Abstract

Public participation in policy-making can play a fundamental role in improving effectiveness via two mechanisms: strengthening the alignment between public needs and proposed measures, and increasing public consensus (and compliance) about them. It is, therefore, particularly relevant to foster public participation in sustainable mobility planning at the urban scale, as strongly recommended by the European Union, not only to avoid protests and resolve conflicts but also to find the best solutions for the city. Among many different tools and methodologies for implementing public participation, Living Labs have also shown great potential in enhancing the co-creation of strategies and measures for achieving sustainable mobility for both passengers and freight.

Through the analysis of the participatory process carried out by the municipality of Rome to support the definition of the Sustainable Urban Mobility and Logistics Plans, this chapter explores different involvement levels, tools and strategies in this field, with a particular focus on the innovative Logistics Living Lab developed in this city. This also contributes to filling a gap in the literature on how and to what extent citizens could or should participate in city logistics planning. The results of the analysis highlight that, despite these efforts, citizen participation in planning urban logistics is still a challenge that deserves additional effort and resources to be properly enhanced and improved and that a Living Lab offers great potential to meet this challenge. In turn, this case study could help policy-makers to identify solutions for more effective and acceptable measures to addressing city logistics and the externalities it generates.

Abstract

Purpose

This study observes the organisational environment of fostering citizen participation in the context of local government. Creating systems of influential citizen participation requires the consideration of organisational prerequisites. This study asks which organisational elements contribute to successful citizen participation in local government.

Design/methodology/approach

The data consist of interviews with 14 key actors who work for the city of Helsinki. The interview content was subjected to abductive content analysis and reflected in the analytical framework based on previous literature on citizen participation. The analysis complements and adds insights to the existing literature.

Findings

This study illuminates three crucial elements of influential citizen participation: organisational structures, organisational culture and adequate resources. Additionally, the results revealed management to be a crucial enabling element. The findings highlight the importance of seeing citizen participation as an issue of governance and as a systemic part of the administration requiring intentional management efforts.

Originality/value

The study illustrates the key elements (structures, culture and resources) that should be considered when creating an influential citizen participation system. Additionally, the empirical analysis highlights the importance of management, which has been understudied in previous studies concerning citizen participation.

Abstract

Purpose

Open data initiatives represent a critical pillar of smart cities’ strategies but remain insufficiently and poorly understood. This paper aims to advance a conceptualization of citizen participation and investigates its effect on open data use at the municipal level.

Design/methodology/approach

Based on 14 semi-structured interviews with citizens involved in open data projects within the city of Montréal (Canada), the paper develops a research model linking the multidimensional construct of citizen participation with initial use of open data in municipalities.

Findings

The study shows that citizen participation is a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. While electronic government research often views open data implementation as a top-down project, the current study demonstrates that citizens are central to the success of open data initiatives and shows how their role can be effectively leveraged across various dimensions of participation.

Originality/value

This paper proposes a conceptualization of citizen participation on open data use at the municipal level. Citizen participation is a found to be a key contributor to the use of open data through four distinct categories of participation, namely, hands-on activities, greater responsibility, better communication and improved relations between citizens and the open data portal development team. Abstract

Purpose

The purpose of this paper is to investigate how citizens’ perception of empowerment can influence the intention to use and intention to recommend e-participation.

Design/methodology/approach

A research model is evaluated using structural equation modelling. An online survey questionnaire was used to collect data from 210 users of e-participation.

Findings

The results show that psychological empowerment influences the intention to use and recommend e-participation. Performance expectancy and facilitating conditions were the strongest predictors of intention to use; effort expectancy and social influence had no significant effect on the prediction of intention to use e-participation.

Research limitations/implications

The use of psychological empowerment as a higher-order multidimensional construct is still insufficiently researched. Future research may explore the effect of each dimension of psychological empowerment in different scenarios of e-participation adoption. Caution is needed when generalising our findings towards the adoption of e-participation in different locations or with different participants.

Practical implications

The findings can help the local governments to design strategies for the promotion and diffusion of e-participation amongst the citizenry. Those strategies should focus on citizens’ perception of empowerment, thereby creating a positive attitude towards intention to use and recommend e-participation.

Originality/value

An innovative research model integrates the unified theory of acceptance, use of technology and psychological empowerment; the last as a higher-order construct.

Abstract

Purpose

The purpose of this study is to analyze the relationship between citizen participation and the level of trust in government’s decisions and policies; as well as examining the impact of disclosure of information on the level of citizens’ engagement with governments’ projects. In addition, testing the real motives behind Egyptian citizensparticipation in financing national projects. The study is applied to the “New Suez Canal,” which was finished in only one year opposing the three years implementation period suggested by some studies.

Design/methodology/approach

The researcher depended on secondary and primary data as well in working on this paper. She used secondary data gathered from scholars and from domestic and international institutions. Then, she conducted a field study and collected data through distributing 384 Likert Scale questionnaires containing 34 self-administered among respondents to test the following: 1. Citizens perceptions regarding the level of trust in government’s decisions and policies. 2. The impact of citizens’ trust on their willingness to participate in governments’ projects. 3. Is ‘public service motivation’ (PSM) behind citizens’ willingness of participating in national projects. 4. Is the ‘high expected profit of Suez Canal Investment Certificates’ behind citizens participation in national projects.

Findings

H1 and H2 have been accepted as trust, transparency and citizen participation proved to be important pillars of building a participatory government. Moreover, citizensparticipation in national projects encouraged national and international enterprises to invest in the canal provision. H3 and H4 are accepted and the statistical study revealed dual contradicting results regarding the motive of citizens’ financial participation in the New Suez Canal project. The justification for the contradiction is that right after the 2011 up-rise, Egyptian citizens were overwhelmed with patriot emotions and feelings pushing them to participate in national projects. At the same time this patriot drive was moderated by the “performance-based rewards and citizens” self-interests’ pushed by the Egyptian government (offering a high-interest rate for Suez Canal Certificates at that time). Citizens might be motivated to participate in national projects triggered by many factors: public service drive – patriotism or self-interest.

Research limitations/implications

The study needs further deeper investigation and empirical pieces of evidence to answer the following questions: would different participatory actions result differently in other circumstances? Do individuals’ levels of PSM vary over time? Besides, the researcher needs to find ways to test PSM against various motives such as self-interest, which needs to be confirmed empirically.

Practical implications

The author came up with important recommendations for central government and decision-makers in Egypt and is based upon the study’s statistical results. The most important recommendations were: central government and decision-makers should frame a policy designed to promote citizensparticipation in decision-making drawing on the guidelines for civil participation in political decision-making. Decision-makers in the central government should work local and regional authorities to update and improve local and regional regulations concerning the participation of citizens in local public life and promote a culture of democratic participation shared by communities and local authorities. Performance-based rewards (high-interest rate) are moderating the citizens’ public service motivation (PSM – patriot sense) and citizens may be motivated by different factors such as public service drive – patriotism or self-interest.

Social implications

The study is tackling an important issue, which is civil participation in political decision-making. It is also discussing promoting cultural awareness regarding the importance of democratic participation shared by communities and local authorities. The study came up with certain findings proving Egyptian civil society’s willingness in participating with the government in national projects; believing in its socio-economic benefits.

Originality/value

Finally, the study is of value, as it could be considered a pilot study representing the outcomes of citizen participation in national projects; in addition, it can be considered as a road map to policymakers. Moreover, the findings provide a set of recommendations and policies for governments and decision-makers to undertake tangible actions to accelerate citizen participation in further projects and decisions and be able to establish a democratic system in developing countries.

Abstract

Purpose

The purpose of this paper is to analyse the research conducted in the area of electronic participation (e‐Participation).

Design/methodology/approach

The paper investigates and assesses both theoretical and pragmatic findings published in the normative literature.

Findings

The synthesis of the research findings exemplifies that the foremost dominant research studies to e‐Participation advocated and conducted by several researchers are: theoretical perspective on e‐Participation; e‐Participation technological solutions; governance models in public administration; policy making lifecycle models; and location‐based e‐Participation services. Analysis of these research studies has identified a literature void requiring a new stream of research mainly focusing on developing a ubiquitous platform that allows citizens to be involved in government policy‐making processes (PMPs).

Research limitations/implications

The combination of theoretical conceptions, analysis of the normative literature and empirical findings presented in this paper illustrates the start of research on e‐Participation. However, the theoretical and empirical findings accumulated accentuate that one of the reasons that make citizens de‐motivated in participating in the policy making, is the ignorance of relevant policies and PMPs in government sector. Therefore, it is suggested that the more the citizens find connections between their anticipated activities and relevant policies, the more they become pro‐active to be involved in government PMPs.

Originality/value

The prime significance and uniqueness of the research presented in this paper lies in proposing a platform that allows citizens to participate in government PMPs regardless of their current locations and time. This has been achieved by analysing and synthesising existing research studies theorised in the normative literature. The proposed platform aims to provide context aware knowledge provision with regards to policy making. That is citizens using this platform will be alerted to relevant policies and PMPs when they are moving around physical places according to their as‐usual life pattern at the work, commerce, education, etc.

This article considers the recent emphasis on the importance and value of citizen participation, involvement, and engagement in local government and how active participation extends to public budgeting. The inclusion of citizen participation in local government budget processes challenges the traditional budget discourse between managers and representatives. Active citizen participation provides valuable comments and insight as well as complexity and challenges to administrative processes. This article discusses the themes, opportunities, techniques and strategies developed in this symposium to expand citizen participation in public budgeting. Continued discussion and innovation in active citizen participation in budgeting is encouraged.

Abstract

Purpose

This study aims to predict the intention to participate (ITP) in public activities by utilizing five levels of e-participation reported in the literature. The study used the levels of e-informing, e-consulting, e-involving, e-collaborating and e-empowering as predictors of the intention to participate in e-government services.

Design/methodology/approach

An empirical test was adopted using a survey to measure the five levels of e-participation and the dependent variable, ITP in e-government initiatives. The survey included items from previous studies translated to Arabic. Subjects responded to a five-point Likert scale to measure their perceptions regarding the sub-dimensions of each e-participation level. Statistical analyses of the collected data were conducted to test the assumed hypotheses. Multiple regression of the five predictor levels was conducted to predict the ITP in e-government services.

Findings

All the estimated means of e-participation levels were moderately perceived. The regression results indicated a significant prediction of three levels: e-informing, e-consulting and e-empowering. The other two levels (e-involving and e-collaborating) failed to predict the ITP. The coefficient of determination R2 resulting from the regression test was significant at the 0.001 level, which explained 61.9 per cent of the variance in the dependent variable.

Research limitations/implications

The instrument used is a newly developed one in Arabic language, which might have influenced the results. The distinction between e-involving and e-collaborating might not have been recognized by subjects, which might have increased the limitations of the study. The results of this study call for more research to validate the instrument and try to see if new statements of e-consulting and e-involving might be employed. The other side could be to reduce the levels to three levels only or merge the insignificant ones into one (four levels only).

Practical implications

Governments need to assert the role of citizens in the decision-making process. Such assertion is done through the e-participation process.

Social implications

Jordanians perceive the e-informing and e-consulting levels to be a foundation that can be easily attained, but jumping to the e-empowering level means that the society is keen on the partnership with the government.

Originality/value

This study is the first to use the participation levels (five levels) as predictors of the ITP. Most studies have utilized theories such as technology acceptance model (TAM), theory of reseaoned action (TRA) and unified theory of acceptance and use of technology (UTAUT) and other technology adoption theories. Also, this research has established ground for an Arabic survey to measure such levels, regardless of their prediction or description purpose.

Abstract

Purpose

The purpose of this contribution is to investigate whether popular reports can strengthen public governance by fostering greater transparency and public participation.

Methodology/approach

The analysis is based on the case of the “Bilancio in Arancio” of the Municipality of Milan. Data are collected through a triangulation of sources, including the authors’ direct observation, conversational interviews, the press, and a questionnaire distributed to the citizens participating in the experience.

Findings

The analysis discusses how popular reports can improve Public Governance, and identify related critical issues. More specifically, four key aspects of Popular reporting appear to play a central role in strengthening governance, that is, their capacity to ensure greater transparency, neutrality, enhanced participation and impacts on decision making. We suggest that every aspect represents an important “step” to be taken in an ideal “ladder of participation.”

Practical implications

Governments that want to enhance public governance may have an interest in developing popular reports, paying attention at ensuring transparency, neutrality, stakeholders’ participation, and their contribution to decision-making processes.

Social implications

Popular reports can provide to citizens the education on public budgeting issues required to consciously participate in public decision-making processes and give them greater voice and power to express their instances. Popular reports can also promote a two-way communication and dialogue between citizens and governments.

Originality/value

Drawing on the experience of the Municipality of Milan, more general lessons are learnt on the role of popular reports in strengthening public governance, and on the related strengths and weaknesses.

Abstract

Much of the current U.S. academic literature on participatory budgeting is preoccupied with direct citizen involvement in budget formulation, reflecting a particular normative theory of democracy. In this essay we suggest that U.S. academics can learn from a contemporary international community of practice concerned with “civil-society budget work”-a quasi-grassroots, quasi-pluralist movement with member organizations throughout the developing world-as well as from the budget exhibits mounted by the New York Bureau of Municipal Research at the turn of the last century. The budget-work movement employs third-party intermediation and advocacy, through all phases of the budget cycle. U.S. academics and budget-work practitioners can learn from each other, and this represents an unexploited opportunity for all concerned. We propose a program of locally based action research and trans-local evaluative synthesis.
