Abstract

Purpose

The purpose of this paper is to provide a strategy to integrate climate change adaptation (CCA) in public asset management (PAM) in Indonesia. This paper focusses on public buildings as part of a public asset.

Design/methodology/approach

As an archipelagic country, Indonesia is very vulnerable to sea-level rise as a result of climate change. The outcomes of a qualitative analysis of interviews with relevant stakeholders were used for the development of the CCA framework in an Indonesian context.

Findings

The study identified that the integration of CCA in PAM in Indonesia requires the incorporation of nine key elements. These are as follows: recognition of climate change; risk management and insurance schemes for assets; integrated asset management and planning; asset use and knowledge; reliable, accessible and understandable data set on climate change; leadership, government commitment and incentives; involvement of research and private entities; community engagement; and coordination of relevant agencies.

Research limitations/implications

This paper informed only the key elements required on the development of framework which integrate CCA in PAM.

Practical implications

The integration of CCA to a PAM framework will support the development of policies and procedures for better-informed decisions.

Social implications

The framework increases opportunities for stakeholders and community engagement in policy development and decision making in relation to CCA for public assets.

Originality/value

This paper synthesises CCA and PAM using knowledge from the three levels of governments in Australia and Indonesia. CCA and PAM groups work separately in Indonesia and integration will reduce climate change risks and improve decision making in PAM.

Abstract

Purpose

To uncover the major government constraints to enactment and implementation of public health-targeted climate change adaptation (CCA) strategies in order to equip public health stakeholders and health advocates with the knowledge resources necessary to more effectively mobilize and support CCA for public health responses at the national level.

Design/methodology/approach

A mixed-methods online survey was distributed to the representatives of national public health associations and societies of 82 countries. The survey comprised 15 questions assessing national progress on CCA for public health and the effects of various institutional, economic/financial, technical and sociopolitical barriers on national adaptive capacity.

Findings

Survey responses from 11 countries indicated that national commitments to CCA for public health have increased markedly since prior assessments but significant shortcomings remain. The largest apparent barriers to progress in this domain were poor government coordination, lack of political will and inadequate adaptation finances.

Originality/value

This study is unique in relation to the prior literature on the topic in that it effectively captures an array of country-specific yet cross-cutting adaptation constraints across diverse national contexts. With a deepened understanding of the major determinants of national adaptive capacity, international actors can devise more effective, evidence-informed strategies to support national governments in responding to the health impacts of climate change.

Abstract

Hydrological and climatological modeling is increasingly being used with the intent of supporting community-based climate change adaptation (CCA) and disaster risk reduction (DRR) initiatives in the Hindu Kush-Himalaya (HKH), as well as filling critical data gaps in a region that contributes significantly to the water resources and ecosystem diversity of Asia. As the case studies presented in the previous chapters illustrate, the utility of modeling in informing and supporting CCA and DRR initiatives depends on a number of criteria, including:•appropriate model selection;•ability to interpret models to local contexts; and•community engagement that incorporates and addresses underlying vulnerabilities within the community.

There are significant challenges to meeting all three of these criteria. However, when these criteria are met, we find:•There is a clear role for modeling to support CCA. The climate is changing now and will continue to do so for several centuries, even if carbon emissions were to stabilize tomorrow. Models, and other scenario development tools, provide our best insight into what the future climate might be and resulting impacts on dynamic social, environmental, political, and economic systems.•There is a clear role for local CCA. The impacts of climate change will be felt mostly at local levels, necessitating community adaptation responses. At the same time, most of the HKH communities and countries engaged in CCA initiatives have pressing, immediate development and livelihood needs. Making current development and livelihood initiatives incorporate climate adaptation considerations is the best way to ensure that the choices made today can set us on paths of increasing resilience, rather than almost inevitable disaster, for the future.•To achieve the best of both modeling and CCA requires thoughtful and patient application of modeling, tailored to local needs, conditions, and politics, with communities engaged around all stages of generating, interpreting, and applying the results. This requires a rare combination of technical skill, cultural sensitivity, political awareness, and above all, the time to continually engage with and build relationships within the community in order to foster resilient change.

Abstract

Purpose

Climate change adaptation (CCA) has emerged as a significant new theme in development and many large development agencies, including bilateral, multilateral or non‐government, are embarking on new programs focusing on CCA. However, the development sector has witnessed the rise and fall of many new development themes over the past 60 years around which funding has coalesced, only to see them fade away. The purpose of this paper is to investigate how the new concept of CCA is being conceptualised and utilised by aid workers in order to shed light on challenges and opportunities for effective CCA and development practices.

Design/methodology/approach

This paper has emerged from a broader study that involved 35 semi‐structured interviews, focus groups and participant observation with various stakeholders engaged in development and CCA. The research sought to understand how development actors defined CCA, what activities they associated with it, and how they were using the concept in their work.

Findings

This paper finds that there is a range of different, and at points contradictory, conceptualisations of CCA within the field of development. CCA discourses are being used in at least two different ways: to enable the re‐legitimisation and repetition of old development practices as well as to open a space for new practices and imagining of alternatives.

Originality/value

This paper offers a unique perspective of how a set of development actors are conceptualising and utilising the concept of climate change adaptation in their work. This timely contribution builds on a long history of critical development theory, which has interrogated development discourses, by investigating original data that explores this increasingly prominent theme in aid and development.

Abstract

Purpose

Policy coherence is a complex and tough task for many developing nations because their capacity to examine and deliver evidence-based inputs to policymaking is limited, and policy dialogue platforms need to be effectively used. Resolving these difficulties is a critical requirement for policy consistency. As a result, the study focuses on the level of policy coherence for climate change adaptation (CCA), disaster risk reduction (DRR) and sustainable development goals (SDG) in Sri Lanka and suggests routes for policy coherence for Resilience. This study aims to investigate the coherent approach of CCA, DRR and SDG; to identify concerns in policy documents addressing the coherence of CCA, DRR and SDG in local context; and to propose policy coherence suggestions for resilience in Sri Lanka.

Design/methodology/approach

Methodology comprises a review and content analysis of 17 policy and legal documents in Sri Lanka and a qualitative study. The qualitative approach consists of semistructured interviews that obtained deep and broad expertise knowledge with ten government representatives and stakeholders. Both content analysis and interview data were analyzed by using NVivo.

Findings

It was discovered that there are several issues with the coherence of policies in Sri Lanka, including the fragmented approach, lack of integration, inadequate coordination, limited resources and lack of monitoring and evaluation. The policies are inspired by international frameworks, and local implementations are not focused, leading to inadequate implementation of policies. The lack of development cooperation for the use of innovative approaches, such as climate-resilient infrastructure and environmentally friendly solutions for CCA and DRR, further aggravates the situation. Another concern is the lack of land use management and responsibility for the development of physical infrastructure for DRR integration with CCA. It is found that there is a limited community involvement which is vital for the implementation of policies. Local implementations are encouraged to fill the gaps in existing policies/acts. The analytical framework of the study is based on a preliminary examination of policy documents, a review of the literature and discussions with practitioners. The framework reflects the current situation of policy integration which addresses strategic, conceptual, institutional, operational and financial coherence. The research suggests pathways for achieving policy coherence in CCA, DRR and SDG in Sri Lanka, such as enhancing the strategic coherence by improving goals to increase the coherence within CCA, DRR and SDG; improving the credibility of the unified approach for developing DRR and CCA risk assessments; intensifying institutional cooperation and stakeholder management; improving the common monitoring and evaluation; establishing implementation strategies; and increasing the community involvement.

Research limitations/implications

The study on policy coherence in Sri Lanka recommends increasing community and professional involvement, conducting more research, developing a national strategy, increasing capacity building, strengthening international collaboration and fostering multisectoral collaboration. These recommendations can help improve policy coherence between CCA, DRR and SDGs, align policies with national goals and priorities and improve implementation effectiveness. By implementing these recommendations, Sri Lanka can address the challenges of climate change and natural disasters and achieve SDGs.

Practical implications

The study on policy coherence for resilience in Sri Lanka has practical implications, including improved coordination and resource allocation, increased capacity building, improved reputation and sustainability. By integrating CCA, DRR and SDGs, this study can help Sri Lanka become more resilient to climate change and natural disasters, achieve SDGs and become a responsible actor in the international community. These implications can contribute to a more sustainable future and ensure that development goals are achieved in a way that is resilient to climate change and natural disasters.

Social implications

Increased community participation: the study emphasizes the importance of community involvement in the policy development process. This can help build trust between communities and government agencies, improve transparency and ensure that policies are developed in a way that is responsive to local needs and priorities.

Originality/value

Based on the identified existing loopholes in the policies and pathways to policy coherence, the issues in policymaking could be overcome. It could be used to establish strong linkages between policies based on CCA, DRR and SDGs to achieve long-term resilience.

Due to rapid industrialization and urbanization in different parts of the world over the past several decades, there have been serious effects on climate. Available observational evidences indicate that regional changes in climate, particularly fluctuations in temperature and rainfall, have already affected a diverse set of physical and biological systems in many parts of the world. International communities have tried to respond to these changing phenomena by establishing high-level Intergovernmental Panel on Climate Change (IPCC). Numerous global treaties and protocols have been formulated on climate change in different countries. However, climate change impacts are found to be most severe in the grassroots-level community, in the form of natural disasters such as droughts, floods, and typhoons/cyclones, which affect the lives and livelihoods of people. Indirect impacts of climate change are observed in the form of increasing poverty and health issues in different ecosystems. Although communities are equipped with traditional knowledge and wisdom, new practices and policies are required to enable them to cope with the changing climate, thereby providing them with means to sustain their livelihoods.

Abstract

Purpose

The purpose of this paper is to analyze the potential of strategic environmental assessment (SEA) to mainstream consideration of climate change adaptation (CCA) in Bangladesh, particularly for the coastal zone, to improve disaster risk reduction (DRR) strategies in this region. Continuing climate risks require adaptation at all levels of society. The densely populated and resource-rich coastal zone of Bangladesh is at risk to the impacts of climate change.

Design/methodology/approach

This research is based on secondary sources (gray and published literature) of information on climate change impacts on the coastal zone of Bangladesh. The sources include research reports, online publications, governmental reports, scientific journals, international reports, books, journal articles and other academic resources on SEA, climate change adaptation and mitigation, and DRR. In addition to examining SEA in Bangladesh, this paper investigates SEA cases in different countries to obtain insights from the successful application of SEA for CCA.

Findings

The paper draws on several cases from different countries demonstrating that SEA has a significant potential to coordinate CCA objectives. The findings reveal that the appropriate use of SEA can enable DRR through CCA.

Originality/value

This study argues that SEA has a potential role in supporting CCA.

Private household insurance has been relatively uncommon among households in Samoa to date. Meanwhile, numerous other adaptation interventions are also being implemented, including community-based adaptation (CBA) projects which draw on the skills of the community to address the climate change-related hazards that are expected to affect local communities. Through semi-structured interviews with community members from the urban/peri-urban area around Apia (with and without insurance) and an insurance company representative, this research explores private household natural perils insurance uptake in Samoa and the effect that the uptake of this insurance has on household engagement in other climate change adaptation (CCA) strategies such as CBA projects. Findings suggest that individuals whose homes are already insured with natural perils insurance are more likely to express more individualistic values or beliefs than those without natural perils insurance. Insured homeowners commonly framed adaptation as a technical challenge, with insurance being part of the technical and expert-led approach to prepare for, manage and recover from extreme events. In contrast, householders without insurance perceived CCA as less of a technical task and more of a social process. Those individuals with private household natural perils insurance coverage (in keeping with their more individualistic values) reported that they were less engaged in CBA projects compared to participants without insurance (who held more communalistic values). Given the importance of household participation in CBA projects, an increased uptake of insurance may have problematic outcomes for the adaptive capacity of the broader community.

Climate change is one of the major challenges confronting human society in the 21st century (Ericksen & O’Brein, 2007; Adger, Lorenzoni, & O’Brien, 2009). Mounting evidence attests that climate change is now happening in many parts of the world as evidenced by increasing mean temperature, changing precipitation patterns, rising sea level, and increasing frequency and growing intensity of extreme weather events (Intergovernmental Panel on Climate Change [IPCC], 2007). In many parts of Asia, these climatic changes have led to massive flooding, landslides, and droughts, resulting in extensive damage to properties, assets, and human life (Cruz et al., 2007). Climate change is also exacerbating water shortages in many areas, constraining agricultural production, and threatening food security and energy supply from hydroelectric source. It is likewise causing forest fires and degradation, damaging coastal and marine resources, and increasing the risk of outbreaks of infectious diseases. Regional climate studies indicate that the worse is yet to come as far as weather-related disaster risks are concerned. If not addressed effectively, climate change could seriously frustrate the region's sustainable development and poverty-reduction efforts (ADB, 2009).

Abstract

Purpose

This paper aims to contribute to adaptation research by devising a systematic method for examining the challenges in mainstreaming climate change adaptation (CCA) into local land use planning. It argues that mainstreaming operationalization necessitates a methodology that focuses on the challenges in applying the approach and an analytical framework that can examine the mainstreaming process from an institutional perspective.

Design/methodology/approach

This paper applied triangulation by data method (i.e. document review, interview, survey and key informant consultations) and incorporated the scorecard approach in developing the four-stage mixed methodology. It used a modified Institutional Analysis and Development framework as primary analytical guide and applied the case study methodology for structure and focus in relation to data collection activities.

Findings

This paper devised the four-stage mixed methodology and successfully applied it in examining the challenges in mainstreaming CCA into local land use planning in Albay, Philippines. Using the methodology, this paper developed 20 quantitative “mainstreaming indicators” and generated qualitative analyses to assess the state of play of the challenges in local mainstreaming of CCA. Results suggest that mainstreaming challenges exist within a certain spectrum, with one end composed of barriers to, and the other, opportunities for CCA. Furthermore, the challenges occur at varying degrees of severity depending on the conditions that surround them.

Research limitations/implications

This paper is limited to illustrating the process involved in developing the four-stage mixed methodology and presents only a brief discussion of the quantitative and qualitative results.

Practical implications

Although the methodology is at its initial stages of development, it generated results that can help analysts, planners and decision-makers: determine the nature of the challenges in mainstreaming CCA, thereby understand the mainstreaming process; prioritize the mainstreaming challenges to address; and design strategies that will maximize the use of limited resources (i.e. utilizing the opportunities to overcome the existing barriers), among others.

Originality/value

The four-stage mixed methodology was developed to aid analysts, planners and decision-makers determine the state-of-play of the challenges in mainstreaming CCA and make informed decisions in overcoming these challenges. Thus, the mixed method can be a useful tool in advancing the operationalization of the mainstreaming approach.
