Abstract
With the development of economy and the progress of science and technology, the function of Luoyang city is constantly enriched and expanded. The city is no longer a simple area for people to live in. The function structure of the city is affected by the external factors and is constantly expanding. Urban logistics is one of the important influencing factors. To more comprehensively and accurately understand the status and role of logistics network space in urban planning, the characteristics and development law of urban logistics structure from the theoretical point of view are analyzed in this paper with Luoyang City as the research background. The city logistics function is determined as one of the main factors affecting the economic growth of the city is determined through the literature search method, consulting professionals and other research methods. Urban road planning and design are the focus of the study; the planning and development of urban logistics road network in Luoyang City are compared and analyzed. In full consideration of the necessity of the optimization of the urban logistics network space, the preliminary optimization scheme design and suggestion of Luoyang logistics is introduced. At the end of this paper, the sustainable development and the status of the future urban logistics function are analyzed and prospected. Continuous research and analysis of multiple subjects and angles are still needed.

Abstract
Purpose
This paper aims to clarify the spatial connection characteristics and organization mode of logistics economy of 21 cities in Guangdong Province under the background of the integrated development of Guangdong, Hong Kong and Macao Bay area, and explore the spatial development characteristics and influencing factors of logistics economy in Guangdong Province.
Design/methodology/approach
This paper constructs the development level model of urban logistics economy in Guangdong Province from three aspects: demand level, supply level and support level, and uses the entropy weight method to measure the development level index of urban logistics economy in Guangdong Province. Then, the traffic accessibility index model is used to measure the traffic accessibility index between cities in Guangdong Province. Finally, using the social network analysis method, combined with the development level index of urban logistics economy in Guangdong Province and the urban traffic access index in Guangdong Province, this paper analyzes the spatial connection characteristics and influencing factors of logistics economy network in Guangdong Province.
Findings
There are regional differences in the development level of logistics economy in Guangdong Province; The overall network density of its logistics economic connection is large, but there is an imbalance in the network structure, and the core edge phenomenon is obvious; Logistics economic space presents the characteristics of double core development.
Research limitations/implications
Because the research object is the spatial connection characteristics of logistics economy in Guangdong Province, the research results may lack universality. Therefore, researchers are encouraged to put forward further tests.
Practical implications
By studying the spatial connection mode of logistics economy in 21 cities in Guangdong Province, China, this paper promotes the original methods and empirical contributions, and constructs the research framework of spatial relationship of logistics economy. This research framework is universal to a certain extent.
Social implications
This paper is conducive to promoting the integrated development of logistics economy in Guangdong Province and improving the balance of regional development of logistics economy.
Originality/value
Firstly, this study provides a new perspective to understand the spatial relationship and spatial spillover of logistics economy from relational data rather than attribute data. Secondly, This study enriched and broadened the research topic of spatial correlation of logistics economy. Thirdly, this research aims to promote the original methods and empirical contributions. Specifically, this study establishes a comprehensive research framework on the spatial network structure of logistics economy.

Abstract
Purpose
Technologies continue to disrupt logistics and freight transport (known as smart logistics), but their impacts on smart city sustainability is underinvestigated. Drawing on technology, organisation and environment (TOE) perspective, the objective of this study is to empirically investigate the hierarchical effects of smart logistics on smart city sustainable dimensions (i.e. environmental, social and economic).
Design/methodology/approach
The study used cross-sectional survey to collect data from urban transporters, warehouse managers, retailers and information technology (IT) managers in Australia. Data were analysed using structural equation modeling (SEM) to test the hypothesised relationship between constructs of smart logistics and smart city sustainable performance.
Findings
The findings reveal that information and communications technologies (ICTs) use and IT capability (ITC) have positive and significant effects on smart logistics. Technology-enabled smart logistics have an immediate positive effect on smart city environment, which in turn has positive impacts on social and economic performance.
Practical implications
The study informs managers that smart logistics equipped with freight transport telematics can improve smart city environment through enhanced tracking and tracing of goods movement. The improved environmental stewardship is likely to support social and economic performance.
Originality/value
Smart city research remains primarily theoretical and focussed on concerns surrounding sustainable growth amid urbanisation and digitalisation. City logistics and urban freights play key role in smart city economic growth, but vehicular pollution pose social and environmental challenges. Technology-assisted smart logistics are likely to improve smart city sustainable performance but yet to find how they affect each other.

Abstract
Purpose
The purpose of this study is to master the development process and the construction effectiveness of backbone circulation network in an all-round way, formulate regional logistics development planning as well as promote the development of logistics industry by scientifically evaluating the logistics development of node cities with a view to analyzing their spatial differentiation features.
Design/methodology/approach
In this paper, an integrated evaluation model is constructed by adopting factor analysis, gray target decision-making model based on cone volume and other methods so as to evaluate the logistics development of node cities. The dimensionality of three-dimensional panel data is reduced by factor analysis at first. Then, the gray target decision-making method based on cone volume is adopted to evaluate the development of node cities, whose evaluation results are carried out through the clustering analysis. The clustering analysis is used to determine the development level of node cities and to extract the spatial differentiation features of node cities.
Findings
The results show that the proposed model can comprehensively evaluate the logistics level of node cities and clarify the overall logistics development and spatial differentiation of node cities, which could provide objective evidence for formulating national policies as well as promoting the balanced and coordinated development of regional logistics in China.
Originality/value
The paper succeeds in overcoming the disadvantages of existing methods assessing the logistics development level, such as principal component analysis and factor analysis, which are not applicable to panel data.

Purpose
The paper aims to study the challenges and solutions of city logistics in the new retail era. The new retail, which is characterized by omni-channel, fragmented orders and decentralized 2C distribution, is becoming the mainstream of the retail industry worldwide. In order to achieve a comprehensive breakthrough in new retail, the change of order fulfillment mode is the most noteworthy issue. The aim of this paper is to design a city logistics operation model for new retail and verify its feasibility and efficiency.
Design/methodology/approach
A physical internet (PI) enabled two-tier city logistics solution is proposed by redefining the key facilities in city logistics with the PI concept. A “Container-as-a-Warehouse” operation mode is designed to provide a more flexible store and transfer solution. A mathematical model of the proposed solution is established. An adaptive large neighborhood search (ALNS) is designed based upon an iterative procedure, which ensures consistent and optimal results.
Findings
To quantitatively assess the feasibility of the proposed solution, a computational experiment is designed to compare the performance of the proposed model against the conventional two-tier city logistics operation. The effects of geographical location pattern, utilization of PI-hub as well as the fluctuation of customer orders are analyzed. The results show that the PI-enabled city logistics is more advantageous than the conventional solution.
Research limitations/implications
This study does not consider the impact of new technologies in city logistics; for example, the replenishment problem of unmanned vending machines and the charging problem of electric vehicles.
Practical implications
The proposed PI-enabled solution and analysis results in this paper have positive guiding significance for future practical application.
Originality/value
Based on the concept of PI, this paper proposes an innovative and practical operation model to solve the city logistics challenges.

Abstract
Purpose
The purpose of this paper is to describe and analyse a case of local freight stakeholder involvement to plan and design eco-efficient city logistics innovations in Como, a small city in Italy. While the importance of a well-functioning urban goods distribution system is widely acknowledged, city authorities have become increasingly aware of the need to minimise the negative impacts associated to the system. There are now countless examples of attempts to increase the eco-efficiency of urban freight deliveries; however, very few have made a notable impact. The success of such schemes often depends upon the response of a range of private sector freight stakeholders and their involvement during the planning process of these solutions is crucial.
Design/methodology/approach
To engage local freight stakeholders within the planning process of a city logistics project, the logical framework approach, in the form of the design and monitoring framework (DMF) developed by the Asian Development Bank, has been applied.
Findings
The structured consultation process implied within the DMF approach allowed urban freight stakeholders to share their aspirations from the beginning of the city freight planning process, despite their differences in priorities in adopting eco-efficient logistics innovations. The process ensured that city stakeholders accepted and committed to the city logistics strategies formulated during the consultation process, namely: changes to the Limited Traffic Zone regulation, the use of an urban consolidation centre and hybrid electric truck adoption.
Research limitations/implications
The evaluation of the DMF application will be definitive after the demonstration/implementation stage of the city logistics project. It will then become clear if freight stakeholders have committed to the project and if it is effective in delivering the expected outputs and outcomes.
Practical implications
Local city authorities may find this method useful in situations where a structured consultation process is needed for addressing urban freight issues. This is especially the case in the context of introducing innovative, eco-efficiency solutions.
Originality/value
The application of DMF in the developed environment can be considered novel; this paper extends this with an application to the promotion of sustainable urban freight.

City logistics is a challenge in many cities. Literature works focus on the analysis of large or local-scale solutions to increase the efficiency of freight transport. However, store deliveries from the perspective of practitioners, particularly retail stores, are still an issue. In this context, the purpose of this paper is to propose a decision framework to assist logistics managers in defining efficient re-shelving solutions for store deliveries, according to the emplacement characteristics, city administration constraints and social issues.
Design/methodology/approach
An iterative step-by-step decision framework is developed, which allows taking decisions in a clear and structured way, including the preferences of key stakeholders. Moreover, a “what if” procedure is proposed, aiming to modify some initial conditions of the target store to achieve more efficient solutions.
Findings
The proposed decision framework is applicable in practice and helps users (mainly logistics managers) to identify solutions for efficient re-shelving in urban settings.
Research limitations/implications
The decision framework is applied by the logistics manager of two Spanish food retail stores, but it could be used in different logistics sectors and cities/regions, although adapting the decisions taken at each phase.
Practical implications
Logistics managers have a support tool when addressing re-shelving solutions for store deliveries.
Social implications
A balance can be found between company interests (minimise costs) and citizens quality of life (less contamination, noise, traffic, etc.).
Originality/value
This study simultaneously deals with large- and local-scale decisions faced by logistics managers in their day-to-day activity, considering details about the store location, its surroundings and the company it belongs.

Purpose
Freight network planning and the application of distribution innovations are popular fields of research on sustainable urban logistics. However, considerable research on freight network design lacks a comprehensive consideration of the application of distribution innovations. This observation implies that sustainable urban freight research appears highly fragmented in topics of network design and distribution innovations. From the perspective of long-term planning, this situation possibly serves as a barrier to further promotion of sustainability. The objective of this paper is to analyze existing research gaps of literature to further promote the sustainability of urban logistics systems from a future perspective.
Design/methodology/approach
This paper employs a systematic literature review (SLR) method, which covers 164 papers and research works published in 2013–2018. The article corpus involved the innovative schemes of freight network design and the emerging delivery concepts in cities. Based on an analysis of articles' relevance, the most significant research contributions on both city logistics network design and exploitation of distribution innovations are detected.
Findings
This paper has found four research gaps in aspects of network design and distribution innovations. To respond to these gaps, we propose the research framework of sustainable and flexible future urban freight planning (SFFUFP) based on trends of city development, while discussing further research direction on urban freight planning.
Originality/value
The authors have found four research gaps in aspects of both urban freight network design and distribution innovations in which scholars could be encouraged to contribute. The research framework of SFFUFP can further promote sustainable urban logistics from a view of future management.

The research article's primary purpose is to understand the advancements in urban logistics and allied fields over time along with a consideration of its enabling technologies.
Design/methodology/Approach
An initial review is used to build a keyword vocabulary, combinations of which were then applied to the Scopus, ScienceDirect, Emerald Insights, the Web of Science (WOS), Elsevier, Taylor and Francis, Wiley, Inderscience, Springer, Google Scholar and IEEE Xplore for extracting academic publication collection. The first part includes bibliometric analysis; network analysis is done based on the finally selected 645 papers (only those articles include either of the keywords mentioned above in title, abstract, and keywords). The second part conducts a review of the existing literature review studies (only 21 literature review studies out of 645 articles). The last one discusses the advancement in the topics based on the selected research articles.
Findings
This research discussed the advancement of the urban logistics and allied field, key academic forums and key researchers. It is evident from the analysis that the research related to key emerging themes like implementing innovative concepts and sustainability; application of green technologies; data collection, visualization, monitoring and sharing; and automatic logistic systems are still in the nascent stage. However, these research areas gained momentum in the recent past.
Research limitations
Urban logistics are essential and play a crucial role for such rapidly growing cities to function. Despite playing a vital role, urban ecosystem logistics is often neglected in formal urban planning. Hence, as a response to customer and business demand, private entities regularly invest in new technologies and solutions. Since such investments are toward profits, various environmental, social and economic challenges arise.
Originality/value
This research investigates the advancements in urban logistics toward smart, sustainable reforms in developing enabling technologies and markets. The obtained research articles are subjected to bibliometric, descriptive, network and content analysis to present a rundown of advancements, relationships and trends in emerging research gaps.

Abstract
Purpose
The construction industry is reluctant to utilize construction logistics centres (CLC). To understand why, the purpose of the study is to increase the understanding of drivers and challenges of CLC utilization.
Design/methodology/approach
Adopting an activity-based cost methodology, nine construction projects' CLC utilization in a Swedish urban development project is analyzed for a time period of three years (2013–2016).
Findings
There is a difference between drivers and challenges for implementing and utilizing CLCs, which are often implemented to reduce third-party disturbances. The drivers to utilize a CLC, however, stem from achieving efficient logistics. The authors identify two different utilization strategies; the CLC is used either for just-in-time (JIT) deliveries or as a consolidation point.
Research limitations/implications
The study shows that construction logistics is to some extent repeating some mistakes of its big brother, city logistics. The study hypothesizes that there are differences between CLC implementation and utilization drivers and challenges that are often overlooked, which can explain the lack of CLC utilization.
Practical implications
The study shows that it is crucial for construction projects to develop and formulate a logistics strategy for how to utilize the setup, i.e. deciding whether to use the setup as a consolidation point leading to fewer deliveries and more materials on-site, or as JIT, leading to more deliveries but fewer materials on-site.
Social implications
CLCs can reduce environmental impact and third-party disturbances. However, to make this come true, acceptance among the users is needed. The study provides understanding of drivers and barriers for CLC implementation and utilization that can increase acceptance among users (i.e. construction projects).
Originality/value
The current study is one of the first studies to analyze CLC utilization.
