Abstract

Purpose

Since 4 September 2010, the greater Christchurch region has endured a series of destructive earthquakes. As a result, food resilience, as a component of community resilience, has become highly relevant. This paper aims to explore the role of social entrepreneurs and the local food system in building community resilience.

Design/methodology/approach

Using a quasi-case study method, four social enterprise food initiatives are presented to illustrate conceptually how these local food systems contribute to community resilience in the post-earthquake context in Christchurch.

Findings

The results suggest that a generation of social entrepreneurs have emerged, giving rise to networked local food system initiatives that share the common goals of building multiple and unique forms of capital (human, social, natural, financial and physical). In doing so, they have contributed to creating conditions that support community resilience as both a process and an outcome in post-earthquake Christchurch.

Research limitations/implications

This research included only four enterprises as the case study, all located in central Christchurch. As such, the results are indicative and may not represent those found in other contexts.

Practical implications

The research suggests that social entrepreneurs make a significant contribution to both enhancing food security and building community resilience post-disaster. How policy infrastructure can empower and enable entrepreneurs’ post-disaster warrants further consideration.

Social implications

Collectively, the four enterprises included in the research were found to have created local solutions in response to local problems. This embeddedness with and responsiveness to the community is a characteristic of resilient communities.

Originality/value

Post-earthquake Christchurch is a living laboratory in relation to understanding community resilience. The processes by which it is occurring, how it is sustained over time and the shapes it will take in the future in such a dynamic environment are not yet understood. This paper contributes to understanding local food systems as part of this process.

Abstract

Purpose

The purpose of this paper is to describe the contribution that Crime Prevention through Environmental Design (CPTED) is making to the post-earthquake rebuild of Christchurch, New Zealand. The paper traces the uptake of CPTED in Christchurch pre-earthquake and describes the steps taken to ensure the increasing use of CPTED in the rebuild.

Design/methodology/approach

The paper is a case study and discusses the author's experience of working within Christchurch before the earthquake and describes their involvement in the rebuild of Christchurch post-earthquake.

Findings

There has been significant process made in incorporating CPTED into the rebuild of Christchurch. A formal mandate to consider CPTED is included in the Central Christchurch Recovery Plan and a range of other initiatives have been established. These are broadening the uptake of CPTED throughout public and commercial rebuild projects and improving local advisory and practitioner capacity. CPTED is being included earlier in planning and design.

Originality/value

The Christchurch rebuild may be the most extensive application of CPTED yet. It is hoped that Christchurch's experience can be used as a model for other cities to increase their use of CPTED.

Abstract

Purpose

The paper illustrates how accountability of collaborative governance was constituted in the context of disaster managerial work carried out by the Government, local authorities, and Maori community organisations, after the 2010–2011 Canterbury earthquakes in New Zealand.

Design/methodology/approach

A case study detailing the communitarian approach to disaster recovery management by a nationalised Maori earthquake response network is contrasted with the formal emergency management infrastructure's response to the Canterbury earthquakes.

Findings

Critical analysis of the effectiveness and failures of these approaches highlights the institutional and cultural political issues that hinder the institutionalization of collaborative and accountable governance in the fields of disaster risk reduction and emergency management.

Research limitations/implications

The paper contributes to the accountability research and practice in general and disaster accountability in particular by addressing a more multifaceted model of ‘accountability combined with collaborative governance’ as a way to build on and critique some of the seemingly more narrow views of accountability.

Originality/value

The study presents rare insights on the interactions between formal and community level accountability and collaborative governance in the context of New Public Governance (NPG).

Abstract

Purpose

This paper aims to investigate residents’ perceptions of risk towards owning and living in residential property in Christchurch subsequent to the 2010 and 2011 Canterbury earthquakes to identify how these perceptions impact on the price residents are willing to pay for affected property. Such market behaviour can motivate homeowners to adopt risk mitigation measures.

Design/methodology/approach

An online survey was developed and the Web link distributed to Canterbury residents via the media. This method of distribution was adopted, as a postal survey was not possible due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result.

Findings

The results indicate that with the recent earthquake experience, residents are demonstrating risk mitigation behaviours through an aversion to investing in properties affected by, or with a risk of, liquefaction. Specifically, the majority of respondents had strong reservations about buying Technical Category 3 property, and would be prepared to pay 20 per cent (or > 20 per cent) less for it, indicating some stigma towards affected property. Further, most respondents would now prefer the construction of their home to be of a type that fared better in the earthquakes: lightweight, single-storey, with a concrete slab foundation. These housing preferences will likely drive the market towards the adoption of risk mitigation measures in the retrofit of existing homes as well as in the design and construction of new homes.

Research limitations/implications

Due to the number of homes that had been destroyed by the earthquakes and the highly transient nature of the community as a result, probability sampling was not possible. This, together with the low response rate, means that the respondents surveyed may not be representative of the Christchurch population.

Practical implications

The outcomes of this research will be of interest not only to homeowners wanting to know how their home’s value has been impacted by market perceptions towards earthquake and liquefaction damage, particularly in the worst-affected areas, but also the rating valuers tasked with assessing property values for rating purposes. Property developers and builders involved in the repair of existing homes and construction of new homes will also want to know current market preferences. Government bodies will find the results informative of how the media has, and can be used, to motivate market behaviour towards risk mitigation, particularly in regard to “material risk” (as described in Solberg et al., 2010), that is risk from a scientific and technical viewpoint of probability of future risk, and as related to what has become known about these risks in terms of building structure, height, age, soil type/land categories and flood zones. Further, the results provide a gauge of how the community perceived the handling of the recovery process, so that the weaknesses highlighted can be addressed, which will help restore community trust.

Originality/value

This study fills a research void on the impact of residents’ perceptions of risk towards home ownership in a city impacted by significant earthquakes and resulting liquefaction.

Abstract

Purpose

The purpose of this paper is to provide a nuanced understanding of the complex factors driving the decision of commercial property owners (investors and developers) to stay and rebuild after a major disaster. The study examines what happens in the post-disaster rebuild of a central business district (CBD) from the perspective of commercial property owners in Christchurch, New Zealand.

Design/methodology/approach

An interpretive approach is adopted to understand what it takes to rebuild in a post-disaster environment through the lens and experiences of property owners. The study has observed the significant physical changes that have occurred in the Christchurch CBD as a result of the earthquakes. For this study, qualitative data were obtained through semi-structured interviews from 20 purposively identified property owners rebuilding the Christchurch CBD. The interview findings were subjected to a thematic analysis used to provide a factual way of characterising the viewpoints of those interviewed.

Findings

The findings have highlighted that the decision-making behaviour of property owners in Christchurch’s CBD post-disaster rebuild has been driven significantly by an emotional attachments to people and place.

Practical implications

The global trend in increasing destruction from natural disasters has raised the need for more efficient and effective post-disaster responses and activities. The paper has developed a knowledge base required to inform public policy and advice all those involved in the rebuilding of cities after a major disaster.

Originality/value

This paper contributes to the property literature and debates about the decision-making behaviour of commercial property owners who are engaged in rebuilding after a major natural disaster. The qualitative methodology used presents a novel approach to property research. The findings challenge the underlying premises of much of the mainstream property literature on normative investment behaviour and decision making.

Abstract

Purpose

The purpose of this paper is to examine individual differences in people's resilience to changes in psychological distress following the 22 February 2011 Christchurch earthquake.

Design/methodology/approach

Data were based on a subsample of the New Zealand Attitudes and Values Study (NZAVS) – an annual nation-wide longitudinal study of New Zealand adults that began in 2009. In both waves of the NZAVS examined here, participants completed measures of the Big-Five, psychological distress, and demographic covariates. As such, the analyses, which focus on participants who were living in the Canterbury region before the 2011 earthquake (n=325), use measures of personality collected in late October of 2010 (Time 1) to predict changes in psychological distress after the devastation that unfolded on 22 February 2011.

Findings

Time 1 levels of Emotional Stability were inversely associated with increases in psychological distress following the 2011 earthquake. Psychological distress assessed at Time 1, however, was uncorrelated with changes in Emotional Stability.

Practical implications

These results show that Emotional Stability protects people against decrements to mental health following a disaster. Thus, efforts to rebuild disaster-stricken communities should ensure that those who are particularly likely to experience increases in psychological distress (i.e. those who, before a disaster, are low on Emotional Stability) receive the help they need.

Originality/value

This study assesses a subsample of respondents from a longitudinally based national probability study to show that Emotional Stability exerts a cross-lagged effect on changes in psychological distress following a natural disaster. The access to such measures affords us the rare opportunity to explain how people cope in the wake of a catastrophic disaster.

Abstract

Purpose

This study aims to focus on the development and upgrading of the Hagley Park cricket oval in Christchurch for the 2015 Cricket World Cup and how this hallmark event was used a catalyst to rebrand the city following the 2010 and 2011 earthquakes.

Design/methodology/approach

This paper is based on the findings from research conducted between 2012 and 2016. Data for the analysis were collected from mainstream media, sport organisations websites and government archives. In addition, a two-round series of semi-structured interviews with relevant stakeholders was undertaken in the aftermath of the Cricket World Cup.

Findings

In the case of Christchurch, the earthquakes and the destruction of much of the downtown provided a recovery opportunity, with the 2015 Cricket World Cup used to expedite the development of a new sporting venue in the city centre and rebrand the city to international tourists and sport enthusiasts.

Research limitations/implications

The Hagley Park cricket oval case study provides evidence on the rhetoric of urban competitiveness and the use of hallmark sporting events to reframe urban development in post-disaster contexts.

Originality/value

This research provides further evidence on the logics of disaster capitalism and how cities embark on costly redevelopment projects for sports and events whilst overlooking exacerbating vulnerabilities among the local community.

Abstract

Between September 4, 2010 and mid-2013 a severe earthquake sequence struck Christchurch, the second largest city in New Zealand, causing multiple fatalities and the destruction of much of the central business district. Large areas of suburban residential housing were condemned with the prospect that entire neighbourhoods would be abandoned for several decades if not permanently. The recovery and rebuilding process was immediately placed high on central and local government agendas since Christchurch and the surrounding Canterbury region were and continue to be seen as crucial to the security and stability of the national economy. Programmes for recovery developed initially relied principally on one-off funding packages and strategies from central government, local government recovery plans and the settlement of commercial insurance claims. There remains, however, the spectre of Christchurch as a city of demolition sites and vacant lots for the best part of a decade if not longer. Furthermore, although local and national Civil Defence and Emergency Management systems were activated during the most severe seismic events the response operations did not always reach those in need as promptly as was expected. Residents in a number of communities and neighbourhoods are now conscious that when disaster strikes they are still likely to have to fend for themselves. This chapter documents and evaluates two specific “gap-filling” responses to the Christchurch earthquakes over a three-year period. The first response considered is a community-based project called “Greening the Rubble” which took root in October 2010 as the prospect of a central city of vacant lots and car parks worried a number of volunteers into action to temporarily cheer up empty public and private sites with pocket parks, native plant displays and cultural interventions. The second initiative scrutinised, the “Mt Pleasant Community Response Plan 2012–2013,” is one of the first community-based emergency response plans to emerge that has sought to complement official civil defence planning arrangements. Both responses are discussed in detail in the context of constantly changing and evolving hazardscapes and socio-economic and political conditions.

Abstract

Purpose

The purpose of this paper is to empirically investigate the effects of a major disaster on the management of human resources in the construction sector. It sets out to identify the construction skills challenges and the factors that affected skills availability following the 2010/2011 earthquakes in Christchurch. It is hoped that this study will provide insights for on-going reconstruction and future disaster response with respect to the problem of skills shortages.

Design/methodology/approach

A triangulation method was adopted. The quantitative method, namely, a questionnaire survey, was employed to provide a baseline description. Field observations and interviews were used as a follow-up to ascertain issues and potential shortages over time. Three focus groups in the form of research workshops were convened to gain further insight into the feedback and to investigate the validity and applicability of the research findings.

Findings

The earthquakes in Christchurch had compounded the pre-existing skills shortages in the country due to heightened demand from reconstruction. Skills shortages primarily existed in seismic assessment and design for land and structures, certain trades, project management and site supervision. The limited technical capability available nationally, shortage of temporary accommodation to house additional workers, time needed for trainees to become skilled workers, lack of information about reconstruction workloads and lack of operational capacity within construction organisations, were critical constraints to the resourcing of disaster recovery projects.

Research limitations/implications

The research findings contribute to the debate on skills issues in construction. The study provides evidence that contributes to an improved understanding of the industry’s skills vulnerability and emerging issues that would likely exist after a major disaster in a resource-limited country such as New Zealand.

Practical implications

From this research, decision makers and construction organisations can gain a clear direction for improving the construction capacity and capability for on-going reconstruction. Factors that affected the post-earthquake skills availability can be considered by decision makers and construction organisations in their workforce planning for future disaster events. The recommendations will assist them in addressing skills shortages for on-going reconstruction.

Originality/value

Although the study is country-specific, the findings show the nature and scale of skills challenges the construction industry is likely to face following a major disaster, and the potential issues that may compound skills shortages. It provides lessons for other disaster-prone countries where the resource pool is small and a large number of additional workers are needed to undertake reconstruction.

Abstract

Purpose

The purpose of this paper is to take a cybernetic perspective on the impact of the earthquakes on the Convergence gathering. Convergence is an organisation formed by a network of alternative life-stylers almost 30 years ago in Canterbury, New Zealand. It holds an annual six-day gathering of 300-500 people over the New Year. Convergence evolved an acephalous structure in that there is no ongoing structured leadership. Leadership occurs in distributed, low key, transient and self-selected ways. Convergence has had its challenges and generally proved itself to be resilient.

Design/methodology/approach

This paper discusses the concepts of circularity, resilience, system archetypes, requisite variety, appreciative systems, network theory, antifragility, autopoiesis, structural coupling and learning organisations in relation to the Convergence gathering.

Findings

The Christchurch earthquakes of late 2010 and 2011 had an enormous impact on the people of Christchurch. While the earthquakes have not had any significant direct effects on Convergence, a significant number of people involved in Convergence suffered major chronic trauma or changes to life circumstances, which has impacted on the organisation. Nearly five years later many participants are still traumatised, while others are energised to develop Convergence as an organisation pioneering an innovative way of operating.

Research limitations/implications

This research is a part of an ongoing PhD research project so results to date are provisional.

Practical implications

It may assist Convergence to understand the dynamics of perturbations.

Originality/value

There is little written on acephalous operation especially in the medium scale range. It is also hoped this research will help other organisations considering an acephalous structure.
