Abstract

Purpose

This research examines how labor union involvement shapes the civic participation of low-wage Latino immigrant workers.

Methodology/approach

Drawing on survey and semi-structured interview data gathered from a Los Angeles janitors’ labor union, I examine whether or not and how Latino immigrants apply their union experience to involvement in their children’s schools.

Findings

Results indicate that the union’s targeted member mobilization efforts produce unequal participation in union activities among immigrant workers, fostering civic and leadership skills among some and not others. At the same time, immigrant workers who do become involved in their union are then able to draw on their labor organizing and advocacy experience to address issues and concerns at their children’s schools. For some, worksite activism functions as a catalyst for newfound civic engagement; for other immigrant workers with prior civic experience in their country origin or in the United States, union involvement enhances their leadership capacity.

Originality/value

This empirical investigation shows how the experience of mobilizing for protests and participating in worksite campaigns allows Latino immigrant union members to overcome what are typically considered barriers to civic participation – that is, limited formal education, low occupational status, and limited English language skills. This study therefore suggests that labor union participation can have long-term effects on immigrants well beyond the benefits of a union contract.

Abstract

Purpose – The present study looks at the dynamic process of Mexican immigrant children and youth's civic engagement through their participation in community and family activities. In particular, it explores how their collaboration in a grassroots, immigrant community-based Centro in New York City allows for civic engagement. We demonstrate how active community participation, in the form of civic engagement, shapes children and youth's citizenship constructions.Methodology – Based on extensive participant observations and focus group interviews, this article demonstrates how children and youth's civic engagement is mediated by their integration and contributions to family and community civic activities and how these activities inform children and youth's knowledge of citizenship discourse. We present evidence that demonstrates that children and youth's involvement and participation in protests, rallies, volunteer activities, as well as the creation of a booklet, associated with immigration, human rights, and social justice, organized through the Centro Guadalupano, facilitated their knowledge about illegality and citizenship issues.Findings – Findings suggest that when indigenous Mexican children and youth are integrated into the important activities of their community, as active and engaged members, they develop a deeper understanding of civic engagement and what it means to be a participatory “citizen.”Research implications – The present study provides a starting point for future research on the importance of and possibilities for child and youth civic engagement in grassroots community organizations. For example, children and youth learn that through active civic participation and community contributions, they are able to challenge dominant discourse on immigration, human rights, and citizenship. This study sheds light on the value of involving children and youth in civic engagement opportunities – a process that can facilitate the construction of citizenship among marginalized groups, particularly undocumented Mexican immigrants from indigenous regions.Value – The findings presented extend broader discourses on the politics of immigration and citizenship, and also challenge, to some extent, mainstream constructions of children and youth. More research in these areas is needed; our paper is a small contribution to the emerging field of indigenous and immigrant children and youth's political socialization and activism.

Abstract

Purpose – This chapter analyzes stratification in embeddedness in religious congregations, as well as the civic and political implications of this stratification in congregational embeddedness.

Methodology – With data from more than 70,000 attendees of 385 congregations, I examine how race, education, and income affect the prevalence of friendships in religious congregations, and how these friendships affect civic and political activity.

Findings – Analyses of friendships show that white and lower-class Americans are particularly likely to have close friends in their congregations, and attendees are disproportionately likely to have close friends in their congregations when other attendees are of the same race and level of education. Analyses of civic and political participation show that congregational friendships are strongly associated with civic and political participation, though the positive effects of congregational friendships on civic and political participation are moderately reduced for African-Americans and lower-class attendees.

Research Implications – The findings are relevant to future research on congregational stability, stratification in access to social resources, and U.S. civil society.

Originality/Value – This research shows that the resources that accompany congregational embeddedness, like many other resources, are stratified by race, education, and income.

Abstract

Transport infrastructure in most countries is owned and maintained either by public authorities, private organisations, or individuals. However, in Sweden, about 50 per cent of the road network is owned and maintained by civic road associations. By using the analytic notion of commoning, this chapter seeks to explore how road maintenance is organised and in what ways civic participation is contributing to infrastructure maintenance. Through interviews with representatives of civic road associations in Vellinge municipality and municipal representatives, we conclude that property owners are being commoned, that is, they are obliged to be a member of the civic road association in the neighbourhood where they own property. This means that property owners are given the opportunity to collectively decide on matters of road infrastructure, including maintenance and investments. Each civic road association is also acting as an organisational collective, demanding or pressuring the municipality and its politicians to reform subsidies and the organisation of ownership of roads and responsibility for their maintenance. As a single property owner, this is difficult, but as an organisational collective, in a civic road association, they have a voice. As a citizen, local municipal election offers opportunities to push for change, but at these institutionalised moments of democracy, road infrastructure issues compete with other issues. Election campaigns rarely target road maintenance, although Vellinge seems to be an exception here. Nevertheless, as citizenship is built around the provision of universal and evenly distributed infrastructure, crumbling infrastructure in different parts of the municipality tends to raise concerns over equal access and opportunities – and also differentiated citizenships.

Abstract

Does civic participation, especially in the arts, increase democracy? This chapter extends this neo-Tocquevillian question in three ways. First, to capture broader political and economic transformations, we consider different types of participation; results change by separate participation arenas. Some are declining, but a dramatic finding is the rise of arts and culture. Second, to assess impacts of participation, we include multiple dimensions of democratic politics, including distinct norms of citizenship and their associated political repertoires. Third, by analyzing global International Social Survey Program and World Values Survey data, we identify dramatic subcultural differences: the Tocquevillian model is positive, negative, or zero in seven different subcultures and contexts that we explicate, from class politics and clientelism to Protestant and Orthodox Christian civilizational traditions.

Abstract

Over the last decade, engineers, designers, community organizers, and government employees have rallied around “civic tech.” What exactly does this term mean for urban technologists and “smart cities”? In formulating a definition, after describing the relationship of this term to the city, I examine how civic tech has been defined by practitioners. They have typically defined civic tech using umbrella definitions based on broad values and bucket definitions based on technologies. Although helpful, these definitions tend to obfuscate the political nature of civic tech’s practices and organizational techniques. In response, I suggest civic tech is a form of “technical pluralism” – iterative technology design and implementation among organized actors working toward predominantly administrative reforms. Because practitioners are inspired by redesigning systems of governance and redistributing power, civic tech’s most important provocations are organizational and political, rather than purely technological. Civic tech, as a form of technical pluralism, presents a route to bridging community and government in the pursuit of more equitable ways to achieve sustainable technology design in urban contexts.

Purpose – Prior research suggests that high school experiences shape young adult political behaviors, particularly among immigrant youth. The U.S. social studies classroom, focused on democratic citizenship education, proves an interesting socializing institution.Methods – Through qualitative inquiry, we interviewed Latino immigrant young adults and their former teachers regarding their high school social studies experiences and evolving political and civic engagement.Findings – Armed with experience bridging the worlds of the school and home, immigrant students respond and relate to the content and pedagogy of the social studies classroom in such a way that they (1) participate in civic discourse and (2) nurture a disposition toward leadership through teachers’ civic expectations of them and instructional emphasis on critical thinking skills.Social implications – The ability to engage in civic discourse and a disposition toward leadership are both necessary to foster America's democratic ideals, and to take on leadership roles during adulthood. With focused effort on the unique perspective of immigrant youth, high school social studies teachers can nurture in these students the ability to become leaders in young adulthood, broadening the potential leadership pool.Originality – This study highlights how the social studies curriculum may be particularly salient to Latino immigrant youth as they transition from adolescence to young adulthood and develop their political and civic identities.
