Abstract

This paper shows how a shorter fecundity horizon for females (a biological constraint) leads to age and educational disparities between husbands and wives. Empirical support is based on data from a natural experiment commencing before and ending after China’s 1980 one-child law. The results indicate that fertility in China declined by about 1.2–1.4 births per woman as a result of China’s anti-natalist policies. Concomitantly spousal age and educational differences narrowed by approximately 0.5–1.0 and 1.0–1.6 years, respectively. These decreases in the typical husband’s age and educational advantages are important in explaining the division of labor in the home, often given as a cause for the gender wage gap. Indeed, as fertility declined, which has been the historical trend in most developed countries, husband-wife age and educational differences diminished leading to less division of labor in the home and a smaller gender wage disparity. Unlike other models of division of labor in the home which rely on innately endogenous factors, this paper’s theory is based on an exogenous biological constraint.

Abstract

Purpose

In an effort to advance visual literacy (VL) education, the purpose of this paper is to develop and test a VL instruction program for 2.5-4-year-old children in a public library setting.

Design/methodology/approach

The study was designed as a series of VL workshops for young public library visitors. Each workshop collected information about children’s existing VL knowledge, introduced them to new visual concepts, and measured their engagement and comprehension of the newly acquired material. The study data were collected via questionnaires and observations.

Findings

Most of the children who participated in the study workshops showed a solid baseline knowledge of colors, lines, shapes and textures and were actively engaged in instruction. After the instruction, children generally showed an improved understanding of the newly introduced VL concepts and were able to answer questions related to the new concepts, recognize them in images, and apply them in art projects.

Research limitations/implications

The study relied on a relatively small sample of library visitors in an affluent neighborhood. The findings are influenced by variations in the topics and delivery methods of instruction. The study findings might not be generalizable beyond the US context.

Practical implications

The study methods and findings would be useful to VL educators who work with children.

Social implications

As information continues to proliferate in non-textual contexts, VL is becoming an increasingly important educational goal. The study advances a VL agenda and advocates for introducing VL early in life.

Originality/value

The authors are not aware of any other study that tested VL instruction on a group of very young children in a public library.

Abstract

Purpose

This narrative review explored the efficacy of school-based child sexual abuse prevention programmes between 1990 and 2002. There were 22 efficacy studies that met clear inclusion criteria. Results covered both methodological design and the range of outcome measures. Methodology was analysed through four dimensions (target population, prevention programme implementation, evaluation methodology and cost-effectiveness). Outcomes for children covered nine categories (knowledge, skills, emotion, perception of risk, touch discrimination, reported response to actual threat/abuse, disclosure, negative effects and maintenance of gains). The studies had many methodological limitations. Prevention programmes had a measure of effectiveness in increasing children ' s awareness of child sexual abuse as well as self-protective skills. Beyond minimal disclosure rates, there was no evidence to demonstrate that programmes protected children from intra-familial sexual abuse. For a small number of children prevention programmes produced minimal negative emotional effects. Recommendations for future research, policy and practice, include realistic outcomes for child participants and locating programmes within wider abuse prevention measures.

ROYAL Alderman T. A. Abbott of Manchester, dealt with somewhat severely by Dr. Savage in his A Librarian's Memories, had at least enthusiasm for libraries. He was mightily honoured when he became President at our Manchester Conference in 1921. “We are the Royal Library Association”, he declared and should call ourselves that; haven't we a Royal Charter? Our recognition comes direct from the Sovereign”. No doubt a vain wish, although the Library Association seemed to come near it in 1950 when George VI graciously became its Patron and the Duke of Edinburgh its President. Since that date the engineers have become “royal”, but we have slipped back. When Her Majesty came to the Throne, the patronage her father had bestowed was refused, no doubt on the direct counsel of her advisers who would not want so young a Sovereign to assume too many offices. On that view librarians could not murmur. There is a future, however, and in it there will be a new Library Association House next to, almost conjoined with, a new National Central Library. King George V with Queen Mary opened the second, as is well remembered especially by the King's speech, one of the best, most useful, in library history, in which he described the N.C.L. as “a university that all might join and none need ever leave”—words that we hope may somewhere be displayed in, or on, the new N.C.L. building. Royalty and its interest in libraries has been again manifested in the opening last month (July 13th to be precise) by Queen Elizabeth, the Queen Mother, of the new Central Public Library at Kensington. The Royal Family has close relations with Kensington of course. It is recalled, too, that the Manchester Central and that at Birkenhead were opened also by King George V and Queen Mary; and Queen Elizabeth II quite recently opened the Central Library of the re‐created city of Plymouth, the largest new town library since the Second World War. Kensington has now opened the first major London library since 1939. It is not modern in spirit externally and, as is known, is the work of the architect of the Manchester Reference Library, Mr. Vincent Harris, and there is no doubt about its dignity. Its interior methods are, however, quite modern; a few of them were broadcast to us for a few moments by the B.B.C. announcer, to the effect that there were 100,000 books, that returned books in the lending library were not discharged at the counter but slid down a chute to a room below where that was done, etc., with the remark that books not available in the public apartment could be requisitioned from other libraries but, with the large stocks on show and in the building, that did not seem to be very necessary. We sometimes wish that broadcasters, however well intentioned that may have been, knew something about libraries. Happening at about the same time was the removal of the Holborn Central Library stock to its new home in Theobald's Road, a complex process which Mr. Swift and his staff carried out in July without interrupting the public service. We hope that Mr. Swift will be able soon to tell us how he carried out this scheme. Thus has begun what we hope will be a process of replacing many other London libraries with modern buildings more worthy of the excellent work now being done in them.

Abstract

A major objective of the Israeli Old Age and Survivors (OAS) programme is focused on: redistribution of income. The effects on income distribution within one generation and across generations are studied. It was found that the programme is very effective. It takes more than 4 per cent of the gross income of the more affluent people in the sample and gives more than 16 per cent of income to the least affluent people. The programme discriminates against men because of their later retirement, higher income and lower survival probabilities. All these results are within one generation. For the inter‐generational transfers, it was found that this generation pays more than it receives from the programme. Interestingly, the reduction of National Insurance tax devoted to the Old Age and Survivors programme, from 5.4 per cent to 3.3 per cent is the one suggested by the model. Unfortunately, it was found that increasing the inter‐generational equality by reducing the tax rate lessens its effectiveness to bring equality within the generation. More research is needed before policy recommendations can be made.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Ever since hydrocarbon resources were exploited off the coast of Terengganu in 1978, a state in Peninsular Malaysia, its built environment underwent dramatic physical transformation arising from huge investments in first‐grade infrastructure and industrial facilities, largely hydrocarbon‐related in nature. Yet, more than two decades later, the stock and technical competencies of the local contractors have not been to the level one might expect, despite prolonged robust demand that should have acted as an alluring incentive for entrepreneurship. There were, of course, enabling factors such as favorable client and government interventions. However, the inhibitors ‐ economic model, socio‐cultural traits, institution, mix of construction demand and even the recent change in political landscape ‐ were found to exert an even greater influence. The findings of this study underscore the necessity of identifying the influential forces exerting on the construction community's operating environment before any construction entrepreneurial development programme is instituted so that realistic targets can be set. Furthermore, as different regions may possess different types and intensities of such forces, implementing standard policy prescription is likely to yield sub‐national diversity
