Abstract

Purpose

Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response.

Design/methodology/approach

This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management.

Findings

The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience.

Practical implications

Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices.

Originality/value

This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Abstract

Purpose

This study aimed to determine factors that increase resilience and cause smallholder farmers to adapt better to climate change and vulnerability.

Design/methodology/approach

In this study, the authors used the vulnerability to resilience model and binary logit model to analyse the factors influencing household decisions to adapt.

Findings

Households with increased access to climate information through extension services were likely to have better adaptation abilities. It was also shown that younger farmers were likely to adapt to climate change given their flexibility to adopt new techniques and their access and use of modern information and technology. Larger households were found to have higher probability of adapting as most adaptation strategies are labour intensive. Household’s possession of livestock and access to credit significantly enhanced adaptation. However, households with higher farm income have lesser incentives to adapt to because their current farming practices might already be optimum.

Research limitations/implications

Given that most of the smallholder farmers are vulnerable, such as women-headed households and the elderly, who are labour constrained, there is need for research and development of labour saving technologies to increase resilience to climate change and vulnerability.

Originality/value

These findings underscore the importance of enabling farmer access to information and better technologies which enable them to increase adaptive capacity and resilience.

Abstract

Risk factors for population relocation as a result of severe catastrophes are increasing on a global scale. The frequency of catastrophic weather events is rising, infrastructure is getting older, the population is expanding, and urbanization is increasing. This study explores the influencing factors of livelihood, vulnerability, and livelihood resilience of climate-induced displaced people in developing countries, particularly in South Asia. A mixed-method approach comprising a systematic review and a narrative review has been applied in this study. A systematic review guided by PRISMA has been used to identify the relevant documents and the extracted information has been described through a narrative review approach. This study reveals that climate-induced displaced people are generally vulnerable to maintaining their livelihood, but there are a few exceptional cases where displaced people could diversify their livelihood strategies. The major influencing factors of their livelihoods are riverbank erosion, loss of assets and properties, food insecurity, seasonal hunger, low access to finance, and low job opportunity. This study argues that climate-displaced people have a long struggle to enhance their livelihood resilience, but it is a challenging task for them, particularly at the household level. The major influencing indicators under adaptive, absorptive, and transformative capacities of livelihood resilience are income and food access, agricultural and non-agricultural assets, sensitivity, climate variability and hazards, basic services, social safety nets, and institutional participation. Appropriate governance in the structural and non-structural transformation of livelihood capitals can enhance the livelihood resilience of climate-induced displaced households. In the case of Bangladesh, the coastal and Riverine Island communities are the key victims of climate-induced hazards, so they migrated frequently to reduce their vulnerability and enhance livelihood resilience. The study recommends ensuring transparency and accountability, proper coordination among stakeholders for promoting the resettlement, disaster-resilient housing and infrastructure, and Khas land (government-owned land) to the displaced people can enhance their livelihood resilience.

Abstract

Purpose

The purpose of this paper is to understand the role of exogenous drivers that seeks to foster endogenous resilience and climate adaptation policy and practice in developing countries. It particularly examines the role of Asian Cities Climate Change Resilience Network as an exogenous driver that sought to sustain urban climate adaptation and resilience agenda in a secondary city in Indonesia.

Design/methodology/approach

The research combines fieldworks and desktop research. Primary data collection includes participant observation, unstructured interviews with city stakeholders and project managers, semi-structured interviews with local communities and literature reviews. This research also used an ethnographic field research approach.

Findings

Exogenous drivers have temporarily fostered climate change adaptation at city level, but the question remains is how can international actors effectively create a meaningful transformation toward urban resilience in developing countries like Indonesia. Exogenous drivers can play significant roles as a catalyst for urban adaptation planning, including undertaking vulnerability assessment and city resilience strategy and implementing adaptation actions, and facilitates risk management. Further processes for mainstreaming climate adaptation and disaster reduction depend on how receptive and responsive local actors to co-facilitate and co-lead urban resilience buildings and development.

Originality/value

There is still lack of documented knowledge on local institutional change and policy making processes. This research shows challenges and opportunities in institutionalising urban climate adaptation and risk management agenda. It further shows that genesis of endogenous adaptation cannot be separated from the exogenous climate adaptation processes as well as internal dynamic of urban governance in developing world.

Urban resilience is a fairly new but rapidly emerging area of interest. Academia as well as the professional and practitioner communities are increasingly engaged in understanding the characteristics of resilience in complex urban issues. The year 2007–2008 was a historical milestone in human history for two reasons. First, the percentage of urban population to total population in the world touched 50 percent; second, the works of climate scientists were recognized as being so significant that the Intergovernmental Panel on Climate Change (IPCC) received the Nobel Prize for Peace in 2007. Both events are closely associated with and provide special impetus to further research into and understanding of urban resilience, which this chapter discusses further in the following sections.

Urban areas are particularly vulnerable to climate impacts. Extreme weather events have long been causes of disasters independent of climate change, leading to destruction of infrastructure, loss of lives, and loss of assets. However, the changes and increases in impacts brought about by climate change will further stress physical built infrastructure such as transportation, communication, and water delivery systems, increase pressure on energy resources, and affect economic sectors such as fisheries and tourism. Impacts may be exacerbated by inadequate infrastructure and housing, limited access to services, limited urban planning and land-use management, and limited preparedness of city dwellers and emergency services. Urban poor are especially at risk due to their settlements in areas vulnerable to floods and landslides, limited access to services such as water, energy supply, and health, and few assets or safety nets that enable them to manage loss. Rapid urbanization and population increase places additional stress on urban infrastructure and ecological systems and on the ability of cities to manage climate-change impacts.

Abstract

Purpose

This paper aims to review and develop lessons learned from the United Nations Office of Disaster Risk Reduction Local Government Self Assessment Tool (LGSAT) experience in four cities. The capacity to understand, learn from and respond to or reorganize in the face of change is at the core of urban resilience to disasters, climate change and major shocks. Self assessments, like the LGSAT, can be used to engage city stakeholders in critically assessing and understanding their capacity according to a set of standards of resilience.

Design/methodology/approach

City stakeholders in four cities, Hat Yai and Udon Thani, Thailand and Hue and Lao Cai, Vietnam, completed the LGSAT in an open multi-stakeholder process as part of urban climate resilience programs.

Findings

Completing the LGSAT provided important and valuable information about institutional capacity that is important for disaster risk reduction and climate change efforts. Multi-stakeholder processes allowed for greater and more sustained dialogue among groups that may not have a chance to interact regularly and helped build trust and relationships that contribute to climate resilience and disaster risk reduction efforts.

Originality/value

Further, the inclusion of multiple viewpoints allowed for more nuanced and novel consideration of issues and in multiple cities led to new projects that focused on building institutional and agent capacity. The LGSAT process relied on facilitation that was able to guide discussion, ensure safe spaces for dialogue and address stakeholder questions. Finally, while the tool was applied to questions of climate change in this process, there is still room to improve the tool to more adequately and directly address issues of climate change risk.

Abstract

Purpose

This paper applies the theory of cascading, interconnected and compound risk to the practice of preparing for, managing, and responding to threats and hazards. Our goal is to propose a consistent approach for managing major risk in urban systems by bringing together emergency management, organisational resilience, and climate change adaptation.

Design/methodology/approach

We develop a theory-building process using an example from the work of the Greater London Authority in the United Kingdom. First, we explore how emergency management approaches systemic risk, including examples from of exercises, contingency plans and responses to complex incidents. Secondly, we analyse how systemic risk is integrated into strategies and practices of climate change adaptation. Thirdly, we consider organisational resilience as a cross cutting element between the approaches.

Findings

London has long been a champion of resilience strategies for dealing with systemic risk. However, this paper highlights a potential for integrating better the understanding of common points of failure in society and organisations, especially where they relate to interconnected domains and where they are driven by climate change.

Originality/value

The paper suggests shifting toward the concept of operational continuity to address systemic risk and gaps between Emergency Management, Organizational Resilience and Climate Change Adaptation.

Abstract

Purpose

This paper aims to propose, for the very first time in Burkina Faso, a “no regret” reference tool to improve policies and processes which could strengthen agricultural water resilience under climate risks and change for sustained food security. Such a framework consists of five pillars derived from the agricultural water vulnerability analysis.

Design/methodology/approach

The method combined a new designed tool “ClimProspect”, adapted to the Sahelian climatic context, participatory and analogue approaches.

Findings

Innovative “no regret” framework to overcome current and future climate risks on agricultural water requirements has been built.

Research limitations/implications

The paper proposes a new way to assess vulnerability and build resilience for a given system and brings climate and disaster risks together. In fact, in the country, disaster and climate risks are closely associated.

Practical implications

The proposed measures will reinforce water security under climate variability and change and disaster risks, boost the farmers’ participation in water governance and secure the adaptation investment for the long term.

Social implications

Implementing the proposed measures should provide farmers with agricultural water needs at any time over the year, having access to social protection and sustainably increase their food security.

Originality/value

Method used explicitly allows for paying attention, at the same time, to climate variability and change, disaster risks and social issues. The “no regret” framework is a practical secured tool for policy makers and planners, and it gives them a new way to secure sustainable water requirements.

Abstract

This chapter seeks to assess if there is any evidence that overseas development assistance (ODA), through its influence upon the climate-resilient grants and development grants, has impacted Fiji's developmental goals and climate resilience as a Small Island Development State (SIDS). To broaden the framework, it develops and applies two indicators of development and climate resilience for Fiji and seeks to establish – from the time series analysis – if these indicators bear a long-term and equilibrium relationship with the ODA for Fiji. By exploiting a suitable data set, it brings three important insights into the literature on climate shocks from global warming for SIDS. There are three critical elements found from the study: first, ODA did not play any role in reducing underdevelopment (DVIT) in Fiji. Secondly, ODA played an important role in increasing sustainability, or resilience, in Fiji: an increase in ODA by 1% increased sustainability, or resilience measured by the sustainability index SUS, by 0.24% at 1% level of significance. Finally, it is noted that oil price hikes compromised Fiji's resilience or sustainability. In the short-run, both ODA and OILP compromised the sustainability of Fiji.
