Abstract

Purpose

This work aimed to show how farmers’ markets can act as communication infrastructure, and by doing so, facilitate civic engagement. We used communication infrastructure theory (CIT) as a guide.

Design/methodology/approach

We integrated findings from two surveys that took place in the US state of Wisconsin. In a survey of Wisconsin farmers’ market leaders, we considered what features farmers’ markets have that may help them act as communication infrastructure. Using data from a survey of Wisconsin residents, we ran a regression model to demonstrate the relationship between farmers’ market attendance and micro-level storytelling about local food.

Findings

We found that farmers’ markets can act as meso-level storytellers and provide a communication action context supportive of civic engagement. Through the farmers’ market leader survey, we found that over half of the markets noted existing partnerships with media outlets. Furthermore, farmers’ markets may connect residents to important organizations in the community. Many farmers’ markets had features to make them more physically and financially accessible, such as accepting food assistance benefits. With the Wisconsin resident survey, we found that farmers’ market attendance predicted storytelling about local food better than overall local food purchasing, further suggesting that markets can facilitate social interactions.

Originality/value

We document an important benefit that farmers’ markets can offer communities: they have the potential to act as communication infrastructure. As stronger communication infrastructure can facilitate civic engagement, this work provides a mechanism by which to connect civic agriculture activities and increased levels of civic engagement.

Abstract

Purpose

This study aims to determine and consolidate the multi-scale components that inform anticipatory action for resilience; propose a conceptual framework for the collaborative and holistic design, delivery and management of resilience at both the macro and micro scale; and test the efficacy of the framework to deliver sustainable (sustained) resilience.

Design/methodology/approach

A conceptual framework was proposed by consolidating what was learnt from literature review. Case studies were then used to explore the efficacy of the framework to deliver resilience. The applicability of the specific measures was also examined to determine the extent by which they support anticipatory action and resilience capacity.

Findings

It was found that a combination of active, latent, evolving and to some extent improvised yet integrated solutions can support anticipatory flood resilience at the micro, meso and macro scale, as well as the physical and social domains.

Research limitations/implications

Socio-physical resilience improves when policy makers, designers, planners and engineers work together to deliver anticipatory solutions prior to a natural disaster. Further, findings confirm that resilience can be achieved in both new and existing urban contexts.

Social implications

The multi-scale, integrated strategies can inform anticipatory practices, which, in turn, may reduce social vulnerability during and after natural events such as flooding.

Originality/value

This work lays the foundation for further theoretical and practical work on socio-spatial resilience and provides the learning-based structure within which policy makers, planners and architects can administer interventions for the practical delivery of planning-scale and building-level resilience.

Abstract

Transport infrastructure in most countries is owned and maintained either by public authorities, private organisations, or individuals. However, in Sweden, about 50 per cent of the road network is owned and maintained by civic road associations. By using the analytic notion of commoning, this chapter seeks to explore how road maintenance is organised and in what ways civic participation is contributing to infrastructure maintenance. Through interviews with representatives of civic road associations in Vellinge municipality and municipal representatives, we conclude that property owners are being commoned, that is, they are obliged to be a member of the civic road association in the neighbourhood where they own property. This means that property owners are given the opportunity to collectively decide on matters of road infrastructure, including maintenance and investments. Each civic road association is also acting as an organisational collective, demanding or pressuring the municipality and its politicians to reform subsidies and the organisation of ownership of roads and responsibility for their maintenance. As a single property owner, this is difficult, but as an organisational collective, in a civic road association, they have a voice. As a citizen, local municipal election offers opportunities to push for change, but at these institutionalised moments of democracy, road infrastructure issues compete with other issues. Election campaigns rarely target road maintenance, although Vellinge seems to be an exception here. Nevertheless, as citizenship is built around the provision of universal and evenly distributed infrastructure, crumbling infrastructure in different parts of the municipality tends to raise concerns over equal access and opportunities – and also differentiated citizenships.

Purpose

Although more public sector information is disclosed in an open format, the intermediaries are the key element to have value creation from it. This study aimed to identify elements about the role of these stakeholders: their characteristics, resources and partnerships within an ecosystem of budget transparency and open government data, in particular, to identify initiatives and opportunities that enable the co-production of value from public sector information.

Design/methodology/approach

The study was conducted in four Latin American countries, and data collection was carried out through interviews and document analysis.

Findings

The paper identifies intermediaries’ profiles, their network, results achieved and lessons learned.

Originality/value

This is the first study to cover in depth the intermediaries in a regional budget transparency ecosystem. Some findings emphasize the intermediary’s role, and others offered the authors elements to propose a framework for citizen coproduction that extends citizen sourcing and government as platform models, as some co-production initiatives identified seem to extrapolate their limits definitions.

Abstract

Purpose

This article explores challenges for rural Australian local governments during the transition to high-speed broadband infrastructure. Despite the National Broadband Network’s promised ubiquitous connectivity, significant access discrepancies remain between rural and urban areas.

Design/methodology/approach

Empirical findings are drawn from a full-day workshop on digital connectivity, which included participants from seven rural local governments in New South Wales, Australia. Thematic analysis of the workshop transcript was undertaken to extrapolate recurring nuances of rural digital exclusion.

Findings

Rural communities face inequitable prospects for digital inclusion, and authorities confront dual issues of accommodating connected and unconnected citizens. Many areas have no or poor broadband access, and different digital engagement expectations are held by citizens and local governments. Citizens seek interactive opportunities, but rural authorities often lack the necessary resources to offer advanced participatory practices.

Research limitations/implications

While this research draws from a small sample of government officials, their insights are, nonetheless, heuristically valuable in identifying connectivity issues faced in rural Australia. These issues can guide further research into other regions as well as civic experiences of digital inclusion.

Practical implications

There is a need to reconceive Australia’s current policy approach to broadband. Greater rural digital inclusion may be achieved by focusing on connectivity as a public interest goal, targeting infrastructure developments to suit local contexts and implementing participatory digital government practices.

Originality/value

The actions suggested would help ensure equity of digital inclusion across Australian municipal areas. Without such changes, there is a risk of rural citizens facing further marginalisation through digital exclusion.

Abstract

Purpose

The project – AskingBristol – uses university students to connect third sector organizations with particular “asks” to organizations which might be able to respond with “offers”. The authors describe the task of the experiment as being an attempt to embed students and their universities within the cities that they are based in, but are often not really very connected to.

Design/methodology/approach

This reflective report on practice describes an initiative aimed at producing a piece of “social infrastructure”. Written by the four people involved, the authors theorize and evaluate what we have done so far and what we hope to do in future.

Findings

Over two phases, it has had some success, and we think represents a concrete approach to thinking about how “civic” ideas might gain traction within universities. Using ideas about social networks, boundary objects and infrastructure the authors explore the opportunities and problems of such a project, stressing that it allows co-ordination between a wide variety of people and organizations that do not necessarily share common interests.

Research limitations/implications

This is one “experiment”, in one city, but it demonstrates the possibilities of getting “civic” universities engaged with local third sector organizations.

Practical implications

If it became a piece of social infrastructure, such a project could embed ideas about “civic”, “impact”, “engagement” and so on into the routines of the city and the university.

Social implications

Though Asking Bristol cannot solve the problems of the city, it shows that we can transfer resources, time, skills and space to where they are needed.

Originality/value

The authors do not think anything like this has been attempted before, and hope that sharing it will stimulate some comparisons, and perhaps some dissemination of the idea.

Abstract

In the years following the 2009 recession, local governments in the US have struggled to adequately maintain and manage infrastructure projects. As a result, community organizations are using new tactics to increase social and financial support for specific projects in the hopes of capturing local government attention and motivating infrastructure project delivery. This chapter explores how one community organization initiated a consensus movement by using civic crowdfunding to mobilize resources for a specific infrastructure project. Based on a matched pairs case study with two protected bike lane (PBL) projects in Denver, CO, USA (one that used consensus movement tactics and one that did not), this analysis focuses on the emergence of a consensus movement and its implications for project stakeholders. As a consensus movement supporting infrastructure, I argue that the project-based nature is important in defining movement success. Additionally, I argue that the relationship between the social movement organization and the state is more important than a typical consensus movement because infrastructure delivery requires a high level of state coordination and resources. The implications of using a consensus movement to support a specific infrastructure project point to shifting roles between social movement organization and the state.

Abstract

Notes how rapid urbanization is transforming the developing world – creating cities, which on the one hand offer opportunities for global economic activity, but on the other hand are beset with serious local civic, economic and social problems. New networks based on information and communication technologies are increasingly being woven into the fabric of these cities supporting the connectedness of powerful groups both within the city and between cities around the world. These flows of global information and communication between powerful groups in the city involved in global economic activity coexist with intense face‐to‐face interactions at the local level. Bangalore in South India presents a major case study of this global/local interaction, being a focal point for software development in the Asian region and globally, but also beset with local problems of civic deficiencies, growing poverty and income inequality. Explores some of the issues which arise as Bangalore serves as a nexus that links global and local networks of exchange. Examines two Bangalore networks which typify global and local duality: the network of software firms located in high technology enclaves in and around the city, and the ostracised network of the slum dwellers of Bangalore, gradually being brought into mainstream discussions of governance in the city. Finds considerable similarities between global networks and local networks and outlines some of these dynamics.

The value of the liberal arts and humanities has increasingly been called into question on multiple fronts. Attempts to bridge the practical and liberal arts through forms of civic professionalism have been gaining traction in larger spheres of influence. This article outlines the results of a deliberative civic engagement forum (n = 42) that created a space for community members from business, education, and non-profit sectors at the National Conference on Service and Volunteerism, to consider the role civic leadership education and development has in liberal arts and humanities programs. The forum was intentionally designed to have participants consider the role of the liberal arts and humanities in redefining the purposes and process of democratic engagement through a lens of civic leadership education and development. This forum was able to gather a group of people from sectors that do not normally speak to the intersection of leadership education and the liberal arts.
