Abstract

An annual citizen survey can be a valuable component of the municipal budgeting process for cities that elect to institutionalize the process as a way to translate citizen feedback into budgetary priorities. This article explores uses of citizen surveys in identifying latent needs of the community that may not be detected through public hearings or other citizen participation methods. The authors suggest that properly developed and conducted citizen surveys can provide decision-makers with research data that will lead to more responsive public spending and debt financing decisions. The article concludes with a case study of Auburn, Alabama, a city that has successfully used citizen surveys in its budgeting system for the past seventeen years.

As more state and local governments and agencies embrace strategic planning as a means of cost control, accountability, and goal achievement, the process of benchmarking has become increasingly important. This article examines the role survey research can play in the benchmarking process. The authors focus on some of the considerations and controversies involved in this process, including questionnaire design (What types of questions should be included?), population definition (Who should be included and how can these individuals be identified?), sampling procedures (What methods of sampling should be employed to ensure that the data are representative of the population of interest?), data collection methods (Should surveys be conducted via mail, face-to-face, or telephone?), and data analysis (How can the survey data help state and local officials evaluate their service delivery?)

Abstract

In this article we explore two citizen-based approaches to solving the problem of selecting a desirable level of public goods for a jurisdiction. The first approach seeks to inform decision-makers about citizens’ preferences by observing the choices of citizens faced with the actual budget constraint facing the government and asking them to choose service levels within that constraint. The second approach gauges citizens’ willingness-to-pay for their share of the cost of a desired level of public expenditure. In an effort to foster discussion and research into new modes of citizen participation in resource allocation we pose a model that combines both the constraints of the jurisdiction with the tax share of the respondent into a survey methodology that will reveal the underlying demand for government services in ways that are useful for public managers.

Abstract

This article reports on a design for citizen identified performance measures for budgeting that seeks to overcome problems of validity and representativeness that typically exist in citizen involvement processes. This design selected participants using random sampling so that each resident had the same chance of being invited to be in one of the focus groups that worked to develop outcome measures for a set of town services. In order to assure that the resulting measures were helpful to residents at large, an additional phase of the process involved a large sample survey of town residents to validate the results. The results were a set of performance measures that were developed by a small group of citizens that the population at large found useful to them when thinking about local services.

Abstract

Purpose

The purpose of this paper is to provide direct comparisons between the views of citizens and officers within a jurisdiction that has been largely influenced by the community‐oriented policing movement. Comparisons between police and citizen views are specifically made in terms of: the relative importance of crime problems in the jurisdiction; the value of community policing programs; overall satisfaction with the performance of the department; and strategies designed to improve the performance of the department.

Design/methodology/approach

The methodology of the study is officer and citizen surveys.

Findings

Officers and citizens significantly differed in their assessment of the importance of specific crime problems in the jurisdiction, the value of community policing programs, the degree to which they were satisfied with the performance of the department, and their assessment of improvement strategies. These differences are discussed within the context of previous literature that has focused on the implementation and continued acceptance of community policing.

Research limitations/implications

Findings are derived from surveys conducted in one jurisdiction. Findings are limited to the degree that citizen/officer views within this jurisdiction differ from those found elsewhere.

Originality/value

The study utilizes seldom‐used concurrent surveys of officers and citizens within a single jurisdiction. The method allows for the direct comparison of police and citizen views. Thus, this paper provides evidence regarding the feasibility of collaboration between police and citizens, and the continued viability of community‐oriented strategies.

Abstract

Purpose

This paper aims to examine citizen interaction with e‐government using three e‐participation models. The two major research questions of this paper are: what is the current level of e‐participation in the USA?; and what factors explain why citizens participate in online government?

Design/methodology/approach

Survey evidence of citizens in the USA and their use of e‐participation is examined using quantitative methods.

Findings

Citizens were most likely to use e‐participation for management activities. Citizens were much less likely to use the internet for more advanced consultative and participatory activities. Using regression analysis, factors such as demand by citizens for e‐government, the digital divide, and political factors influenced the level of e‐participation.

Research limitations/implications

The results of this study imply that governments should do more to stimulate demand for e‐government, address issues of the digital divide, and provide for more open and transparent government. A limitation of this study is its focus on e‐participation through a survey instrument, which does not consider all possible forms of e‐participation.

Practical implications

For e‐participation to blossom, governments should do more to promote citizens' demand for e‐government, bridge the digital divide, and promote more open and transparent government.

Originality/value

Existing research on e‐participation has focused on theory building and case studies; this paper provides empirical evidence, through a survey, of the level of e‐participation and factors that promote e‐participation.

Abstract

Purpose

The study aims to compare survey recruitment rates between Facebook, Twitter and Qualtrics and to assess the impact of recruitment method on estimates of energy content, food safety, carbon footprint and animal welfare across 29 foods.

Design/methodology/approach

Two versions of an online survey were developed on the citizen science platform, Zooniverse. The surveys explored citizen estimations of energy density (kcal) or carbon footprint (Co2) and food safety or animal welfare of 29 commonly eaten foods. Survey recruitment was conducted via paid promotions on Twitter and Facebook and via paid respondent invites on Qualtrics. The study included approximately 500 participants (Facebook, N˜11 (ratings 358), Twitter, N˜85 (ratings 2,184), Qualtrics, N = 398 (ratings 11,910)). Kruskal–Wallis and Chi-square analyses compared citizen estimations with validated values and assessed the impact of the variables on estimations.

Findings

Citizens were unable to accurately estimate carbon footprint and energy content, with most citizens overestimating values. Citizen estimates were most accurate for meat products. Qualtrics was the most successful recruitment method for the online survey. Citizen estimates between platforms were significantly different, suggesting that Facebook and Twitter may not be suitable recruitment methods for citizen online surveys.

Practical implications

Qualtrics was the favourable platform for survey recruitment. However, estimates across all recruitment platforms were poor. As paid recruitment methods such as Qualtrics are costly, the authors recommend continued examination of the social media environment to develop appropriate, affordable and timely online recruitment strategies for citizen science.

Originality/value

The findings indicate that citizens are unable to accurately estimate the carbon footprint and energy content of foods suggesting a focus on consumer education is needed to enable consumers to move towards more sustainable and healthy diets. Essential if we are to meet the 2030 Sustainable Development Goals of zero hunger, good health and wellbeing and responsible consumption and production. The study highlights the utility of Zooniverse for assessing citizen estimates of carbon footprint, energy content, animal welfare and safety of foods.

Abstract

Issues like fiscal crises and sequestration may cause elected officials to get citizen input in the budget process. This action can be viewed as a reactive strategy used when the relationship with citizens is weakening; or, a proactive strategy to keep governance relationships strong. This conundrum prompts examination of how budgetary participation mechanisms serve representative democracy and governance goals. Using survey results from public officials in 391 midwestern cities regarding perceptions of governance relationships and the use of participation mechanisms, we find no significant relationships and weak explanatory power in the causal model. When trust in government keeps falling, the relative strength of the relationship between public officials and citizens is an issue that public administrators must understand to develop effective budget participation mechanisms.

Abstract

Purpose

This paper aims to examine the impact of the implementation of community‐oriented policing and problem solving in a small city.

Design/methodology/approach

Citizen surveys that measure perceptions and activities of the police are completed before and three years after broader implementation of community policing. Because the existing literature supports the influence of a number of individual, neighborhood, and situational characteristics, several variables are included and controlled.

Findings

The results show that although the police invest a great deal of time building partnerships with and problem solving in neighborhoods, there are no significant differences over time in citizen satisfaction with police or in fear of crime. Personal contact with police mediates the influence of individual and neighborhood characteristics on citizen satisfaction. Police presence remains a common significant predictor of citizen satisfaction.

Research limitations/implications

Ensuring anonymity of subjects requires different samples between data collection periods; however, the same stratified random sampling process is used both times. The pre/post research design allows for measuring changes over time, but the lack of a control city threatens internal and external validity.

Practical implications

Citizen satisfaction is an important concern for all police and local governmental administrators; therefore, the findings of this study are useful for smaller agencies that are implementing or planning to implement community‐oriented policing.

Originality/value

With its focus on a small city and the capability to survey citizens before department‐wide implementation, this article expands research conducted on citizen satisfaction with police in a small town.

The purpose of this paper is to analyze citizens’ and expatriates’ satisfaction with public service delivery in Qatar, one of the world’s highest per capita incomes countries.

Abstract

Purpose

The purpose of this paper is to analyze citizens’ and expatriates’ satisfaction with public service delivery in Qatar, one of the world’s highest per capita incomes countries.

Design/methodology/approach

The author uses a 2017 survey conducted in Qatar among both Qatari and expatriates’ respondents. The scientifically grounded sample consisted of 1,356 respondents, who were 18 years of age and older. The data were collected through a face-to-face survey. The focus was on citizen satisfaction with basic public services such as education, health, roads and infrastructure, water and electricity and government services. The author uses logit and regression analysis to estimate the determinants of satisfaction.

Findings

Expatriates hold more positive feelings about local public services than citizens. The highest levels of satisfaction are with government offices and the lowest levels of satisfaction are with independent schools. The dispersion by municipality is less significant as there is no municipality where citizens and expatriates are totally satisfied with all the public services provided.

Research limitations/implications

Qatar has one of the fastest population growth and highest migrant population which makes the question of the satisfaction with public services unique. And, since the blockade on Qatar in May 2017 and the environment of economic restriction, the issue becomes even more critical.

Originality/value

Until now, there have been no empirical studies published analyzing the level of satisfaction with public services in Qatar for citizens and for expatriates.
