Abstract

Purpose

This study aims to examine the impact of social norms on climate change mitigation readiness, the mediating role of environmental purchasing intentions and attitudes on the relationship between social norms and climate change mitigation readiness.

Design/methodology/approach

Data were collected from transport facility operators and managers of shipping firms and bus transport firms. The SPSS software and covariance-based software (CB-SEM) were used to obtain results on the impact of social norms on climate change mitigation readiness, the mediating role of environmental purchasing intentions on the relationship between social norms and climate change mitigation readiness, and the mediating role of attitudes on the relationship between social norms and climate change mitigation readiness.

Findings

The findings indicated that social norms influenced climate change mitigation readiness, while both attitudes and environmental purchasing intentions partially mediated the relationship between social norms and climate change mitigation readiness.

Research limitations/implications

The study mainly focused on transport facility operators and managers of shipping firms and bus firms eliminating other participants in the transport sector. Further, the research focused on majorly three psychological factors that included social norms, intentions and attitudes leaving out other psychological factors.

Originality/value

Climate change mitigation is a major issue of concern to policy makers and researchers. Much of the focus is placed on mitigation strategies with the passengers and private vehicle owners as the major target. Other research focuses on reducing the impact of climate change outcomes through introduction of cleaner technologies. However, issues concerning the role of psychological factors in enhancing climate change mitigation readiness have not been given significant attention.

Abstract

Purpose

This study aims to assess readiness for climate change mitigation in the Kingdom of Bahrain.

Design/methodology/approach

Two stages were followed aiming at understanding the situation related to climate change mitigation in Bahrain and assessing the mitigation readiness. Baseline and mitigation scenarios for the period 2019–2040 were developed using the Low Emissions Analysis Platform software based on historical emissions and energy data for the period 1990–2018. Using the analytic hierarchy process, the mitigation readiness was assessed by 13 experts, and priority areas for mitigation action were identified.

Findings

CO2e emissions are projected to grow continuously. However, no explicit climate change strategy is in place yet. Mitigation is tackled implicitly through energy efficiency and renewable energy initiatives. These initiatives can make 23% reduction in CO2e emissions by 2040. Adopting additional measures is needed to achieve the recently set emission reduction target of 30% by 2035. The findings revealed potential areas for improving mitigation efforts in Bahrain. Priority areas for mitigation actions, as identified by experts, were mainly related to policy and governance. Focus needs to be paid to the social aspect of climate change mitigation.

Originality/value

Literature on mitigation readiness in developing countries is sparse. Knowledge of the requirements for climate change mitigation and assessment of the country’s performance can prioritize areas for improving mitigation action. Several lessons can be learnt from the case of Bahrain. In addition, the adopted methodology can be applied to other developing or Arab countries at local or institutional levels. However, its application to specific sectors may require adjustments.

Abstract

Purpose

The study investigates the intention to adopt climate change and the pro-environmental behaviours among the residents of a developing country (Pakistan) through the theory of planned behaviour (TPB).

Design/methodology/approach

This is a quantitative designed study and uses a questionnaire to collect cross-sectional data. The authors distributed about 1,600 questionnaires, of which 980 were returned; this represented a 61% response rate.

Findings

From applying the PLS-SEM 3.0 technique, the findings highlight the positive and significant impact of attitudes towards climate change (ATCC) and subjective norms (SN) on the intention to adopt climate change (ITCC). On the other hand, perceived behavioural control (PBC) has an insignificant effect on ITCC. Moreover, the ITCC is a significant predictor of pro-environmental behaviour (PEB). Finally, ITCC has a positive effect in mediating the relationship between TPB constructs (ATCC, SN and PBC) and PEB.

Practical implications

This study's findings assist policymakers in designing policies and better plans to enrich the individuals' vision and attitudes towards creating a conducive and healthy environment. Further, this study's findings encourage the promotion of widespread intentions to overcome the environmental challenges of climate change.

Originality/value

In the context of Pakistan, this study's findings offer empirical confirmation of TPB, climate change and PEB.

Abstract

Purpose

This study aims to quantify sectoral energy and carbon intensity, revisit the validity of the Environmental Kuznets Curve (EKC) and explore the relationship between economic diversification and CO2 emissions in Bahrain.

Design/methodology/approach

Three stages were followed to understand the linkages between sectoral economic growth, energy consumption and CO2 emissions in Bahrain. Sectoral energy and carbon intensity were calculated, time series data trends were analyzed and two econometric models were built and analyzed using the autoregressive distributed lag method and time series data for the period 1980–2019.

Findings

The results of the analysis suggest that energy and carbon intensity in Bahrain’s industrial sector is higher than those of its services and agricultural sectors. The EKC was found to be invalid for Bahrain, where economic growth is still coupled with CO2 emissions. Whereas CO2 emissions have increased with growth in the manufacturing, and real estate subsectors, the emissions have decreased with growth in the hospitability, transportation and communications subsectors. These results indicate that economic diversification, specifically of the services sector, is aligned with Bahrain’s carbon neutrality target. However, less energy-intensive industries, such as recycling-based industries, are needed to counter the environmental impacts of economic growth.

Originality/value

The impacts of economic diversification on energy consumption and CO2 emissions in the Gulf Cooperation Council petroleum countries have rarely been explored. Findings from this study contribute to informing economic and environment-related policymaking in Bahrain.

Abstract

Purpose

This explorative study aims to compare and analyze the behavior of a traditional and an emerging donor, namely, Germany and South Korea, in the field of climate change-related official development assistance (ODA). It analyzes their ODA projects in 2013 in four Southeast Asian countries severely affected by climate change, namely, Cambodia, Laos, Myanmar and Vietnam. It also adapts the existing framework to categorize ODA allocation according to receiving countries’ need and merit and donors’ self-interest.

Design/methodology/approach

The paper first describes both countries’ policies and activities. It then uses a country’s vulnerability to climate change as a measure of its need, its climate change readiness as a measure of its merit and its bilateral trade volume in environmental goods with donor countries as a measure of donors’ self-interest to analyze the allocation of climate-related ODA.

Findings

Results suggest that Korean ODA in the field of climate protection is driven more by receiving countries’ need and merit, but self-interest seems to be important for both donors. In addition, many projects labeled as adaptation or mitigation projects only have a weak link to these goals. There are limitations to the present paper. First, it could only analyze projects in 2013 because there are no earlier project data available in the Organization for Economic Cooperation and Development’s Creditor Reporting System. Second, because of the simplifying assumptions of the need–merit–self-interest framework, possible other determinants of aid allocation were deliberately ignored. Finally, this explorative study is restricted to four vulnerable countries in Southeast Asia.

Originality/value

To the best of the authors’ knowledge, this is the first paper to compare a traditional and an emerging donor’s behavior and to explore the allocation of climate-related ODA using the need–merit–self-interest framework.

Abstract

Purpose

This paper aims to examine the policy environments, institutional arrangements and practical implementation of some initiatives undertaken by the Government of Cameroon, together with some relevant stakeholders, in addressing climate change mitigation and adaptation at various levels in the country, which are prerequisites to promote synergistic ways of addressing climate change mitigation and adaptation.

Design/methodology/approach

Using a qualitative approach to data collection, the paper draws upon information collected from relevant literature and interviews with 18 key country resource personnel.

Findings

Results revealed that most reviewed policies/programs/strategies do not mention “climate change” explicitly but propose some activities which indirectly address it. Interaction is fair within the government ministries but weak between these ministries and other institutions. Inadequate financial resources are being opined as the most important challenge stakeholders are (and would continue) facing as a result of adopting integrated approaches to climate change. Other challenges include inadequate coordination, insufficient sensitization and capacity building, ineffective implementation, inadequate compliance, lack of proper transparency and inadequate public participation. To redress the aforementioned constraints and challenges, the paper concludes by outlining a number of recommendations for policy design.

Originality/value

The following recommendations were made: create a national technical committee to oversee and provide scientific guidance to the government on synergistic approaches; promote private sector investment and sponsorship on synergistic approaches; create local awareness, etc. It is important to underscore that minimal studies have been conducted to analyze multi-stakeholder perspectives on synergies between climate change mitigation and adaptation in Cameroon. This study attempts to bridge this major gap.

Abstract

Purpose

Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response.

Design/methodology/approach

This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management.

Findings

The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience.

Practical implications

Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices.

Originality/value

This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Abstract

Purpose

The purpose of this paper is to apply club good theory to challenges in climate justice and to identify the opportunities for creating a club of countries or regions to support climate justice and/or mitigate climate change, as well as the threats that such clubs could lead to the real exclusion of large parts of the world from climate justice.

Design/methodology/approach

A theoretical analysis is provided regarding the conditions for creating a club for climate change mitigation. Indicators of good governance and trust, as well as the Notre Dame Global Adaptation Index (ND-GAIN), are used to assess the capacity for creating such a club.

Findings

While opportunities for achieving climate justice are identified, climate change mitigation is likely to be at most a club good at the global level, thus excluding the most vulnerable countries, regions and groups of people. Although the threats of climate change may be acknowledged, they are easily neglected. Economic growth is likely to be a condition for economic sustainability, which in turn tends to be a condition for environmental sustainability. Decision makers should be conscious of the potential danger of creating a club for climate change mitigation based on the belief that economic growth and technology will solve these problems, as such a club is likely to be either unsustainable, or very small, while deepening existing injustice.

Originality/value

The authors provide an overview of the complexity of issues involved, to gain an appreciation of the vast, perhaps insurmountable, challenges facing climate justice. A club good approach is applied to issues of climate justice, emphasizing the limitations of the all-inclusiveness of climate justice and sustainable development.

Abstract

Purpose

As adaptation and mitigation are separated in international and national policies, there is also a division in the financial resources mobilized by the international community to help developing countries deal with climate change. Given that mitigation activities can benefit or hinder adaptation, and vice versa, promoting activities that contribute to both objectives can increase the efficiency of fund allocation and minimize trade-offs, particularly in land-related activities such as agriculture and forestry. The purpose of this study is to analyze how climate funding organizations consider the integration of adaptation and mitigation.

Design/methodology/approach

The authors interviewed representatives of climate funds directed toward forestry and agriculture to gain a better understanding of how they perceive the benefits, risks and barriers of an integrated approach; whether they have concrete activities for promoting this approach; and how they foresee the future of adaptation–mitigation integration.

Findings

Interviews revealed a diverse range of perceived benefits, risks and barriers at local, national and global scales. Most interviewees focused on the local benefits of this integration (e.g. increasing the resilience of forest carbon projects), whereas others emphasized global risks (e.g. decreasing global funding efficiency because of project complexity). Despite the general interest in projects and policies integrating adaptation and mitigation, few relevant actions have been implemented by organizations engaged in climate change finance.

Originality/value

This paper provides new insight into how the representatives of climate funds perceive and act on the integration of adaptation and mitigation in forestry and agriculture. The findings by the authors can inform the development of procedures for climate change finance, such as the Green Climate Fund. While managers of climate funds face barriers in promoting an integrated approach to adaptation and mitigation, they also have the capacity and the ambition to overcome them.
