Abstract
Purpose
The purpose of this paper is to describe and discuss the development and the structure of a new international master on the subject of urban quality development and management (UQDM), and explore the potential of the process and the outcome in serving as models adoptable by faculty at other universities.
Design/methodology/approach
The study has been carried out as action research. Using innovation and user‐producer interaction as the framework, the authors present the development process; the structure, contents and methodology of the programme; and report on their research findings.
Findings
UQDM is dependent on human resource development, institutionalised networks and confident exchange of knowledge, and must identify and incorporate multiple environmental, social, economic and cultural aspects. The authors find that at the core of innovative societies, an interlinkage exists between practice (business, civil society, governance) and theory (research, education). The case illustrates how a new curriculum takes time to develop and implement and how it relies on confidence and trust between partners, in this case cities and universities, before being able to plant the seed for a sustainable response to the needs of city administrations. University consortia may be particularly useful as providers of a broad framework and an enabling setting in which diffusion of innovation can occur.
Practical implications
The paper presents a successful approach to developing new curricula. Basing itself on user‐producer interaction within the framework of innovation and innovation theory, the programme addresses urban quality through a multi‐disciplinary and inter‐institutional collaboration between city administrations and universities. Per se, the approach is easily replicable but will require time, effort and dedication by all involved, both during development and in later execution.
Originality/value
The paper reports on a new, unique programme and further places the development of the curriculum and the curriculum itself explicitly in the context of user‐producer interaction and with innovation as the framework. While this framework is widely used both descriptively and prescriptively in product development, it has seemingly yet to be applied extensively for other types of developments, including university educations.

Abstract
Purpose
This paper aims to investigate sustainability research collaborations between the City of Vancouver and the University of British Columbia (UBC), as a case study to better understand how to use city–university partnerships to advance effective urban sustainability policy and practices. The study compiles a basic inventory of partnerships since 2010, describes their benefits, areas for improvement, barriers to collaboration and proposes ways to increase and improve future collaborations.
Design/methodology/approach
The study draws on an electronic survey completed by 58 individuals and interviews with 13 such participants who were faculty members and staff at UBC and Vancouver.
Findings
Most collaborations responded to climate change in some way, were initiated through informal professional relationships and involved single departments in each organization. Projects ranged in size, duration and level of municipal funding. Although project participants were generally happy with past experiences, future collaborations could be improved by increasing leadership commitment and resources and producing more mutually beneficial outcomes. Barriers included lacking awareness of potential partners, difficulty aligning municipal needs with academic research interests and divergent expectations about project resources. The study recommends introducing formal processes to help identify overlapping interests and opportunities, enhance co-creation of projects and increase leadership and resources.
Practical implications
The findings may inform the development and implementation of future city–university partnerships to advance sustainable policies and practices in urban areas.
Originality/value
This paper contributes by reviewing experiences with city–university collaborations and offering evidence-based recommendations to improve them, thereby increasing opportunities for more effective urban sustainability solutions.

Abstract
Purpose
The purpose of this paper is to describe a classroom negotiation exercise. A case involving controversy over the naming of a sports stadium containing a university football field and track is described. A local municipality, representing veterans groups, negotiates with university officials over a university plan to rename “Veteran's Memorial Stadium” after a recently‐retired football coach.
Design/methodology/approach
The negotiation activity is adapted from an actual case. It requires little advance preparation and can be used with either pairs or small groups of participants. “Teaching notes” provide instructions for using the activity.
Findings
The “Teaching Notes” examine how this controversy illustrates several concepts related to conflict, integrative bargaining, power and negotiating on behalf of constituents.
Originality/value
The case differs from many published cases in that one side's position is apparently rooted in values and matters of principle whereas the other side's position is interest‐based. The student must grapple with these dynamics, while seeking an integrative solution to the issues.

Abstract
Purpose
The purpose of this study was threefold: to identify which attributes of the host university city are important to students; to assess students' satisfaction with the key attributes of their host university city; and to determine the drivers of students' overall satisfaction with their host university city.
Design/methodology/approach
A two stage, mixed methods research design was selected for this study. Focus groups comprised the first stage and a survey of 159 full time university students attending the university of Otago in Dunedin, New Zealand, comprised the second stage.
Findings
The survey findings indicate that students at the university of Otago perceive accommodation, socialising and sense of community, safety and cultural scene as the most important attributes of their host university city. Alternatively, the results of the regression analysis which assessed the relative strength of city attributes in explaining their overall satisfaction with Dunedin, demonstrated that shopping and dining, appeal and vibrancy, socialising and sense of community and public transport were the key drivers of their overall satisfaction with the city.
Research limitations/implications
Students' overall satisfaction with the city is relatively positive and they are most satisfied with socialising and sense of community, community assets, and the city's natural environment. Overall, students' expectations of the city's attributes were reached and exceeded. However, their satisfaction with accommodation, the attribute that they ranked as the most important, was unmet. This shortfall in expectations has the potential to negatively impact the university's image and encourage students to transfer somewhere else for further study if their most important need is not addressed.
Practical implications
As an important city stakeholder for university cities, students' perceptions and satisfaction with their host city need to be given priority. University administrators in collaboration with city place managers should put effort into maintaining the city attributes which are important to students and which drive their satisfaction with the city experience, since they represent a large proportion of residents in university host cities. The consequences of their inattention to students' needs could be harmful in the long-term.
Originality/value
Tertiary student perceptions and satisfaction with their host cities have been largely ignored. This study addresses this gap by identifying which attributes of cities are important to students, gauging students' perception of their host city according to these attributes, and identifying the city attributes driving their satisfaction with their host city.

Purpose: Process innovations are becoming increasingly significant in a changing digital society. The goal of this study is to focus on the service industry, particularly on how this sector has lately been influenced by sustainable development and digitalisation. The main focus will be on education. The cohabitation of three aspects (innovation, digitalisation, and sustainability) is declared as a fact in the competitive landscape.
Methodology: This study uses a multi-case approach emphasising the new system of processes in educational institutions in Canada, Ontario. These case studies are relevant to exceptional results consistently produced by various educational institutions.
Findings: The Waterloo region is known as a digitalisation triangle in Canada. Personal experiences and research findings serve as an example of the value of the global digitalised economy as a partnership principle in the educational and entrepreneurship fields.
Significance: The obtained experience and the attempt to share the knowledge and results of this work and research will be useful in future for other academic environments, cities, and countries.
Practical Implications: Cohesion between the purpose of this study and practice is explained as a need to see educational institutions as an important factor of innovation and economic development. In this case, the author shows how this successful case of Ontario, Canada created a stronger base for competitiveness and economic growth.

Abstract
Purpose
The project – AskingBristol – uses university students to connect third sector organizations with particular “asks” to organizations which might be able to respond with “offers”. The authors describe the task of the experiment as being an attempt to embed students and their universities within the cities that they are based in, but are often not really very connected to.
Design/methodology/approach
This reflective report on practice describes an initiative aimed at producing a piece of “social infrastructure”. Written by the four people involved, the authors theorize and evaluate what we have done so far and what we hope to do in future.
Findings
Over two phases, it has had some success, and we think represents a concrete approach to thinking about how “civic” ideas might gain traction within universities. Using ideas about social networks, boundary objects and infrastructure the authors explore the opportunities and problems of such a project, stressing that it allows co-ordination between a wide variety of people and organizations that do not necessarily share common interests.
Research limitations/implications
This is one “experiment”, in one city, but it demonstrates the possibilities of getting “civic” universities engaged with local third sector organizations.
Practical implications
If it became a piece of social infrastructure, such a project could embed ideas about “civic”, “impact”, “engagement” and so on into the routines of the city and the university.
Social implications
Though Asking Bristol cannot solve the problems of the city, it shows that we can transfer resources, time, skills and space to where they are needed.
Originality/value
The authors do not think anything like this has been attempted before, and hope that sharing it will stimulate some comparisons, and perhaps some dissemination of the idea.

Abstract
Competitiveness of cities forces the city and public sector representatives to invent new methods of management and use the innovative thinking. Success of cities, based on Etzkowitz and Leyedesdorff (2000), has to take into account new strategies of co-operation of the academic institutions with the local authorities, entrepreneurs (in our case in tourism business) and new graduates focused on high-tech industries and start-up businesses. This trend is based on the principles of New Economic Geography (Krugman, 1994; Porter, 1998) and the new Theory of Growth (Romer, 1990), which enforce the importance of knowledge capital and smart technologies. Hjalager (2002) supported the idea of the importance of the institutional innovations and Ward (1998) mentioned that universities and research institutes are key entities to promote smart technologies and decisions in a city (Triple Helix concept). The purpose of the chapter is to discuss the results of research conducted in Waterloo, Canada, Ontario, which belongs to the Ontario Technological Triangle. Waterloo is a city of two universities, Waterloo University and Wilfred Laurier University. The purpose of the chapter is to discuss the results of research conducted in Waterloo, Canada, Ontario, which was focused on the competitiveness growth through the implementation of the smart management systems (Triple Helix Model) in the city marketing and governance. Some of these approaches influenced also tourism business due to multiplication effect and the growing competitiveness is a source of a continual growth of students, visitors and entrepreneurs to the city and the region.

Abstract
Purpose
The creation and distribution of human capital, often termed talent, has been recognised in economic geography as an important factor in the locational decisions of firms (Florida, 2002), and at a more general level as a key driver of economic growth (Romer, 1990). The purpose of this paper is to consider how talent is created and distributed across the cities of the UK and the key factors which are driving this spatial distribution. They also consider what the economic outcomes of these disparities are for cities.
Design/methodology/approach
The multivariate models can estimate the dynamic inter-relationships between human capital (talent), innovative capacity, and economic value added. These can be estimated, using talent as an example, in the form: human capital measurei =α0i+α1i innovative capacity +α2i quality of life + α3i labour market indicators + α4i economic indicators + α5i HEI indicators + β6i population demographics + β7i population + υi.
Findings
The first finding is that talent is unequally distributed across cities, with some having three times more highly educated workers than others. Talent concentration at the city level is associated with entrepreneurial activity, culture, the presence of a university, and to a lesser degree the housing market. This feeds into more knowledge-based industry, which is associated with higher gross value added.
Research limitations/implications
The research is limited in a practical sense by the fact that UK data at this level have only become available quite recently. Thus, it is only possible to capture talent flows and city growth in a relatively small window. But the prospects going forward will allow more detailed analysis at the city level of the relationship between talent flows and local economic growth. And additional insights could be considered relating to the on-going changes in the UK university system.
Practical implications
The question of whether universities are simply producers of talent or play a much broader and deeper role in the socio-economic landscape and outcomes of cities is an open one. This research has identified what the key drivers of city level economic growth and knowledge creation are, and sought to explain why some cities are capable of attracting and harnessing three times more talent than other cities. This has significant implications for the future development of UK cities and for those seeking to address these imbalances.
Social implications
Universities are a major economic agent in their own right, but they are increasingly being asked to play a wider role in local economic development. The authors’ evidence suggests that universities do play a wider role in the growth and development of cities, but that there are large discrepancies in the subsequent spatial distribution of the talent they create. And this has significant implications for those seeking to address these imbalances and promote a broader and less unequal economic landscape.
Originality/value
The authors explore how cities create economic value via a process whereby talent is attracted and then this stimulates knowledge-based industry activity. The originality relates to several key aspects of the work. First, the authors look at the stock of talent, and then the authors explore how “new” talent from universities is attracted by looking at graduate flows around the cities of the UK, differentiating between top-level graduates and less talented graduates. The authors then allow a wide variety of economic, cultural, and population factors to influence the locational decision of talented people. The results highlight the complexity of this decision.

Abstract
Purpose
This paper aims to analyse Barcelona City Council's tourism policy documents to detect how, through the influence of research, different pathways are produced to achieve social impact.
Design/methodology/approach
Using the case study approach, a qualitative content analysis is applied to review 31 tourism policy documents of Barcelona City Council.
Findings
The results show that the influence of tourism research on Barcelona City Council's policy documents occurs through the following pathways that drive potential social impact: the development of shared research programmes, joint projects, the creation of information exchange platforms, support for academia, the creation of debates, the founding of institutes, the referencing of scientific articles and studies commissioned directly by the City Council from higher education bodies for implementation in the city.
Originality/value
The originality of this paper is to highlight the social relevance of research and to contribute to raising awareness among researchers. The social impact of research is an under-explored topic in the field of tourism. Moreover, there is little research that conducts this analysis through policy documents.

Abstract
Under the background of rapid urbanization, all kinds of urban water problems have gradually come into being: local flooding frequently happens, water environment is deteriorated, water-supply is in tension, etc. Meanwhile, with rapid development of higher education in China, campus area and scale are gradually expanding, but traditional campus construction has many drawbacks. In order to promote sponge campus planning and construction of universities in hilly areas and provide demonstration windows for sponge city construction, based on deficiencies of campus construction of Hunan City University in the aspect of water resource utilization, we used ArcGis spatial analysis method, simulation method and comparative analysis method on Storm Water Management Model (SWMM) to establish sponge campus construction indexes, content system and optimal design strategies with objectives of campus water safety, water environment and water resource utilization. Results indicate that: difference between sponge campus planning and traditional campus planning mainly lies in rainfall management. We combed the design process of sponge campus planning in hilly areas from the perspective of rainfall management, and simulated the process of sponge facilities controlling the rainfall in the campus via computer model to verify reasonability of sponge facility planning and select the optimal planning and construction plan. This study has defined design process of sponge campus planning in hilly areas to a certain degree and provided a research basis for sponge campus planning and construction of universities, setting up a typical example and driving effects on solving urban local flooding problem and rainfall resource utilization in hilly areas.
