Heritage buildings often stand as a reminder of power structures. In urban streetscapes, they can represent particular values and views of the world such as colonial conquest, hegemonic power relations, or social hierarchies. The changing use of some heritage buildings, however, alongside the changing remit of libraries in Ireland, may offer scope for radical acts of inclusion for diverse populations. One such building is considered here, the Waterford Central City Library, originally a Carnegie library, which is situated at the social and cultural centre of the city. This chapter reflects on the changing use of space in iconic buildings, the changing remit of public libraries in Ireland, and the potential of city centre buildings to be diverse spaces which facilitate inclusive community building.

The purpose of this paper is to examine the development and growth of smart cities across the globe and explore the possibilities for their implementation, to assess the emerging trend for smart homes supported by smart cities, to identify and analyze technologies used in smart cities such as voice recognition that can be integrated into libraries as well as to identify hindrances that confront English-speaking Caribbean islands in their quest to implement Smart Cities and make recommendations how they can attain this feat.

Using the qualitative methodology, a careful assessment of literature was done to compare technological development as well as infrastructure available to develop and sustain smart cities and by extension smart societies.

In the Caribbean, numerous homes are outfitted with the requisite internet connectivity, smart technology as well as capabilities to foster intelligent environments but their infrastructure is not set up for full integration that allows all facets to be controlled and or manipulated by the touch of a central remote system.

To the best of the authors’ knowledge, this paper is the first of its kind to highlight the possibilities of having a smart city powered by smart libraries and the impact that the latter will have on the empowerment of citizens. It also highlights the technological strides of AI and their impact on assisting daily life.

You have also read everything that can shed any light on library development in the community. As part of your review of the library scene in Columbia City, you have prepared the following paper summarizing some key facts touching the past development of the library and the community.

The Barbican Library is the headquarters of the City of London's lending library service. It includes a music library and a children's library as well as a special section devoted to the fine and performing arts. Anyone who lives, works or studies in the City may apply to be a member. Others who wish to join may do so under the interavailability scheme.

Investigations of urban public services remain confined to western settings while research on urban public services in non-western cities focuses mainly on the availability and delivery of basic services. Using the case study of Calcutta, this study is an empirical investigation of the evolution, spatial distribution, and changes in spatial patterns of public libraries for the period 1850–1991. It seeks to demonstrate the provision and accessibility to public libraries at the intraurban scale thereby extending research of urban service delivery to a non-western city. Within the context of urban service delivery – who benefits and why, the location of libraries in three time periods are analyzed. The study finds that the urban morphology of the colonial city continues to exert a strong influence on the growth and spatial distribution of public libraries. Empirical evidence suggests that there is no locational bias based on physical accessibility in the distribution of public libraries. No progressive or regressive spatial arrangement based on socioeconomic variables is indicated.

An international management movement known as New Public Management (NPM) emerged during the 1970s and 1980s. It relies on the normative use of economic market models, transaction cost theory, and public choice theories to deliver public services. While the manifestations of this new approach have taken many different avenues across the world, in the United States the primary manifestations have been found in the “Reinventing Government” movement (Gore, 1993), and the “Competitive Sourcing” plan of the Bush Administration (Office Management and Budget, 2002, 2003). A central component of NPM practices in the United States is the use of “outsourcing” of government service delivery to private or non-profit organizations.

The purpose of this paper is to describe Qatar's Education City's six university libraries, their international patrons, collections, and services.

The paper provides analysis of the data provided by various parties related to patrons, collections and services of the six university libraries in Qatar's Education during the calendar year of 2009.

Education City's six branch libraries successfully support the needs of their patrons' curriculum and research needs especially in the e‐resources.

This research provides in‐depth information for the Qatar Foundation, university and library administrators of main and branch campuses related to future e‐licensing, collections acquisitions, and staffing.

This multiple case study investigates the impact of technology on organizational change in public libraries. Over the past 12–15 years, public access computers (PACs) have been introduced into public libraries. Once these PACs were connected to the Internet, they attracted patrons who had not previously used public library services. The main themes around which this study was organized relate to the implementation of technology with facilities and services, city government, and people. The main research questions were following: (1) How has public library culture changed since the introduction of computers for patron use? (2) What adjustments were necessary to deal with the influx of computers and other technology in public libraries? (3) Have PACs changed the way the libraries are organized and how they are staffed? The findings of the study included how technology influenced changes in staffing in the public libraries. Each of the libraries has undergone a culture shift due to the introduction of technology. One of the shifts is the change of the reference desk from general reference to the addition of a help desk with reference responsibilities. Another concern of the directors was constantly funding the upgrades necessary for software and hardware that technology requires. As not all of the directors have supportive city government, this can be problematic. Finally, the facilities where the public libraries were housed had undergone changes either through renovations or through new buildings to accommodate technology and the infrastructure needed to support it.

In Quebec, where a large majority of public libraries are municipal departments, the mission of the libraries must be defined in collaboration with city councillors and acknowledged by them. The purpose of this paper is to understand the views of city councillors in Quebec on the mission of public libraries, and to compare them to actual library practices.

The research strategy adopted is a multiple case study. Interviews were conducted with 12 city councillors who represent their library on the city council. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and some documents were subjected to content analysis.

A conceptual framework based on the theory of social construction of reality is proposed to study the discourses of city councillors in their textual dimension, to contextualise them and to analyse them in comparison with library practices.

There is no homogeneous view among city councillors in Quebec on the mission of public libraries. However, a model of the discourse of city councillors does emerge. It is less developed than current literature. It presents a passive image of the library in which the tradition continues, ignoring the Information Society. The analysis also revealed that the views of city councillors are based on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries.

The purpose of this paper is to study globally successful public library systems with reference to their infrastructure, physical space, services, collection, processes, finances and best practices and recommend models, structure and minimum standards for smart public libraries of the upcoming 100 smart cities of India.

An email with 14 questions was sent to 50 public library system across the world. A sample of n = 18 responses were received.

The finding suggests that all the libraries have a central library and a good network of branch libraries across respective cities with adequate staff and collection to cater to the needs of the public. The size of the central library varied from 8,000 m² (Cologne Public Library) – 86,000 m² (Boston public library) and average size of the branch library varied from 200 m2 (Aarhaus) – 1,582 m2 (Barcelona). Monthly average users varied from 96,000 (Moscow) – 1.5 million (Toronto).

The Indian public library system remains uneven throughout the country with varying levels of legislation, financing and quality of library services. Even a room with few books is considered as a library. The results of this study will help develop a quality public library system of global standard and ensure that libraries are transformed into knowledge hubs.

This study is a unique exploration in which different types of libraries are defined in terms of physical space, service, staff, collection based on a global model which ensures uniform growth and development of public library systems in upcoming smart cities of India.
