Abstract

Purpose

There is no comparative research into the Chinese (PSB) police and the Indian police generally and none on police corruption in particular. This paper aims to show what police corruption and malpractices look like in China and India and offer up some suggestions as to why wide spread malpractices persists.

Design/methodology/approach

Horses’ mouth qualitative research is supported by primary public and police survey data.

Findings

There are many similarities in corruption “tricks of the trade” in both the countries, as well as in the reasons for its persistence. However, petty police corruption is more pervasive and less subtle in India. But both the forces suffer from politicization of policing, criminalization of politics, culture of tolerance towards substantive justice over procedural justice and master/servant attitude towards the public. In China, the police have administrative powers beyond criminal legislation, and Indian corruption is underscored by the culture of “Jugaad”.

Research limitations/implications

This is largely a qualitative research, so the usual arguments regarding limitations on its generalization applies. However, the insights in this article may provide some understanding of this under-researched topic and may stimulate further research in this field. It may also offer pointers to potential solutions for practitioners and policymakers.

Practical implications

By providing data on what corruption looks like and why it persists, policymakers can use the findings of this study to develop measures to address them. In so doing they would create a police service in India and China that is less prone to corruption and misconduct, thereby increasing public trust in these institutions.

Social implications

Peace and security is a prerequisite condition for economic and social modernization through the rule of law. Reform of the police is a critical success factor in this process. Therefore, by reforming the police, India and China stand a better chance of eradicating poverty and reducing inequality.

Originality/value

There is little in the way of research into the Chinese Police and none into Chinese police corruption. There is also no comparative study of the Chinese and Indian police generally and none on police corruption in particular.

Abstract

Purpose

The purpose of this paper is to investigate the work roles of the Royal Malaysia Police Volunteer Reserve officers.

Design/methodology/approach

A grounded theory approach was utilized for the generation and analysis of the data. Data were collected through interviews, observations and follow-ups. Semi-structured interviews were conducted with 20 male and female volunteer reserve officers and 5 regular police officers aged between 24 and 58 years of mixed socioeconomic backgrounds, ethnicities and ranking in the Royal Malaysia Police force. Two civilian respondents (spouses of the Police Volunteer Reserve officers) were also interviewed for this study for the purpose of theory sampling.

Findings

The data were analyzed qualitatively resulting in a model of Royal Malaysia Police Volunteer Reserve officer roles consisting of four orientations.

Research limitations/implications

Study outcomes are discussed theoretically and administratively. The four role orientations identified will assist researchers studying police reserve volunteerism.

Practical implications

Study outcomes allow administrators to utilize and deploy police reservists in consonance with the four role orientations identified.

Social implications

This study provides insight into how police reservists conceive of and execute their roles as they negotiate them in relation to the regular police officers they work with and the public from which they are drawn.

Originality/value

This is the first study of police volunteerism in Malaysia.

Abstract

If police are perceived as legitimate, communities are more likely to assist in the fight against crime making policework easier and resources go further. The problem is, members of a diverse community may view the police in different ways making it difficult for police to be everything to everyone. This study reveals two strands of emerging vulnerability in relation to law and order in a rapidly urbanising area, affecting perceptions of police legitimacy for both groups. The study also demonstrated the relationship between global processes and local issues. The chapter draws on data from a larger study which explored the legitimacy of Victoria Police in the Monash Local Government Area in Melbourne, Australia. Community perceptions of the police were collected during 6 focus groups and 18 interviews. For the past decade, Monash had experienced declining results in the government’s quarterly policing survey in areas that assessed police legitimacy. This research utilised qualitative methods to gather detailed community opinions, in contrast to the quantitative government survey. The chapter focusses on the key finding that there had been many changes in Monash during the preceding decade, including intense urbanisation and increased ethnic diversity. However, police services had not been correspondingly increased or diversified and were not thought adequate to respond to current demands. As a result, community members felt vulnerable and this influenced community perceptions of Victoria Police. Rapid urbanisation has implications for police legitimacy. It is important that police services and infrastructure are not neglected during periods of urban change in order to mitigate feelings of vulnerability in different communities.

Abstract

Purpose

This article aims to synthesize published research on the policing of Asian communities in the United States.

Design/methodology/approach

This is a systematic literature review using PRISMA 2020 guidelines.

Findings

Sixteen studies were reviewed. Five examined violence by police against Asian community members and reported rates for Asians closer to those against Whites than against members of other groups. One study found no relationship between violence against police and increased minority representation on the force. Four studies reported conflicting results regarding traffic stops of Asian motorists and in general perceptions of police anti-Asian bias. One study illustrated how racialization processes reproduce inequality both between racial-ethnic categories and within them. Five studies examined Asian community members’ general attitudes toward/satisfaction with police and reported—with qualifications—generally favorable attitudes and satisfaction with them.

Originality/value

This is the first systematic literature review of policing Asian communities in the United States.

Abstract

Corruption was a serious problem in Singapore during the British colonial period and especially after the Japanese Occupation (February 1942–August 1945) mainly because of the lack of political will to curb it by the incumbent governments. In contrast, the People’s Action Party (PAP) government, which assumed office in June 1959 after winning the May 1959 general election, demonstrated its political will with the enactment of the Prevention of Corruption Act (POCA) in June 1960, which strengthened the capacity of the Corrupt Practices Investigation Bureau (CPIB) to combat corruption effectively. Indeed, Singapore’s success in curbing corruption is reflected in its consistently high scores on Transparency International’s Corruption Perceptions Index (CPI) from 1995 to 2012 as the least corrupt country in Asia. Singapore was ranked first with Denmark and New Zealand in the 2010 CPI with a score of 9.30. Similarly, Singapore has been ranked first in the Political and Economic Risk Consultancy (PERC) annual surveys on corruption from 1995 to 2013. Why has Singapore succeeded in minimizing the problem of corruption when many other Asian countries have failed to do so? What lessons can these countries learn from Singapore’s experience in combating corruption? This chapter addresses these two questions by first describing Singapore’s favorable policy context, followed by an identification of the major causes of corruption during the British colonial period and Japanese Occupation, and an evaluation of the PAP government’s anti-corruption strategy.

Abstract

Purpose

The paradigm shift in global competition and the resulting business challenges have led manufacturing enterprises, particularly in the developing world, to take a different look at their operations. Responding to this climate meant reassessing their competitive advantage, and re‐engineering their business models and operations. The purpose of this paper is to discuss many of these new challenges and present potential solutions from the practitioner point of view.

Design/methodology/approach

This paper discusses many of these new challenges and presents potential solutions. The results are from interviews with the enterprise managers and owners.

Findings

The issues are divided into three categories based on who can manipulate them: regional and international, national, and enterprise factors. The level of enterprises' ability to respond to these issues varies from full control to partial or no control. Nevertheless, issues' impact could be minimized by certain adopted polices and action plans.

Practical implications

The paper creates a guiding compass for developing countries' manufacturing enterprises, by which they can navigate around the arising challenges, in a well‐rounded, comprehensive overview.

Originality/value

The paper lays a foundation for a road map for researchers and practitioners to assist small and medium‐sized enterprises in becoming more competitive and improving their survivability, in a well‐rounded, comprehensive way.

Abstract

Purpose – This chapter is about the author's experience working for Barack Obama's presidential campaign and the racial as well as race–gender dynamics of such work.

Methodology/approach – An autoethnographic analysis was conducted based on participant observation, primarily, door knocking in California and Texas and phone canvassing Americans across the country on a daily or weekly basis.

Findings – The fieldwork revealed the persistence of racially unequal discourse and stratification, not the workings of a post-racial society. While some Americans openly used the word “nig*er” or referenced lynching, more common were the coded forms of racism, such as the notion of “good” (Obama) versus “bad” Blacks. Also, terms like “Muslim” or “not-American” revealed a citizenship-based racism usually reserved for Asian Americans and Latinos now being levied against Black Americans. This more coded racialization hinged on a combination of subordinating Muslims as perpetual racial foreigners and fearing the “browning of America” brought on by immigration.

Research limitations/implications – As this study of a campaign assessed one point in time from an autoethnographic perspective, it is not generalizable to the United States. It, however, is an important window into the social processes involving race (and gender) when historic candidates and elections move the country in a direction it has never been to before and perhaps will never be to again.

Originality/value of paper – Although many scholars have done racial analyses of Obama's campaign and of our society's negotiation of race in relation to the man, few have conducted in-depth analyses from the vantage of a full-scale Obama campaign volunteer.

Abstract

Global counterfeiting is escalating despite resistance by many parties. We identify three groups of stakeholders who have vested interests in either resisting or promoting counterfeiting. Among resistors to counterfeiting are national governments, international policymakers, and corporate intellectual property owners; among promoters are the counterfeiters themselves and many consumers. We argue that current supply‐side resistance approaches alone are inadequate; attention is also needed to resisting consumer promoters on the demand‐side of the market. Drawing from a review of the literature, we develop a new analytical framework which depicts complex interfaces between IP owners and consumers. A second framework presents actionable marketing strategies targeted to different consumer segments.
