Abstract

Purpose

As social media has become an ingrained aspect of our lives—including our political relationships with other citizens and the state—various governments have warned public servants that being politically active online might threaten the reputed impartiality of themselves and the public service. This study examines whether public servants are less likely to be politically active on social media than other citizens, and seeks to understand public servants’ varying disposition to be politically active online by investigating the role of employees’ underlying Big 5 personality traits.

Design/methodology/approach

Multivariate regression, along with marginal effects and predicted probabilities, are used to investigate public servants’ online political activity with survey data from Canada, a country where impartiality is a core public service value, and where governments, public service commissions and even public sector unions have voiced cautious messages about the threat online political activity presents to the reputed impartiality of public servants, and the public service at large.

Findings

Analysis of the direct effects of being a public servant and each Big 5 personality trait finds that being a public servant significantly, and substantively, reduces the probability of engaging in online political activity, meanwhile, Extraversion and Conscientiousness have consistent, significant and substantive relationships with being politically active online. Subsequent analysis investigating the dynamic between the Big 5 and being a public servant, uncovers a more complex story. Among public servants, Openness and Neuroticism, rather than Extraversion and Conscientiousness, are associated with significant and substantive changes in the probability of engaging in some online politically activities. This is consistent with research investigating the relationship between the Big 5 and risk aversion, given that public servants in Canada work in an environment with a highly cautious discourse portraying social media as a serious risk to impartiality.

Practical implications

The findings also speak to best practices for public service human resource managers by shedding light how public servants’ behavior can be better understood and managed by paying attention to their underlying personality traits.

Originality/value

This study moves beyond analyzing trends between public and private sector employees, to instead examine public servants’ online political activity. This study offers theoretical and empirical insight into how public servants’ disposition to be politically active online is, in part, influenced by their underlying Big 5 personality traits, specifically, Neuroticism and Openness.

Abstract

Purpose

For many, the claim that a new approach to bureaucracy—new political governance (NPG)—is underway reads as if it was written by Stephen King: Frightening fiction. While the thought of promiscuously partisan senior public servants publicly defending and promoting the government’s reputation to the demise of impartiality is disturbing, the evidentiary record has led most to dismiss the idea as empirically false. This article questions, and empirically investigates, whether dismissing the idea of promiscuous partisanship has been premature.

Design/methodology/approach

A case study of the loyalty displayed by Canada’s most senior public servant during a highly publicized parliamentary committee is analysed with a novel theoretical and empirical approach in three steps. First, the Clerk of the Privy Council (Clerk)’s committee testimony is analysed against analytical constructs of impartial and promiscuous partisan loyalty that focuses on the testimony’s direction and substance. Second, the objectivity and truthfulness of the testimony is analysed by comparing what was publicly claimed to have occurred against evidence submitted to the committee that provids an independent record of events. Third, the perception the Clerk’s testimony had on some committee members, political journalists and members of the public is analysed through print media and committee Hansard.

Findings

While the Clerk’s testimony displays an awareness of upholding impartiality, it also comprises promiscuous partisanship. Throughout his testimony, the Clerk redirects from the line of questioning to defend and promote the sitting government’s reputation. Moreover, to defend and promote the government’s reputation the Clerk’s testimony moved away from objectivity and engaged in truth-obfuscating tactics. Finally, the nature of the Clerk’s testimony was perceived by some committee members and the public—including former senior public servants—as having abandoned impartiality to have become a public “cheerleader” of the government.

Research limitations/implications

Employing an in-depth case study limits the extent to which the findings concerning the presence of promiscuously partisan loyalty can be generalized beyond the present case to the larger cadre of senior public servants.

Originality/value

Empirically, while most research has dismissed claims of promiscuous partisanship as empirically unfounded, this article provides what is possibly the strongest empirical case to date of a public incident of promiscuous partisanship at the apex of the bureaucracy. As such, scholars can no longer dismiss NPG as an interesting idea without much empirical leverage. Theoretically, this article adds further caution to Aucoin’s original narrative of NPG by suggesting that promiscuous partisanship might not only involve senior public servants defending and promoting the government, but that doing so may push them to engage in truth-obfuscating tactics, and therein, weaken the public’s confidence in political institutions. The novel theoretical and empirical approach to studying senior public servants’ parliamentary testimony can be used by scholars in other settings to expand the empirical study of bureaucratic loyalty.

Abstract

Anna Julia Cooper and Septima Poinsette Clark were two prominent late 19th- and early 20th-century educators. Cooper and Clark taught African American students in federally sanctioned, segregated schools in the South. Drawing on womanist thought as a theoretical lens, this chapter argues that Cooper and Clark’s intellectual thoughts on race, racism, education, and pedagogy informed their teaching practices. Influenced by their socio-cultural, historical, familial, and education, they implemented antioppressionist pedagogical practices as a way to empower their students and address the educational inequalities their students were subjected to in a highly racialized, violent, and repressive social order. Historical African American women educators’ social critiques on race and racism are rarely examined, particularly as they pertain to how their critiques influence their teaching practices. Cooper and Clark’s critiques about race and racism are pertinent to the story of education and racial empowerment during the Jim Crow era.

Abstract

One of the main features of the reform of the Mental Health Act 2007 was the introduction of community treatment orders (CTOs). CTOs represent a fundamental shift in the rights of people with severe mental health problems, who have been detained in hospital under section 3 of the Mental Health Act and subsequently discharged. The call for the introduction of CTOs or similar legislation has been a feature of mental health policy over the past 20 years. Despite the detailed discussion of the relationship between ethnicity and psychiatry, there has been very little attention paid to the way that race was a factor in the community care scandals of the 1990s. This article, through the consideration of two very high profile cases ‐ Christopher Clunis and Ben Silcock, explores the media's influence on the construction of the debate in this area. In particular, it explores the way that the media reporting of the two cases had a role in not only perpetuating racial stereotyping, but also the stigmatising of those experiencing acute mental health problems. In addition, with the use of government papers obtained under the Freedom of Information Act, it considers the response to and the attempts to influence the media debate at that time.

Abstract

Purpose

This paper aims to understand the factors that influence employee organizational identification in family firms, and through identification, the willingness to engage in citizenship behaviors.

Design/methodology/approach

Drawing from the stewardship theory, the authors develop a model to test the relationships between family relatedness and relational identification to the family firm owner, employee-focused stewardship practices, organizational identification and organizational citizenship behaviors. The authors test the hypotheses using regression and the Preacher and Hayes PROCESS macro on a sample of 292 family firm employees.

Findings

The findings suggest that both relational identification with the family firm owner and employee-focused stewardship practices positively influence organizational identification, and that familial ties to the family firm owner can influence relationships with citizenship behaviors for non-family employees.

Originality/value

The authors build on existing literature to investigate how employees identify themselves within a family firm and how stewardship practices from the employee's perspective (rather than managers' or founders' perspectives) can influence organizational identification and citizenship behaviors.

Abstract

Purpose

This paper aims to present a discursive and evaluative analysis of Energy + Illawarra, an Australian Government Low Income Energy Efficiency Program (LIEEP) funded interdisciplinary social marketing energy efficiency programme. Energy + Illawarra was a community programme working with low-income older people in Australia and involving social marketers, human geographers and engineers. The paper aims to identify how ecological systems theory can inform social marketing, and what practicalities there may be in doing so. The paper also aims to assess whether a social marketing programme that draws on ecological systems theory can have a positive impact on people’s thermal comfort.

Design/methodology/approach

First, the paper uses critical discursive analysis to examine the use of various elements of a social marketing energy efficiency programme in relation to the different levels of ecological systems theory. Second, a longitudinal cohort survey study design is used to evaluate the programme’s influence on people’s perceptions of thermal comfort and satisfaction with thermal comfort in their homes.

Findings

The study found that ecological systems theory could be an effective framework for social marketing programmes. The evaluation study found that the intervention had a positive impact on participant’s perceptions of thermal comfort, satisfaction with thermal comfort and attitudes towards energy efficiency. However, the paper identifies some potential tensions in using ecological systems theory and suggests that issues of power, representation, agenda setting, the need for reflexive practice and consideration of unintended consequences are important considerations in social marketing programmes.

Originality/value

The work presented here suggests that multi-level social marketing programmes that draw on ecological systems theory can make a useful contribution to social change as demonstrated by the evaluation survey finding positive impacts on thermal comfort and attitudes of participants. However, issues of power, representation, agenda setting, the need for reflexive practice and consideration of unintended consequences should be considered in social marketing programmes.

Abstract

This article describes the importance of fitness (chiefly exercise) for top ranking executive leaders and for their respective organizations. The authors discuss how fitness can contribute to stamina, mental clarity, ability to cope with stress and a variety of other factors that can affect an executive’s ability to lead. The authors support this premise by drawing on key research studies and actual accounts of top executives from a variety of business organizations. The authors feature information obtained from direct interviews with the year 2000 USA presidential candidates, Al Gore and George W. Bush. The authors view them as high profile models of how fitness can be given high priority for maintaining personal effectiveness for even the busiest executive leaders.

Abstract

The objective of this study is to investigate how country risk, different political actions from the government and bureaucratic behavior influence the activities in industry supply chains (SCs) in emerging markets. The main objective of this study is to investigate the influence of these external stakeholders’ elements to the demand-side and supply-side drivers and barriers for improving competitiveness of Ready-Made Garment (RMG) industry in the way of analyzing supply chain. Considering the phenomenon of recent change in the RMG business environment and the competitiveness issues this study uses the principles of stakeholder and resource dependence theory and aims to find out some factors which influence to make an efficient supply chain for improving competitiveness. The RMG industry of Bangladesh is the case application of this study. Following a positivist paradigm, this study adopts a two phase sequential mixed-method research design consisting of qualitative and quantitative approaches. A tentative research model is developed first based on extensive literature review. Qualitative field study is then carried out to fine tune the initial research model. Findings from the qualitative method are also used to develop measures and instruments for the next phase of quantitative method. A survey is carried out with sample of top and middle level executives of different garment companies of Dhaka city in Bangladesh and the collected quantitative data are analyzed by partial least square-based structural equation modeling. The findings support eight hypotheses. From the analysis the external stakeholders’ elements like bureaucratic behavior and country risk have significant influence to the barriers. From the internal stakeholders’ point of view the manufacturers’ and buyers’ drivers have significant influence on the competitiveness. Therefore, stakeholders need to take proper action to reduce the barriers and increase the drivers, as the drivers have positive influence to improve competitiveness.

This study has both theoretical and practical contributions. This study represents an important contribution to the theory by integrating two theoretical perceptions to identify factors of the RMG industry’s SC that affect the competitiveness of the RMG industry. This research study contributes to the understanding of both external and internal stakeholders of national and international perspectives in the RMG (textile and clothing) business. It combines the insights of stakeholder and resource dependence theories along with the concept of the SC in improving effectiveness. In a practical sense, this study certainly contributes to the Bangladeshi RMG industry. In accordance with the desire of the RMG manufacturers, the research has shown that some influential constructs of the RMG industry’s SC affect the competitiveness of the RMG industry. The outcome of the study is useful for various stakeholders of the Bangladeshi RMG industry sector ranging from the government to various private organizations. The applications of this study are extendable through further adaptation in other industries and various geographic contexts.

Abstract

Purpose

The phenomenon of murder-suicide (aka. homicide-suicide) makes a sizeable impact on current public perceptions and policies regarding mental illness and risk for violence. However, within the past 25 years, our understanding of murder-suicide has remained relatively stable, and so has our relative inability to reliably predict and prevent it. The purpose of this paper is to propose pathways for furthering a cogent understanding of murder-suicide that may inform specific predictive and preventative practices.

Design/methodology/approach

Research literature regarding empirical and theoretical positions in the fields of murder-suicide, homicide, and suicide are reviewed and discussed.

Findings

While murder-suicide has many similarities to both homicide and suicide, no current theories of either alone have been successful in fully incorporating the phenomenon of murder-suicide. Theories specific to murder-suicide as a unique form of violence are in need of further research.

Originality/value

Developing and empirically testing theories of murder-suicide may lead to a vast and needed improvement of our understanding, prediction, and prevention of these tragedies.

Abstract

Purpose

International Journal of Logistics Management (IJLM) celebrated 30 years of its publication in 2019. This study provides a retrospective overview of the IJLM articles between 1990 and 2019.

Design/methodology/approach

The authors applied bibliometrics to study and present a retrospective summary of the publication trends, citations, pattern of authorship, productivity, popularity depicting influence, and the impact of the IJLM, its contributors, their affiliations, and discusses the conceptual layout of IJLM's prolific themes.

Findings

With 23 yearly articles, IJLM contributed 689 specialized research papers on Supply Chain Management (SCM) by 2019. Authorship grew by 42 new contributors adding up to 1,256 unique IJLM authors by 2019. Each of its lead contributors associated with 1.55 other authors to contribute an article in the journal among which 93% are cited at least once. Survey-based research dominated in last 30 years. The h-index of the journal is 73 while its g-index suggests that 133 IJLM articles were cited at least 17,689 times in Scopus. IJLM authors affiliated to the Cranfield University and the US contributed the highest count of articles. Bibliographic coupling analysis groups IJLM articles into eight bibliographic clusters while network analysis exposes the thematic layout of IJLM articles.

Research limitations/implications

The literature selection is confined to the Scopus database starting from 1990, a year before the inception of the IJLM, thereby limiting its scope.

Originality/value

This study is the first retrospective bibliometric analysis of the IJLM, which is useful for aspiring contributors.
