy makers as effective economic tools, associated with new business opportunities and innovation potential. Currently, the advancing cluster discussion is concerned with exploring the interplay and interdependence between cluster members, with collaboration increasingly taking centre stage. Despite this, however, the actual nature of collaboration is not fully understood. This study aims to explore collaboration, examining the underlying aspects of cooperative exchange, relationship-building and trust, and networking and knowledge sharing.

Design/methodology/approach

The methodological design is qualitative, utilising a series of semi-structured interviews with a cohort of cluster members, operating in an urban cooperative.

Findings

A shared purpose, underpinned by commonly supported value systems, is crucial in the formation of trust-based relationships. Competitive rivalry did not negatively influence motivation for collaboration. Instead, it is superseded by trust-based relationships, which facilitate information flow, acting as an enabler for collaboration. Collaboration, in pursuit of mutually beneficial goals, without fear of opportunism, is enacted through the formation of a number of, and different relationships, dependent on individual goals and/or stage of business development. Informal, rather than formal, relationships are built on respect and unspoken agreements, rather than on written formal contracts. Many “untraded” interdependencies lead to a stable networked cluster environment.

Originality/value

This empirical study contributes to and advances entrepreneurial cluster literature providing a deeper understanding for academics and policy makers of the interplay between cooperative exchange, relationship-building and trust and networking and knowledge sharing.

Abstract

Purpose

The aim of this paper is to analyse the nature of the facilitators of continuous improvement (CI), proposing a classification of them and identifying the different profiles of companies based on them.

Design/methodology/approach

To achieve this objective, first, a literature review was done in order to identify the main facilitators; second, some of them were included in a survey based on experts' opinions; third, a survey was conducted amongst people responsible for implementing CI; and finally factorial and cluster analysis were applied.

Findings

Based on the results, three main factors were identified: “cultural facilitators”, “tactical facilitators” and “human resources involvement facilitators”. Additionally, five clusters were defined.

Practical implications

As many companies still struggle when implementing CI, the results of this study can help all them to focus on the most important aspects in order to guarantee the sustainability of the CI system.

Originality/value

From a theoretical point of view, this work contributes to the CI field by analysing the nature of the main facilitators companies can find when implementing these initiatives. Thus, not only does this study provide a hierarchy of the most important facilitators, but also classifies them. As far as authors are concerned, this is the first attempt to categorise CI facilitators.

Abstract

Purpose

This paper seeks to focus on industry clusters and a rationale for why they may be considered an antidote for stimulating knowledge sharing and collaborative innovation.

Design/methodology/approach

Community based participatory research was undertaken using case studies and interviews within four industry clusters based in two countries – Australia and Dubai. Findings were ranked according to a knowledge sharing relational framework.

Findings

Industry clusters can play a key role in growing both established and new areas of economic development. Member firm collaboration, knowledge sharing and innovation can result in positive outcomes if the cluster is managed and facilitated appropriately and knowledge sharing is nurtured.

Research limitations/implications

The paper examines top-down, hybrid and bottom-up clustering from a variety of sectors as a way of understanding knowledge sharing and innovation exchange. However, given this research comprised case studies, it is recommended that broader, more internationally generalizable research is conducted that includes cluster firms within a range of sectors.

Practical implications

The stimulation of opportunities for collaboration and innovation are mandatory for firms and regions to move forward. Irrespective of the uncertainty of the outcome, cluster managers/facilitators need to ensure that they provide regular opportunities for cluster firms facilitators/managers and representatives to network and generate new ideas.

Originality/value

The role of cluster managers/facilitators in supporting knowledge sharing processes has been largely overlooked to date. Agglomeration needs both visible and invisible hands to stimulate knowledge sharing and exchange.

Abstract

Purpose

The purpose of this study is to identify inhibitors and enablers of Kaizen event effectiveness, as perceived by participants, and categorize them into shared mental models to understand the factors participants believe to be affecting Kaizen event success. The findings are also interpreted using the lens of attribution bias and previous studies of Kaizen event effectiveness.

Design/methodology/approach

A qualitative approach involving coding responses from participants was adopted. The identified significant inhibitors and enablers were then assigned to shared mental model types using a mapping and categorization approach.

Findings

The results are largely consistent with previous studies and show that job/task and technology/equipment mental models dominate participant views of inhibitors, while enablers were primarily drawn from team and team interaction mental models. This also suggests that attribution bias is present.

Research limitations/implications

The methods used to measure shared mental models in this study are cross-sectional and exploratory in nature. Future research could involve the intensive study of a smaller number of Kaizen events over time.

Practical implications

The findings in this study can be used by organizations to identify training needs for Kaizen event teams by identifying areas of potential attribution bias, by divergence of perceptions between facilitators and team members and by underestimated factor effects.

Originality/value

This investigation offers understanding of the Kaizen event team shared mental models with respect to inhibitors and enablers of event success. Organizations can harness common perceptions among continuous process improvement teams to increases chances of Kaizen event success.

Abstract

Purpose

The purpose of this paper is to describe and analyze a successful training exercise in detail, through both a practical and a theoretical lens, in order to identify critical aspects of its success and enable others to build upon it; and to capture insights and lessons learned in a framework that will facilitate the design of future trainings for a variety of goals and audiences.

Design/methodology/approach

The authors document and analyze the case study of a successful humanitarian logistics training exercise: the World Food Programme’s Logistics Response Team (WFP’s LRT) training. The LRT is described in detail in order to capture the extensive knowledge and experience that went into developing the full-scale, immersive exercise.

Findings

The authors evaluate the LRT training through a theoretical lens, considering how it teaches the diverse set of skills required and identifying reasons for its success. The authors contrast the LRT with a light version developed for classroom use, and capture insights in a framework that highlights critical aspects of training design.

Research limitations/implications

The requirements and design aspects highlighted in the framework are very high level, but they focus attention on key aspects that should be considered. Future research should develop more targeted metrics for evaluating what people learn from training exercises. More generally, a systematic approach to capturing knowledge and codifying good practices should be developed.

Practical implications

The detailed case study and framework provide a basis for the design and improvement of simulated emergency training exercises, which are common in the humanitarian practice community.

Originality/value

The case study of WFP’s LRT training formally documents valuable knowledge and experience that went into its development. The humanitarian community can use the proposed framework to more systematically evaluate, improve, and extend training exercises.

Abstract

Purpose

While few studies have examined business-to-business (B2B) mobile application (app) usage, none have examined the challenges in developing these technological assets. This study aims to examine B2B marketing executives’ perceptions regarding benefits, barriers and facilitators in app development.

Design/methodology/approach

A survey of 311 B2B marketing executives at selling firms in the USA was conducted to identify key themes related to the benefits, barriers and facilitators in developing B2B apps. The research featured “open-ended” questions exclusively, and advanced textual and thematic analysis of executives’ responses produced several key themes.

Findings

Results show that the perceived benefit of lowering customer servicing and costs drives development more so than trying to realize new revenue opportunities (e.g. “saving” vs. “making” money). Achieving internal buy-in/participation was perceived as a larger barrier than the commitment of financial resources. Additionally, training and education were viewed as the strongest facilitators of an app’s success over its design and functionality. Implications for B2B firms are discussed.

Research limitations/implications

The open-ended format of this research captures a greater breadth of perspectives at the expense of more granular analysis of any particular issue.

Originality/value

The themes generated from the responses offer novel insights into the benefits sought in developing an app, as well as the technological, organizational and environmental factors that act as barriers and facilitators. Purpose

The purpose of this paper, based upon research carried out between a university and a Local Authority (LA) in the Midlands, UK, is to explore the phenomenon of head teachers working collaboratively across clusters of primary schools, or inter-collaboration.

Design/methodology/approach

A qualitative case study approach was taken and the data collection methods co-constructed with the participants.

Findings

The head teachers were eager to share what they perceived as an overwhelmingly positive collaborative experience. The findings in this paper illustrate perhaps the most significant discovery, i.e. the role that the collaborative clusters can play in offering emotional support to those head teachers involved.

Research limitations/implications

This research was based within a specific LA, so the findings reflect the values manifested there. Quite different results may have been discovered in alternative contexts.

Originality/value

The personal, social and emotional needs of leaders are often overlooked in research whilst focussing upon the support that they offer to others. This paper explores the solitary role that headship can be and the function that supportive, collaborative clusters can provide in filling that emotional void.

Abstract

Purpose

The purpose of this paper is to fill the research and cognitive gap by comparative analyzing of the cluster supply chain (CSC) and supply chains not belonging to the clusters to examine the relational embeddedness as the differentiator of supply chains operating in the clusters.

Design/methodology/approach

The conceptual model was tested with data collected from 475 industrial companies cooperating with their partners within supply chains, including 135 CSC. To identify the livraisons between different indicators, the correspondence analysis was applied.

Findings

The division of enterprises participating in this study into groups allows for the determination of relatively clear boundaries between enterprises belonging to the cluster and those that do not declare such affiliation. The obtained results confirmed that the relational embeddedness is the differentiator of the CSC collaboration.

Research limitations/implications

The main limitations are referred to as the static character of the data.

Practical implications

The paper contains implications for cluster facilitators, as well as for cluster policy decision makers, to better design support for cluster organizations.

Originality/value

This research is a contribution to the literature on inter-organizational structures, such as clusters and supply chains, and in particular, contributes to the creation of the scientific ground of SCS theory. The research allowed to better understand the nature of collaboration taking into consideration the fact of the relational embeddedness of the companies operating within supply chains located in clusters. It proves the existence of a new type of inter-organizational form that is CSC.
